ECHR denounced that Turkey had persecuted the Murdered Journalist, indirectly but surely, because he dared Criticize the Turkish State's Negationism on the 1915 Armenian Genocide, condemning Ankara's Authorities not only for blatant failures to protect his Life, even if they knew that he was seriously threatened, and by whom, before the Killing, but also for violating his Freedom of Speech.

Moreover, Turkish State's Agents knew the Plan to Murder the dissident Journalist, but did nothing to prevent the killing, (on the contrary, they even cooperated with would-be Killers into jointly Persecuting and slandeing the Victim to the Courtts !), and Turkish State Agents are also among several individuals involved in the affair of the cold-blood killing, both before and afterwards, in one way or another, but the Turkish State still persists until Today (2006-2010) to scandalously cover up all their Crimes and/or wrong-doings with a continuing total Impunity, as ECHR's judgement, rendered after 2 successive applications lodged to Strasbourg by the victims' Family, in fact revealed today :  

That's why  ECHR condemned Turkey for multiple Violations of the Right to Life and to Freedom of Expression, ordering it to pay more than 133.000 € to the Victim's Family for various damages and expenses.

Turkish Government's failure to clearly promise that it willl, at least now, really investigate the cold-blood Murder of dissident Armenian Journalist Hrant Dink, to find and punish all those involved, and stop harassing or intimidating critical Journalists, after a stunning Condamnation of Ankara by ECHR, which denounced that Turkey had grossly failed to protect the Journalist, even if it knew that he was threatened, and didn't properly investigate his Murder, even resticting and hindering enquiries asked by the Victims' Families and Friends", that,  "Turkey now has an unambiguous duty to reopen the investigation and cast the net Wider than those currently on trial", because "both legal obligations and Justice require addressing (Turkish) State ...possible Collusion in the Killing", and, in addition,  "If Ankara is serious about implementing the ruling, it needs to End Restrictions on Free Speech by repealing restrictive laws and protect the Right to Speak out."

But Turkish Foreign Ministry reacted only by merely claiming that 'efforts"(sic !) to implement the ruling and ...measures to prevent Future violations, would be decided, without saying nothing about efficient investigations to find and punish all those involved in the cold-blood Murder, nor on stopping harassing and prosecuting critical Journalists, as ECHR found that Ankara did also on Hrant Dink's and many other cases.

-  "Successive Turkish Governments have responded to judgments by the European Court holding Turkey in violation of the European Convention on Human Rights by paying (a) ..compensation to victims, but without taking further steps to implement rulings. In cases where the European Court has held Turkey responsible for violating the right to life, Turkish authorities have repeatedly failed to reopen investigations or to take concrete steps to identify those responsible for killings", Human Rights Watch's officer, Emma Sinclair-Webb, denounced.

Moreover, ECHR found that Turkey is frequently condemned by ECHR for scandalous Journalists' Murders, totalling, alone, almost a similar level of the Number of such Condamnations for Press Killings, as.... all other CoE's 46 Member States : More than 60 compared to about 80 cases, even parts of Turkish Press reportedly denounced.

The murdered Journalist had been earlier condemned by Turkish Courts for "insulting Turkiness", as they claimed.

But the applications to ECHR, lodged by the Victim's Wife and 2 Children, as well as his Brother, didn't protect not even them : After Hrant Dink's Murder, his Son was notoriously threatened to be prosecuted by similar Turkish Authorities' methods as his killed Father..

In one of his Articles, the Victim had "mentioned the Armenian origins of the adoptive Daughter of Ataturk", the founder of Turkey, born in Greece, "provoking Teactions, such as Demonstrations, Threatening Letters, etc, of which the Authorities were informed, by Extremist Nationalistc groups, who saw .. an attempt to turnish Attaturk's reputation".

But, instead of taking measures, on the contrary,  "Istanbul's deputy Prefect had warned him that the Security Forces couldn't guarantee his Safety, if his Newspaper continued to publish Articles provoking such reactions" ! I.e. instead of protecting the threatened Journalist, he had, on the contrary, even aggravated the threats against him, obviously pushing to muzzle...

Worse : Those who demonstrated and threatened Hrant Dink, from an Ultra Nationalist Turkish Group, instead of being arrested, on the contrary, were even ... allowed to intervene in Turkish Courts' prosecution against their own victim !
The Turkish Court's prosecution against the Journalist didn't stop but only after he was Murdered, on January 2007...

Scandalously, Turkish Authorities had been even officially informed that some supects were preparing to kill the Journalist, and that this was "probable", but they abstained from taking any measure whatever to try to protect the victim.

But all procedures against those Turkish Policement who knew that the Armenian Journalist was threatened by Death, and did nothing, between 2006 and 2007, were suspended or rejected in 2007-2008, ECHR denounced..

Scandalous Turkish Police's complicity with the Murderers went so far that, even after the bloody Killing, "some Turkish Security Agents ..... took their Photos in the company of the Killer, holding a Turkish Flag, in front of an inscription saying that "Motherland (Turkey) is sacred, and its fate cannot be left to chance", ECHR's judhemennt denounces.

The Murdered Journalist's Family accused Turkey in front of the ECHR, to have "exposed" him  ton Death risks, despite knowing the threats, and stressed that this was "part of a Series of Aggressions, organized by Turcs Extremists against members of Religious Minorities".

ECHR observed that the Turkish Authorities "were informed of an Intense Hostility, by UltraNationalist Turkish Groups, during the period of Time before he was murdered", mainly "because they found in his articles an attempt to turnish Attaturk's image", and they had even joined the Turkish Courts' prosecution accusing the Journalist to "insult Turkiness"...

But, Turkish Police, long before the tragic events, "knew that a Murder was probable, and even the Identity of its suspected instigators", ECHR found out.

- Astonishingly, "the instigators of Hrant Dink's murder ... had even spoken about their Plans in Public (!) to many People around them, had shown the Photograph" of the Journalist, clearly "designating him as the man to kill, had Tested in open air the Gun of the Crime, and had Planified the attack in a CyberCafé", ECHR denounces !..

- "Therefore, (Turkish) Authorities knew, or should know, that ..Dink was particularly exposed to become victim of a Deadly Attack", and that "this Risk was Real and Imminent", ECHR observed.

- But "Noone, among the 3 (Turkish) Authorities", who "knew" (See supra) and "were concerned by the Protection of the victim's Life", "did Not react in order to Prevent the Murder, ... despite the fact that they had been Informed of his Planification and Imminent execution", ECHR denounced.

+ Moreover, even after the Murder, (i.e. during the 2008-2010 period), ECHR found that ... "ALL procedures", raising the Responsibility of the Turkish Authorities which had so blatantly failed to do their duty to protect the threatened Journalist (See supra), had been either "Stopped", "Rejected", or Time-barred !

In addition, those empowered to decide on possible Sanctions for such blatant Failures to protect Human Life, were "not independent" from the Turkish Police, and "the Victim's Family weren't associated in the procedures against those Turkish Officers", while even "Suspicisions that a Turkish Police's Chief would have revealed his own UltraNationalistic views and supported the suspected Killers", "were not seriously investigated", ECHR also found.      

Therefore, ECHR concludes that, by droping all the Penal Law procedures against those Responsible, among Turkish Authorities, for blatantly failing to protect Hrant Dink's Life, is another Violation of the Human Right to Life, which implies, on the contrary, that an Efficient Investigation must be done to Identify and.. Punish those responsible for such grave failures

+ As a matter of General Principle, "ECHR reminds that Freedom of Expression is an Essential CornerStone for a Democratic Society", and that "this goes not only for Inoffensive or Indifferent "Informations", received favorably, but also for those who Oppose, Shock or create Concern in a State or in a part of the Population", while "the Press plays an Eminent Role in a Democatic Society : While it mustn't go beyond certain limits, mainly for the protection of (individual Person's) Reputation, it has, nevertheless, to communicate .... Informations and Ideas on all Issues of General Interest", "even with a dose of exageration or provocation".

>>> ECHR found that Hrant Dink's publications on the 1915 Genocide and Armenian Identity, were not a "Hate-speach" against the Turks, and therefore, by declaring the Journalist "Guilty for his words, the (Turkish) Courts punished him, indirectly, for having criticized the fact that the (Turkish) State ...denies the 1915 Genocide".
But, on such Political or General Interest issues, Admissible Criticism is much Larger, than in the cases of Individual persons, ECHR clearly confirmed also regarding the Armenian Genocide.

- Hrant "Dink was speaking as a Journalist", "dealing with Issues related to the Armenian Minority", and, "when he expressed his Contempt against some behaviors that he considered as a Negation of the 1915 Incidents, he simply communicated his Ideas and Views on an Issue of undeniable General Interest in a Democratic Society", in which, "it is of paramount Importance for the Debate engaged on particularly Grave Historic Facts,  to unfold in Freedom", also because "the Search of the Historic Truth, is an integral part of the Freedom of Expression", ECHR clearly stressed.

Moreover, ECHR concluded that the Persecution and Condemnation of the Journalist by the Turkish Authorities, taken in conjuction with the total Absence of any Measure to Protect him against dangerous Aggressions of Turkish Extremists, was a supplementary Violations of his Right to Freedom of Speech.

After such blatant ECHR's 2010 findings, it will obviously become even more Difficult for the EU to contine to pay such Turkish Authorities by wasting, each Year, many Hundreds of Millions € from EU Taxpayers' Money, (including from Poor People, obliged to pay VAT+), particularly during this Hard period of Global Financial and Economic Crisis, when, on the contrary, urgent Investments to Innovative High Tech. are EU's Top Priority among the growing Global Competition, while, in Turkey, even softly Critical Journalists as Hrant Dink are so abusively Persecuted and Murdered, with a Scandalous Impunity of all those Responsible for the cold-blood Killing, all along 2006-2010 !...

Interesting and timely (and, above all : obviously Justified, if not Necessary) .."Food for Thought" for EU Parliament's forthcoming Debates and Votes f.ex. on the 2011 EU Budget...

- The "gong" was given from Monday Evening, by an unusually well-attended meeting of EU Parliament's Environment/Health Committee, chaired by German MEP Jo Leinen (SD), where an exceptionally large Majority of MEPs, astonishingly spreading Wide, even from EuroLeft to British Conservatives (with Shadow Rapporteur Brittish MEP Marina Yanakoudakis), etc., voted to restore 2.100.000 € that an earlier EU Council decision had substracted from an 18,3 millions € strong EU Civil Protection's Budget for the Year 2011.

Concerning mainly "Civil Protection within the EU", as well as it "administrative Management", this was part of various Environment Protection activities funded by EU's 2011 Draft Budget, among others, f. ex., also New 2011-2015 Projects such as for the "establishment or improvement of Climate Forestry monitoring", including by "soil, aerial and Satellite levels", more "Financial Support for Measures and Projects" included in "LIFE's Financial Instrument for the Environment", in the context of a clear will to stress even more than ever that "Adaptation to Climate Change" (that some Experts consider as a cause of more frequent EWE, as the World Meteorological Organisation recently noted), "is Now a pending Priority", with "Special Attention .. to relevant Pilot Projects".

Significantly, MEPs did so while also acknowledging, on the occasion a Motion for Resolution tabled by 5 MEPs, (including German ChristianDemocrat/EPP Karl-Heinz Florenz, and French Liberal MEP Corine Lepage, former Minister, etc),  that UNO's process to fight Global Warming appeared rather stahled, after the December 2009 Climate Change Copenhagen Summit COP 15, (see "EuroFora"s  NewsReports on the event from the spot), in view of the on-going preparation of the December 2010 Cancun CCC summit (COP16), which might probably be limited only to some "Concrete" Measures, f..ex. on Forestry, "Green" Technology trasnfert, Funding of Developing Countries' CO2 emissions' reduction, etc, leaving more "Comprehenive" Solutions for later-on, during Next Year 2011.

At any case, the necessary Targets for CO2 Emissions reduction to fight against Global Warming, eye "Long-term" Time Deoadlines, located far away in the Future, such as 2020 and even 2050, so that it would obviously be unthinkable to limit, practically, only into ..."Waiting for 2050", the Action Urgently needed in order to ensure Today that People can be protected from any Extreme Weather Events as such which hit the EurAsian area on Summer 2010, (record deadly Heatwaves, Floods, Landslides, etc), EU Parliament's 1st vice-President, experienced MEP Mrs Rodi Kratsa (ChristianDemocrat/EPP) agreed with "EuroFora", smiling...

- After what happened with the 2003 record Heatwave, mainly in France, and now, on 2010, in Russia, Pakistan/India and China, etc., "it's obviously necessary, Today, to considerably strengthen EU's Scientific Research, Technologic Innovation, Monitoring and Crisis' response capacity in order to try to protect People" by exploring new possibilities to predict, prevent, reduce, and/or reconstruct after "such Extreme Environment Events", told "EuroFora" EU Parliament's 1st vice-President.

Even if at least part of such Disasters might, eventually, be induced by Criminal activities, f.ex. in some Forest Fires, relevant EU Projects such as, f.ex., the Space High-Tech program "GMES" : i.e. "Global Monitoring for Environment and Security", "could, probably, help also to establish the Facts and, eventually, locate those responsible", she added. Moreover, - "it would be also interesting and useful to ask and gather the "best practice" Experience of those countries which really faced, already, such EWE, or successfully managed to prevent them", Top MEP Rodi Kratsa observed to "EuroFora".

Next Day, on Tuesday, Kratsa chaired EU Parliament's debate on EU Humanitarian Aid to Flood-stricken Pakistan, where EU Commissioner responsible for International Cooperation, Humanitarian Aid & Crisis Response, Kristalina Georgieva, denounced the  fact that the Summer 2010 Record Floods provoked such a "Mass-Destruction" in the Country, that its GDP, which was Last Year + 4,5%, will probably Fall Down to only 1,5%, (i.e. marking a - 3% GDP Drop), or even be Negative, and revealed that all the 71 Millions-strong € EU Aid package had been already "committed", so that, addressing only afterwards such an exceptionaly big Natural Catastrophe would need even more Money, while even "Safety" of "Humanitarian Workers" was an issue, there and elsewhere in the World, since, in overall, "last year "109 Humanitarian Workers had died", i.e. even "more than Peace Keepers" soldiers !..

- That's one among the reasons for which EU Commissioner Georgieva just anounced, at the conclusion of that EU Parliament's debate in Strasbourg on Pakistan, her intention to present soon an official, overall Plan in order to meet the current Need to "strengthen EU's Disaster Response, by better organizing and coordinating" actions, while also noting that several MEPs stressed (as "EuroFora" advocated earlier) that "we (EU) can do more", as she said...

EU Commissioner Georgieva's Plan focuses on 4 main points, starting by necessary efforts to "Anticipate" Major Hazards, by a kind of early warning, predicting and/or preventive measures, etc., while also systematically preparing a "Predictable" overview of EU's capacities, interlocutors, availabilities and "assets", but also guaranteing EU's "Independance and Neutrality", as an indispensable condition for Humanitarian work's efficiency, and dressing a comprehensive, "Holistic approach" for each Crisis, able to understand and deal with all its aspects and perspectives, before, during and after the events.

Meanwhile, the obvious need for the EU to become really able to protect EU Citizens, Economy and Member Countries, from such Extreme Environment Events, as well as to Help other, hardly hit, Countries all over the World, was also felt in the larger framework of a landmark Speech on "the State of the (European) Union", by the President of EU Commission, Jose Barroso, to EU Parliament in Strasbourg, (See specific "EuroFora"s NewsReports, drafts of which were already sent to Subscribers/Donors), where he stressed the "Need, now, .. to create a real European Crisis Response Capacity" :

- EU "Member States (already) have the Helicopters : they have the Civil Protection Teams. We (EU) now need to Pool them", Barroso pointed out. "That's what (EU) Commission will propose in October", he anounced. That's why EU Commission's President "urged the Member States to show that they are Serious about the (European) Union punching its Weight in this area", particularly when most EU Leaders agree that they "impatient to see the Union play the Role in Global affairs that matches its Economic Weight", as well as that "being a Global Player also means standing up for our Values", as "Human Rights" and Human Solidarity, which "also mean that we (EU) must come to the Aid of those facing a Crisis situation anywhere around the World".

- "We (EU) can no more satisfy ourselves by just being the 1st (Aid) Donor in the World, (but) without being able to guarantee that the Aid that we send will arrive to its destinators with Mr Putin's and Mr Obama's Helicopters !.... Here, also, we must be Serious", as, in general, EU must "show more seriousness in our common Foreign Policy and become a more respected player in the World", chacteristically replied the President of EU Parliament's largest political group (ChristianDemocrats/EPP), Joseph Daul.

Daul explained later to "EuroFora", that he was well aware of the current need to boost EU's Scientific Research, Technologic Innovation and Administrative Organisation, in order to become able to protect People from Extreme Weather Events, particularly after the the Summer 2010 Record Heatwave and Floods  in the Eur-Asian region, following also the 2003 Record Hearwave mainly on France) :

- "Certainly, Yes  ! This (point) is included in my Speech"'s larger, relevant call, observed Daul in reply to "EuroFora"'s question, referring to his calls, earlier today, to "keep our (EU's) Ambitions", despite the "Bitter taste" that 12/2009 UNO's Climate Change Summit at "Copenhagen", as well as "to pool our resources, in order to obtain scale economies and boost Efficiency" in "Innovation and Research", "Education and Training", "for Security and Defence", "for our Energy policy"          

"Europe played a Pioneer role in the fight  against Global Warming", and "our Ambitions remain fully intact", while "the Direction has been, now, irrevocably fixed, and we can be Proud" for that, as he reminded about the so-called "Copenhagen Agreement". - "Are we (EU) going to  continue witnessing that USA, China, India, etc. are able to advance in Fundamental or Applied Research", instead of "Investing on Innovation" inside the EU  ?, Daul questioned in concliusion.                                                                      

Among abudant, relevant, concrete cases, f.ex., 51 Millions € were recently asked  by private Aviation Companies only to the French Government alone, (and the overall Number would obviously be much Bigger for all the EU, figuring in Billions € !),  in order to reimburse at least several Technical "Tests" that they were obliged to do in order to find ways to send Safe Airplanes to bring back Home People blocked in foreign countries by huge Clouds of Ashes thrown all over Europe's skies, after a British AntiCyclone provoked a deviation of an initially banal and expected Icelandic Volcano eruption, spreading Cloud Ashes against Germany, Holland and France, etc.

 It would certainly COST LESS Money to fund Scientific and Technological Research f.ex. on Atmospheric Dynamics, in order to become able to predict, partly or totally prevent, alleviate and/or easily redress such kind of disruptions by Extreme Weather Events, instead of doing nothing, and waiting be obliged, later-on, to foot the bill by paying much more, afterwards, only to repair part of heavy damages, (which might have been, at least partly, avoided)...

Meanwhile, one of the Biggest and Strategic African Countries' Head of State, Mali's President Touré, speaking at EU Parliament to MEPs and Strasbourg's Journalists, including "EuroFora", at the eve of UNO's Summit on the "Millenium Goals" on Development, in a few days at New York, stressed the need for many Countries bordering Sahara to struggle against rapidly advancing "Desertification", and scarcity of Water, which hampers Economic Development, and is exploited even by Terrorist Groups mainly imported from elsewhere in order to provoke Dangerous Threats against Security, while also pushing more and more People towards Mass Immigration : It's not only Africa's, but also Europe's well-being and Security which is at stake, President Touré warned.

 

 

And another, even more crucial link, between Extreme Weather Events and EU Citizens' everyday lives, as well as Developing Countries, was spoted by EU Rapporteur on Agriculture and Food prices, famous "Green" MEP Jose Bové, who, speaking today to "EuroFora", observed that the "most important" factor for "Agricultural Production's Costs", are the "Prices of Raw Materials", which have "recently grew", partly "because of Speculation", particularly after the Record Heatwave and Fires which destroyed 1/3 of Russia's Wheat production, affectiing also other neighbouring, Wheat producing Countries, such as Kazakstan and Ukraine, to which was added meanwhile even Pakistan; hit by Record Floods focused on its large wheat fields..

- Such new Facts are added to an already long list of reasons to combat "scandalous Speculation on Raw Materials for Agriculture", threatening to adveresely affect People's "Food Prices", by exploiting even Extreme Weather Events, (as Russian President Medvedev recently denounced), so that we'd really like to see whether (French) President Sarkozy will keep his promise to raise the issue during his forthcoming Chairmanship of the G8 - G20 Global Governance, as Bové declared in a Press Conference at EU Parliament in Strasbourg, together wieth "Green" MEPs' leaders Cohn Bendit and Rebeca Harms.

Speaking to "EuroFora" after meeting with Mali's President Touré, EU Rapporteur Bové, who has just obtained a Majority of MEPs' Votes in favor of his Report on Agriculture and Food Prices, added that he was "certainly in favour" of "Scientific Research and Technologic Innovation" needed in order to find ways to efficiently fight against Extreme Climatic Phenomena, such as excessive Drought provoking Desertification, and/or Record Heatwaves destroying Wheat Production (See supra), f.ex. to "invent much Cheaper, innovative ways to find Water, f.ex. from Underground sources, because, "currently, even if this possibility already exists, it's Too Expensive", and this must change, as the famous MEP told us.

However, "we (EU) should also use the Technological Possibilities which are already available" in order to help protect the Agricultural production's Natural Environment from adverse Extreme Events, including by helping Developing Countries, and, therefore EU Citizens' well-being and Food prices, Bové added to "EuroFora" : - "Peasants generally need Simple, working and efficient solutions, without useless technical complications", and, "sometimes, it was proven that it's enough to interpose, f.ex. just some Peasants cultivating Fields in the middle of Forests, in order to protect them from being destroyed by Forest Fires, which, would, otherwise, spread too easily throughout a landscape "desertified" and "emptied" from any Agricultural Field, Bové advised.

All such Strasbourg's moves Timely come on the eve of UNO's forthcoming New York World Summit on  "Millenium Goals", where "Aid to Development and Technology transfert for the protection of Environment against Climate Change, might, indeed, be somehow linked, and combined together", at least in Future, as the competent EU Commissioner responsible for Development Aid, the experiences Anders Piebalgs, just confirmed to "EuroFora".

The urgency for the EU to advance and take a lead  in such, innovative and faster practical result-producing directions, was, meanwhile, even more highlighted by EU's Climate Commissioner Connie Hedegaard's replies, tonight at MEPs' Question time in EU Parliament in Strasbourg, where she observed, among others, that EU's "Strategy" in front of UNO's process for 12/2010 Cancun Climate Change Summit in Mexico is "not to neglect Long-term obsectives", and, given the current circumstances at the on-going International Negotiations, rather to "agree on a Framework" which can be used in order to make concrete advance on certain points "afterwards"....

Meanwhile, CoE timely prepares an important Ministerial PanEuropean conference on the fight against Major Natural or Man-made Hazards (known as "Eur-OPA") in... Russia (at Saint Petersbourg) before the End of September :

Going well beyond "Climate Change", it aims to urgently "Improve"' not only "Disaster .. Reponse", but also "Prevention".

The World needs a "Metamorphosis", particularly of its Global Governance", stressed after Summer 2010 unprecedented Extreme Weather Events in EU, Russia and Asian Countries, the French super-Minister of Environment, Energy and "Green Technologies", responsible for International Negotiations on Climate, Jean-Louis Borloo, opening Strasbourg's 2010 European/International Fair, shortly before France takes over the  G8 - G20 Annual Presidency (11/2010 - 11/2011), speaking in front of EU Parliament at the eve of an important MEP's Debate on EU's Future and "State of the Union",  but considering thoughtfuly the question of EU's best reply to the recent events, because "I take some Time to have a look at" the real situation before "I'll come back to you" on that point, as  he carefully promised to "EuroFora"..., after crossing a South - Eastern Asian "Dragon" from this year's Guest Country Thailand.. 

However, already, the Strategic decision, anounced earlier this year by a Chancelor Merkel - President Sarkozy Summit at Elysee Palace in Paris (See "EuroFora"'s NewsReport from the spot), to create an International showcase for EU's High-Tech on "Eco-Mobility" linking Alsace Region's Strasboug to Bad-Wurtenberg's Stuttgart, at EU's core, as a key-part of an overall Franco-German "Agenda 2010-2020", apparently starts to emerge from September 2010's Anouncements by Minister Borloo, where "Eco-Mobility" High Tech figured High :

- Part of voluntaristic Decisions taken to "change everything" in Production methods, with "breakthroughs" based on "Green New Technologies", is also the fact that, f.ex., French Car production has recently become "the Less Polluting in the World", while CO2 Emissions are reduced 130 % Times Faster in France than in EU's average,  diminishing - 20 gr. each Month, while in all 27 EU Countries this takes more than .. a whole Year : 13 Months, he observed.

- A "particularly welcome Surprise" at Strasbourg's 2010 European/International Fair is, thus, the presentation of some Pioneer "Electric Cars", Borloo noted, before walking along f.ex. Peugeot-Citroen's spectacular  "Hybrid", a fast-moving low-CO2 emission New car, expected early Next year (2011), facing Pegeot's revolutionary "Zero (0) Emission" City-Car, the Smart-looking "Ion", expected before the end of 2010, (which look, in fact, complementary : For intra-City-transport, or far-away inter-City long Motorways).

- Moreover, "Strasbourg is part" of EU's project to launch an "EVS Electric vehicle for Global Mass Market", planned "in less than 6 Months", which "will completely change everything", pointed out Borloo, who is also Minister of "Green" Technologies, speaking just a few Months before also "Mobilis" November 2010 Conference in Strasbourg, which will focus on various Innovative projects for Urban and other transports, part of the "Cluster : Vehicle for the Future", based in Alsace region.

- A New Franco-German Bridge for High-Speed Trains crossing the Rhine River from Strasbourg to Kehl, is due to be ready between November and December 2010, Borloo officially anounced.

- The "1st Stage" of New, Rhine-Rhone, North/South High Speed Train "TGV" link (important for linking Italy, Spain and the Mediterranean, to Germany and Central Europe, up to Russia, etc),  is expected to start operating "from November 2011", he declared, while also anouncing imminent moves on the completion of the 2nd Stage in "TGV East", Paris - Strasbourg High Speed link, to help win more than 15 minutes on this part, which are crucial for a Fast and efficient Rail link with Munich (Germany), as well as Wiena and Budapest, in Austria and Hungary (next EU Chair from January 2011) respectively, as he acknowledged.

- Meanwhile, "Next Week", at the International Fair in Shanghai (China),  Strasbourg-headquartered Alsace Region will present  various "Eco-Mobility" projects, "with a Delegation headed by MP Antoine Herth, (a close collaborator of EU Parliament's  greatest Group : EPP/ChristianDemocrats' President, MEP Joseph Daul, whom he represented in various Debates  during 2009 EU Elections), confirmed Alsace Region's 1st vice-President, André Reichert to "EuroFora".

- Showing with a concrete example that "Eco-Mobility" should come closer to ordinary EU Citizens' concerns,  Borloo anounced also to a surprised Handicaped man obliged to move only to a Motorized Wheeling Chair, greeted together with Strasbourg's Senator Fabiene Keller, that, if he made the right choices, he could normally get reimbursed for Hundreds €  out of his machine's cost by State Funds in the framework of New Legislation.         

 

A Human touch, in addition to Environment policies, was also ambient when Borloo inaugurated an "Andrien Zeller Square", for the Memory of Strasbourg's Region Alsace's long-time President (1996-2009), earlier this day, together with his Wife and Daughters, in the presence of Strasbourg's Mayor Roland Ries, and new Alsace Region's President, Philippe Richert, who brillantly won the 2010 Election :  In addition to the Topical Reminder that Zeller was a Pioneer on Environment and Climate, to the point that he had adked Paris to introduce an Environment-friendly New Legislation at first in Alsace,  he was also known for his ealy expressed wish to Timely help Poor People, and for establishing a "Minimal Revenue for Existence", as early as since 1977, in his own home town, Saverne, Borloo reminded.  Among Zeller's "Visionary" ideas was that Regional Reform and Change was, in fact, linked with the Reform of States and even Europe, added his succesor, Richert, an equally strong advocate for Environment and Climate protection, already since he was long-time f. Chairman of Strasbourg's Department of Lower Rhine, emotionaly moved by the Symbolic events for Zeller's Memory, (who was also among the few to be send a copy of "EuroFora"'s Project, aa 2eller had suggested himself, at the same time as Richert, since Autumn 2007).    

Joining High-Tech to Human Skils, Borloo also greated Alsace's Craftsmen's projects, traditionaly present at Strasbourg's Euro-Fair, by observing that their own contribution to Environment and Climate protection transforms them into "Eco-Craftsmen" and will bring them "into a new Modernity", as he said.

Moving closer to Nature, Borloo crossed through a "Wood and Forestry pole" Exhibition, topically reminding French President Sarkozy's landmark Speech, at nearby Urmatt's renovated Industry, back in 2009  (See "EuroFora"'s NewsReport from the spot) on the need to protect Europe against "Environmentaml Dumping" by 3rd Countries by checking and redressing at EU Borders any eventually "Unfair Competition" by Foeign products which grossly violate elementary Environmental Legislation that EU Producers are, on the contrary, obliged to implement.

- "No Rural Natural Landscape without a healthy Agriculture !",  ("Pas de Paysage sans Paysans !"), he agreed, immediately afterwards, during a brief meeting with representatives of Peasants offering tasty Cheese and refreshing, Healthy pure Milk, particularly welcome during an exceptionally "Hot" day", in front of EU Parliament's impressive building..

Open air "Green" areas, a beautiful 2 Rivers' cross-point, and many pittoresque small Family Houses with individual gardens, etc, surrounding EU Parliament's more than 18 Floors' High Tower, will fit particularly well the new "International Business Center, close to European Institutiona", that Strasbourg's Mayor, Roland Ries, anounced on this occasion, which "will be built exactly here", i.e. at Wacken's area, right in front of EU Parliament, as he confirmed to "EuroFora".

This rather unusual, but symbolicaly harmonious  co-existence of High-Tech and High-Politics' structures, including at EU level,  side to side with Natural Landscapes, Family Homes, skilled Craftsmen and Agriculture able to provide Healthy Food at afordable prices, (etc), met quite well Borloo's  opening Optimistic observation that core EU Countries as f.ex. France, currently figure "No 1" among all other G-8 Countries from all over the World, in a recently published 2010 Report of independent Canadian Experts :

Borloo apparently referred to Canada's "Round Table on Environment and Economy" (established since 1998), whose 2010 Report "measures Climate Prosperity" by  comparing "Competitiveness in a Low-Carbon World", according to a relevant "Perfomance Index" establishing a "Ranking among G-8 Nations", which brings at the Top three EU Countries (France, Germany and the UK), followed by Japan, USA and Canada, and  trailed by Italy and Russia :

- "France’s low-carbon profile outperforms all (G-8) nations, primarily as a result of an Electricity generation Mix dominated by Nuclear. It performs well in the areas of R&D Investment, Low-carbon Skills and Education investment, and has directed significant Funds to low-carbon Projects through its Stimulus spending", the Canadian Experts indeed conclude.

- "Germany demonstrates the most well-Balanced low-carbon performance of all G8 nations, ranking in the top three across nine indicators. Its use of market Incentives and requirements to drive increased Renewable energy generation over the past decade has led to the second largest drop in energy-related carbon emissions within the G8. A strong commitment to Education, skills, and investment, coupled with the highest carbon price coverage in the group, puts Germany in a strong low-carbon performance position", they add.

- "The U.K. ranks just behind Germany in its emissions profile, largely due to a shift from coal to natural-Gas-fired generation, as well as an overall transition from a manufacturing to Service economy. The U.K. dominates the area of low-carbon Policy and Institutions, having established a Low-Carbon Transition Strategy and a Low-Carbon Budget and having the third most stringent carbon pricing coverage among the G8. Performance gaps include both private and public sector energy R&D investment, although the government has directed significant funding through its Low-Carbon Transition Strategy to begin financing renewable energy and carbon capture and sequestration technology development", taking a Good 3rd rank among the G-8 Nations.

But in the much Broader scope, of a World-wide 2010 Report comparing "163 countries on 25 indicators tracked across ten policy categories covering both Environmental public Health, and EcoSystem vitality", establishing a Rank according to an "Environment Performance Index", established by the University of Yale (USA) Experts, things look quite differend, even if facts, finally, seem to point at a similar direction :

- On the overall  2010 "Environment Performance Index",  Iceland comes clearly 1st, joined also by other European Countries, such as Switzerland (2nd), Sweden (4th), Norway (5th), France (7th) and Austria (8th), as well as some Third Countries like Costa Rica, Mauritius islands, Cuba and Colombia, in the Best 10, among 163 Countries in all. They are closely followed by several other EU Countries, such as Malta, Finland, Slovakia, U.K., Germany, Italy, Portugal, Latvia, Czech Republic and Spain, as well as Third Countries such as New Zeland, Chile, Japan, Albania and Panama, among the 25 Best-ranking in the World.

Comparatively, Canada ranks 46th, Australia 51th, but USA ranks 61st, close to  Brazil (62th) and Russia : 69th, while China is pushed to a 121st place, close to India  : 123th, among 163 Countries, according to the American independent Experts.

An Interesting Fact is also that, according to a particularly Important Indicator for Human Life : that of "Environmental Health", which focuses on Nature, Air and Water Quality for Human Health, Europe emerges clearly as the Best Integated Region in the World :

- France, Germany, Italy, Luxembourg, Finland and Norway lead, indeed, on "Environmental Health", with a 98,8% Best Grade in the World, closely followed by nearly all other EU Countries, with a few exceptions.

Only New Zeland equals them, also with 98,8%, closely followed by Japan (98,2%). Canada, Israel and Australia come next,  (with 92,8%, 92,1% and 91,7% each), leaving behind them Singapore (89,2%), USA (88,3%), South Korea (88,1%),  Cuba (84,4%), Mauritius (83,7%), Antigua dn Barbuda (83,2%) Costa Rica (82,2%), and Chile (B1,3%). Quatar, Kuweit and Arab Emirates, as well as Malaysia, rank quite Good, between 87 and 81%. Among African Countries, 1st comes Tunisia (77,2%), close to Morocco, followed by Libya and Algeria, etc.

 All the rest among the 163 examined Countries rank with lower results at Yale's Index on Environmental Health, with the sole Exception of the pittoresque (and Historic) ... Cook Islands, safely located right in the middle of the Pacific Ocean (88,1%) !...

 (Partly Updated on 16/8/2010) - Strong Appeals started to emerge from EU Parliament, EU Heads of State and EU Media, to boost a European capacity and Urgent Action to help People and Countries (from Russia up to Pakistan/India and China, etc) currently "targetted" by particularly Deadly, Destructive and Dangerous, Extreme Weather Events of Exceptional dimension, as attested the World Meteorological Organisation at nearby Geneva, confirming "EuroFora" Authors and Readers' Analysis, (citting Facts, Strasbourg-based SERTIT Fast Satellite Maps, European Experts, etc), on the Unprecedented character of Summer 2010 Major Atmospheric Hazards hitting key EurAsian Countries, (Heatwave in Russia, surrounded by Floods, both Westwards : in Germany, Poland and Czech Republic, but mainly Eastwards : in Pakistan/India and China, etc), observing that they broke Historic Records, as the 2003 Deadly Heatwave mainly in France, (which had started from Strasbourg, hit anew since late June 2010), and Threaten many Human Lives , Economy, even Security/Defence infrastructures, etc, Warning the International Community that other such Risks may strike again in Future, if no Measures are taken on Time.

MAIN URGENT NEED :

Concerning the current Urgency, the most important is to realize the fact that recent Developments tend to confirm  also "EuroFora"s Authors and Readers' earlier Hypothesis that, in substance, all these various Unprecedented Extreme Weather Phenomena targetting certain Countries in the EurAsian area, both Record Heatwaves and Floods, seem to have 1 and the same Main immediate Cause, and, therefore, might be efficiently addressed by searching to find a way to put into practice 1 main Solution able to settle them all together at once :

 Indeed, an Exceptional Atmospheric Phenomenon, (similar but stronger to what we already witnessed during the 2003 Giant French Heatwave), seems to exert a kind of AntiCyclonic High Pressure constantly pushing Hot Air Mass Layers over Central Russia Downwards, so that Cooler Air Mass Layers underneath and at the surrounding areas are chassed and kept away , encircling, at the same time, that area by a Blockade which hinders Rainy Clouds from moving in, thus obliging them to gather both Westwards (f.ex. Germany, Poland, etc) and Eastwards (f.ex. Pakistan/India, China, etc), overloading Neighbouring Countries with Rainfalls and Floods.

Obviously, in this case, the most important Urgency is to find a way to "break" this strange Atmospheric "Blockade" surrounding Central Russia, in order to allow available Rainy Clouds, until now concentrated in Western Europe and in Asia, to re-start Flowing Freely above Russia : This should help, ipso facto, to dissipate the Giant Heatwave and Fires in Russia, as well as the excessive Rainfalls with Floods, Landslides, etc. from Germany up to Pakistan and China. (Comp. p.ex. ...).

That's precisely what appears to have just starting to occur in the last few Days, by somehow succeeding to mark a Breakthrough, mainly at the Western side of this Atmospheric Blockade, which is now allowing Rainy Clouds to flow anew from the EU towards Russia, helping to clear Moscow's Air from Thick Smog and stop Fires, while, on the contrary, at the Eastern side of Russia, the Blockade keeping Rainy Clouds away, largely persists, continuing to threaten Pakistan, China, etc. 

Satellite Weather Map Data from various sources (USA, WMO, China, etc) prove that, indeed, as "EuroFora" had guessed, Russia was clearly and undeniably "Targetted" by the most important High Atmospheric Pressure in the entire World, already since late May (i.e. when Excessive Rainfalls started in China, etc. according to UNO's data) , but particularly between June 22 and the beginning of August 2010, precisely when an Unprecedented, Deadly, Destructive and Threatening, monstruously Giant Heatwave attacked Central Russia emerging from somewhere between Iran or Afghanistan, (through Turkmenistan, Uzbekistan and Kazakhstan), and heading towards Moscow, in a 3-Months-long Diagonal straight Column, obvious in all pertinent Weather Maps during the culminating period,

=> For the Future, naturally, the Questions raised on possible links between some Extreme Weather Phenomena and "Global Warming", as WMO's statement reminds, have to be seriously addressed by the International Community, before and after the December 2010 Cancun UNO Climate Change Summit in Mexico, going beyond the controversial "opening" marked for the 1st time with USA's and China's participation, added to Europe's Pioneer role, in  2009's UNO's CCC. Copenhagen Summit in Denmark, where, despite legitimate "Deception" of those who aimed high, at least, "this time, nobody left the negotiating table", as experienced Finland's President Tarja Halonen had observed to "EuroFora" at Copenhagen. Significant of Wider Issues at stake, but also of the Time needed to broker Global Deals , Halonen has just been entrusted by UNO's Secretary General Ban Ki Moon, with the Mission to co-Chair a Global High-Level Panel, together with South African President Jacob Zuma, (assisted also by World Meteorologic Organisation's Chiefs, etc),  in order to "think big" and find "Practical Answers", in view of UNO's ...2012 Summit on "Sustainable Development" in Brazil (Rio de Janeiro), expected to address "interlinked Global Challenges" of "Development and Climate", where Europe is due to play an important role, starting from the September 2010 New York UNO "Millenium Goals" Summit, as EU Commissioner for Development, Anders Piebalgs, earlier said to "EuroFora" in EU Parliament in Strasbourg.

But, currently, UN efforts to complete and implement Climate Change Copenhagen Summit's deal of December 2009, notoriously doesn't leave hopes for a comprehensive Breakthrough at the forthcoming, December 2010, UNO CCC's Summit at Cancun, Mexico, which might be focused just on some specific Key Sectors, such as Forests, Clean Technology, Funding etc.

Thus, it would obviously be Unacceptable to tell People threatened by Killings and Destructions in Countries or Areas "targetted" by Extreme Weather Events, who need Urgent Help, that they would have to .. Wait several Years, without any tangible hope to succeed, before they can be protected !.

Moreover, beyond the Necessary development of a European, and soon hopefully Global, Capacity to Coordinate and Lead an Efficient Humanitarian and Reconstruction "Rapid Reaction Force", able to act swiftly to help People and Countries badly hit by any other such Extreme Weather Phenomena, as EU leaders, WMO, etc. already started to ask,

it would be Irresponsible and too Dangerous to Passively and Dogmatically copy and repeat a "Fatalist" claim that similar Deadly, Destructive and Threatening Major Mass Hazards would be repeated, again and again, targetting any Country in the World, with a Growing Intensity, without even examining seriously, nor exploring all imaginable possibilities and Theoretical Hypothesis, to eventually discover some ways for Early Warning, if not total, at least partial Prevention and/or Defense, Reduction of their Catastrophic consequencies, and/or Restoration.

All "this poses .. Urgent Question(s) for Climate Science", as the World Meteorological Organisation has just stressed, starting by pointing at a September 27-29 Conference in Paris on "Extreme Climate Events", focused on how to estimate them, and assess their Risks, "to aid Disaster Risk Management".

 But European and Global Weather Science and High-Tech. has to be much more Ambitious and Inventive in the foreseeable Future, than it was in the Past, in order to become really able to Save innocent Human Lives, protect People, Economies, and whole Countries from Threats and Destructions of growing and unpredictable, unprecedented, but Gravely Dangerous, Extreme Weather Events  !

+ EU itself and EU Citizens are not out of Danger at any moment in Future, given. that, as WMO reminds,  "Similar Questions are raised.. also" on  the Unprecedented "Summer Heatwave in Europe in 2003", which targetted mainly France, killing more than 15.000 People and endangered its Energy Independence (based on Nuclear Power Plants needing Water), without anything excluding that it might return anew.. But even now, in 2010, EU Member "Cyprus reportedly recorded its Hottest Temperature in  History on August 1, ..when the mercury hit 46.6°C..at Lefconica".

CoE/EU Parliament's Headquarters in Strasbourg were targetted since late June and July 2010 by an exceptional Heatwave, (more than a Month Higher, with more +6 or +10 degrees C.,  than anywhere else in France, and sometimes even ...Hotter than Russia's Historic Record Heat ! See f.ex. Highest Temperatures for June 28th, July 3, etc). To the point that "EuroFora" was surprised to see, for the 1st Time in 37 Years, Children taking Physical and Health Risks to ..Jump from a High Bridge, facing EU Parliament and CoE, to River Ill, already since June 28, 2010 : I.e. ...Earlier than in Russia, (see Comparative + Dated Documents), where as much People reportedly Died by Drowning while trying to escape the Heatwave, only in 1 Month :  July 2010, as during the whole Year 2009, resulting to estimated 1.600 Deaths by Drowning due to exceessive Heat.

    A Political Intention to make "Imminent Proposals" in order "to get equiped with a Real European Capability to React in such kind of Crisis, based on (EU) Member States' National assets", was anounced today by French President Nicolas Sarkozy in an Open Letter to EU Commission's and EU Council's Presidents Jose Barroso and Herman Van Rompuy, stressing the "Need to reach the Conclusions of such situations" of Deadly and Destructive Extreme Environment Upheavals,  particularly "after Haiti (Earthquake) and the Fires in Russia", (See "Eurofora"s Publication dated August 5).

    In front of such "really Abnormal Crisis", "Europeans must be Fully Active", "to show that EU is United and Determined, attracting together the International Community" Worldwide, in order "to prevent Humanitarian Disasters", the French President firmly "believes", as he declared on the occasion of Mass-Destructions, Deaths and Displacements of Millions of People recently provoked in Pakistan's mainly Western and partly Central Regions (See "EuroFora"s Publication dated August 1),

    Looking ahead, well beyond several "Millions € for EU and Bilateral Humanitarian Aid", namely to hardly hit "Pakistan", the "activation of the European Civil Protection Mecanism since August 5" and the expedition of "EU's Teams of Experts on the spot", the French President stressed that "EU can do more" :
    
    In this context, Sarkozy advised for the EU to "take a Commitment to better cover the Urgent Humanitarian Needs"  on Pakistan, "in Coordination with  (EU) Member States and UNO, whose Secretary General, Ban Ki Moon, has just launched a call for Funds at New York, for many Hundreds of Millions $" to face "the Dramatic Floods from which Pakistan suffers, affecting Millions of People", in "one of the Worst Hardships of the latest Years", which "might even aggravate during the forthcoming Weeks or Months",  as he warned.

    - "It's of Essential Importance, for both Humanitarian and Political reasons, that Europe clearly affirms its Solidarity with the Populations" which have been affected, and "Europe's Interest is also to ensure Development and Stabiliy", the French President stressed, anouncing also that "France is Ready to activate its National, Air and Naval Military Logictics, for Aid's Transport, in NATO's framework".

    German mainstream Media immediately underlined Sarkozy's anouncement, while noting also other people's Criticism for the lack of an Efficient EU Mecanism to help face Major Hazards in Europe, at Neighbouring Countries, and in the World, reminding earlier EU Proposals to create a "European Civil Protection Force", (an Idea initially launched by Experienced, twice EU Commissioner and former Foreign Minister Michel Barnier), that EU Parliament strongly supported anew in a Resolution adopted on March 2010 in Strasbourg, in the context of a Report drafted by the New President of EUP Security and Defence Committee, Arnault Danjean, focused on EU's "Strategic Autonomy".  - Among other possible/necessary actions to help face such Major Hazards, "EU can also start to Identify Reconstruction activities that we could undertake by activating EU Funds such as the Stability and Cooperation Instruments", which, as things evolve  "will soon become necessary", Sarkozy also observed.   

- Already earlier, speaking about all "Natural Catastrophes in China, India and Pakistan" which "affect Millions of Persons", while "Victims and "Missing" persons are already counted by several Thousands", the French President expressed his "deep Emotion", and "hailed the efforts of Civil and Military Aid Workers of these Countries, who bring their Help, in particularly Difficult conditions,  to People Victims of Floods and Landslides"

      - Declaring France's "Readiness to examine, together with our Partners, all Demands for Humanitarian or Logistic Aid  to bring Help to the affected Populations", President Sarkozy also called upon EU Commission, "given the Gravity of the Situation", to "clearly show, in concrete terms, Europe's Commitment", (f.ex. "by activating supplementary EU Funds .. for the sake of Pakistani People").

    EU Commission has already earmarked 41 Million € for Flood Victims in Pakistan, between 31 July and 11 August, and reportedly intends to add more Funds soon, up to 70 Millions €, while it also activated the EU Civil Protection in-kind assistance, due to be followed by a forthcoming visit of EU Commissioner for Humanitarian Aid and Crisis Response, Kristalina Georgieva, to Islamabad. EU Member States have also provided, in parallel, Bilateral Aid for some 120 Millions €, (i.e. totalling more than 190 Millions €, after recent calls).

    - Meanwhile, the "Unprecedented Fires" and Heatwave "which currently hit Russia", "provoking very Heavy Losses of Human Lives", generate "Deep Emotion" in several EU Countries "while Thousands of (Russian) People are still Struggling to extinguish the causes of Fires", and, therefore, "France expresses its most sincere condoleances for the Families of the Victims" and is "Ready to respond to any demand of Help that the Russian Government might make in order to face this Challenge", also declared earlier Sarkozy on the Moscow crisis (See "EuroFora"'s publication on Russia, dated August 5).

    - German "Chancellor Angie Merkel, had also phoned to Russian President Dmitry Medveded" to "express Germany's Alliance and Willingness to Help face the Devastating Fires in Russia", while Prime Ministers of Italy and Poland, Silvio Berlusconi and Donald Tusk also declared to be "Ready" to help. This already resulted into those and other EU Countries  sending several relevant Equipments to Russia, including various Airplanes, Helicopters, Fire-Fighters, Radioactive Materials' and other Experts, etc.

     + Advancing further, EU Parliament's 1st vice-President, experienced MEP from the Largest Political Group : Christian/Democrats/EPP, Mrs Rodi Kratsa-Tsagaropoulou (Greek), raised key-Questions to EU Commission, since the Crucial Date of August 10, about "Coordinated Action .. taken by the EU.. to assist in Fire-fighting and Disaster-Containment operations",  and the "Effectiveness" of the "European Intervention", on the occasion of this Major Hazard evolving on the European Continent (June-July-August 2010), given the recent "Tragic Developments and possible Dangers to ..the Russian people (and) the EU" :

- "The Massive Fire Damage currently being sustained by Central Russia, with Tragic consequences in terms of Human Life, public Health and the Environment, is a matter of Extreme Concern to All, and necessitates a Concerted Response, particularly in view of the Growing Number of Fires which are breaking out over an Increasingly Wide Area", she observed.

- " At the same time, attention has been focused principally on the desperate attempts by the Russian Authorities to avert the Danger of the fire spreading to the secret Nuclear facility located in the town of Sarov, while Mr Sergei Shoigu, the Russian Minister responsible for Emergency situations, has announced that fire Temperatures in the region of Bryansk, which was Contaminated by fallout from the 1986 Nuclear reactor Disaster at Chernobyl, could cause the release of Harmful Radioactive Particles into the Atmosphere", the Top MEP warns, while EU Media reminded that Chernobyl's Nuclear Disaster, back on 1986, had spread Radioactive Clouds from Ukraine throughout the EU, reaching even up to Southern France and its Mediterranean Corsica Island, (including Lorraine region near Strasbourg).

- "In view of this", EU Parliament's 1st vice-President asked EU Commission "what Information" it has got on the "Tragedy" and "possible Dangers", and, in particular, if EU reached "any Conclusions", "or can give any Safety Guarantees.. regarding the Radioactive Materials", while also calling for the formulation of an EU "Plan ...to prevent the Emission into the Atmosphere of Radioactive Particles".

WMO :

    The move came almost at the same moment that the World Meteorological Organisation, exceptionally issued an Official Declaration attesting the existence of "Unprecedented ... Extreme Weather Events", which form a "Sequence"  :

    - "Occurring Concurrently ...., (they are) giving rise to an Unprecedented loss of Human Life and Property", WMO's Scientists denounced, confirming a great part of "EuroFora"s earlier publications on the Exceptional character of these events.

    - "Several Regions ....are currently coping with Severe Weather-related Events: ....Flooding in large parts of Asia and parts of Central Europe,  while other regions are also affected: by Heatwave and Drought in Russia,... Mudslides in China", "severe Droughts in Sub-Saharian Africa", etc., WMO observes..
 
    Focusing on what it estimates as  "RECORD Heatwave and wildFires in the Russian Federation, ...Flooding in Pakistan, Rain-induced Landslides in China", WMO denounced the fact that "All The Events cited above compare with, or exceed in Intensity, Duration or geographical Extent, THE previous LARGEST HISTORICAL events".

HEAT :

    - In particular, in Russia, there is "No Record of Similar High Temperatures since the 10th and 11th Centuries in Ancient Russia", i.e. not even in a Thousand Years !

    -  "Temperature has Exceeded the long-term Average by +7.8° C (compared to the previous record in July 1938 with +5.3° C above average).  Moreover, "Record-High Temperatures ...between 35° C and 38.2° C were registered for more than 7 Consecutive Days end July, with the heatwave Continuing into August" :   A "Highest Ever" Temperature was reached "in Moscow on 29 of July", with "38.2° C", . .i.e + 15° C more than the "long-term Average of approximately 23° C" !   During all this Period, a Constantly Record-High Temperature never fell lower than a "Minimum" of "nearly 25°C (recorded during the Night)", which "also Scored a Significant Increase", by Adding  "to the Historical Average of about 14° C" only,  as much as . ..+ 11° C more !

    - Thus, "more than 20 daily Temperature Records were broken, including the Absolute Maximum temperature in Moscow", which notoriously was at the core of the 2010 Heatwave targetting Russia, WMO Experts attest.

    + In addition, "the High Temperatures triggered massive Forest and Peat Fires in the European part of the country", where "some Villages were completely Burned , with smoke and Smog adversely and greatly affecting the Health and well-being of Tens of Millions of People" by an Unprecedented Air Pollution, WMO observed.     - A "Similar" Record-breaking Heat has never been seen before, except at "the Summer Heatwave in Europe in 2003", notoriously targetting mainly France (See Map), "which was the Hottest in Continental Europe since, at least, 1.540", i.e. since almost half a Millenium !, WMO concludes, comparing the 2 Unprecedented Giant Heatwaves which "targetted"  Russia on 2010 and France on 2003.

    - At the Same Time, "Heavy and Persistent Rainfall has been recorded since July causing Severe flash-floods and Widespread Flooding", particularly Eastwards, as in Pakistan.

    F.ex., "the province of Khyber-Pakhtonkwa received nearly X 180 % Excess of ...July Rainfall, compared to the monthly Long-term Average"  Throughout Pakistan, "the instant Rain Intensity reached 300 mm over a 36-hour period", while "the Monsoon activity (also)  in ...other countries in South-East Asia (f.ex. India, China, etc), is aggravated" : .

     - "The strong monsoon rains led to the Highest Water Levels in 110 Years (i.e. over a Century !)  in the Indus River, in the Northern part of the country, based on past Records available from 1929", WMO noted.

    - Meanwhile, astonished by the fact that such Extreme Weather Events as Asian Floods, in addition to the Russian Heatwave,  "confound forecasters", as he observed, a Brittish TV "Channel 4 News"' Science correspondent, Tom Clarke, published on August 9, that the Pakistani "Rains" were "like no-one can remember", and that "Experts at the Met(eorological) Office tell me this is very Unusual", even, "they're Not sure that's ever happened before !"...

    -"China is also experiencing its Worst Floods in Decades" , the International Organisation denounced in addition :

.    F.ex. : -  "The recent Death-Toll due to the Mudslide in the Zhouqu county of Gansu province on 7 August 2010 exceeded 700, with more than 1 000 People "Missing". In addition, 12 Million People are reported to have lost their Homes, owing to the recent Floods", WMO had observed several Days ago, based on August 11 data only, which have been tragically outnumbered afterwards. (See infra for Updated estimations).

    WMO's declarations on the "Unprecedented" dimension of those "Extreme Weather Events", which "compare with, or exceed ....the previous Larget Historical events", confirm "EuroFora"s earlier assessment that these were absolutely Exceptional, Mass-Killer, Destructive and Threatening Heatwaves and Rainfalls, but, during the last few days, recent developments proved that, in fact, these 2010 Major Hazards were even more Dangerous, and "Targetted". (See infra).

RUSSIA :

The Unprecedented "Monstruous" Heatwave, never seen before in History, which targetted Central (European) Russia, provoked more than 27.700 Fires,  going far beyond the Destruction of 134 Villages and some 2.000 Houses, making more than 1.100 People Homeless, 52 immediately Killed, some 2.000 Drowned trying to escape the Heat (See infra), and many Thousands Dead by High Temperatures with Smogs/Air Pollution in Moscow and elsewhere (See infra). It  also Destroyed 1/3 of Wheat Production obliging Russia to ban Exports, Calcinated Millions of hectares of Forests, Burned at least 2 Military Bases and provoked the Evacuation of others, threatened Russia's Nuclear Research and Nuclear Waste/Storage Centers, as well as aTchernobyl-blast contaminated Area with RadioActive particles risking to float in the Atmosphere towards the EU, as back in 1986, and Costed to the Country a - 0,8% GDP Drop, (i.e. more than 10 Billions €), etc.

There was an Impressive Multiplication of the Number of People Killed by Drowning during the Heatwave in Russia : Only in Moscow, the Number of People Killed by Drowning at various Water Bassins was Multiplied by 250% compared to the same period last year, killing "more than 200 Persons". A "Record-High Deaths from Drowning was reached on July 26th, 2010", (13 Persons Killed all in the Same Day, particularly Hot). July 2010, the 1st Month of the Heatwave in Russia, was certainly a "Serial- Killer" considering the Exceptional Number of People Dead by Drowing throughout the Country : 12 times more People were Killed than Average, with "More than 2.500 People found Drowned only on July : I.e., in just 1 Month, as much as all those dead by drowning thoughout the Entire Year of 2009's 12 Months (2.700) !.

Growing estimates, as more Data come in, point from + 6.000 up to 9.000 or 10.000 People probably Killed only on July, only in Moscow, from the 3 Months-long Unprecedented Heatwave which targetted Central Russia(June-August 2010), according to various calculations based on 2 differend but converging sets of Comparative (Monthly and Daily) Data which confirm each other.  (F.ex., instead of a Monthly Average of less than 5.800 Deaths in 2009 - out of some 70.600 Annualy-, on the contrary July 2010 saw  more than 14.300 Dead, i.e. almost a + 9.000 surplus ! While, instead of the Usual Daily Average of 360 Deaths, now Moscow had some 700 or 800 Dead in only 1 Day, i.e. the Double, amounting to +10.500 Deaths more in a Month !).  

Moreover, final Official Data are still awaited, mainly on August, (the most Dangerous Month, according also to the 2003 Giant French Heatwave Experience, because Human Health is affected by Prolonged exposure to Excessive Heat), which could be Worse... 

Most Important : No Data were yet available on the various adverse Health/Life Consequences which could be provoked, sooner or later, by an Unprecedented Mass-Exposure to Record-High Atmospheric Pollution and spectacularly thick Smogs' Particles in the air breathed by the lungs of 10 MILLIONS Moscow inhabitants, (including Children and Aged People). ...

PAKISTAN :

 

- Almost at the Same Time, "Exceptional Rains" in India,  "provoked" Floods and Mudslides, Killing more than 230 Persons (including SchoolChildren) in a rapidly evolving Total,  while 350 People were gone "Missing", (including 5 Europeans), at various, mainly Northern areas, and more than 500.000 People were reportedly Displaced. After reportedly Destroying, among others, even a School, such Floods threatened to affect also Indian Capital Delhi's River Yamuna, as Record Rains persist.

 Unusual these Rainfalls were, indeed, either in their Timing, (f.ex. Delayed Monsooon) and/or their Intensity, (f.ex. bringing "More than 4 Times the normal Amount of Precipitation" : X 400% !!!!),  Geographic location, (f.ex. at "Leh, surrounded by a ..Desertic Area, located on a 3.500 meters' Hight, where Rain is Very Rare",  to the point that, usually, "it doesn't have any Water Disposal System", Press Agencies Reported, being "a usually Arid part of Indian Kashmir where heavy Rainfall is Uncommon", as noted also USA's Atmospheric Administration (NOAA). .

F.ex. only in Var's region (S/E. France), "in less than 24 h., certain areas received as much Rained as usually in 6 Months", while MeteoFrance reportedly found that "Floods of such a Magnitude" had not been seen there for almost a Century, (the latest comparable event going back to ..."1827"). Similarly, Poland's Prime Minister Donald Tusk, reportedly declared that the 2010 persisting Floods were "the Worst natural Disaster in the nation's History ... without precedent in the past 160 Years !"

Meanwhile, paradoxically, Strasbourg's area was the only one in France to be hit by an exceptional Heatwave, as early as since the End of June, targetted by abnormal Temperatures from + 5 to + 17 degrees C  Higher than all or most other French areas since the beginning of July, and was marked by abnormaly High Heat even towards the End of August (f.ex. on 26/8), while, during that period of 3 successive Months, the EU Central area surrounding CoE/EU Parliament's Headquarters in Strasbourg had, astonishingly, the Biggest Air Pollution by Ozone than any other region in the entire World, at its Northern location over the 45N, even than .. Moscow of the notorious Historic, Giant Russian 2010 Heatwave and Smog !at its Northern   (according to the World Meteorological Organisation's data) !

"TARGETTED" ?!

Another specific characteristic of these 2010 Extreme Weather Events is that, despite some strange attempts to "dilute" or "banalize" their importance by claiming that they would be widespread (See infra), on the contrary, they were each astonishingly "Targetting" only Certain Countries, and even just some  key Areas inside them, of exceptional importance from certain points of view, occuring also at certain Crucial Periods of Time !

Thus, earlier controversial Claims that Summer 2010 would have seen various similar Heatwaves at several locations around the World, or, at least, at its Northern Hemisphere, (See f.ex. Wikipedia's English version's presentation, which argued about a so-called "Northern Hemisphere Heatwaves"), etc., clearly proved to be absolutely baseless and obviously contrary to the real facts :

F.ex. NASA was led to Change recently an Initial World Weather Map which previously gave the inaccurate impression that several Heatwaves would be evolving in almost all Continents' Northern areas, by a New one, more faithful to the True Facts, which shows that, on the contrary, (as China's Meteorological office already had clearly revealed, from the Start, in a Spectacular 2010 Global Map), the Only Giant,  Exceptionally Big Heatwave without precedent, during 2010 Summer, was that one which had Focused on Russia's Central area's European side, while also the Coolest Atmospheric Deviation was also at its Eastern side, towards Pakistan, India and China :

This becomes Spectacularly Obvious in World Weather Maps of ExtremeTemperature "Anomalies", where it's crystal-clear that the Excessively Hot Area targetting Central Russia, accross a Diagonal straight Column towards the rest of Europe, close to its .. Opposite : an Excessively Cool area, like a huge, Vertical Column, spreading straight from Russia's Northern part towards South Eastern Asia, targetting Pakistan/India and China, (See supra) are absolutely Unique, Huge, Exceptional Atmospheric Phenomena, with nothing similar, nor equivalent in any other part of the World !

Similarities between the two greatest, Unprecedented , Record Heatwaves, 2010 in Russia, and 2003 in France , exist not only on their Intensity, but also on the Fact that they both "Targetted" specific Areas :

- In 2003 it was obviously France the main Heatwave's Target, as a Satellite image allowing to compare situations throughout Europe clearly proves. There was even a more Focused Concentration over a narrow Eastern Straight Vertical N/S Linear strip, extending accross Swiss Borders, main River Sources (i.e. Rhine, Rhone, etc) for Nuclear Power Plants, starting from CoE/EU Capital Strasbourg.

+ Strasbourg was also Exceptionally hit even now, in 2010, with a more Focused strike of astonishingly Exceptional Temperatures during almost 3 Months, from late June to August, with only a short "break", (This resulted, inter alia, f.ex. into People Jumping to Rivers in Strasbourg in 2010 even BEFORE Moscow !)...

2003 Exceptional Heatwave was more "Focused" on France (and, in particular, its Eastern area), than 2010 on Central Russia, but the latter was more Intensified :

The largest and hardest Heatwave-hit area throughout all Europe and even in the World this Summer 2010 obviously was Russia :  - Particularly at a thick Straight Diagonal E/W Linear strip, leading from the Wheat-producing area of Nijni Novgorod, up to the Capital, Moscow, crossing through an area concentrating Top Nuclear Research, Disposal, and/or Military Bases' infrastructures.

Russia was clearly "targetted" by an Exceptional, unprecedented Heatwave, comming from Central Asia (f.ex. from Iran or Afghanistan, through Turkmenistan, Uzkekistan and Kazakhstan), and provoking the Biggest Temperature "Anomaly" (i.e. Deviation from Average)  without any equivalent, neither in any other area of the World, (See Map - China/WMO - Extreme Weather Events Monitoring NB), nor in its History for "at least 1.000 Years", as Experts found.

The Exceptional 2010 dry Heatwave targetting Russia Westwards, and Cooler Rainy Air Masses targetting Pakistan/India and China Eastwards, are Obvious in a World-wide  Temperature "Anomalies" Map, drafted by Chinese Meteorologic Experts, and  based on Data for July.

A partly Equivalent phenomenon to the Russian Heatwave targetting an area concentrating the Country's most important Political, Nuclear and Military Centers and infrastructures (See supra), apparently occured also in China, where, Exceptional Rainfalls, provoking Giant Landslides, Floods, etc. successively stroke 3 Regions folllowing a Line which interlinked Areas close to 3 Defence Headquarters for 1 South and 2 Western Provinces, i.e. the Country's largest and more outwards exposed areas, and the biggest providers of Mineral Resources.

In Pakistan, the areas targetted by "Unprecedented" (according to the UN) Floods, are mainly the Geo-Politically sensitive North-Western Regions Bordering Afghanistan, and the  main Wheat Producing Areas across Indu River, (almost cutting the country into 2 parts :  most of the Eastern, and more Populated part, including Capital Islamabad, being hopefully Safer).

+ Moreover, Facts also reveal that even the precise "Timing" which was "Targetted" by these unique Extreme Weather Events was particularly unfortunate, since they hit their victims at certain Moments, Dates or periods of Time, which were crucial for these Countries' role in some exceptionally important International Political Issues :

Already back in the 2003 Historic Heatwave, France was hardly hit during particularly delicate International Negotiations, since June and July, throughout August, almost until the Day Paris accepted in a hurry a Compromise at UNO's SC partly legitimizing and organizing the future of the controversial Iraq's Military Invasion and Occupation, opening a new period for the forthcoming Years.

Now, Russia's Political Capital : Moscow, was targetted by the 2010 Giant Heatwave, surrounded by many Fires, and obliged to suffocate by an astonishingly thick Smog hindering even to breath Clean Air, until it practically concluded the most important part of its August 2010 rotating UNO Security Council's Presidency :

 As for Pakistan's bordering Western/North regions towards Afghanistan, their Flooding came in the middle of Military and other attempts to eradicate networks supporting and/or exploited by Talibans' armed Terrorism, while Turkish (particularly related to Construction Business) and other lobbies pushed towards controversial compromises with at least a part of Talibans, at the eve of September 2010 scheduled Afghan Parliamentarian Elections

-  "The occurrence of all these" Extreme Weather "Events at almost the Same Time, raises Questions about their possible Linkages", the World Meteorological Organisation observed.

Obviously, this is particularly important in order to explore Ideas which might eventually Simplify things by helping to find a Unique Solution, Urgently needed to bring a Simultaneous Remedy to all these Major Hazards currently hitting the Euro-Asian area, instead of Dispersing precious Time, Energy, Financial and Material Means into merely reacting at Various Locations to the Differend provoked Consequences, without even touching upon possible Causes...

Issues raised by Extreme Weather Events, currently provoking Tragic losses of Human Lives, Destructions of Homes and Livelihood of many innocent People, some Threatening Health of Millions and/or the Security also of Neighbouring and other Countries in Europe, Asia, even Overseas (f.ex. Fires and Nuclear materials, arms, etc, Afghan clash and Pakistani Floods, etc), as the Unprecedented Heatwave hitting Central Russia while Deadly and Catastrophic Floods spread accross surrounding EurAsian areas, from Germany, Poland, and Czech Republic, etc. up to Pakistan/India and China,  

could they find a Unified Explanation and Solution, obviously Needed also by other Countries which were earlier hit by Giant Heatwaves (f.ex. France in 2003) or Storms (f.ex. USA in 2005 by Hurricane Katrina),  ?

World Meteorological Organisation's latest statements (11 August 2010) apparently confim at least a Key part of "EuroFora"s Authors and readers' Earlier Publications, (both here and at the adjacent Forum, etc.), on a Central Hypothesis, which might help to both Explain the main thrust of all those, currently ongoing, Extreme Weather Events, and indicate in which Direction could be searched and found a Comprehensive Solution, urgently needed for all of them :

- The main thrust of "EuroFora"s hypothesis was based on the Experience of the 2003 Historic Heatwave which had targetted France, and particularly CoE/EU Parliament's end ECHR's Headquarters in Strasbourg, as well as on the Observation and Analysis of current Facts on the 2010 Unprecedentedly Giant Heatwave targetting Russia, surrounded by Exceptional Floods, both Westwards, in several EU Countries, but mainly Eastwards, from Pakistan/India to China, etc).

 It focused on an Atmospheric Phenomenon composed by a Central area with extremely High Pressure, (f.ex. by an AntiCyclone), pushing Downwards, towards Earth's surface, Warm upper Air mass layers, while, at the same time, it would Push out of its area,  and Keep away of it, for a quite Long Period of Time, all Cooler Air mass layers, initially underneath it, and now only Surrounding the area which has been hit, so that all Fresh Winds and Rainy Clouds are obliged to be gathered at Neighbouring areas, without letting them free to flow inside the "targetted" area. So that it would be condemned to Heat, Drought, Smog and Fires, while all available Fresh Winds and Rainy Clouds would be led to Neighbouring Countries, exposed to Rainfalls, Floods, Landslides, etc. :

 

- " Moscow and other parts of the Country are facing Record High Heatwave Temperatures, never seen before in Russia's known History, which have just caused Deadly Fires' spreading at other Cities, Destroying many Forests, Homes etc, and killing ....innocent People".  These are "SIMILAR, Deadly, Extreme Weather Phenomena in recent years, at key Dates, as f. ex. the 2003 Heatwave in France", GVK369  found, stressing that, "considering (also) the 2007 Forest Fires in Greece, as well as ..Katrina Giant Storm in the U.S. back on 2005, etc., PanEuropean and International Solidarity should play, while a Scientific Investigation on the possible Real Causes of such Deadly Incidents should also be made", "EuroFora"'s Reader GVK369 had already suggested.

In an "EuroFora"s Publication, dated August 5, on the occasion of the 2010 Record Heatwave targetting Russia, we observed that :

may be provoked by some Atmospheric Depressions combined to AntiCyclones, which bring Warm Air Layers, as well as Rays, right Down towards the Surface of the Earth, while pushingo 0utwards and keeping away all the Surrounding Cooler Air Layers, as if it "Isolated" a Geographic Area for a certain Period of Time.

- "Such Atmospheric events might be combined ...with certain presentations made by some Meteorologists, who find, f.ex. in the Russian 2010 Heatwave an astonishingly SIMILAR "PATTERN" with that of the extremely Deadly 2003 French Heatwave :  Both consist in Hot Air exceptionaly coming from Southern Desertic Regions : .....Exceptionally, these Hot Air Layers seem "Blocked" over the Targetted Country, where a kind of Anticyclonic Pressure keeps pushing Out any Neighbouring Cooler Air masses and Rainy Clouds from the EU or Eastern Asia, hindered to enter the targetted area

But,  " .... the Mechanisms which trigger the Atmospheric Dynamics provoking such AntiCyclones, eventually combined with nearby Atmospheric Depressions, etc, and possible ways to warn, prevent, diminish, or even  try to partially or totally reverse their consequences, are less known, at least in the Public domain.

However, some Experts in Meteorology have earlier suggested that a Mechanism triggering such Heatwave-provoking AntiCyclonic Pressure might be f.ex. some Lighting, Waves or Ray striking the Upper side of Warm Air Mass Layers, which are usually flying High (because they are Less heavy, Lighter), above Cooler Air Mass Layers (usually flying underneath, because they are comparatively "Heavier"), in order to oblige the 1st to take a dive Downwards, dispersing Cooler Air Layers which initially were underneath it, and keeping them away by exerting a constant Atmospheric Pressure, for as long as the Heatwave remains....".

Already since the beginning of July, (continuing to early August),  Spectacular World Satellite Images prove that, while Rainfall was more or less Normal anywhere else in the World,  Exceptionally, it was Non-Existent at Central Russia, but, on the Contrary, Excessive on its Asian S/E Neighbours Eastwards :

Moreover, big Rainfalls provoking Floods started Earlier in China, already since May, before the Heatwave appeared in Russia since late June and mostly on July towards early August 2010, (See f.ex. UNO's OCHA Maps from May).

- By a "Meteorologically Unusual" phenomenon, "Low Temperatures and torrential Rains in South China" started to "Kill .. People" and "affect .. Million others", "Since ..May 5", and "Floods ...will be made Worse by Concentrated, Frequent Rain in some Areas", had already Warned Jiao Yong, vice-Minister of Water resources, Xinhua News Agency reported on May 17,  citting "China News Services".

- "A Cold Front moving Eastward" in the Atmosphere "is also set to bring Temperature ¨Plunges and strong Winds", while  "RainStorms ...since early May, have triggered Floods and Mudslides as well as Swollen Rivers, Burst Dikes, Threatened Reservoirs and Damaged Highways, Bridges and Power facilities",  according to Xinhua.

Interesting New Fact : .....despite an astonishing, Exceptionally Grave LACK of Rainy Clouds over the Russian Areas targetted by the Unprecedented Heatwave (See World Map), nevertheless, Europe has many Rainy Clouds available, either at the EU side, West of Russia (the Biggest Conentration of Rainy Clouds), and/or inside Russia itself, at the North-Eastern surrounding areas, (where there are several Dispersed but very Big rainy clouds). => Could they, perhaps, be "used", in an innovative but efficient way, to Face the Urgency ?  "

Consequently, some Hours later, overNight August 7 to 8, "EuroFora"'s Reader "GVK369" published at our Forum what may be considered as a main practical Conclusion, in the case of the Summer 2010 Extreme Weather Events, of "EuroFora"s earlier Hypothesis (published on August 5) :

".... an astonishing phenomenon at the World-wide Map is that the Russian area hit by the Heatwave is the only one on the World which doesn't seem to have yet any Rainy Clouds at all, while 2 Big Concentrations of many available Rainy Clouds continue to be Growing at Both Sides of Russia's Heatwave, Both at Western/Central Europe and at the Eastern/India-Pakistan-China areas, (which are both facing, on the Contrary, excessive Flood deadly threats !)"

".. I.e., the same Strange Atmospheric Phenomenon (f.ex  Anticyclonic Pressure ?) which seems to Hinder the available Rainy Clouds (at Western Europe and at Eastern Asia) to arrive at the Heatwave Area (in Central Russia), threatens to Aggravate both the Heatwave (at the Center) and the ...Floods which hit the 2 Surrounding Areas full of Clouds (f.ex. Germany etc. Westwards, and Pakistan/India/China, Eastwards).

> In other words : If a way was found to make an Efficient Action (to bring the Surrounding Rainy Clouds inside the Heatwave-stricken Central Russian Area), then, instead of having 3 Problems (1 Heatwave at the Center, and 2 Flooded areas at its Western and Eastern Sides), on the contrary, we'd have 1 SOLUTION ! ..."

Finally, on the 9 of August (overnight) "EuroFora"'s Reader "Vladem" published at our Forum that :

"... Data, clearly stress the Need to find a way to put a Stop to the Unprecedented Atmospheric Phenomenon which (as GVK369 observed) hits Russia's Center with a Dry Heatwave, while it keeps many Rainy Clouds Flooding Neighbouring Countries, both West and East of Russia ! ... "

"all available Data (See also GVK369s, Eurofora's, and other Publications.) indicate that the Main Problem is a Strange Atmospheric Phenomenon, as an AntiCyclone+

(similar to, mais worse than the 2003 Heatwave which killed 15.000 People in France and threatened its Energy Independence by restricting Water needed by Nuclear Power Plants),

which brings and keeps Hot Air Masses at the Central Russian area  in 2010, and also curiously Obstructs Cool Air Masses and Rainy Clouds, which astonishingly existed all this Time in over-Abundant Quantities around Russia, both at its Western and at its Eastern side, (See above), Hindering them from coming inside Central Russia.

This Strange Atmospheric Phenomenon (which does Not appear now in any Other Area of the World, as other Weather Maps clearly reveal), seems to provoke not only the Heatwave (+Pollution+Fire, etc) which hits Russia at the Center, but also the Floods which Kill other People and provoke Destructions, at the Same Time, both West of Russia, (in Germany, Poland, Czech Republic, etc,), and at its Eastern side, (Pakistan, India, China, etc), because of the "over-Concentration" of Rainy Clouds (Hindered to spread in Central Russia), which is also its also one of its Consequences...."

This was followed, 3 Days later : on August 11, by an Official Statementof the World Meteorological Organisation (WMO), which Confirmed a  Key part of "EuroFora"'s earlier Analysis, that the Historic Heatwave which hit Central Russia, might be, indeed, due to an Exceptional Atmospheric Phenomenon which provoked, "almost at the same Time" , Unprecedented Rainfalls resulting to Floods and/or Landslides, etc. Westwards (in Germany, Poland, Czech Republic, etc) and, particularly, Eastwards (in Pakistan, India and China) :  

- WMO started to openly "question" the "Possible Linkages" between "all these (Extreme Weather) Events".

- It found that "the Heatwave in the European part of the Russian Federation is associated with a persistent PRESSURE ridge,  that appeared in June 2010", [i](NDLR : in fact, already since End of May)[/i].

- "Initially, it was associated with the Azores High, but later was reinforced by a Strong Inflow of Warm Air from the Middle East", WMO added. (NDLR : in fact, from  Iran -Afghanistan, as "EuroFora observed : See Weather Maps supra). The nearby Geneva-based International Organization concluded that "this poses ...urgent Question(s) for climate Science", concerning, in particular, "the frequency and longevity" of what he Rightfully named (even without explaining the term) as  "the Blocking episodes" .

Meanwhile, "EuroFora" Reader "GVL369's observation, (already published as early as since the Night of July 31st to August 1st),  that the Strange Atmospheric Phenomenon  which caused the 2010 Giant Heatwave hitting Russia in 2010 might have a Similar Structure to that of the 2003 Mass-Killer Heatwave which had hit France, (i.e. an AntiCyclonic Pressure pushing Upper Warm Air Mass Layers Downwards, chassing away Cooler Air Mass Layers underneath, while also keeping Neighbouring Cool Mass Layers during a Long Time out of the Targetted Areac practically Isolating it from Wind/Cloud moves), had been Confirmed, 3 Days Later, (on August 3), by the "deputy Head of the Russian HydroMeteorological Center",  Dmitry Kiktev , who described this as "a Blocking AntiCyclone" :

- I.e. " a Stationary Anticyclone that gains momentum in a certain Location and does Not allow (to) bring about more Humidity and Lower Temperatures".

But, "in comparison to the usual life span of a Blocking Anticyclone, the current one has Lasted for a Very Long Time, causing the extended Heat Wave", the Russian Meteo Expert had observed.

- Brittish TV "Channel 4 News"' "Science Correspondent, Tom Clarke", published on August 9 also a Unified Hypothesis, given by UK's "Meteo Office", that a "Jet Stream .. has split in two : One arm has gone north, another south", as he said.

- "The patch in the middle is Russia's Drought. A circulating pattern of air has been sitting over Russia for far longer than normal, causing the extreme temperatures and wildfires they've had there"

- "But what's happening over Pakistan is even Stranger. The southern arm of the Jet stream has looped down so far it has crossed over the Himalayas into north western Pakistan. Experts at the Met Office tell me this is very unusual.  And the result is that the fast moving jets stream winds high up, has helped suck the warm, wet, monsoon air even faster and higher into the atmosphere - and that has caused Rains like no-one can remember. It has turbo charged the monsoon if you like".

However, "Normally the jet stream is a giant loop of high speed Winds that whip round the Upper Atmosphere". It "isn't involved in day to day weather - it's too high up - but because it pushes the atmosphere around, it's very important in steering large scale weather patterns below".

- But, what happened now, "confounds forecasters", and "they're not sure that's ever happened before", he underlined, obviously surprised.

+ Weeks Later, USA's Atmospheric Administration confirmed that, indeed, as "EuroFora" had earlier guessed (See supra),  - "It is interesting to note that the Flooding in Pakistan was CONNECTED to the Drought and Heat wave conditions in Russia":

- "This Pattern remained in place for more than a Month, bringing Hot air into Russia, and preventing Rainfall", precisely as we had said.

 - "An Unusually Strong polar Jet Stream shifted northward of Moscow, and then plunged south toward Pakistan. . The Low Pressure systems, that would normally bring Precipitation, were Forced Around the jet and Southwward into Pakistan, where they combined with heavy monsoon Rains to help create the devastating Floods. ", acknowledged USA's Atmospheric Administration (NOAA) in its Hazards' Report, "Updated" just after Mid-August.

-  These Days, the well-known On-line Enyclopedia Wikipedia's French version, just published a claim that "the Direct Cause of this Heatwave is an "Omega Blockade" of the High Atmospheric flows, currently continuing in the European part of Russia".

Using "EuroFora"'s earlier Wording (See f.ex. Publication dated August 5), French Wikipedia focuses on a hardly known phenomenon of a kind of Atmospheric "Bockades", which are "situation(s) in which Nothing Flows",( f.ex. between, Russia and the EU, and/or between Central Russia and Eastern Asia, in the present case)...

The Theory about the so-called "Omega Blockades", reportedly refers to the Design of the Greek Letter "Ω" (which simply means:  "Big O"),  describing practically an Atmospheriic phenomenon similar to what "EuroFora" had been saying so far (See supra), where a Central Area with High Pressure concentrates Hot Air massses, while all other, Fresh Air masses, Rainy Clouds, etc. remain Outside that area, there where it is surrounded by Atmospheric Depression Lows from both Sides :

At this point, American Geoscience and Meteorology Educator at USA's Mississippi State University, Jeff Habby, explained that : -"The Omega Block resembles the Greek letter Omega. The image ...shows an Example of this blocking pattern :  Air over the South-West ....is forced to the North ...and then back south into the South-East U.S. by the huge High-Pressure ridge in the Center.." :
 
Thus, "the... West to East Air Flow has Difficulty going around the High (Pressure Area, in the Center). The region under the Omega Block experiences Dry weather and Light wind for an extended period of time, while Rain and Clouds are common in association with the Two Troughs on either Side of the Omega Block. ....The Right Side of the omega block will have Below normal Temperatures ..., while the region to the Left will have Above normal temperatures ...in this case", as he sais in a Weather Education text.

- "It is expected that areas located East of the Blockade will have Cool Weather, while areas located Westwards would have a Warm weather", Wikipedia adds. Even if it didn't explain clearly what this means, it seems that it refers to an axiom of a so-called "Omega Blockade" Theory in Atmospheric Physics, according to which, curiously, in addition to a Heatwave provoked at a Central "Blocked" area, there is also one of its 2 Outer Sides which would get Warmer than usual, opposite to the other side, where naturally concentrate most Cool Air masses and Rainy Clouds.

This Hypothesis might "fit" with the Fact that, while Eastwards of Central Russia's Heastwave-stricken area, Pakistan/India, China, a.o. faced mainly excessive Rains, Floods and Landslides, while, Westwards, in the EU, even if a considerable part also faced huge Rains and Floods, on the contrary, another part of areas (including Strasbourg) faced a Heatwave.

However, obviously, it still remains, for all these hypothesis, to be seriously examined, cross-checked and verified..  - Even Wikipedia itself, apparently astonished, observes that "the Persistance of this Blockade is Unusual", its "Reasons.. are Complicated, and it's Difficult to give a full Reply" on these 2010 EurAsian Extreme Weather Events.....

 Apparently, the reason for this sudden multiplication of such Anouncements by various sources, mainly since August 10-11 and later-on, more or less confirming all or part of "EuroFora"s Hypothesis published earlier (See supra), could be the fact that, meanwhile, hardly hit Russian People had started to benefit, at last, from some First Positive Changes, notably Ameliorating the previously Dramatic SItuation of Record Heat, Threatening Fires and over-Polluted Air with Smog hindering even to see a few Meters away even at the Capital, Moscow, (See well-known spectacular Photos) :  

And this was achieved, precisely by marking the Beginning of a "Breakthrough" against that Deadly, Destructive and Threatening, strange "Atmospheric Blockade", which threw Hot Air layers on Central Russia, and pushed away all Fresh Winds with Rainy Clouds, creating an "Opening" to allow progressively starting a Free Flow of the surrounding Fresh Air masses towards Moscow's area, etc., precisely as "EuroFora"'s Authors and Readers had strongly advised (See supra).

After "EuroFora"s main Publication, dated August 5, on the Giant Heatwave targetting Russia, on August 7, "EuroFora"s Reader "GVK369" observed in our Forum that "WMO  just published New Data ..revealing that, despite an astonishing, Exceptionally Grave LACK of Rainy Clouds over the Russian Areas targetted by the Unprecedented Heatwave...,  nevertheless, (there are) many Rainy Clouds available, either at the EU side, West of Russia (the Biggest Conentration of Rainy Clouds), and/or ...at the ...Eastern surrounding areas, (where there are several Dispersed but very Big rainy clouds). => Could they, poerhaps, be "used", in an innovative but efficient way, to Face the Urgency ?", he suggested.

OverNight from 7 to 8 of August, "EuroFora"s Reader "GVK369" added in our Forum that "One Day later, the Concentration of Western European Rainy Clouds close to Russia's Borders grew much More Stronger, (even if it hasn't yet, curiously, approached Russia itself, but looks Blocked,...).. But it seems that a Few Dispersed, but available Rainy Clouds inside Russia itself (coming from the North and/or the Siberian East) have apparently approached a little bit Closer to the Heatwave-stricken areas...."

Citting concrete Developments on the spot in Russia, as well as "WMO's" forecast that "Moscow will start to have RAINY Clouds in 3 Days : from Wednesday, August 11", "Ivan" concluded that "=> Nevertheless, all these Facts ... look like a Delayed and Insufficient Evolution, (even if Slowly Evolving towards the Right Direction, at least apparently); and, therefore, more Resolute Measures seem Urgently Needed in order to ensure more Rapid and more Efficient Results !"

- "(Based on Data of August 9)", a third "EuroFora"s Reader, "Vladem", observed in our Forum, overNight from August 9 to 10,  that "New Developments ....confirm that Rain should start in Moscow in 2 Days ...But they curiously reveal also a strange Worsening, compared to Earlier Predictions".

- This "clearly stress(es) the Need to find a way to put a Stop to the Unprecedented Atmospheric Phenomenon which (as GVK369 observed) hits Russia's Center with a Dry Heatwave, while it keeps many Rainy Clouds Flooding Neighbouring Countries, both West and East of Russia !", he recalled. After presenting concrete Data from the spot, "Vladem" concluded, then, that  "it seems better to check if Moscow repeatedly Positive Predictions will be Really Confirmed on Wednesday, (something which  ....apparently would mark the beginning of a continuing Amelioration). However, considering that almost Everywhere Else (both Westwards and Eastwards of Moscow) appears an Unexpected Worsening, ...People should be Careful", he warned.

- "  ..Recent Facts stress even further the already expressed Need to Urgently Search, Find and/or Invent Efficient Measures to bring a Real Change in the Main Fight : .. Resolute and Urgent Action should be focused into finding and/or inventing Concrete Ways, by any Practical Means, to "Break" this strange "Barrier" which still Hinders the existing Rainy Clouds to float towards Central Russian areas, and "Open" a Way for them to come in, either from the West (apparently the Shortest distance), or from the Eastern side (where much more Rainy Clouds exist), letting them Free to float over Central Russia, preferably from Both Sides.

- "Obviously, (given also the Destructions, Threats, etc. and the Human Lives tragically lost in all these 3 Geographic Areas of EurAsia), if such a Breakthrough succeeds, in one way or another, then, this would be Good both for Russia (at the Center) and for China, India, Pakistan, (Eastwards), as well as Germany, Poland, Czech Republic, etc (Westwards), and Urgently needed by All those 3 Groups of Countries, (even others which might be threatened during the Next few Days/Weeks -f.ex. France also, whose North/Eastern part, around Strasbourg, was also hit by a Heatwave on June/July 2010, while all the Country faced the Deadliest ever Heatwave back in 2003....).

"=> Russia fighting obviously at the Forefront, but also most other Affected or Threatened Countries (see above) should Join Forces in a Common Fight to efficiently give and Win this Battle, to protect innocent Human Lives from such Unprecedented, Extreme Weather Phenomena", "Vladem" suggested.

indeed, the so-called "Omega Block"'s Data, just cited by Encyclopedia Wikipedia's latest update, confirm, that, after an impressive Series of "Blocking" incidents, mainly between the 21 June and the 8th of August (NDLR : indicated in the attached Graphic by the impressive Series of yellow patches for Latitudes 10E to 60E, where Europe is located) , "Breakthroughs" to that kind of Atmospheric Blockade started shortly after "EuroFora" Authors and Reader's Publications, before and after August 11, even if they were, at the Beginning, short and intetrmittent, growing progressively, so that some more Days were also needed for Fresh Air and Rainy Clouds to re-start Flowing Free between Russia and the EU :

But, as even Encycopedia Wikipedia's French version concludes, (agreeing, on this point, with various Other Media commentators of the Summer 2010 EurAsian Extreme Weather Events) : - "The Persistance of such a (Huge) Blockade accross Time remains IMPOSSIBLE to attribute to various Factors, (at least) for the time being",  !

- Serious and innovative Scientific "Research on Extreme Climate Events" is, therefore, Urgently needed now, and this "is one of the Focuses of the World Climate Research Programme", as World Meteoriological Organization underlined.

Naturally, it's also normal for WMO Experts to check also whether there might, eventually, be nothing new really, despite the generally admitted "Unprecedented" Summer 2010 Extreme Weather Events, but only a simple application of some General, abstract, Warnings and Hypothesis, about a supposedly Slowly Growing Tendency for many and various Extreme Weather Events throughout all the World, simply attributed by many Scientists and Politicians to a World-wide, Long-term Climatic trend towards "Global Warming".  

Indeed, WMO's August 11 statement supports the view that "the sequence of current events matches IPCC projections of more frequent and more intense extreme weather events due to Global Warming".

 - However, WMO's Direction also Warns, carefully, that, in order to be sure "to establish Whether an Individual Event is attributable to Climate Change, Longer Time range is Required", which currently lacks.

+ But, some WMO Experts advanced further, in a Separate Paper published almost at the same time, saying that, in their View, the above mentioned "Extreme Weather Events ...giving rise to an Unprecedented Loss of human Life and Property", in "Record Heatwave and wildFires in the Russian Federation, ... Flooding in Pakistan, Rain-induced Landslides in China" (See supra), should not be taken alone.

On the contrary, these Experts prefer, rather, to establish another, much more "EXTENSIVE List of extreme weather-Related events", as they say. (Apparently because it would fit better to their own, Unilateral insistance to attribute everything merely to the "Global Warming" long-term General Climate trend, as we shall see, contrary to WMO Chiefs' more Balanced stance on that controversial and very risky point : See infra).

That's why, their own, Separate WMO Paper, supports an obviously Larger, more "Extensive" view, according to which, the List of the above-mentioned Historic Record-High, extremely Deadly, Destructive and Threatening Weather Upheavals, which obviously targetted certain Countries at at certain exceptionally important moments (See Facts already citted supra), must be, according to them, considerably Elarged, because they believe that it "should .. ADD" also other events : F.ex. "such as  Droughts and Fires in Australia and a record number of high-Temperature Days in the eastern USA, as well as Other events that occurred Earlier in the year", including even the "calving of a large Iceberg from the Greenland ice sheet", etc..

But they are obliged to admit, themselves, that, in, fact, there have been already .... "Tens of Thousands of Icebergs calve(d) Yearly from the glaciers of Greenland", for a Long Time.. So that there is Nothing Exceptional on this 2010 "Greenland Iceberg" that they want to add to this List of "Extreme" Weather Events, except only of their observation that, this time, one among the many "Icebergs" routinely culving from Groenland, would be simply "very Large", as they say...

However, the most Important Fact, obviously is that, both in this pittoresque ...."Iceberg"'s more or less Usual (see supra) case, and in most or even all Other cases to which these Experts' Separate WMO Paper asks to "Extend" the List of Summer 2010 "Extreme Weather-related Events", nevertheless, ....thanks God, there has NOT been any directly-caused Exceptionally numerous DEADLY fatalities, (contrary to the Tragic Mass-Massacre effects that Russian Heatwave, apparently linked to the Pakistani/Indian and Chinese Rain Floods/Landslides provoked, Killing many Thousands of People : See supra) !

The only notable Source to Claim the Opposite, (i.e. to depict important "Fatalities" from 2010 Heatwaves in areas Other than Europe's Russian and Central areas, f.ex. in the USA, etc, going in the same direction with that Controversial point in WMO Experts' Separate Paper, and even pushing its logic up to its extreme limits), is an astonishing big Article Published in the English version of Encyclopedia Wikipedia during this Summer 2010, which focuses in an attempt to openly support a similar and even a more Strange View, claiming that, instead of a Heatwave "targetting" Central Russia and some EU parts (including Strasbourg, etc), on the contrary, according to its opinion, 2010 would have experienced a kind of a ...semi-Global Heatwave, extending throughout  ALL Earth's Northern Hemisphere, that it names (stressing that even at its Headline !) as a so-called .. "2010 Northern Hemisphere summer Heat wave"  !

Indeed, when it comes to such an Extended "Fatalities"' list, that Wikipedia's English version's big Article (which figured at a Frontpage and still stays Published for more than 2 Weeks !), claims that USA would have faced ..."311" Heatwave Deaths, i.e. even more than what it says about Russia : "52" !)

However, astonishingly Gross False Appearances are clearly revealed if anyone  checks this Pubication to find out if its claims are verified by Facts, or not :  The only Source that this Wikipedia English version's Publication cites (during 2 Weeks !!) in order to prove its strange Claim, is a "New York Times' Article, which, in fact, does NOT deal at all with any "Heatwave", and doesn't even look at what occured throughout all the USA during this Summer, (as that "Northern Hemisphere 2010 Heatwave" Publication claimed : See supra), but, on the Contrary, it focuses ...only in "an Arizona morgue", exclusively about .. illegal Immigration and Human Trafficking issues accross the Mexican Border !...

Even more Curiously, New York Times, whose Article is cited by that strange English Wikipedia's Publication which pleads a similar view to the controversial Paper published by some WMO Experts Separately from the WMO Direction's Main Statement on the Summer 2010 Extreme Weather Events (see supra), was Exceptionally obliged to .. "Rectify" later its own claims !  Indeed,  NYT "Revised" its Article's initial claim "about (a purpotedly) Increasing number of illegal immigrants found Dead in the Arizona desert this year", acknowledging afterwards that  it had "referred INCORRECTLY to ... more than 150 unidentified remains", while, on the contrary, "the Oldest case ....dates to 2003" (sic !), i.e., ..7 Years back in the Past, and not at all to 2010 !...

In fact, in the USA, Summer 2010 Heat seems to have claimed no more than "only" ..."one (1) life :  A  92-Year-Old Woman .. found dead in her Home in ..Pennsylvania, according to the medical examiner's office", as US Media reported on mid-July 2010, cited by Wikipedia's English version.

It's not yet sure if it might be added also a case of another isolated person, noted by the same source (Wiki En.), where Medias carefuly cited a "Medical Examiner" saying that someone "possibly" may have died "in PART from Heat Exposure", "and (other) Natural Causes", while, US "Authorities were Waiting the Results of an Autopsy", in order to be able "to determine an Exact Cause of death" only afterwards.

In consequence,  there are No sufficient data, nor a legitimate base for the Controversial claim of some WMO Experts, (published Separetely from the well-balanced Main Official Statement of WMO's Chiefs), supporting a variant View asking to "add", in a more "Extensive List",  much more "Extreme Weather-related Events", Enlarging far beyond the "Unprecedented Sequence of Extreme Weather Events", (i.e. the interLinked 2010 Russian Heatwave and Pakistani/India/China Rains/Floods+Landslides), as WMO's Chiefs intelligently headlined their Main WMO Official Statement, (See supra).

In addition, many Worldwide Weather Maps clearly show that the 2010 Russian Heatwave and Asian Floods were clearly Exceptional Events of Unique Dimension, without anything equivalent anywhere else in Earth, (see attached some examples).All these Facts already indicate that a controversial, Unilateral insistance of those same WMO Experts, in their Separately published Views, to Unilateraly, (and without even examining any other eventual Hypothesis), attribute all the Summer 2010 Extreme Weather Events exclusively to the Hypothesis of a Long-Term Climate Trend towards "Global Warming", should not be taken for granted.

- Indeed, the same Separate WMO Experts' Paper goes on to "raise the question" if the 2010 Unprecedented Atmospheric Phenomenon which provoked the Record Heatwave targetting Russia and Rainfalls at nearby Asia, has a "Linkage to the Predicted Increase ...of Extreme Events,... ...stipulated in the IPCC .. Report ..in 2007", which  "stated that..., even with relatively small ...Climate Changes", are "expected... f.ex. Increases in the Frequency and Intensity of Heat waves and heavy Precipitation events”. They also point at certain "Studies", in which, "Stott, Stone and Allen" found “very likely ...that human influence has ...Doubled the Risk of a Heatwave such as that which occurred in 2003" [i](sic !)[/i], while "Beniston and Diaz report ...in 2004" that “Society will face ...Heat waves of ...even Greater magnitude to 2003 that are projected to become more common in the ..21st Century" !...

All these Scary Threats would be simply due just to some "indications", by "Recent Publications", that "Atmospheric Variability ...(is) predicted to be Different in a Warmer Climate", they conclude.

But, obviously, it's at least Controversial to argue on Global and Long-Term General Trends,  when dealing, on the contrary, with Unique, Local, and Specific Individual Incidents, which "Targetted" only certain Countries, (in 1 Unified Pattern of 1 "Unprecedented Sequence", as WMO Chiefs rightfully stressed in their own, Main Statement), only at a precise Moment of Exceptional importance, even socio-Politically, (See Facts cited supra)...

- As even WMO's Chiefs carefully warned, in their Main, Official Statement (see supra), "a Longer Time range is Required to establish whether an Individual Event is attributable to Climate Change", or not.

- Meanwhile, given the fact that "WMO coordinates the global collection of climate data for Long-term scientific research" only, as its Chiefs' Main Statetement reminds, WMO would be Unfit to face Urgent Needs in front of Extreme Weather Events, which should, in consequence, be addressed by Other bodies.

Moreover,  WMO Experts' separate Views seem to lack yet the level of Scientific Ambition really needed to meet present Challenges, and result only in an unsubstantiated "Fatalist" claim, which obviously looks too "Nightmarish"  for the People, but also Nations :

- Because it simply tells them that, as long as controversial Theories and/or alleged International realities on "Global Warming" persist, such Deadly/Destructive and even Worse Unprecedented Hazards would continue to "Target" and hit precisely this or that City, Region or Country, at specific, politically Crucial Moments, (even if all the rest of the World is not affected !) , and there is Nothing for the potential Victims to do, except to Passively limit themselves only to face the Humanitarian, Sanitary, Economic, a.o. Dramatic Consequences of similar (and even Worse) Catastrophes to come !

Moreover, they ommit to examine any eventual Link between these two 2010 Major Hazards, even if they "target", at the Same Time, Neighbouring Countries at a contingent EurAsian Geographic Area only, where an Unprecedented Heatwave hits Central Russia, while Deadly and Catastrophic Floods spread accross surrounding EurAsian areas, from Germany, Poland, and Czech Republic up to Pakistan, India and China, (see supra).
 
Instead of trying to address legitimate Concerns that People  might be exposed anew to other such Record Floods and  mainly Heatwaves, now repeated on 2010 in Russia, after hitting France in 2003, on the contrary, they aggravate People's Fears...

More importantly, they disregard, if not implicitly reject (or hopefully leave Open, but without even citting it !) the most Crucial and Urgent Question raised by Extreme Weather Events currently provoking Tragic losses of Human Lives, Destructions of Homes and Livelihood of many innocent People, some Threatening Health of Millions and/or Security also of Neighbouring and other Countries in Europe, Asia, or Overseas (f.ex. concerns on Nuclear materials in Russia, Global Wheat Prices, or Talibans' role in Afghanistan War via Pakistan Border areas, etc) :

- Will our Scientists search and find a Unified Explanation and Solution, opening a way or another to Hope that People might be, totally or partially, Protected, at least in Future, from such Major Hazards, responding to Larger Needs also by many other Countries which were earlier hit by Giant Heatwaves (f.ex. France in 2003) or Storms (f.ex. USA in 2005 by Hurricane Katrina), if not by Tsunami (f.ex. S/E Asia in 2004), etc.?

Europe, EurAsia and the whole World are not obliged to be limited only to "Risk Management", (as this WMO text curiously claims in conclusion, taking a "Fatalist" point of view), but need also - and most of all- Risk Prevention, Early Warning, Reduction of such EWE Risks, at least partial Reversal, and/or obviously Protection.

NO "FATALISM" IN FRONT OF DEADLY RISKS :

*  It would obviously be irresponsible and unacceptable to abandon Paris, Berlin, London, Rome, Brussels, Strasbourg, Geneva, Moscow, and other European Capitals, as well as New York, Pekin and Tokyo, and other Major Cities around the World, totally defenseless and unarmed in front of a Risk to find itself, suddenly, without any warning, surrounded by unprecedented Fires, hit by an Historic Heatwave, Millions of its inhabitants suffocating by Thick Smogs hindering even to see further than just a few meters away, while Military Bases are destroyed, Nuclear Centers threatened, Airplanes blocked, Food and other basic need goods' Production halved, People dying by many Hundreds each day, etc., at the same time that Neighboring Countries face also Unprecedented Torrential Rains, devastating Floods, Deadly Landslides, etc.,Thousands of People being killed, others "Trapped", Millions made Homeless, destabilizing important Countries' leadership, Public Opinion and Economic Life even at key Dates earmarked for Crucial Decisions on Internatioal Issues of Exceptional Importance (comp. Facts cited supra),
     while ...passively waiting for another yet International Conference, somewhere around the World, to make another delicate and complex Diplomatic try to broker a World-wide Agreement on how to fight Global Climate Change, hoping that it would be implemented by Hundreds of Countries, during the forthcoming Decades, so that average World Temperature rise might hopefully be decelerated for just - 2 degrees C in the next 10, 20 or 30 Years, in the hope that this might, eventually, reduce on-going Deadly and Destructive Extreme Weather Events, later-on in a remote Future !..

Deal with Global Climate Change risks is, very probably, necessary, but certainly Insufficient in order to ensure People's urgently needed efficient protection from such "Unprecedented" Extreme Weather Events as those which "targetted" Russia and its neighboring countries (from Germany and Poland up to Pakistan/India and China, etc) during this Summer 2010, (after France also faced the 2003 Record Deadly Heatwave, USA the catastrophic Katrina 2005 Hurricane, etc)

Humanitarian, relief and Reconstruction Help, as well as "Crisis Management" and Rapid Reaction Civil Protection forces, as WMO's August 11, 2010 Statement noted in addition to EU Parliamen's and EU Commission's earlier Resolutiona and Reports (See supra), are naturally necessary; after such kind of Major Hazards provoked by similar Extreme Weather Events. But they are also, obviously, Insufficient to guarantee EU Citizens and other People's Safety.....

Given the Magnitude of the 2003, 2005 and 2010 Extreme Weather Events and their Deadly, Destructive consequences, and Threats, (See supra), including WMO anounced Risks to be even Repeated anew in Future, with a "Growing Frequency and Intensity" (See supra),  it's obvious that any serious and Responsible stance must at least Examine and explore, as well as stimulate, all available or new, Hypothesis or Possibilities for any Inventions, which might become able to efficiently meet the obvious Need to Protect People's lives, homes and property, as well as Nations or Areas of the World.                

-" After" facing the Summer 2010 Urgencies, (See supra), " Investigations should be made to find out the the Real Causes of such Unprecedented Deadly and Destructive Weather upheavals "Targetting" one or another Country, as well as to Organize, later-on, a PanEuropean/International Mecanism able to prevent, reduce -or protect People from- any such Major Environment Hazards in the Future.", pointed out, overNight from August 9 to 10, "EuroFora"'s Reader "Vladem" at our Forum.

In the Past, China had notoriously accused USA to Artificially provoke Rainfalls, during the 1961-1973 Vietnam War, allegedly in order to harm North Vietnam's Harvest, restricting Food for the Communist Guerilla then active at South Vietnam, (and this suspicion, reportedly was partly behind the Motivation of some of the initial participants to the confection of UNO's "ENMOD" Treaty, back in 1976-1978, aiming to clearly outlaw, under an International Agreement, any kind of attempt to Modify the Natural Environment for "Hostile" Aims, with a purpose to Damage another Country).

But, Now, it's obvious that, if such or any other similar Artificial ways to Trigger or, on the contrary, Delay/Diminish Rainfalls might eventually exist (or be created for the 1st time) in real practice,  at a sufficiently Efficient level, then, it would certainly be of a Great Help : The 1st is Urgently Needed  these Days to .. protect Russian People's Health and Lives, and save Russia's Forests, Agriculture, even Airports, etc. from the 2010 giant Heatwave, provoking Drought, Fires and Smog, while the 2nd could relief Pakistan/India and China from heavy Floods/Landslides, (potentially, both being reciprocally beneficial to eachother : See supra)

Naturally, this would also be, Today, an Important Contribution to the efforts of Europe and of the International Community to POSITIVELY Modify the Environment, whenever it might be needed in order to Protect innocent People and Peaceful Countries, Busines, Administration, Power Plants, Athletes, etc. from at least some adverse Extreme Weather Events, and/or eventual Weather-Terrorism and other Violent Aggressions or Threats (if this ever became technically possible), and would certainly be a Great Contribution both to Science and Technology Development and Transfert, and to Humanity's Well-being.

However, as nothing certain is cleary known in public until now, all that remains, at least for the moment and for its greater part, simple "Wishful Thinking", and Hypothetical (even if interesting or perhaps even stimulating) Speculations, while Russian, Pakistani/indu, Chinese a.o. People's Vital Needs are obviously Urgent.

Moreover, even USA has been targetted, meanhwile, by Extreme Weather Events, as "Katrina" unprecedently Giant Storm,  which Killed many People, provoking also Large Destructions and an exceptionally Great Number of Displaced Persons, on August 2005.

Moves to boost "Weather Science" in the USA mushroomed since Autumn 2005  given that "Katrina" got a sudden "Boost" which unexpectedly multiplied the Hurricane's force at Unprecedented levels only at the last minute, just after crossing Florida pensinsula's end, and N/E. Mexico Gulf, (as if a kind of Lighting might have stirred up one of its 2 Central Atmospheric "Twin Towers", growing to the only "Level 5" Hurricane to ever hit North America in a Century, with the only exception of "Andrea" back in 1992 again in Florida), adding several New University Research Projects, Congress' Bills to develop Weather Science, Monitoring, and Public Awareness, etc. to US Government's "Extreme Weather and Climate Events" part of the "Atmospheric Administration" office (NOAA), etc.

Striking Hard a Country at Exceptionally important moments, when key-Decisions on Crucial Issues are at stake, as it happened also for the 2003 and 2010 Heatwaves targetting France and Russia respectively (See relevant "EuroFora"'s observations), Katrina unprecedented Hurricane  "targetted" the U.S. End of August 2005, at the eve of an Exceptionally important UNO Heads of State/Government Summit on September at New York for the 1st Reform in the History of the International Organisation at its 60th Anniversary, including the creation of a World Human Rights Council at nearby Geneva, etc., while Politicians were also busy to try to settle a thorny problem with Turkey's controversial EU bid :  Its 29 July 2005 provocative refusal (after a visit of Turkish Prime Minister Erdogan to f. UK Labor Prime Minister Blair in London) to  recognize EU Member Cyprus,  which resulted, afterwards, in a formal EU demand for Turkey to respect International Law on this issue, to which Ankara should normally reply until December 2009, according to official EU Council's decisions : A Time Deadline apparently prolonged, first for June and  now for December 2010. (Comp. "EuroFora"'s co-founder's NewsReports both from London, since the start of the 2005 British EU Presidency, and from New York's World Summit, including statements that gave us the new then UNO's under-Secretary General, Director of Political affairs, etc).

But, the most Tragic "coincidence" for the Unprecedented Katrina Giant Hurricane Hazard undeniably was the fact that this Extremely Deadly and Destructive Weather Event occured also shortly before the long-awaited Publication of a US Government-sponsored Experts' Report, ordered by former US President G.W. Bush on demand of 9/11 Victims' Families, on the strange total Collapse of New York World Trade Center's Twin Towers, which notoriously added some 1.500 Deaths of People (atrociously "trapped" inside the buildings and desperately searching to escape, f.ex. by the roof, etc), totaling some  3.000 innocent People killed after the 9/11 Terrorist attacks  :  "EuroFora"'s co-Founder, who was at New York on 2005 at the September 11 Annual Anniversary, remembers well that  Victims' Families, gathered for the Ceremony on Ground Zero, were weeping and afraid that "Katrina" Weather Mass Killer event risked to "Banalize" Deadly Horrors and make People "Forget" the Atrocious Terrorist attack at Manhattan's  World Trade Center's "Twin Towers". But current US President Obama may have promissed, shortly after his 11/2008 Election, to one of 9/11 Victims Families' leaders, Beverly Eckert,  - whose Husband Sean Rooney, (a Senior Officer of Chicago-Headquarted, World's No 1 Insurance broker AON), was killed "trapped" in WTC's upper part after surviving Terrorist Attacks,- to start new Investigations to find full replies on some open questions on WTC's deadly collapse,  before she was herself killed at an Airplane Crash only 1 Week after that 2009 meeting : "Icy and Mist" Weather conditions, including "significant Ice buildup on the aircraft's wings and windscreen, shortly before" losing control, were reportedly involved in the Sequence of events which provoked a reportedly Unprecedented Deady Crash of her "Bombardier Dash 8 Q400" Plane. Now, 3 Years after Obama's election, 9/11 Victims' Groups still complaint that there has been no New full Enquiry.

(Meanwhile, flying to Chicago  after  UNO's 9/2005 Summit, a US lady working for a U.S. Federal Relief and Reconstruction Fund, told us that Victims of the Record big Hurricane, were scattered around, throughout all US, seeking new shelter and livelehood, so that many didn't even know that they were offered by US Government a chance to return Home and Re-Build, so that the Federal Agency's staff were obliged to ..search by phone, internet, letters, etc, to find and inform them personaly, also one by one, wherever they might have fled the Katrina EWE).

- A Bill to officially establish a comprehensive "Weather Modification Research and Technology" USA policy was tabled on 2005, (after various relevant USA Developments throughout many Decades during the 2nd half of the 20th Century), by experienced  U.S. Senator Kay Bailey Hutchison of Texas (Rep), and then U.S. Representative (now Senator) Mark Udall of Colorado (Dem). Shortly after Katrina Hurricane Exceptional Disaster,  a  Public Hearing about "Weather Modification" was organized by USA Senate Committe on Science and Space on November 2005.

On 2006, American Engineer and former Senator Leedom, reportedly advocated that "Weather Modification can lessen the impact of Hurricanes, tornadoes, Floods, Droughts, and Hail". Significantly, Bureaucrats opposed to his Plan didn't question so much its Scientific or Technological Feasibility, but their reluctance reportedly focused only on "issues of Foreign Policy" and "National Security".

An Editorial published by "Nature" famous Scientific Media, on June 2008, focused on stressing that a "renewed push for Scientific Research into Weather-Modification Technologies is long overdue" in the USA.

 

Various "Weather Modification" Associations and/or Programs already exist, since many years, in various Member States of the USA, from Texas to California, up to Wyoming (which reportedly spends 9 Millions € for Cloud-seeding, Hail suppression, a.o. plans), etc, while New Programs are jointly organized by North/Western American and Canadian authorities f.ex. in 2009.

+ China, meanwhile, after spearheading since the 1970ies UNO's International Treaty against "Hostile Modification of the Environment" (ENMOD, 1976 - 1978), legally covering a wide range of Extreme Environment Events (EEE),  from Atmospheric Weather Phenomena, to Tsunamis even Earthquakes, etc, notoriously succeeded, at the 2008 Olympic Games' opening Day in Pekin, to prevent a heavy Rainfall by pushing the approaching Clouds to deviate and/or Rain earlier, until they evaporated before arriving above the Stadium.

On November 2009, China also added another Weather Manipulation reportedly allowing to provoke unusual Snowfalls. (By a "coincidence", shortly before "EuroFora" and many other participants of UNO's Heads of State/Government Climate Change Summit also witnessed at Copenhagen on December 18-21, 2009,  unusually heavy Snow provoking the cancellation of many Airplanes, including towards Strasbourg, where unprecedented thick Snow covered the City even up to new EU Commissioner on Climate, Connie Hedegaard's 1st Press Conference at EU Parliament in Strasbourg, mid-March ! + Recently, going well beyond that, at an International level, China also made an Official demand to the World Meteorologic Organisation, (WMO : chaired in 2010 by a Russian Expert), to establish an International "Extreme Weather Events' Monitoring" body, at least for Asia, which was accepted and has just started recently to operate in 2010, allowing "EuroFora" and other researchers to find various Useful Weather Data, also for Russia and even at a World stage, (Some of which - f.ex. Dateds World Weather Maps on Temperatures, Rains, etc., are used in this Newsreport).

    - EU's "Security Research should (also) consider Environmental factors, such as Climate Change, which will affect European Security (by) increasing the occurence of Natural Disasters : Droughts, Forest Fires, Floods, as well as leading to higher Migratory fluxes and new Pandemics", experienced European Expert Jean-Pierre Massue, former CoE's Director on Major Hazards and current S.G. of Scientific Networks' European Federation,  Steering Committee Member in the World Agency of Planetary Monitoring and Earthquake Risk Reduction (WAPMERR, Headquartered in Geneva, Dhubai and Moscow), had already warned in a Document on a forthcoming PanEuropean Scientific Conference in Poland, handed over to "EuroFora" earlier.

    This matches EU Parliament's Resolution for the development of a European "Security and Defence" policy with "strategic Autonomy", adopted on March 2010 in Strasbourg, one of the main Ideas of which is that "a fundamental Specificity of EU's Security and Defense policy is its "Dual" character : Both Military and/or Civil", as its Drafter, New Chairman of EU's Committee on Security and Defence, Arnould Danjean, clearly stressed then at "EuroFora", pointing in particular to the example of long-time, experienced EU Commissioner Michel Barnier's well-known proposal tpo create an EU Civic Protection Force.

Already, EU Program on "Global Monitoring for Environment and Security" (GMES), including  Space-related activities, is strongly supported by EU Commission's vice-President Antonio Tajani, in charge of Industry and Space, as he stressed in reply to "EuroFora"s questions earlier at EU Parliament in Strasbourg, (See http://www.eurofora.net/newsflashes/news/tajaniindustrygalileo.html ). Tajani visited, during this Summer 2010, also ESA-ESRIN's Earth Observation Headquarters, in Frascati, Italy, responsible for the coordination and exploitation of GMES Data.

By a coincidence, an opportunity to take stock of the Summer 2010 Extreme Weather Events will be given by a previously scheduled,  timely EU COST-supported ("Cooperation on Science and Technology") Conference on "Extreme Environment Events" is organized by the European Science Foundation (ESF : Headquarted in Strasbourg) at Cambridge (UK) on 13-17 December 2010.    

Meanwhile, France and Germany, as well as other European Countries and probably EU itself, have been recently (i.e. from the second half of 2008, and on 2009-2010) examining a proposal made by Russian President Dmitry Medvedev to create some kind of PanEuropean Security and Defence mechanism, which could include also Modern Challenges such as Terrorism, WMD proliferation risks, BioWeapons, Epidemics, Natural or Man-made Disasters, and other Major Hazards, etc., as Russian Foreign Minister Sergyei Lavrov, recently highlighted during his latest visit to the CoE in Strasbourg. French President Sarkozy, in agreement with German Chancellor Merkel, repeatedly suggested, even recently, that such prospects could be explored particularly in the framework of the OSCE, where USA and other Countries also participate, and whose rotating Annual Chairmanship passed from Greece to Kazakstan, (another Key Country now affected by the Summer 2010 Heatwave, both with Forest Fires and Drought against Agricultural Wheat production)...

    Among other European Tools , an interesting ESA's Aeolus Project (named after the Greek God of Winds), prepared by EADS-Astrium, which plans to launch a Pioneer Satelite for an "Atmospheric Dynamics" Mission due to monitor Winds, Clouds and other Weather-related phenomena by using High-Tech Laser Optics, etc, after having regretfully delayed, by several Postponements, the scheduled launching Date, from 2007 initially, to 2009, is now due on May 2011.

EADS/NASA O'Keefe Air crash in Alaska

 But, meanwhile, Clouds may have provoked even a surprising AirCrash near HAARP in Alaska, where former Senator Stevens, (supporter of HAARP's installation at nearby Gakone), was killed on August 10, while traveling with European AirSpace giant EADS' CEO for America, former NASA Chief, O'Keefe, and Washington DC Lobbyists, amidst EADS' efforts to develop European Atmospheric Dynamics' Space High-Tech and to cooperate with USA Military on AirPlane refuelling plans in competition to Chicago-Headquartered Boeing, shortly after a dispute on an "Hypothesis" of a Russian Expert that some US Networks abusing of HAARP, Space vehicles, etc., might Modify Weather, which was denounced by American Media, but also met with calls to help Russia/Pakistan-India/China with positive Weather Modification action, and/or to "Invite" Critics to Alaska to show HAARP is harmless, despite contrary claims by a Dissident US Author, Brother of the Mayor of the City (Anchorage) from which flew the Fatal Airplane, who had outvoted Stevens in the latest 2008 Senatorial Election.

[ Factual details (on the EADS - f. NASA CEO O'Keefe Alaska air-crash, during Summer 2010 Extreme Weather Events) :

- On 29 of July 2010, an Independent Russian Expert (cited by mainstream Russian and American Media, including "Radio Liberty-Free Europe")  evoked the "Hypothesis" of an eventual Weather Manipulation Attack as an eventual cause of this Unprecedeted Heatwave, reminding, among others, also Alaska-based HAARP, often cited both in so-called "Conspiracy" as well as Scientific sources around the World.

- At the Mornng of August 5, an American Author at "NewsMine" Web Media criticized that Russian hypothesis, concluding that "The operators (of) HAARP .. should invite the world's conspiracy theorists for some show and tell about what is and what is not possible with the equipment that directs radio waves into the skies above Alaska."

- Five Days Later, at the Afternoon of August 10, the Director for American operations of the European Air-Space Industralist EADS, former NASA Director O'Keefe, was wounded in an Airplane Crash at Alaska (Anchorage) which Killed 4 People, as his Friend, a long-time former Senator Stevens, known for his strong Support to various Alaska-based USA Projects, including HAARP.

O'Kiefe's friend in Alaska, Senator Stevens, had lost in 2008 his latest Senate bid by a Competitor, Mayor of the Town (Anchorage) from which flew the Fatal Airplane, and Brother of the Author of a controversial, but well-known Book titled : - "Angels don't play that kind of HAARP", with controversial claims about alleged abuse of HAARP's capabilities also in order to reportedly provoke some negative Weather Manipulations in the Past.

Franco-German core-driven EADS, which prepares also an "Atmospheric Dynamics Mission" starting with Aeolus Satellite these years, has recently anounced its Intention to boost Security-Defence High-Tech Air-Space Prodiucts, almost at the same time that European Scientists prepare PanEuropean Conferences including Extreme Weather Phenomena among EU Security policy issues,  (as, f.ex. this september 2010 in Warsaw, Poland, as its Organizer, experienced former CoE Director on Natural and Man-made Hazards, Jean Pierre Massue, told "EuroFora", (See other "EuroFora" NewsReports including relevant statements that gave us EU Commissioner on Humanitarian aid and Crisis management, Kristalina Georgieva).

- Meanwhile, between 5 and 10 August, various Suggestions were Published in the World Wide Web in English, French a.o. (including by "EuroFora"'s Authors and Readers), that all those who might Help to unveil, invent and/or develop any High-Tech Means eventually able to save Millions of innocent People tragically hit by Unprecedented Heatwave, Fires and Smog in Russia, but also by Floods/Landslides in Pakistan/India and China, should act Urgently.

- O'Keefe and Stevens' Fatal Airflight Crash was located close to Alaska's Anchorage, which is Near HAARP's Headquarters, at Gakone (See MAP)

- "Clouds were Lower" than expected : Below Estimates of between 1000 and 2000 feet : Only as Low as 600 feet, in the area of tha Fatal Crash, Chairwoman of Alaska's National Transportation Safety Board's Chairwoman, Deborah Hersman, observed according to US Media. A Survivant witnessed "falling asleep" shortly after take-off, while sitting at the Forefront of the Airplane, which "just Stopped Flying", without any previous alert, another Eyewitness reportedly found.]

          Hopes for Science's potential to become able  to succesfully meet Vital Needs to protect People against Extreme Weather, were partly but topically inspired already  by a "Premonitory" CoE's Exhibition, earlier in Strasbourg, which reminded certain Visionary Projects of late Pioneer Euro-American Scientist Tesla, spreading from Robotics to ElectroMagnetic Energy, Atmospheric Dynamics and Weather, etc. --------------
The Tesla Exhibition, opened in Strasbourg by CoE's Secretary General during the Serbian Presidency of the PanEuropean Organization's Committee of Ministers, on the occasion of the 150th Anniversary of the European Pioneer Scientist, back in 2006, declared "Nikola Tesla Year" by UNESCO

- Nikola Tesla "really was a GroundBreaker, in every sens of the word", stressed CoE's former Secretary General, British MEP Terry Davis, at the official opening of the Exhibition, on October 2006, in Strasbourg, where "EuroFora"s co-founder witnessed several impressive pictures on various, Electricity-related Tesla's projects, before a synthetic overview of Tesla's legacy by young Scientist C.M. at Strasbourg's University.

Tesla, a brillant Pioneer Scientist, originating from -and Educated in- Former Yugoslavia and Austro-Hungarian areas of Europe (born in a Serb Family living at Croatia), who emigrated and worked to the USA, had made various Visionary Plans for Future Scientific and Technological Breakthoughs, some of which were afterwards, notoriously accused by certain groups, concerned Citizens or Experts, to inspire alleged Secret Plans of Military orTechnocratic Networks to adversely Manipulate the Natural Environment for egoistic Power aims, mainly through ElectroMagnetic interferences bouncing via the Ionosphere back to various parts of the Earth, (including f.ex. repeated Rumours on eventual abuse of a High-Frequency Auroral Research Program, commonly known as HAARP, etc).

CoE's Exhibition acknowledged the fact that Tesla's Research focused also on how to "generate" and "trasmit" "High Frequency Currents, of strong Power, .. through the Earth and the Atmosphere", (for various eventual applications, including a kind of pioneer, super "World wide web" Communication System, even more efficient than nowaday's Internety.. well beyond and after Radio). He also reportedly tried to develop and sell to Governments an invention to transmit "Concentrated Energy ..through Natural Media" (mainly Atmosphere), as a kind of "Weapon" protecting an area or a Country by a kind of "Shield" or "China Wall" to stop Foreign attacks.

However, nobody has yet openly proposed, on the contrary, to try to use Tesla's Genius Insights in order to openly Explore eventual Possibilities to create some kind of Inventions which might Help to Positively Modify the Environment in order to Save Human Lives, Economic Production, Countries or World's Regions, by protecting them at least from some Deadly and Catastrophic Upheavals, particularly against Extreme Weather Phenomena, where his ElectroMagnetic plans to use the Ionosphere might, perhaps, prove to be, more or less Interesting and Useful to Help the International Community Stop being totally Paralysed and Powerless vis a vis Atmospheric Dynamics, but start Predicting, Alleviating, or even Monitoring them for the General Good of all Humanity.

- After "many Monuments of the Past Ages", as "the Palaces and Pyramids, the Temples of the Greek and the Cathedrals of Christiandom", where "is exemplified the Power of Man, the Greatness of Nations, the Love of Art, and Religious Devotion",  "something ... more in accord with our present thoughts and tendencies, ... a Monument worthy of our Scientific Age, a true Monument of Enlightenment and of Peace", which "signifies the subjugation of Natural Forces to the service of Man, the discontinuance of Barbarous Methods, the Relieving of Millions from Want and Suffering", was eyed by Tesla, as he said on the occasion of the Historic Inauguration of Niagara Falls HydroElectric Station, where hisPower system, Transmission and Distribution inventions were adopted by USA's Westinghouse Co., helping to transform a Dangerous Fall into a Source of Energy and Light.

In the aftemath of the unprecedented Deadly Heatwave which targetted France in July-August 2003, on September, Paris had been astonishing hit by an equally unprecedented, Giant thick Smog which had covered all the City's center, almost hindering even to see the famous Eiffel Tower  : A Similar Exeptional Atmospheric Phenomenon to the Giant Smog and Record High CO2 Air Pollution which spectacularly hit some 10 Millions of People in Moscow this Summer 2010 (see supra). Shortly afterwards, by a coincidence, an equally unprecedented Electricity Breakdown, threw a great part of the USA into the Dark, suddenly stopping Traffick Lignts, Lifts and other Machines, after an unprecedented huge power breakdown (apparently similar to Saint Petersbourg's August 2010 strange Electric Lights' breakdown in Russia),  reportedly triggered by Storms, Lightings, etc. precisely from Niagara Falls' network at the Canadian border giving unprecedented "Black" images of New York's Manhattan deprived of any Light overNight. With just 1 Exception :

- In a spectacular contrast to the entire Manhattan peninsula's Black-out (see supra), the permanently and independently Enlightened famous, Historic "Liberty" Statute, at N.Y.'s Long Island, called : "Liberty Enlightening the World", was the only New York Monument to remain brightly alight, reminding the Symbol of the Best moments and Values in American History, when it was seen as a Land of Freedom by many European a.o. Refugees, brought there as gift  from Europe by French Sculptor Bartholdi, born and grown up nearby Strasbourg.

This Historic Link was topically reminded  the next year (2004) at nearby Colmar Village, Bartholdi's birthpace, visited by long-time 1st Lady of France, Bernadette Chirac, when the Biggest Replica in Europe of New York Liberty Statute was inaugurated in the presence of the US Consul General to the CoE, (See "EuroFora"s co-Founder's NewsReport from the event, including statements that Bernadette Chirac gave us then), 2 years before Tesla's Exhibition during the 2006 Serbian rotating Presidency of COE's Headquarters in Strasbourg (See supra).

Bartholdi and Tesla never met eachother, (even if they both travelled from Europe to the USA at the End of the 19th Century), and nobody ever thought to establish a link between the Artist and the Scientist's work in the Past. But such a potentially Hope-bringing link was recently made Possible, and even necessary for the Future, after the Tragic and obviously Dangerous series of Record Deadly Extreme Weather Phenomena, as 2003 and 2010 Historic Heatwaves which targetted France and Russia respectively, provoking also heavy "colateral" giant Flood/Landslides damages, less in a part of the EU, but more in Pakistan/India and China, added to the also Historic Katrina destructive Hurricane which hit the USA at the eve of the 9/11 Anniversary and WTC Investigation Report's publication, back on 2005, meanwhile. (See supra).

Certainly a Hard Challenge. But, after all, Nicola Tesla's 1st Invention (a Motor based on ElectroMagnetic induction, working thanks to alternating currents' induction, whose Driving Force was Magnetic Field's Rotation), wasn't it constructed and presented, before anywhere else in the World, initially at the current EU/CoE City Strasbourg's Power company ("Electricité de Strasbourg") ?

 

Considering what happened meanwhile, between then and now, Europe cannot afford to drop another exceptional Chance, nor to overlook urgent and pressing Needs and Threats topically reminded anew during this Summer 2010 Extreme Weather Events :

- I.e. to stimulate, create and develop an Efficient European Scientific Research and High Tech. Inventions, Capability, Awareness and Action aiming to became able to really help and protect People from such Tragic Risks of Extreme Weather Events and other exceptionaly important upheavals against an elementary Healthy and Safe Natural Environment.
