 Organized on the occasion of the 50th Anniversary of Strasbourg University's Faculty for Economic Sciences, but also on the ...100th Anniversary of the even More Historic "European Management School" of Strasbourg, where that French Anti-NAZI Resistance Leader JPLevy (1911-1996) was a Student on 1927, (acquiring, in addition to valuable Knowledge, also an ...Alibi for Travels as a Business' Representative, useful as Cover-up in GESTAPO's Times), the Ceremony Honored Today by the French Minister, paid Hommage to the f. Leader of "Franc-Tireurs" Movement, who played a key role in the ReUnification of Resistants under Jean Moulin, Chief of the National Council of Resistance, backed by General de Gaulle, with whom JPLevy crossed the Arch of Triumph at Champs Elysées Avenue on Paris' Liberation, before dedicating himself to the Economic Revival of the Country, with an International View, as a "New York Times" Article reminded at his death, 50 Years Later.

Energy Resources, notoriously Discovered in EU Member Cyprus', and Neighboring Israel's and Egypt's, plus Lebanon's Exclusive Economic Zones, able to be Transported DIRECTLY towards the European mainland, (by Ships/NLG, Pipelines, Electricity Cables UnderSea, etc), withOut Depending on any 3rd, Foreign Country at all. ++ To all this is, also, Added, the Fact that, just by another Striking "Coicidence", an Homonymous "JPLevy", also from Strasbourg's Alsace area (Mulhouse City), and Expert on International Law of the University of Strasbourg, apparently part of that Same Family, has evolved as an Eminent Specialist of the International Law of the Sea, not only in France, but also at UNO's Global Level, where he worked from the 1960ies up to the 1990ies, when he became UNO's Director on Maritime and Sea Law, as well as, Afterwards, Member of the International SeaBed Authority, during the 2000'ies, (etc).

    => All this, Obviously points also to the Topical, "Hot" Issue of tiny EU Member State Cyprus "Resistance" to notorious Bullying by Turkey's WarShips and/or illegal Drilling inside Cyprus' EEZ, threatening to Hinder the Island's Sovereign Right to Freely Explore and Develop its Natural Energy Resources at its Seabed, (most probably in close Cooperation with its Neighboring Israel, Egypt, etc., who have also made Important Recent Findings), Opening New Perspectives for Big Energy Sources, Climate-Friendly (Gas has No CO2), Directly transportable to EU's mainland, and even Partly European, (via Cyprus) : It's precisely on that Topical, Key Matter, that the Latest EU Summit in Brussels has just officially Endorsed, Yesterday, a Decision "on Turkey's illegal Drilling activities in the Eastern Mediterranean", where it Confirms "Full Solidarity with Cyprus"' "Sovereignity", "in accordance with International Law", and Prepares "Restrictive Measures Targetting Natural and Legal Persons responsible for -or involved in- the illegal Drilling activity of Hydrocarbons" there.

    In Parallel, various Defense Cooperation moves are planned and realized by EU Member Cyprus, also with France and Other European Partners, while, recently, it's even the Neighbouring Lebanese Minister of Defense, (in Addition of those of Israel, Egypt and Greece), who reportedly Acknowledged Cyprus' Right to take Measures in order to Defend its EEZ.

    + By anOther Timely Coincidence, it's Also ..."Resistance for Dignity", that the Syrian Kurds have Named their current Defense Response to Turkey's Military Invasion and Occupation of their North-Eastern Syrian Kurdish Region, which has Already Killed More about 235 Civilian People, (including 22 Children, etc), and Wounded some 667 of them, Destroyed Health and Drinking Water Infrastructures, added to 300.000 Refugees/Displaced People, according to Official Syrian Kurdish sources.

    => So that Today's EU Summit in Brussels, Endorsed an "immediate" "Halt" in "Arms Exports to Turkey", clearly "Condemned" its Military Invasion "in North-East Syria", for Causing "UnAcceptable Human Sufferings", "Undermining the Fight against ISIS" Deadly Islamist Terrorists, and "Threatening Heavily the European Security", and "Urged Turkey to End its Military Action", and "Withdraw its Forces", as well as to "Respect International Humanitarian Law", according to the Official EU Conclusions.

      + Meanwhile, Syrian President Bashar al-Assad, meeting Today with Russia President Vladimir Putin's Envoy, Alexander Lavrentiyev, and Deputy Foreign Minister Sergey Vershinin, stressed that "the Syrian People have a Right to Resist ... by All available Means", until "Stopping the Offensive and the Withdrawal of all Turkish and other illegal Forces from all Syrian Territories, since they are Occupation Forces".

    In this regard, EU, Today, is Not Dupe of the so-called "Cease Fire" Deal that InExperienced US Vice-President Pence was served, by some Obscure Staffers, when he Hastily Arrived to Ankara, to meet Turkish President Erdogan, about the Turkish Invasion/Ocupation of Syria's Kurdish Region Nowadays :

     - "This so-called <<Cease-Fire>>, is Not what We (EU) Expected. In Fact, it's Not a Cease-Fire : It's a Demand of CAPITULATION of the Kurds !", strongly Denounced EU Coucncil's President, Donald Tusk, at EU Summit's Concluding Press Conference in Brussels :

 - "I think that we (EU) have to be very Conscious" of what is really going on there, Tusk Urged : =>  In fact, - "We (EU) have to Raise our Call to Turkey to put a Permanent End to its Military Action, Immediately, and to Withdraw its Forces", as well as to "Respect International Humanitarian Law", he Stressed.

 - "And that's, for Sure, Not the Result of (US) Vice-President Pence and (Turkish) President Erdogan (Bilateral) Agreement...", he Critically Regreted.

Indeed, that Controversial almost Provocative Move, (Prepared by some US Diplomatic Staff 1 Day Before UnExperienced US Vice-President Pence's Arrival to Turkey), Obviously, consists into Merely Asking from the Syrian Kurds to Accept ...Everything that Turkey notoriously Wanted from the Start, by Invading their Region, : I.e. to Abandon their Land and Homes, Drop their Arms, and Get Out of Erdogan's Planned 440 Km Long and more than 32 km Deep Zone, all Along the Borders of Syria and Turkey, whose Control, (added also to several ISIS'  Deadly Islamist Terrorists' Detention Camps there), should be left to Ankara's Forces, in a Few Days, for an UnDetermined Period of Time ...

    => So that EU appears, Today, Willing to ...Resist vis a vis Outside Pressure to Accept that so-called Pence - Erdogan controversial Pseudo-"Cease-Fire", in fact a call to Surrender (Comp. Supra) :

     - "I Share your Indignation !", sharply Replied French President Emmanuel Macron to a relevant Critical Question of a Journalist, during his own Press Conference in Brussels.

    - In fact, "what happened there (in the Syrian Kurdish Region), during these last Days, is a Heavy BLUNDER by the West and NATO !", Macron strongly Denounced.

    - Because, inter alia, "it Weakens our Credibility to Find Partners (against ISIS' Islamist Terrorists, etc) on the spot, and Raises also Questions on the Internal Functioning of NATO : We canNot Pretend that it's Otherwise !", he stressed.

    - In fact, "Turkey" will bear also a "Great Responsibility for its Complicity to  a Possible Revival of  ISIS'" Deadly Islamist Terrorists, Macron Warned.

    => For all those reasons, "Europe Needs a Real Autonomy, of a real European Defense Policy !", the French President firmly underlined.        

    >>> "Otherwise, we (EU) are just Subordinate forces, we are Affected by Changes, SetBacks", he Denounced. "In other wards, Sooner or Later, we (EU) will Not even Exist, No more !"...     

    - But, "I'm Not for Europe being Erased" from the Map of the World, "Neither for France Fading Away", he Refused.                          

    - On the Contrary, "it's anOther Policy that we have Chosen, f.ex. in Africa, and we (EU) Must raise Questions on our Defense and Neighborhood Policies", Macron Urged.

    => Because "that Region and the Middle East have a Strategic Interest for Europe", and "We (EU) have to Build there an Autonomous Capability for Europe to take Action", he Urged.

    + This was also Obvious for an Experienced Collegue from Strasbourg's Local Newspaper "the Latest News of Alsace/DNA", who, initially, Wondered : - "Given all that which is happenning now in Syria, with Turkey, etc., Where is Our (EU's) Defense Policy ?"...

As for German Chancellor Angie Merkel, in more Diplomatic terms, she Stressed that "it was Good" that EU Leaders "Unanimously Condemned the (Turkish)Military Attack in North Syria, and Urged Turkey to Withdraw its Troops".  

Concerning the controversial "CeaseFire" Bilateraly brokered, just "yesterday", between Turkey and the "US Administration", she appeared Reserved :

- At first, "it Remains to be Seen Whether it might lead to a Settlement of the conflict", or not, Merkel Carefuly pointed out.

+ Moreover, the German Chancellor also pointed at "the (Kurdish) People who (according to that Controversial Deal) are Obliged to Leave their Homes, with their Families and Many Children", as she obviously Regretted, (concerning Turkey's Demand to Evacuate that 450 km Long - 32 km Large "Zone" inside Syria, claimed by Erdogan)       

 + However, (as Also Macron : Comp. Supra), Merkel had also to Face various Critical Press Questions for "Not giving a More Robust Response", "F.ex., at least, by threatening with Economic Sanctions", (while, on the Contrary, Turkish President "Erdogan keeps Threateing the EU to Send even More [Mass] Asylum Seekers, to Enter" Europe, via EU Member Greece, as a Journalist, Critically Pointed Out.  -"Is this the Reason for which (EU's) Hands seem Tied ?", suspected anOther. Because "there is an Impression" that "there is Not so much of EU Action, at this moment". "Perhaps we (EU) Need to ReThink a Common Foreign Policy, and be More Active on this issue ?", he Critically suggested.

 - Chancellor Merkel's Reply was Softly Worded, But, in Fact, more Substantial than expected :

- First of all, EU Leaders' "Position to the Issue of Turkey was Crystal-Clear", she stressed, obviously Pointing at the "Condemnation" of Turkey's Military Attack, and the Call to "End" it immediately, as well as to "Withdraw" its Troops, etc (Comp. Supra).

+ However, ..."an "Active" Foreign Policy is Not Only about "Condemning" something, .. But Also whether it ... "Influences", or not, and "Each of us (28 EU Heads of State/Government) Wlll Do that as well", "trough Direct (Bilateral) Talks", she Added.

=> But, the most Important was that Merkel revealed and pointed towards Recent, Top Level, Political Efforts to Seek a Political Solution for All Syria, which could convince Refugees to Return Back Home, at a "Large Scale" : A New Perspective, that the Current Turkish Militar Invasion and Occupation, has Just Interrupted, as she Denounced :

>>> Indeed, "it's a Pitty, that the current (Turkish) Military Operation, has Brought Back the Political Efforts", pushing them "into the Backroom again", particularly for "a Constitutional Reform in Syria", whee "We have spent very, Very Many Hours, Together with ohers, in particualr the UN Secretary General", Guterres, to Set up a Constitutional Committee for (all) Syria", Merkel Denounced.

  - "This was, Nowadays, basicaly Staffed, and Could Start Working", she revealed, Stressing its Potential Importance : - "For me, this Political Process, is, of course, the Central Process", also "in order to Create the Conditions for All the (Syrian) People (i.e. basically Refugees in Europe) to become able to ReConsider, on a Large Scale, to Return Back to Syria. Because We (EU) want a Political Change there", she revealed.

=>  Normaly, "the Focus should be on this, Nowadays. But this has been Kicked Off (Sidelined/Marginalized), at the Moment, by the Other things !", Merkel Denounced,

obviously pointing, indirectly but surely, at the Turkish Military Invasion, including, particularly, at the Murder of New Party "Future Syria"'s SG, Hevrin Khalef, a Dreamer for a Peaceful ReUnification of the Country, reportedly "Trying to Unite Together Arabs, Christians, Kurds", etc..

Her Brutal Killing was, practically, the 1st Incident, immediately after Turkey's Armed Forces Invaded the Syrian Kurdish Region, surprisingly Intruding Even much More Towards the South than officially announced and expected, Reaching the "M4" Highway, More than +32 km, Away from the Turkish Borders, where an "Ambush" had been apparently set up Against that Young Political Leader's Car Convoy, (See : http://www.eurofora.net/newsflashes/news/turkeyinsyriasanctionsanddamasarmy.html, etc).

The Joint Statement published Today by CoE Human Rights Commissioner Dunja Mijatović,  OSCE Representative on Media Freedom Harlem Désir, UN Rapporteurs on Freedom of Opinion and Expression, David Kaye, and on ExtraJudicial, summary or Arbitrary Executions, Agnes Callamard, (See Replies to "Eurofora"s Questions by Mijatovic : ... + ..., etc, Kaye: ..., and Desir: ..., etc), Strongly Criticizes the fact that "the Government of Malta remains far Behind in its Obligation to ensure that Investigations in the Murder of Daphne Caruana Galizia are conducted in a Prompt, Effective, Independent and Impartial manner" : Indeed, "2 Years have passed", But, still, there are "No Convictions, No Trials of RingLeaders and Masterminds".

- Until now, it's Only 3 Laymen, who have "have been Charged with the murder", and "after almost 20 Months, they were finally ordered to stand Trial", (since, Otherwise, the Exhaustion of Legal Time Deadlines, would have Obliged the Auhorities to let them Free to go)... "However, Ending Impunity requires holding Accountable not only those who carried out the murder, but everyone Complicit in it, including the Masterminds behind it", who Scandalously remain still Totaly Unknown, Keeping Hidden the Reason for which that Journalist was Murdered.

=> Therefore, "we Urge the Government of Malta to uphold its Obligations to respect and ensure Freedom of Expression and Press freedom, and to Investigate the Murder of Daphne", "in accordance with the Standards of International Human Rights' Law, (such as those of the International Covenant on Civil and Political Rights, and of the European Convention on Human Rights)", they stressed.

- Calling "on the Authorities", "to Speed up the process of establishing Accountability, and shed full Light on this Horrendous Crime", the CoE/OSCE/UNO's Human Rights Senior Officers, stress that "he Government of Malta owes an Answer to Daphne, her Family, Maltese Society, and All Journalists around the World".

 - Because, as they observe, this 2nd "Tragic Anniversary of the Murder of Daphne",  that "Shook People in Europe, and Beyond",  "reminds us of the Costs borne by Journalists, particularly those who Seek to hold the Powerful to Account", while "Investigative Journalism embodies the central Values of Access to Information, and Robust reporting and Debate to Democratic Society", so that, any "Attacks" on Such  Journalists "not only Deny their right to Life", but they Also "Deny the Public’s Right to Know".

>>> Indeed, "Journalism, as Daphne Caruana Galizia, and countless Others around the World have Practiced it, is a Service in the Public Interest", (and Not Just a Selfish, Private Business), CoE/OSCE/UNO Human Rights' Top Experts underlined.

- This echoes what "Eurofora" has Recently discussed, at the CoE in Strasburg, with Daphne's Son Mathew, himself a practicing Journalist, about his Mother's personal Notes at her Web Site's Discussions with Readers, in which she had, effectively, observed that, probably, in the whole Country (Malta), there were just 2 Journalists trying to practice that Special Kind of Public Service Journalism for the People, taking also Risks to Criticize Powerful circles, whenever they seriously felt that it was necessary for the General Interest of the Society.

- And her Husband, (Lawyer himself), had recently Stressed in Strasbourg, during a Public Lecture on his Brutally Murdered Wife, with obvious Sorrow, but also Proud or her, that, - "When she Believed that she just Had to Write and Publish on a (News) Story that the People Needed to Know, Nothing could Stop her : Not even Guns, Neither 1000 Turkish Knives !"...

=> A Noble and Profoundly Authentic Idea for Real Journalism, which stands much More Near to ECHR's own Definition of Press Freedom, based on Article 10 of the PanEuropean Convention on Human Rights, than any of those, entirely Different, and often Antithetic, Ersatz Misconceptions with which some Claim to Close Journalism in a Narrow-minded, Selfish, "Fiscal" and Petty Caricature of individuals merely empocketing a percentage of Money by a Business (sic !)...

An Anti-Democratic Deviation which has been clearly Rejected, inter alia, Also by the Cryctal-clear Definitions of Journalism, (as a Person's Commitment to Regular Search, Writting and Publishing of Pertinent Informations, needed to be known by the People for the General Interest of the Society), Both by the Inter-American Court of Human Rights, already as Early as, in 2 Landmark Collective Decisions of its Plenary Since 1986, (Discussed at a CoE's Conference in Strasbourg on 2016), and at the PanEuropean Organisation for Human Rights, Democracy and Rule of Law's latest Book on the Definition of Journalism and Press Freedom, published on 2017, (See: ... + ..., etc).

Indeed, the Murdered Journalist's Youngest Son, Paul, (who Represented the Family also at CoE's Parliamentary Assembly's latest relevant Event, this Autumn 2019 in Strasbourg), had already told "Eurofora", (and this was Also Confirmed by his Father, speaking to "Eurofora" Later-on, here), Daphne's Traditional Media in the Past, a Weekly Newspaper of the Establishment, practically Censored or Refused almost All Critical NewStories that she Wrote, (mainly because of Government and/or Other's Pressure, particularly by Threats to Deprive that Commercial Media from Lucrative Publicity Revenues, etc), so that she was Obliged to Create her own Web Media, (which bears her own Name), in order to Allow her an elementary Freedom to Publish what her Conscience, as Real Journalist, convinced her that it was Needed by the People to Know, for the General Interest of the Society.

 But the above-mentioned, Exceptional Joint Move by CoE, OSCE and UNO's Top Senior Officers on Human Rights, including Free Speech and Journalism, came Today also at a Crucial Moment, while the Controversial current Maltese Government had just Attempted to clumsily Hide its own Responsibility for Failing to meet a Time Deadline set up by CoE's Monitoring Bodies for a Transparent, Independent and Efficient Investigation of Daphne's Murder, by, suddenly, Announcing its intention, Earlier this Autumn 2019, to set up a Special, Uni-Person "Committee", to Enquire whether that Government had Committed an Error, in this Tragic Case, or Not at all...

This was Maltese Prime Minister Muscat's indirect but main reaction, shortly After CoE's Human Rights Commissioner, Dunja Mijatovic, had Stongly Criticized the Fact that, in Addition the More than 40 civil and Criminal Defamation Suits (Most from that Government-related sides), that had Faced the Murdered Journalist, since her Murder, some ...30 were Transferred to her Family, according to a Maltese Law which allows plaintifs to Pursue actions against the Heirs of a Deceased Accused !

PM Muscat Refused to Stop such scandalous persecution of the Murdered Journalist's Family, unless they Accepted the Conclusions of a Previous, Controversial body which had claimed that he was absolutely Innocent from any Suspicion. But, after Dathne's Family Refused to Yield to such a "Blackmail", (Comp. Supra), Muscat's Governmen being Exposed to growing Criticism, he, Suddenly, used that "Public Inquiry" New Pretext, in order to Divert Attention from the Obvious Fact that he had just Failed to meet the Time Deadline, set up by CoE's Parlamentary Assembly, for proving that his Government was Able to make, at last, an "Efficient" Investigation on Daphne's Murder...

Initialy, it seems that such a Manoeuver risked to give False Impressions, to the point that it was presented by some, even to the incoming, then, New CoE's Secretary General Marija Buric, as if it marked a "Progress"" in the fulfillment of that controversial Maltese Government's obligations...

But the Hard Reality soon Surfaced, when People started to Examine the Official Terms of Reference of Mr. Muscat's "Public Inquiry" Board, including CoE Assembly's (PACE) Rapporteur on Daphne's Murder, Dutch ChristianDemocrat/EPP MEP Pieter Omtzigt, the Critical Conclusions of whom, were Endorsed by PACE's Legal and Human Rights Committee, this October 2019 in Strasbourg :

Inter alia, Controversial Maltese Prime Minister's so-called "Public Inquiry", was, in fact, Restricted into a 9 Months Only Mandate ; did Not aim at all to Find and Punish the Instigators of Daphne's Murder, but only to check if the Government had failed to Prevent that Murder, and/or whether Malta's Legal Framework is Sufficient also for Other similar Cases ; its Composition was Fixed by that Same Prime Minister that it was supposed to Check, and included Individuals who had, each, various links of personal Interest within his Government, (f.ex. doing Business with them, or having been Appointed to a Job by them, etc), instead of being really Independent ; an effective Participation in its Activities by the Victim's Family (according to ECHR's case-law) was Not Guaranteed, while, at any case, it should "Not impede or compromise (the) Criminal Investigation" on Daphne's Murder, conducted Exclusively by the State's usual Authorities ; its Activities, instead of being Transparent, could, in fact, be also held largely "in Camera", while even the immediate and full Publication of its Conclusions was Not Guaranteed ; (etc)...      

=> "The Inquiry, as Currently constituted, Clearly does Not Meet the (COE) Assembly's Expectations", Omtzigt    inevitably concluded, according to the official transcript endorsed by PACE.  

CoE's Rapporteur is due to "Follow" relevant Developments, in view of the competent PACE Committee's Next Meeting, in the Middle of November 2019, in Paris.

- She was "Working to Unite Arabs, Christians and Kurds in North-Eastern Syria", stressed Brett McGurk, USA's Presidential Envoy for the Global Coalition to Counter ISIS" Deadly Islamist Terrorists, also under President Trump, (until 12/2018, when he Resigned, precisely because he Disagreed on the Withdrawal of US Forces cooperating with that Syrian Kurdish Region).

+ Moreover, the Turkish Military Invasion with several Bombings, provoked Panic forcing the Evacuation of a Major Hospital, managed by "Doctors without Borders" NGO, at Tel Abyad, soon Followed also by the Evacuation of anOther Hospital at the Neighbouring Ras al-Ain city. Later on, it's also 2 Kurdish Red Crescent Ambulances which were Hijacked, on their way to Gire Spi. Meanwhile, it's even Clean Water, Popular Infrastructures, which were, reportedly Damaged by the Turkish Bombarment in that Syrian Kurdish Region, according to OCHA, the UNO's Humanitarian body, particularly in the Hassakeh area. So that 191.000 Refugees had been Displaced to Raqqa and Hassakah Districts, Away from the Turkish Borders, according to TASS and Al HadathTV.

   ++ In Parallel, an ISIS' Bomb Attack exploded a Car in Quamishli City, Killing 4 Civilian People, while Turkish Army's Shelling Killed many other Civilians there, including 3 Children, according to the Syrian Press Agency SANA, almost at the Same Time that the Turkish Army Bombarded even a Prison for ISIS' Islamist Terrorists there, and some of Attempted to Escape, while 4 or 5 reportedly managed to do so. Later on, it's also Near Ain Issa City, that anOther Series of Turkish Air Attacks around a Camp for ISIS' Terrorists' Parents, that Many (reportedly almost 700) Inmates managed to Escape, while that Facility, allegedly Damaged, was Afterwards Closed.

=> It's in such Conditions that, Yesterday, on Saturday, 12 October 2019,  COE's PanEuropean Assembly's President, Liliane Maury-Pasquier, a Socialist MEP from Switzerland, launched a "Call on Turkey to put an End to a Military operation that has Already produced Serious Humanitarian Consequences, and represents a real Danger of Violation of International Standards for the protection of Human rights", as she Warned.

+ At the same time, Pasquier Also reminded all CoE Member States' (i.e. including Turkey) Obligation, whenever involved in Military Operations, to "take all necessary Precautions to Avoid Harm to the thousands of Civilians who are Trapped in the Middle of Air Strikes and Ground Fighting, in accordance with their obligations under International Humanitarian Law". As well as to Respect "the Sovereignty, independence, Unity and Territorial Integrity of the Syrian Arab Republic", according to "the Positions .. contained in Resolution 2298 (2019) about "the situation in Syria".

Significantly, that CoE's Helsinki Resolution, of May 2019, drafted by Experienced former Foreign Minister and President of PACE's Political Affairs Committee, MEP Dora Bakoyannis, ChristianDemocrat/EPP MEP from Greece, Focuses on Human Rights and  Sovereignity/Territorial Integrity of Syria, as well as on Conflict Resolution and mechanisms for Political Transition towards a Democratic, Post-War Syria.    

    ++ Meanwhile, just a Day Earlier, 47-Member States strong (including Russia) CoE's Assembly Rapporteur on Islamist Terrorist ISIS' "Foreign Fighters and their Families' Returning from Syria ... to COE's Member States", a ChristianDmocrat/EPP Dutch MEP, Pieter Omtzigt, reacting to the Withdrawal of US Military Forces from Northern Syria, and the subsequent Military Incursion by Turkish Forces,

=> Clearly stressed that "the Turkish Military Incursion into northern Syria should be Halted, and in No circumstances should it be allowed to Jeopardise the Continued Detention of ISIS  Combatants", which is "Currently Assured By the Syrian Democratic Forces (of Syrian Kurds) that Turkey is Attacking,”    

- Because, "If these detainees Escape, they represent a Serious Threat to regional and International security". In partcular, at least 4,000 are from CoE member States (47, including Russia), and they would pose a Grave Danger to our societies, should they Escape and Return Unsupervised.”, Omtzigt Warned.

++ Meanwhile, speaking to CIS (Former USSR) Heads of State/Government, that Same Day, (October 11), at Ashgabat, Russian President Vladimir Putin, Warned about "a New Threat" Following Turkey's Military Intervention in Syria's Kurdish Region, according to TASS Press Agency :

 - ""=There are areas in Northern Syria where ISIS had active Militants. Kurdish units used to keep an Eye on those Areas, but now that Turkish troops are Entering the Region, they [ISIS' Militants] May just Flee Away", Because "I'm Not Sure that the Turkish army will be able to take Control of the situation, and Wuickly," Putin criticially observed.

- Indeed, according to the Main Intelligence Directorate of the Russian General Staff, there are Hundreds if not Thousands of Militants in the Area. "If we talk about CIS Countries, it is a real Threat to us all. Where will they [the Militants] go ? Will they go Deeper into Syria, to Areas that No one Controls, and then Move to other ountries of the region via Iran? We should ...muster our Intelligence Resources to Thwart this New Threat," Putin Urged, addressing CIS' Leaders.

However, Surprisingly, one of the Strongest-worded Reactions to Turkey's Military Invasion a Syria's Kurdish Region, was, UnExpectedly, that of the "Arab League", convoked for an Exceptional Foreign Ministerial Summit, in Cairo, Egypt, and Chaired by Iraq, on Saturday, October 12, 2019 :

- Clearly Denouncing the Turkish "INVASION of an Arab State's Land, and ...AGGRESSION OF its SOVEREIGNITY", which raises also "a Direct THREAT" to Arab National Security", (Comp. Supra, f.ex., among others, also on ISIS-related Issues, etc), the Arab League's Foreign Ministers urge also UNO's Security Council to add its own Pressure towards "ENDING the AGGRESSION, and (for) the IMMEDIATE and UNCONDITIONAL WITHDRAWAL OF TURKEY from ALL of SYRIA's LAND", (i.e. Also from Afrin's District : Comp. ..., etc).

    => For that Purpose, the Arab League considers to undertake various Diplomatic and Economic "Measures" against Turkey, including on the Investment, Cultural and Tourism sectors, Even "Military Cooperation to Confront the Turkish Aggression", according to an official Statement.

    Only Qatar and Somalia expressed some "Reservations", (Both given their Special Relation to Turkey, which supports the 1st with its Army, and the 2nd by some Money, while the Qataris have been, Notoriously, Accused -even by the USA, Saudi Arabia, UAE, Bahrain and Egypt- Recently, to be Linked with Islamist Radicals/Extremists).

    On the Contrary, Both Iraq and Lebanon asked on 2019 for the Arab League to Give Back to Syria its Membership, Suspended on 2011, (which would Require certain Measures from Damas).

    => Turkey's Reaction to the above-mentioned, Strong Decision adopted by the Arab League was quite Comic, since Ankara claimed to Unilaterally ..."Condemn" (sic !) Alone, the Arab Countries' Collective stance...

 Meanwhile, in the USA, things appeared to be Evolving too, in one way or another, particularly on this Sunday :

 - F.ex., at the Pentagon, USA's Defence Chief, Mark Esper, inter alia, said that Turkey may have Nowadays already committed' also "War Crimes", and, at any case, he was "Greatly Disapointed" by Turkey's Behavior, Denounced the Latest Developments on the spot (Comp. Supra) as "Terrible", and Stressed that "We Condemn this". In fact, "the US is Not Allowing this". It's "Turkey (who) Committed this Action : They (Ankara) decide to make an Incursion in Northern Syria, Despite Our Protestations, our Urgings Not to do it, all of 0ur Warnings", he Criticized.

However, Esper's View appeared somehow Obnubilated by the Fact that Turkey would already have concentrated, near the Disputed Region, more than "15.000 Soldiers", as he said. But, apparently, he Forgot that the Turkish Army has Not had any Experience of Real War, during a whole ...Century, since the Armenian Genocide, followed by that of Greeks in Asia Minor on 1922, after Trotsky's Opportunism signed a strange Treaty with the Turks Abandoning them a lot of Land, in order to throw them against Western Europe as eternal Trouble-Makers, and, even then, they had Only Faced the Small Modern Greece alone, (which, however, had just managed to arrive with its Army at just 40 km. from Ankara on 1921 !)... Moreover, Recently, since that strange, ...Hours-long "Coup" Attempt of 2016, the Turkish Army has notoriously Suffered a lot of Internal Upheavals, Desorganisation, Demoralisation, Divisions, Lack of Experienced Officers, etc., by many "Waves" of Mass Oppression, (Dismissals, Arrests, Imprisonments, Prosecutions, Condemnations, Humiliations, Threats, Departures, Refuge-Seeking Abroad, etc), that what remains from the Turkish Army, could Hardly be efficient at all, Nowadays, but rather a Fake "Paper-Tiger"...

=> At any case, US President Don Trump, on Sunday, Focused mainly on what he called a "Great Consensus" (with US Congress and Others) for "SANCTIONS" on Turkey, Calling, on his "Twitter" account, to "Stay Tuned" for Imminent relevant Developments.

- Replying this Sunday to Press Questions about such a "Rapidly Evolving Situation", Mnuchin ensured, in particular, that "We’re Ready to go at a Moment’s notice, to put on Sanctions" : "“We have Warned the Turks… They Know What we will Do, If They doN’t Stop" :

- "These Sanctions could be Starting Small, they Could be Maximum Pressure, which would Destroy the Turkish Economy", USA's Finance Chief Warned.

A Cooperaton with US Congress on "Crippling Sanctions" against Turkey's "Outrageous Aggression/War Crimes in Syria", was a "Good Decision" by US President Trump, appreciated the otherwise Critical Senator Lindsey Graham, while Mnuchin's plan reportedly included Sanctions against Intividuals or Entities working with the Turkish Government, and "could go as far as shutting down all U.S. Dollar Transactions with the Turkish Government", according to "ABCNews".

+ In a Parallel Move, Senators Graham and Van Hollen (Republican and Democrat, respectively, have already anounced, earlier this week, a Bill outlining Sanctions "against top Turkish Political Leaders, as well as "any Foreign person who Sells or provides financial, material, or technical support" to the country's Military and Energy sector". President Trump did Not exclude, Today, to, eventually, Add, to Mnuchin's Plan, also AnOther, Additional Legislation, if necessary.

* Much More Crystal-clear, from the EU side, on Sunday Afternoon, French President Emmanuel Macron and German Chancellor Angie Merkel, launched a joint, strong call to "put an End" to Turkey's Military intervention in the Syrian Kurdish Region :

- "Our Joint Will is that this Attack Stops !", stressed Macron from the outset, in common Franco-German Press Statements.

- Because, "we are Convinced that this (Turkish) Offensive takes the Risk, for one part, to provoke Unsupportable Humanitarian Situations, as we Already attest on the spot, and, for another part, to Help ISIS to Surface anew in that Region", the French President denounced.

- "I spoke during one Hour with (Turkish) President Erdogan, (and) we have to take into account Turkey's interests and security. But, we also think that an End must be put at this Turkish Invasion !", stressed Merkel.

=> F.ex., "we must have a Real Ambition on Climate to share", as well as "to be Coordinated in front of Trade tensions", "bear a Common Ambition for an Industrial Policy, perfectly illustrated by Airbus' group, follow up on a European Defense, be Coordinated (also) on the BREXIT Issue, as well as on International Questions, as that Turkish Attack in Syria, which lies at the Heart of Our Concerns", the French President Highlighted, this evening.

Similarly, InFights around a Central Part of the Strategic "M4" Highway, were apparently still going on, with Syrian Kurds controlling all or most of it, and Clearing some spots where Turkey's Forces had made irregular intrusions.

=>Therefore, a Question appears on Whether the USA could really, Still have a Total Control there for an eventual "Non-Fly" Zone, or, if they have, in Fact, Lost or Diminished their Previously Exclusive Monitoring of the Sky, precisely because of that Recent Intrusion of Russian S400's System, bought by Turkey, which Might, eventually, Change the Situation in Real Practice, (Showing, thus, what might have been Turkey's Real Aim from the Start)...

After abusing of that UnExpected Advance Southwards, in order to make Ambush, Target and Kill certain Civilian Persons, such as Havrin Khalaf herself, who were moving accross the Central Highway "M4", (Comp. Supra), then, at least some among Turkey's Forces Armed Gangs seem to have Penetrated even Deeper towards the South, reaching certain of the Suburbs Surrounding ...Raqqa City, too Far Away from the Syria-Turkey Borders, at their North ! (See relevant MAP, herewith).

+ It's Vertical, Southward (Instead of the expected Horizontal, East-West) Movements like that, which Also brought Turkey's Bombing Airplanes, or Shelling and Firing Troops, towards a Camp for ISIS' Relatives, Located near Ain Issa City, i.e. Beyond the Horizontal, East-West Highway "M4", on a Vertical, Southward Line from Tal Abyad City at the Border : There where More than 700 ISIS' Fighters' Relatives (and, reportedly, the Activation of some Sleeping Cells of ISIS), Suddenly Run to Massively Escape... (Comp. Supra). And much More such Camps, not only of Relatives, but also of ISIS' Jihadists themselves, are, Indeed, Located at the South of the Higway "M4"... (See relevant Map).

++ It's also such UnExpected Vertical, Southward Movements, crossing the Highway "M4", (instead of Horizontal, East-West Movements, running Parallel to the Syrian-Turkish Borders), which Might Explain even the Strange Fact that Turkey Delayed Too Much to get hold of the Borderline Cities of Tal Abyad and Ras Al-Ayn, since Many of her Troops had left towards the South, instead of Staying accross the East-West Borderline, (Comp. Supra).

=> Experienced French Journalist Georges Malbrunot (of the mainstream "Figaro" Newspaper), Noted, him too, those UnExpected Vertical Southward Movements of Turkey's Invading Forces, and Observed that "Turkey does Not Intend to be Limited into Monitoring a Borderline Strip of Land around its own Territories", But, on the Contrary, seeks to Take Control also "in the Interior of Syrian Territory", (i.e. Southwards)...

Both the (recent and not really finished) spread of Deadly Islamist Terrorism, Cowardly Targetting also many Civilian People, and the (almost Synchronous and Parallel) 2015-2016+ Mass Asylum Seekers/Irregular Migrants' Crisis, threatening to Revive Nowadays, Strongly Affected Europe, by Events related, in one way or another, mainly to Syria, which is adjacent to EU Member Country Cyprus, and near Growing Oil/Gas Findings at the South-Eastern Mediterrean Deep Sea Area, between Cyprus, Israel and Egypt, (which can Soon start DIRECT Energy Transports towards the EU, without being obliged to Transit through Any Other, 3rd Foreign Country, thanks, f.ex., to New Technology of Liquefied Gas, and/or "East-Med" Pipeline project, Sponsored by the EU, etc).

By a Timely Coincidence,  Reality raised that Topical Issue, as Incoming, New EU's High Representative for External Action, Experienced former EU Parliament's President, Josep Borrell, speaking to EU Parliament's Foreign Affairs Committee, in Brussels, Urged to Boost EU's Capacity to Deploy on the Ground not just 35.000 Soldiers across the World, (as it does Nowadays), but almost the Double : 60.000, (as he said, Denouncing the Non-Implementation yet, of such an EU Plan, Drafted Since ... 1999 !), while also Using more Efficiently, by Better Coordination, those "€ 260 Billions" Currently spend on Defense by EU Member States, i.e. about "More than China, much More than Russia, and second only to the USA" : - "We Have the Instruments to play Power politics", so that "We should reinforce EU's International Role and further our Military Capacity to Act". For that purpose, "the EU has to be more Operational on the Ground" and "Ready to Deploy Forces, Starting with our Neighbourhood”, he pointed out.

But, if it's only to Let the Turkish Army Invade and Occupy a "Zone" inside Syria, which extends accross the Syrian-Turkish Borders, while EU might be Reduced Only into Controlling a Southern Area, where ISIL's former "Capital" Raqqa etc. was, i.e. Practically letting Ankara ...Expulse the Kurds from their Ancestral Lands, where they were Living for Thousands of Years, since the Ancient Times of Xenophon, and "Replace" them with Turkey's Islamized Lackeys and Armed Gangs, so that EU Soldiers would Serve Only as a "Bunker" Covering that Turkish Military Occupation from Any contact with the Syrian Government's Army, that is to say : Diminishing  EU's role into Serving what was Turkey's notorious Aim from the Beginning of the Syrian Crisis, then, ...it's Better Not to do Anything of that kind, and Keep it Clean, Out of, and Far Away from such kind of Dirty Tricks !

In that case, Syrian Kurds would have No Other Choice, in fact, than to Unite, in one way or another, with the Syrian National Government of Assad Junior, who has Recently started to progressively ReUnite the Country, with Russia's Help. Relevant Statements, not excluding such Developments, already Started to be reportedly made, by Both Sides, during this Week.

Both an Urgent EU and/or Syrian Government's moves, could and should Provide elementary Guarantees to Turkey that this Syrian Kurdish Area will Not be used as a Backyard for Any Eventual "Attacks", by Other Groups, against it in the Future, so that Ankara's alleged Claim clearly Stops to be abused as a Hollow Pretext.

Already, such Attempts to better Secure the Syrian - Turkish Borders were reportedly made, during Last Summer, with several Concrete Measures, Together with USA and Syrian Kurds, (including, f.ex., Demolitions of some Border Fortifications, Bridges, etc), but Ankara found that insufficient, and wants to Transfer mainly its Lackeys among various Islamists' Armed Gangs from Idlib Area a.o. to Syrian Kurds' Ancestral Land.
