EU Rapporteur on SWIFT, Hennis-Plasschaert to EuroFora: Vote it down or go to the Courts !
A great number of critical MEPs would either "vote down" a current controversial deal on massive Personal Bank Data transfert to US Authorities under counter-terrorism laws, or go to the Courts, replied EU Rapporteur on "SWIFT", Jeanine Hennis Plasshaert, Liberal Dutch MEP, to "EuroFora"s questions, shortly before a crucial Vote scheduled for tomorrow (Thursday) Noon in Strasbourg.
Many top MEPs, from the Right to the Left, have criiticized the current "failure" of an "interim agreement" between EU Commission and US Authoriities concerning electronic transfert of Bank informations with EU Citizens' Personal Data, that EU Parliament (which recently gained the power to "Veto" EU's International Agreements) feels that it doesn't yet respet Civic Rights on several concrete points, (fex. Judicial Authorisation, Time limits, Rights of Access, Rectification, Compensation and Redress, Conditions on sharing such Data with 3rd Countries, etc).
But the practical strategy to follow in practice is still debated in Strasbourg, (where the issue just arrived, after several Letters from EU Parliament's President Jerzy Buzek), since MEPs seem rather divided on the attitude to follow, (accept, postpone or refuse), even if a short but clear 29 to 23 Majority has already asked, in the Civic Liberties' Committee, to vote down the controversial deal and to immediately start negotiations for another, more respectful to EU Citizens' rights.
- "What is, at your knowledge, the position of tthe various Political Groups, on the vote which will take place tomorrow (Thursday noon) ?", "EuroFora" asked Jeanine Hennis-Plasshaert.
- "Well, I wish I would know.... Clearly, Pressure is extremely High. There is a lot of Pressure, by lobbying, from individual (EU) Member States Governmenrts, but also by US Authorities", replied the EU Rapporteur to "EuroFora"s question..
-"I understand that lobbying, and I have great respect for their efforts to make us understand why it's all necessary, etc., but, at the same time, I also call upon some respect for the role of the European Parliament in this matter", she stressed.
- "So, clearly, some of my collegues (MEPs) are sensitive to the lobby, and while they may have considered "No", they might consider "Yes" at this moment. It is too close to call now on what the Majority will be".
- "But by god feeling is that we might have a Majority to vote down the interim agreement. If not, then, It's too bad. But, then, at least, we made our points clear".- "If the outcome of the vote, tomorrow, is unsatisfactory, from your point of view, i.e. if (the controversial deal on SWIFT) went on without enough safeguards, what would critical MEPs do ? May be go to the Courts, after the (recent) entry into force of Lisbon Treaty, in Luxembourg" (ECJ) "or elsewhere ?" (fex. ECHR in Strasbourg), "EuroFora" asked.
- "Obviously, we look at the possibility to go to the Courts". and "we'll be exploring in greater detail in the coming Days", the EU Rapporteur sharply replied.
- "Well, it's an Interim Agreement, with a duration of 9 Months... But, in any case, (EU) Parliament will call upon (EU) Council and Commission to, swiftly and ambitiously, push Europe forward, in terms of strategy of counter terrorism purposes,
and to start Negotiations with the US immediately.on a New Agreement, voted down, or not, tomorrow. So, we shall explore our possibilities", she added.
- "But I expect the (EU) Council to move also, because they acknowledged that this Interim Agreement is not, let's say, "ideal". So, there is commitment to move. But on very "fake" conditions... So, I don't think that we go to Court immediately, but let's see what happens", Hennis-Plasschaert went on to say on "Eurofora"'s question.
- "Let's wait and see tomorrow (Thursday Noon), and cross fingers", she concluded.

Meanwhile, EU Chairman in office, Spanish Prime Minister Zapatero, reportedly send a Letter to Mrs Hennis-Plasshaert with a formal "Declaration", which was "appreciated", but didn't yet meet EU Parliament's requirements for EU Citizens' personal Data safety, as she observed. That "Declaration (was) extremely fake and jam. This House has been proposed jam for too long", EU Rapporteur criticized.
The only legitimate way to change things before tomorrow (Thurdsay) Noon's votes in EU Parliament in Strasbourg would, theoretically, be for EU Heads of State/Government, due to be gathered in Brussels for an exceptional EU Summit on Economic policy, to agree with the US Authorities enough changes in the current interim agreement for "Swift". But Mrs Hennis-Plasshaert, without excluding anything a priori, found unlikely a so rapid move, serious enough to really respond to EU Parliament's concerns : They had so much Time, since the latest, 2007 change, until now, on 2010, but they didn't do it yet, she observed.
- Too often in the Past, "this House was filled with Jam for tomorrow But we dont want no more fake promisses nor jam", EU Parliament's Rapporteur characteristically stressed.
- "A postponement of the vote, in effect would comedown to a "yes"" for the current, notoriously insufficient interim agreement, she argued earlier. - "If the strict conditions of the Parliament had been met, I would have called to postpone the vote. But they failied to do so. I asked for Safeguards, but they failed to reply", EU Rapporteur observed.
"EuroFora" learned, later this (Wednesday) evening, that the Conference of Presidents refused to drop the vote of Thursday Noon on Swift, which should, therefore, proceed as scheduled.
Despite some political Group's divisions between those who accepted to postpone the vote and those (apparently more numerous) who wanted to urgently proceed to a vote, since the interim agreement was legally applicable from February the 1st, Criticism appeared widespread among MEPs, from the Right to the Left political spectrum.
Among many other examples, the recent (unrelated but impressive) big Scandal of the abuse of so-called "anti-terrorist" legislation by some UK Authorities which reportedly blocked Bank Money transferts to ... Iceland on 2008, leaving the whole Country and its Economy exsangue and People starving, precisely at the moment that Iceland was competing with Turkey for a seat at UNO's SC at the UN GA in New York, has traumatised many people in Europe, as as, fex., the Head of EuroLeft's French Delegation, Mrs Marie-Christine Vergiat, replying to a relevant"EuroFora" question, stressed that she "agreed very much". What is needed is to seriously fight against real Terrorism in a responsible manner, without so excessively and uselessly endangering Citizens civic rights, she concluded.Meanwhile, Iceland, after lodging various complaints, including at the CoE's Parliamentary Assembly and Committee of Ministers agains such an obvious gross abuse, is currently winning a symbolic "revanche" : Having lodged an application to become EU Member State, the undeniably European (from History, Culture and Human Rights Values) country of Iceland might enter into the EU quite soon, and certainly much earlier than Turkey's controversial EU bid might stagnate or conclude in one way or another...

EU Parliament largest Group President (EPP) Daul to EuroFora: We'll address all big Political issues
All big Political issues of interest to EU Citizens are due to be addressed by EU Parliament from 2010, now that the new EU Commisssion was voted for the period 2010-2014, replied to an "EuroFora"'s question the President of the largest Group of MEPs, ChristianDemocrats/EPP, Joseph Daul.
"EuroFora" had asked President Daul if he thought that EU Parliament could now go well beyond its important Legislative work and deal also with Big Political Issues which interest EU Citizens, such as Europe's Future, Identity and Borders, Environment and Climate, how to overcome the Global Financial Crisis, Global Governance, etc., as it was reportedly discussed, last week in Paris, during the visit of EU Parliament's President Jerzy Buzek, who met also with French President Sarkozy, at the eve of an exceptionally important Franco-German Summit with Chancellor Merkel (See earlier "EuroFora" NewsReports from that last event in Paris).
- "All Big (Political) Issues will be addressed" by EU Parliament, "even if they are not (strictly) Legislative", ensured Daul in his reply.
- "Big issues will start to arrive, now, with the new (EU) Commission", he observed, speaking the same Day that EU Parliament's Plenary in Strasbourg debated and voted for the 27 New EU Commissioners, after a series of previous Hearings.
F. ex., "we have an important issue which will soon arrive to us : It's the Budget : - "What Budget for Europe, after 2013 ?". That's the 1st big file which is going to arrive" to EU Parliament, Daul anounced.
The point is notoriously linked both with Strategic pluri-Annual choices on Agriculture, Industrial, Research, Cohesion and Regional EU Policies, but also with the ongoing debate on EU's Enlargement, and particularly with Turkey's controversial EU bid, that some speculations in the Past had, since long, estimated as probable around 2014, if EU's financial situation allows to spend enough for the exceptionally expensive cost of efforts to integrate it.
EU Parliament's Rapporteur on the Financial Perspectives, experienced German ChristianDemocrat/EPP MEP, Reimer Böge, former President of the Budget's Committee, confirmed to "EuroFora" that he's indeed working on the issue of EU's funds beyond 2013, (which is inevitably linked with the idea that one might have for Europe's future).
And his collegue and compatriot, the experienced German MEP of the Governing ChristianDemocrat/EPP Majority, Elmar Brok, EU's Rapporteur on the Enlargement Strategy and former President of the Foreign Affairs Committee, speaking to "EuroFora", stressed that, indeed, "the People must know what Vision we (EU Parliament) have for Europe's Future".
- Various more " big issues will start to arrive, now, with the new Commission", continued EPP Group's President Daul in his reply to "EuroFora"'s question.
- "We have many occasions, currently", to discuss big Political issues, he noted.. Because "our problem, in EU Parliament, as I've already told you, is that we didn't have enough work", at least as long as the new Commission wasn't yet elected.
But, "naturally, the big Legislaive files which will soon start to emanate from the new EU Commission. So, we (EU Parliament) shall have much work to do", Daul warned.
However, "at any case, all big issues are always discussed" by EU Parliament, "even if they are not (strictly) Legislative", he ensured, as a matter of general principle.
- "Now, the Time has come (for the EU) to start really working", President Daul stressed earlier, speaking to Journalists in Strasbourg including "EuroFora" on the vote by a large EU Parliament''s majority of the new EU Commission, under the new Lisbon Treaty.
- "If some others had heard us (ChristianDemocrats/EPP), we could have started much earlier", he regretted for the Time lost between the June 2009 EU Parliament's Election and the February 2010 vote by a large Majority of MEPs for the New EU Commission.
It was endorsed by 488 votes in favour, 137 againsy and 72 Abstentions, "for the period until 31 October 2014", as EU Parliament's President, Jerzy Buzek, anounced, signing immediately the official documents in front of the Press, including "EuroFora", in order to gain precious Time.
- "The Challenges EU faces today require Urgent Action", and 'we are Ready",replied to Buzek's call, in front of Journalists in Strasbourg, including "EuroFora", the re-elected President of the New EU Commission, Jose Barroso.
- "The mission that we are giving you today by our votes is to serve the construction of a Political Europe, audaciously and ambitiously, able to looking towards a big Horizon, by facing the current Global Crisis with an EU equiped versus competition, completing the Internal Market, and "doubling energy on External issues, ("Defence, Security and Technologic, Industrial challenges"). "And we shall judge you on the progress that you shall make in this direction", stressed also Daul, as President of the largest Group of MEPs, whose support was indispensable for the Barroso II Commission. With 13 ChristianDemocrat/EPP Commissioners, the rest comming from the Socialist and Liberal Group, which also supported the new EU Commission, even if for "different reasons each one of them", as the Chairman of the "Green" Group, Daniel Cohn-Bendit claimed earlier, speaking to Strasbourg Journalists, including "EuroFora".
- "I didn't personally vote for Barroso, (even if many Socialist MEPs did, including from Spain and Portugal, etc.), but I know that we (EU) need a Commission to start working asap, so we vote for it today, as a Collective body", added meanwhile the President of the Socialist Group, German, MEP Martin Schultz.
EU Parliament Liberal Group President Verhofstadt to EuroFora: EuroZone's destiny is bold Eco policy
From its very inception, EuroZone was destinated to develop a bold Economic policy, without being limited only to stricty Monetary issues, but today this has become an urgtent necessity for the EU in order to safeguard the European integration in front of the Global Financial Crisis and growing Worldwide Competition, stressed in substance the new President of EU Parliament's Liberal Group, former Prime Minister of Belgium, MEP Guy Verhofstadt, speaking to "EuroFora".
- "It may be", indeed, that when EuroZone was created, the real aim already was to incite EU Citizens to start asking for a European-level Economic and Social policy, since all the Monetary powers were previously transfered to Europe, agreed Verhofstadt with "EuroFora", who reminded EU Parliament's Historic 1995-1998 debates in Strasbourg for the creation of the €.
- "At any case, now we need a much Bolder Economic policy" from Europe, Verhofstadt stressed speaking to "EuroFora".
He was referring in particular to his call for EU Measures able to put Pressure on EU Member States to really incite them to move on Economic and Social policy, in order to overcome the "failure" of the previous EU Lisbon strategy, which had been limited to express mere wishes, without any coercitive power, as he said earlier at a Press meeting with Journalists in Strasdbourg, including "EuroFora".
The result was to dangerously augment economic development "Gaps" inside Europe, as fex. between Germany and Greece, which became bigger than it was in the Past, aggravating risks for crisis.
- It's "from the Beginning that there was a Lack of Unity", when the Central European Bank was created. So, "the problems also existed from the beginning. They didn't appear yesterday", Verhofstadt stressed.
EU Parliament Green Group President Cohn-Bendit to EuroFora on Carbon Tax +Rachida Dati's amendment
The time has not come yet for the "Greens" to support the proposal of a "Carbon Tax" at EU's external borders vis a vis those 3rd Countries which don't respect the Rules for Climate protection, but this shouldn't have any negative reperecussions on the Economy claimed the President of the "Green" Group in EU Parliament, Franco-German MEP, Daniel Cohn-Bendit, speaking to "EuroFora".
He was reacting to an Amendment in favor of instauring a Carbon Tax at EU external borders, tabled by French MEP Rachida Dati on a Draft Resoluition about Climate Change after the Copenhagne UN Summit (See "EuroFora"'s NewsReports from Copenhagen), that EU Parliament's Plenary will vote tomorrow (Wednesday) noon.
Asked by "EuroFora" if this strange opposition by the "Green" Group's leadership against a Climate-protection measure didn't risk to dissuade EU's industrial enterprises from respecting Climate protection rules, since, otherwise, they would be facing Unfair Competition from 3rd Countries who don't respect Environment legislation, Cohn Bendit claimed that there wasn't such risk, at least for the moment :
- "No, because, for the time being, Carbon Tax (doesn't affect) the enterprises, as long as there are exchanges at a rate of Zero per cent, they are not charged", was Cohn Bendit's curious (and precarious) reply to "EuroFora"s question above.
Cohn-Bendit referred "EuroFora" to a Letter addressed to Dati by another "Green" MEP, Yanick Jadot, who replied with a similar claim to the question if he wasn't afraid that, by refusing a Carbon Tax at EU external borders, this might dissuade EU businesses from respecting Climate protection rules if they were abandoned without protection to unfair competition from 3rd Countries, who didn't respect such rules :
- "I don't think that there is now such a risk, at least as long as the (European) enterprises are not yet submitted to quota, since, for the moment, the CO2 quota are free of charge", he said.
- "EU pretends that it is in advance in Climate protection, while, in fact, it's below other countries", Jadot, (to whom Cohn-Bendit referred), curiously believed, despite the fact that the EU notoriously made the comparatively most substantial proposals at Copenhagen's UNO Summit.
As he told "EuroFora", in his view, for the "Greens" to support Carbon Tax at EU's external borders, EU must previously enhance even further its position against Cimate change, by unilateraly accepting 30% CO2 reductions, even if other Countries in the world didn't accept yet to move... At Brussels' December 2009 EU Summit (See "EuroFora"'s NewsReports from the event) EU decided to cut CO2 Emissions by 20% and offer even - 30% if there were reciprocal moves also from other Countries in the World.
But it's precisely in this direction that Rachida Dati's Amendment appears to be moving : - "It should be a means to put pressure on the other participants of the UN Climate Change Conference, and should encourage the signing of an (International) agreement containing more ambitious commitments", stresses Dati in the "Justification" of her Amendment.
- "Given the weak agreement which was signed at Copenhagen, a Carbon Tax at the EU's Borders should be established" because "this .. should help fight against Unfair Competition of Countries which don't comply with the same objectives as the EU, in terms of reducing Greenhouse Gas emissions", she adds.
Therefore, the Amendment tabled by Dati to EU Parliament's draft Resolution "calls on the (EU) Commission, in the absence of any Binding International Agreement, to propose a Carbon Tax at the EU's borders".
The new Leader of the French Governing Party UMP to EU Parliament, MEP Jean-Pierre Audy, (just elected in Strasbourg to replace Michel Barnier, elected new EU Commissioner), speaking to "EuroFora", confirmed that "we support Dati's amendment", (even if a relevant paragraph to the initial Draft Resolution might be meanwhile abolished).
Earlier, Dati already succeeded to make the vice-President of EU Commission, now in charge of Industry, Antonio Tajani, declare, during his January 2010 Hearing at EU Parliament in Strasbourg, that "the idea of a "CO2 tax .. is an Hypothesis to consider, actually laid down in the ICC Legislation".
But "it's better to wait until (UNO's) Copenhagen Summit's process is completed, (i.e. by collecting the Commitments of each Country, on January 2010, and by advancing towards a Binding Treaty : See "EuroFora"'s NewsReports from Copenhagen, 12/2009), assess the situation, and take EU decisions on the basis of informations given by the UN also on other Countries' stance, Tajani advised then.
Dati welcomed Tajani's statements, because, unlike other Commissioners, he appeared open to "Anti-Dumping" measures, if EU has to face "Unfair Competition" by "Social and/or Environmental Dumping" from 3rd Countries, (fex. China or Turkey, etc), who produce "cheaper" just because they don't respect neither Workers' elementary Rights, nor the Environment.
Meanwhile, French President Sarkozy, meeting with German Chancelor Merkel last week in Paris (See "EuroFora"'s NewsReports from the event) said that the German Government Coalition (i.e. Liberals included) agreed to discuss about an adjustment mecanism at EU's external borders against Unfair Competition, and that this was even what the US were currently considering to do, so that the EU should speak with Washington DC about that in order to coordinate International efforts for Climate protection.
EU Parliament ECR Group vicePresident Zahradil to EuroFora: For Ukraine's EU Accession if Kiev wants
Ukraine could find support if it wishes to enter the EU, or to have closer relations, including, perhaps, on Military Transport Airplane cooperation with Antonov, but all this depends on the sovereign decision of the Ukranian People, replied the vice-President of EU Parliament's EuroConservative/Reformist Group, MEP Jan Zahradil, Head of the Czech delegation to an "EuroFora"s topical question after last Sunday's Ukranian Presidential Elections.
Both ECR's vice-Presidents, British Conservative MEP Timothy Kirkhope, and Czech MEP Jan Zahradil, were asked by "EuroFora" about their "feelings after the recent Elections on Ukraine's eventual wish to approach the EU, in one way or another", at the same moment that EU Parliament plans to debate on EU Enlargement to the Western Balkans and on Turkey's controversial EU bid.
This could include "also, maybe Antonov Airplanes, where cooperation might be useful (to EU Countries), because there are some problems today with the A400M", "EuroFora" observed.
- "On Ukraine, and in general on the whole Enlargment agenda, we respect results of Democratic Elections, and we think that who is elected as President, is a completely Sovereign decision of the Ukranian People, as well as to decide what course this country wants to take towards the EU", replied vice-President Zahradil to "EuroFora".
- "We are ready to support any efforts of the Ukranian Government and of the new Administration to get closer to the EU, to cooperate as much as possible, and even to become a Member of the EU, if Ukraine wishes to do so", he stressed.
- "But this is a Sovereign decision of the State, which has yet to be made", he concluded carefully.
EU Parliament is due to debate developments since last Sunday's Presidential Elections in Ukraine tomorrow, Wednesday in a Plenary discussion in Strasbourg.
The apparent winner of these elections, Viktor Yanukovich, who could become the new President of the country, is traditionally known for close links to Russia, while also having recently expressed a will for closer economic relations with the EU. His competitor, Prime Minister Yulia Timoshenko, who has presented herself as favorable to close links to the EU, depends from the Parliament, which is independent from the Presidency, competent, however, for Foreign policy issues.
Ukraine was officially recognized as an "European Country" with legitime EU aspirations during the French EU 2008 Presidency : - "It's enough to simply walk accross Kiev's streets in order to realize that you are in a European country", had stressed French President Sarkozy at a Press Conference given together with EU Commission's President Barrioso in Elysee palace, attended by "EuroFora", as early as since September 2008.
Ukraine's Antonov airplane constructor has often been cited as a possible help for the EU to jointly build a new Military Transport airplane (perhaps in cooperation with Airbus/EADS) more efficient and less costly than the controversial A400M.
Meanwhile, at the latest Franco-German Summit, last week in Paris, both German Chancelor Merkel, and French President Sarkozy, stressed their will to avance towards a positive Strategic Partnership with Russia, on the base of Russian President Medvedev's recent proposals. Something which might faciltate also Ukraine's closer rapprochement to the EU, since Kiev is a natural GeoPolitical link between Moscow and the rest of Europe, including on Gas transit.

The incoming Swedish EU Presidency (July-December 2009) may still remain in favour of Turkey's controversial EU bid, despite June 2009 EU Elections' results, but it has "very strong demands on Turkey"'s obligation to respect EU Rules, said the Head of Swedish Foreign Ministry's Press Service, Cecilia Julin, to "EuroFora", reacting to critical Press reports.
- "I know (that) the link is often made also to Sweden's position on Turkey"'s controversial EU bid. Indeed, "we (Swedish EU Presidency) are very much engaged in the future membership of Turkey, but not without fullfiling all the Criteria".
- "It's very clear that we (Swedish EU Presidecny) have very Strong Demands on Turkey, in a sort of concept for Future membership of the Union, ...which will be a Long Process...", she stressed.
This means, in particular, "the Copenhagen Criteria (on Human Rights, Democracy and Rule of Law), and also the adaptation to the Acquis of the European Union".
- "If you listen to what Mr. Bildt (the Swedish Foreign Minister) says on Turkey at different occasions, it's very clear : We want Turkey to become part of the Union, in the Future. But we want it to fullfil all the Criteria : The Acquis of the European Union. That's very clear", she concluded.
The Senior Official of the Swedish Foreign Ministry was reacting to critical Press Reports, from Brussels' Journalists invited by EU Commission's secretariat to Stockholm, who claimed that Bildt was abusing of a ..."Whip" (sic !) against Cyprus, by "threatening" the presence of UNO's Peace-keeping force at the "Green line" which separates the island's Government-controlled areas from the territories occupied by Ankara's army, if Nicosia didn't accept any political solution, regardless of Turkey's demands, before the end of 2009.
Governing AKEL Party's new Secretary General, Andros Kyprianou, reacted by declaring that no-one can threat the People of Cyprus : -"We shall decide for our Future, and nobody else", he reportedly said, asking to "keep calm". "In order to find a Solution soon, certain basic Principles must be respected", he stressed, calling those who feel an urgency to use their influence on Turkey. Other Political Parties were more critical.
This was a reference to recently reported statements by Turkish Minister Bagis, Prime Minister Tayip Erdogan and Turkey's National Security Council (a Military-Political body), accused to push towards a partitionist "2 States" solution, contrary to UNO SC Resolutions for Cyprus' reunification.
December 2009 is a crucial moment for EU's appraisal of Turkey's controversial EU bid, because EU Council has decided to review then Ankara's compliance with the European position on the recognition of Cyprus' Government, which was clearly set out by an EU reply of 21 September 2005 to Turkish Prime Minister Tayip Erdogan's claims, refusing to recognize even the existence of EU Member Cyprus, in controversial statements he made to London (former EU chair) on July 29, 2005.
EU Parliament's latest Resolution on Turkey, adopted on March 2009 in Strasbourg, warned Ankara that "the non-fulfillment of Turkey's commitments... by December 2009, may further seriously affect the process of Negotiations" with the EU.
In practice, the issue boils down to Ankara's "embargo" against Ships and Airplanes using Cyprus' seaports or airports at the strategic EU island, which traditionaly hosts one of the World's biggest Shipping flags. EU has already "freezed" 6 relevant Chapters in EU - Turkey Negotiations since December 2006, after Ankara refused to fullfil a commitment it had undertaken when EU had decided to open controversial "accession" negotiations with Turkey, back on December 2005.
- "As far as EU - Turkey relations are concerned, it's clear that Turkey needs to fullfil its obligation of full, non-discriminatory implementation of the additional Protocol (to "EC-Turkey Association Agreement"), This is an important issue....and should be addresseed as soon as possible as it clearly affects the pace of the accession negotiations.Issues covered by the Declaration of September 2005 will continue to be followed up, and progress is urgently awaited", warned earlier in Strasbourg the out-going Czech EU Presidency (former vice-Prime Minister Alexander Vodra).
But the Head of the Swedish Foreign Ministry's Press Service, Cecilia Julin, dismissed "interpretations" by "some" that Foreign Minister Carl Bildt was reportedly "threatening" Cyprus with consequences on the UNFICYP, if it doesn't accept any solution until December 2009, while Turkey is reportedly delaying in an attempt to impose a partitionist "2 States" solution.
On the contrary, Julin, stressed that "Sweden has strong demands on Turkey'"s respect of "Copenhagen Criteria and EU Acquis".
Meanwhile, Sweden is "concerned" about the risk of "Stalemate" in Cyprus' Talks, but is well aware that "the main responsibilities lie with the two leaders and the UNO", Europe playing only a role of "facilitator".
After carefully verifying, the Head of Swedish Foreign Ministry's Press Service, stressed to "EuroFora" that Bildt's reference to UNFICYP "was not linked to a Threat", and dismissed those who "interpreted" it so.
On the contrary, the Swedish EU Presidency acknowledged the fact that Peace Talks are mainly for the UN and the leaders of the Cypriot communities, EU's role being limited into that of a "facilitator".
As for Turkey's reported attempts to impose a "2 States' solution", the Head of the Swedish Foreign Ministry's Press Service sharply replied by stressing that Turkey must respect the "EU Acquis" rules.
In particular :
- "Basically he (Bildt) underlined that it's the leaders of the two communities in Cyprus and the UN that have the main responsibilities for solving the problem", started to say the Swedish Senior Official to "EuroFora", referring to the above-mentioned "briefing".
- "But the EU had a role in sort of pointing out the benefits and facilitating a little bit the outcome for the settlement of the whole Cyprus' issue", she added.
- "And he did state the Fact, that the rest of the World (i.e. USA, etc) will, of course, look at the differend issues which are at the table, and the future of the UN Peace keeping force is part of what is at the table", she admitted.
- "I understand that some have interpreted that as a Threat, by the Swedish Minister" "But", in reality, "it's a statement of a Fact, that, when we'll look at the differend issues, one of the issues on which we shall have to take a stand on, is the future of the UN Peace keeping force in Cyprus".
Indeed, one of the questions usually raised for a Solution of Cyprus' issue is what International and/or European or other Guarantees, by a Peace-keeping force, might be needed afterwards, eventually for a transitory period.
Questioned anew by "EuroFora" whether (according to critical Press Reports) this could be taken as a veiled warning that, if Cyprus didn't accept any Turkish demand for any solution whatever, it might be left alone to face Ankara's Military Invasion/Occupation, she denied :
- "He (Bildt) didn't say it in that way"... "It was not linked to a threat, or anything like that", the Head of the Swedish Foreign Ministry's Press Service stressed.
On the contrary, "he (Bildt) underlined that the main responsibility lies with the parties concerned on the island". "The EU can try to facilitate and show the benefits of reaching a settlement. But also, when the EU and the rest of the World (i.e. USA) will have to look at it, they will look at all the Facts on the table, and the presence of the UN Peace-keeping force is one".
And "he (Bildt) didn't speak about that at all", she replied to "EuroFora" question on Turkey's reported attemps to impose, in one way of another, a partitionist "2 States solution".
Asked whether Bildt's aim was to incite both parties to move forward efficiently, she agreed :
- In fact, "the EU is really very concerned with the Stalemate in the situation. Yes !", the Head of Sweden's Foreign Ministry's Press Service anounced. That's why Bildt "was hoping for the two parties (i.e. for Turkey's also) to engage and break, a little-bit, the present stalemate, come to a solution of the issue" of Cyprus.
But, replying to a "EuroFora"s question on the risk, denounced by several politicians in case of strict Time Deadlines, for Turkey to provoke a stalemate and wait for the time to come to impose a partitionist "2 States' solution", she reacted by pointing at Turkey's obligation to respect "EU Acquis" :
- "Turkey must fullfil the EU Acquis : That's clear !", the Swedish Senior Official stressed.
More details are expected when Swedish Prime Minister Reinfeldt will debate his Programme with new MEPs at EU Parliament's plenary mid-July in Strasbourg, that he has visited already in 2008.
Foreign Minister Carl Bildt became familiar with Strasbourg's CoE last year, when Sweden chaired the PanEuropean organization of Human Rights. As EU chairman-in-office, he will also chair the 27-member States strong EU Group inside the 47-member States strong CoE.
Minister for EU affairs, Cecilia Malmstrom is well known at EU Parliament, where she has been an active MEP of the Liberal Group for many years, following also Press Freedom issues.
Both have already made various statements at "EuroFora", on differend topical matters.
