*Angelo Marcopolo/- Even Incredibly Gross Blunders in Translation, Fake Photos, Violations of Freedom of Expression and Exclusions, Division v. The current List of alleged and denounced, UnPrecedented "Flops" in this Bizarre G7 Summit 2019 at Biarritz, obviously is Too Long.., even Before it Starts !  Could it Become even Longer, or Shorter, at the End ? In other Words, will this Biarritz 2019 leave Sweet or Bitter Memories ? To put it in a Nutshell, will this ...Bizarre Biarritz stay on Record, in History, as ... "Bizarritz" ?

However, to be Just, the embattled, current French President Emmanuel Macron, does Not seem to be the Culprit, Responsible for all those incredible "Flops", but rather a ...Victim of gross Blunders committed by Some UnTrustworthy Individuals Hidden among his Staff, which are so incredibly Huge, that they Often look like a sly Sabotage committed against the new French President, (who, notoriously, had Not enough Time to really Test and Choose all his Collaborators) !

At least, this is the Impression given by the Facts in Most of such "Flops". Even if it might also be true, in Some Other Cases, that a Healthy Criticism of some Controversial Choices due to Macron himself, might be Justified, and even Useful in order to Help him, by Warning on Time, so that he would have a Chance to eventually Rectify, Before it becomes Too Late for All involved...

(1) Let's Start by the Most Known Blunder : that "FAKE PHOTO" published in Macron's Personnal "Twitter" Account, on an alleged Huge Fire Burning the Amazon Forest in Brazil Nowadays, creating an "Urgent" SItuation for Immediate Action by the G7 Leaders this Week-End.

Everybody learned, astonished, afterwards, that, in fact, it was a very Old Photo, shot in a Remote Past, by a Deceased Journalist, already Dead Before Many Years !

But, Macron was Innocent ! It was, (as some unnamed Elysée sources reportedly told to some Journalists, later-on), someone Anonymous inside his Staff, who had searched a Bank of Images, and, Unable to Find a Real Photo of Nowadays Events, he or she committed the Error to - Knowingly - provide Macron with an Old, Out-Dated Photo from anOther Period of Time, at least 16 or 17 Years in the Past, (Before 2003, i.e. when its Author had Died)...

I.e., with the Obvious Risk to Discredit or Damage the Credibility of the French President, right in front of all the International Community, while he is Chairing the International G7 Summit !

(2) Now, let's go, on the Contrary, to a Different Incident, these Same Days, which, while being Also (or even More) some UnExpected Huge BLUNDERS IN TRANSLATION , Nevertheless, does Not yet seem to have Attracted the Attention of International Medias, at least Not in a so Blatant and Noisy way as the precedent case (Comp. Supra) :

- It could be nick-Named : ..."FORGET even THE MOST FAMOUS  REVOLUTIONS in Europe's History" !" Naturally, in order to have a Big Blunder, ...EVEN THE DATE OF THE FRENCH REVOLUTION (of 1789)...

It was Committed, this Time, almost in Public, (and Afterwards Transmitted by Internet even World-Widely !), Last Thursday, in Elysée's Courtyard, when Macron was Welcoming the New Greek Prime Minister, Kyriakos Mitsotakis, Starting by Joint Press Statements to the Journalists who were present there, (which were Later Diffused by Video at the World Wide Web) :

- Mitsotakis had just spoken about the Franco-Greek "Friendship", stressing that it had Long Historic Roots, Already "Since 1821", as he reminded, (i.e. when Started the Modern Greek Revolution to Liberate the Country from almost 400 Years of Foreign Invasion and Occupation by the Turkish Ottoman Empire's Military), and went on to Add that, Soon, "on 2021", "we shall Celebrate its 200th Anniversary" of such an important Historic Event, for the Success of which, France's Help had been a very Important Factor.

- Macron had immediately understood Mitsotakis' reasoning, and, Happy about that, was always Smiling and Positively Noding almost at all the Points that his Guest was making in this regard.

>>> But, Suddenly, he Stopped Smiling, and his Face expressed a Strong Negative "Shock", becoming almost Appaled, and Critically Raising his Eyebrow, Dismayed ! While, even Mitsotakis' parallel Face Expression, was, at that Same Moment, grossly Disrupted, showing a Strong Negative Surprise, un UnExpected Astonishment... (Screenshots from the available Videos are very Eloquent about that).

- Oops !...

=> What had Happened ?

- The  Translator, from Greek to French, (i.e. apparently Chosen by some Elysée's Staffer), had just Committed an Incredible Blunder :

- She had Claimed, no more or less, that, "on 2021", we "shall celebrate" an "ANNIVERSARY of the ...FRENCH (sic) REVOLUTION" !!!???...

Which has, Notoriously, taken place back on 1789, ...and Not "on 1821", as the GREEK REVOLUTION has done, and to which, Obviously, Mitsotakis was referring, on his "2021" Observation (Comp. Supra).

=> In consequence, it became immediately Obvious that this Translator in the Elysée Palace, ...Either was NOT really FRENCH, NOR EVEN GREEK, (since she IGNORED so grossly BOTH the FRENCH and GREEK National HISTORIES, to that point), ...OR she HAD DRANK TOO MUCH FRENCH WINE !...

>>> The Worst is that, in the Current Context of the Preparations for an Imminent "G7" International Summit, mainly by an Elysée's Team, the coming Week-End at Biarritz, where Good and Multiple Translations, inevitably, were a "Must", Both in all Collective Meetings, and in most Bilateral Talks, it was an obviously DESTABILIZING Factor to, Suddenly Find out that Translators were Not Trustworthy, and you could Not be Sure to Rely on them, even at such a (too gross) point...

- The Screenshot showing Macron and Mitsotakis Stunned, Surprised and Shocked, when they were Told, by an Elysée's Translator, (in Front of Journalists and Internet Viewers accross the World), that the "200th Anniversary" of the 1789 "French Revolution" would be "Celebrated on 2021" (sic !), instead of the 1821 Greek Revolution, is so Disruptive (of an Otherwise very Good Ambiance between the 2 EU Countries' Leaders : See http://www.eurofora.net/newsflashes/news/elyseefrancogreeksummitandcyprus.html, etc), that it really looks as a ...Collector's Item !    (See f.ex., Photo attached above, etc).

Naturally, once Again, this was Not attributable to Any Macron's eventual Error, at all, (on the Contrary, he was one of the Victims), But was Obviously due to an Inadequate Choice of Translator (or, at least, of the. ...Wines that she might have Drunk), by some Anonymous yet Staffer, apparently inside the Elysée, (Unfortunately Committed at the Eve of a Crucial International "G7" Summit at Biarritz)...

(3) "VIOLATIONS OF FREEDOM OF EXPRESSION" ?

A Collective Protest by NGOs, mainly dealing with the Environment, etc., notoriously Decided to "Boycott" this G7 Summit of 2019 at Biaritz, Denouncing the alleged "Exclusion" of Many NGOs, and a kind of Discrimination in the allegedly "Bad Conditions" in which the Organizers, (an Elysée's Team), Exceptioaly Seeked to Oblige them to work, Instead of much Better Conditions in Other such Summits in the Past, and Contrary to Macron's Claim that this G7 of 2019 would be much More "Open", Transparent, and Democratic, particulary by "Associating the Civil Society".

- Indeed, so Prestigious NGOs as "GreenPeace", "Oxfam", "Secours Catholique", "LPO", and several Others, United in a Group named "Network for Action on Climate", said that they were Obliged to Refuse a preliminary Meeting prepared in Paris, with the Participation also of Macron, and will Not Go to Biarritz's G7 Summit, Because someone inside Elysée's Administration, had reportedly "Limited the Accreditations of NGOs to Only 25", this time, "Instead of about 100 in the Past".

+ Moreover, the NGOs would be, this time, "Kept Aside" from the Mainstream G7 Summit's events and contacts, by being Obliged to Stay in a Room Located Too Far Away, and, moreover, Separated even by a "Security Checkpost" from Necessary outlets for NGO's usual Work, such as, f.ex., also the PressRoom, where Journalists can be met, as the Protestors reportedly Denounced.

- Elysée Staffers apparently did Not Contest those Accusations, but Limited themshelfs Only to claim that they had, at least Reserved "1 Room" for NGOs, during the G7 Summit at Biarritz, (as well as Some More Seats inside the PressRoom, normaly destinated to Journalists), while they had also been Invited to a Previous Meeting, with Lunch, in Paris, (apparently, totaly Separated Both from the Press and from the main Participants of the G7)...

- "Eurofora" remembers quite well, that, on the Contrary, at the Previous, "G8" Summit, Organized by France at Deauville, Back on May 2011, (during Nicolas Sarkozy's Presidency), inter alia, a Special Bangalow (like a Small but Independent "House"), had been set up and affected to relevant NGOs, very Near to Journalists' PressRoom, (in fact, almost ...right in Front of it !).

("Good Old Times" :  Back at Deauville's G8 Summit on 2011, NGOs had a Beautiful, Big and Independent Bangalow, with a Cosy "Saloon", right in Front of Journalists' PressRoom, facilitating Contacts !)

=> To the point, that, at least once, when "Eurofora" walked out of the PressRoom, seeking to join a Good Elysée's Contact, competent for International Relations, we were Surprized to see him walk fast towards that NGO's Bangalow, (in fact a big ..."Saloon" for NGOs' Meetings, added to their WorkRoom, as shows a Photo we took then), located Nearby, so that, when we Followed him and Entered inside, we immediately found several Sympathetic-looking and Interesting People, among Numerous Invited NGOs, that we were spontaneously led to ...Drop, exceptionaly, our Elysée's Friend, in order to, Instead, take the Unusual, for us, Step to make and Publish the Original Interviews of 2 Different, but Both Interesting, NGO Members, who had Authentic, Grassroots Experience to share, about Big and Topical SocioPolitical Movements Related to that G8 Summit's main Agenda, (which was, then, about "Democatic" Struggles in the so-called "Arab Spring" of that Period : See, f.ex., a relevant "Eurofora"s NewsReport from that Deauville G8 Summit's original Contacts, published at : http://www.eurofora.net/newsflashes/news/egyptetunisiangos.html, etc).

- However, in this case too, it's Not, a priori, Certain that President Macron might have Known and/or, eventually, Ordered himself, All those 2019 "G7" Biarritz' Summit's exceptional Restrictions and/or Obstacles, reportedly Denounced by Many NGOs, (Comp. Supra). On the Contrary, Once Again, it canNot be Excluded that he Might have EnTrusted such Organisation and Logistics' matters to some among Elysée's and/or Other Staffers...

(4) POLITICAL EXTERMINATION OF A TOO CONCILIATORY TOP OFFICIAL ?

The obvious Number 1 Controversy in this G7 Summit at Biarritz on 2019; always was, right from the Start, the way to Tackle CLIMATE Problems, related to the so-called Theory of "GlobaL Warming", and its Critics or UnBelievers.

It could Affect Energy, Trade, Growth, Jobs, Health, High Tech, People's Well Being, etc., but also the Popularity, and/or perceived Honesty, as well as Capability of Political Leaders.

And the Number 1 Risk of Deviation, Political Exploitation, with Hypocritical Wrongdoing for Shelfish Purposes, Nowadays, Obviously was to Attempt to "Corner" and Blame the current US President Don Trump for anything Bad about it, Picture him as a Stupid, Stuborn, and Obstructive Non-Believer on Global Warming Issues, and Isolate him, Internationaly, Diminish and BeLittle his Public Image, until he becomes really UnPopular, so that USA's Left : i.e. Nancy Pelosi's "Dem." Party, could Usurpate and Win the crucial 2020 US Presidential Elections, Next Year, almost withOut doing Nothing...

Everything appeared Ready for that... When "Eurofora" arrived at the G7 Environment Ministers Summit, on the Beginning of May, at Nearby Metz, Chaired by a Macron's Party "Heavy Weight" : the Former President of National Assembly, and now Ecology Minister, Francois de Rugy, we found him Ready to Sharply point out that Trump would have been "Isolated" on Climate, Since Nobody, Not even 1 Other Country in the World, had Not yet Followed his Refusal to Sign the "Paris Agreement", so that he was "Alone", and withOut any Influence on that Key matter...

However, after a First series of Questions raised by "Eurofora", during an Improvised "Press Point", at the 1st Day of Metz's G7 Ministerial Summit, De Rugy Started to Think about Other Areas of possible Cooperation on Natural Environment with the USA, Beyond Climate, and, Later-on, even about Other Aspects of Natural Environment Protection, which could Help Climate, but withOut touching upon Highly Controversial Issues, (f.ex., Oceans, Forests, Coral Reefs, Clean Air, High-Tech. Energy sources, etc). The Main Point, obviously being to Develop EU - USA Cooperation for Natural Environment Protection, and Not a Sterile Dispute for Electoralist aims, (Comp.: http://www.eurofora.net/newsflashes/news/g7environmentclimateandnature.html, etc).

+ Followed also an "Eurofora" Contact with USA's Representative, EPA Director Andrew Wheeler, on the Same Lines, from the 1st Evening at Metz's Ministeral G7 Summit, (when Wheeler appeared still Afraid Not to Touch yet upon Highly Cotroversial Issues, saying that these were Not Yet Ready, so that we should Speak "Tomorrow Morning" about them, Implying a lot of work OverNight, thanks also to the Difference of Time between Europe and USA).

=> Then, after Publishing a 1st Article on that, and Adding also a 2nd Row of Questions, with as Similar Orientation, during the Last Day of that Metz Meeting on the G7 and Natural Environment, finally, we were Positively Surprized to find that French Minister De Rugy, Replying to "Eurofora" at his Final Press Conference on the Conclusions, had, indeed, Succeeded to Advance (Together with Wheeler) well Beyond that Initial "Sterile Conflict" stance, Finding an Adequate Way to Agree on a Joint Communiqué presenting in 3 Points the most "Delicate" Issues, and, Surprisingly, as Far as to Accept that USA President Trump also feels that something must be done against Global Warming, but simply chooses Other Ways and Means to Act on that, where EU - USA Cooperation can be, indeed, useful and interesting, so that the Remaining Different would Become Less "dramatic"...

+ At almost the Same Time, working in Parallel, Wheeler had also Advanced towards some Interesting Compromise Points, and Even went as Far as to Suggest, in fine, that Trump would Consider to Sign the "Paris Agreement", if it could be "Re-Negotiated" in a way which would give to the USA "a more Even Playing Field", as he put it ! For the Rest, the North American Representative, Praised that French Presidency of the G7 on Environmental Issues, and particularly De Rugy, for their alleged Wish to Find workable Compromises and Deals, expressing the Wish to see a Similar Positive Attitude also on Other relevant International Fora, (as, f.ex, the "G 20", etc).

=> In Consequence, things were Evolving, after that Metz's Ministerial Environment Summit, last May, No More towards a Sterile Conflict, between EU and USA a.o., but rather towards a Compromise, and even, perhaps, a Deal ! If that Surprising Positive Change was Confirmed, Later-on, at the Biaritz G7 Heads of State/Government Summit, then, it could become a Spectacular Breakthrough... And the Electoralist Manipulation prepared by some for the US Presidentials of 2020, would be Prevented (Comp. Supra) !

>>> But, Suddenly, shortly Before the Time Arrives for that G7 Summit at Biarritz, ... "patatrak !" De Rugy is Personally Targetted by a Scandal-mongering WebNews Site, (set up by a Former CEO of the Establishment, in Traditional Newspapers), Notorious for its Personal Attacks against certain Political Personalities, (Sometimes Justified, But Often Libelus and ill-founded, seeking mainly to Harm the Work done by this or that Key Person : See http://www.eurofora.net/newsflashes/news/rugyforclimatedealwithtrumpresigns.html, etc).

- In just a Few Days, that Key French Politician is "Bombarded" with Numerous Personal Accusations for Various alleged Misbehaviors, withOut leaving him the Time to Investigate and duly Reply to All those Slanderous Claims, Each Time Changing the alleged petty "Scandal" which Hits hard his Public Image and Reputation, (picturing him as if he was a Greedy man, Wasting a lot of Money, Abusing of Public Funds, etc). F.ex., inter alia : Dinning with Pals and Expensive ...Lobsters, making too Expensive Reparations to his Residence with Public Funds, Buying or Hiring a Flat destinated to Poor People and Subsidized by the State, allegedly Abusing of a Ministry's Driver even for Round Trips to his Private Residence during Week ends, (etc)...

Whenever he tries to take the Time to Search the Proof that an Accusation is, f.ex., too Exagerated, or False, or, in fact, misrepresenst a perfectly Lega Activity, (f.ex. that matter of WE Driver was a Recent "Security" Precaution for Ministers, etc), then, Immediately, anOther, Different, Accusation, suddenly Pops up, and so on, (according to the Methods Often abused by that Scandal-mongering Website), until Lfe and Work became practicaly Impossible, and he was Pushed to Resign !...

(French Environment Minister de Rugy, f. Assembly President, replying to "Eurofora" at the G7 Ministerial Summit in Metz, which Succesfully Prepared Biarritz's Draft Conclusions on Climate, in Agreement with USA: He was suddenly Attacked, Slandered, and Excluded from Biarritz, where he was even Censored !)

Macron did Not Ask from de Rugy to Resign, but Neither Refused his Resignation, at the Eve of the G7 Summit at Biarritz. On the Contrary, a former Elysée's Staffer, (who had become French only 6 Months Before Macron Wins the Presidential Election !), recently Appointed as Government Spokesperson, BackStabed Francois de Ruguy in Public, by, indirectly but surely, not Defending him, but, on the Contrary, Accusing him to Waste for Expensive <<"Lobsters", while, Most People, Nowadays, use to eat, rather ... (Turkish) Kebab>>  (sic !). A misBehavior (by the Same Individual who had Notoriously spoken in an Insulting way with Contempt, even on the Famous, former EU Parliament's President, Minister, and f Prisoner in NAZI Camps, the popular Academician Simone Veil, and was even the 1st to Attack, recently, the Winner of the latest EU Elections, ChristianDemocrat/EPP "SpitzeKandidat", Manfred Weber, normaly Candidate for EU Commission's Presidency, by calling him "Irrelevant" !), which Triggered a lot of Popular Criticism...

Curiously, while de Rugy, finaly, Succeeded, apparently, to Find Legal and/or Factual Evidence that All those, above-mentioned Activities, for which he had been Accused, were, in fact, Lawfull, neverheless, he did Not yet Return Back to the Government.

+ Even More Cusiourly, most Official G7 Documents presented at Biarritz don't even Mention the Important (See Above) Preparatory Work of De Rugy, namely, (Together with Wheeler, a.o.), particularly at Metz's May 2019 Ministerial Environment Summit, (Comp. Supra), as if some would like to Censor almost All of his Contribution, for Unknown reasons...

=> That's how, Exceptionaly, this 2019 "G7" Summit at Biarritz, is, probably, the Only one in History, to have, Suddenly, at the Last Minute, curiously "Lost" one of its most Important (given the relevant Context) Pillars, at the Strategic crossroads of Natural Environment, (which Includes, Nowadays, both Climat and Amazonian Forest, among Big Topical Issues).

(5) WEAK PARTICIPATION : 3 "SITTING DUCKS", 1 "DEAD DUCK", + EVEN A "MISSING DUCK" !...

"BioDiversity" (Decided at Metz's May 2019 Ministerial: Comp. Supra), makes so that this 2019 "G7" Summit at Biarritz, helps have Various Kinds of "Animals" :

I.e., not only the Usual "Lions" or "Sheeps", who exist in Any Social Relations, but Also ..."Ducks" !  Yes, Many "Ducks". In fact, ... Too Many "Ducks" this time...

=> In fact, it's all about the Exceptional Presence, at this Bizarre Biarritz G7 Summit of 2019, of an awful lot of Participants who are what is usually called ... "Sitting Ducks", or even Worse : ..."Dead Ducks", added also to ..."Missing Ducks"...

That is to say, in fact, they canNot be really and fully Participating in all, even the most Far-Reaching, Activities of this particular G7 Summit of 2019 at Biarritz.

>>> Simply Because, f.ex., (concerning that 1st Category), they are Due and/or Risk to Leave, Soon, their current Job, as Head of State/Government, etc, so that they, practically, canNot seriously make any Far Reaching Move engaging a Medium/Long Term Future.

Contrary to "Normal" Political Leaders, who are alone to be Able to Foresee and Calculate in terms of at least More than 1 Year, or even 2, 3, 4 or 5 Years Ahead.

- F.ex., Canada's Out-Going Prime Minister Trudeau, (Liberal/Socialist), is certainly a such kind of "Sitting Duck", since he Faces soon Elections, during this Autumn, and, moreover, most Polls give him UnPopular, risking to Lose his current job to Challengers from the Right.

- A similar Case, mutatus mutandis, is that of EU Counsil's President, Donald Tusk, (currently the Only Representative of EU Institutions at this Biarritz Summit of August 2019, due to the Exceptional Absence of EU Commission's President Juncker : See Infra). Indeed, Tusk is due to Leave his Brussels' Top Job on October. It's very Rare, if not UnPrecedented, for the EU to have a so Low level/intensity Participation in a G7 Summit...

- But, even the New Brittish Prime Minister, Boris Johnson, may Not be Better off : Indeed, he notoriously has undertaken, since the Beginning of his Recent Election, a ... "100 Days" Mission, to realize "BREXIT" before the 31st of October, 2019, at any price. Thus, Boris' Longevity as PM. is Doubtful, because he is Charged with an almost "Impossible" Task :  EIther Change an apparently immutable EU Deal on BREXIT, or Leave the EU withOut any Agreement, Risking to provoke more or less a Chaos, in real Practice... At any case, he is also due to Need, then, a Positive Vote at the Westminster, and, therefore, he's Not Sure at all to Stay.

 + But, the Worst Case is that of pittoresque Italian Prime Minister, Giuseppe Conte : Indeed, "il Professore" has ...Already Resigned, recently, back in Rome, but President Mattarella has told him to keep going the "Current Affairs"' matters, until, at the Beginning of Next Week, he checks whether any Coalition of Parties might, eventualy, get a Majority of MPs, able to Support a New Government. Otherwise, Matarella will have to Dissolve the Parliament and call for Elections. In either case, Conte, normally, will Stop being a PM.

    That's why he can be called, Nowadays, as a kind of ... "Dead Duck !", (cad. Unable to Take Any new, Political Decision).

    + Last, but ot least, is the very Exceptional Case of EU Commission's President, Jean-Claude Juncker, former Long-Time Prime Minister of Luxembourg, and €uroGroup Chairman :

    - It's, most probably, the 1st Time in History that a "G7" Summit takes place withOut the Participaton of an EU Commission's President, or of a Representative of him !

    He is, indeed, the Biggest ..."Missing Duck" at Biarritz's "G7" Summit of 2019.

    Initially, it had been even Confirmed, Officially, that Juncker would be Present at Biarritz, Together with Tusk (Comp. Supra).

    But, Afterwards, in the Middle of August, it was, Suddenly, Announced, that he had to, UnExpectedly, Interrupt his Summer Holidays in Austria, in order to Return Back to Luxembourg, for an Urgent, but Simple, Operation in a Hospital.

    Finally, on August 19, one of his Press Spokespersons (BiNational French+Brittish) said that, even if that Operation had Succeeded, nevertheless Juncker's Doctors would Disadvise for him yet any Trip, so that he had to, Exceptionally, Miss that "G7" Summit at Biarritz, on August 24-26, 2019, (where, in Addition, the EU Commission's President, reportedly, did Not send any Other Representative of him)...     

    The Date of this Exceptional (Juncker) Event related to the "G7" Summit at Biarritz, Curiously, "Coincides" with anOther such Exceptional, G7/Biarritz-Related Event : That of Macron's Meeting with Russian President Vladimir Putin, that Same Day of August 19, 2019, at Bregancon Fortres, (See: http://www.eurofora.net/newsflashes/news/g7coefrancerussia.html, etc).

    Juncker was always a Key Personality for Russia, among EU's Top Leaders. Inter Alia, he had also Stressed, in Reply to an "Eurofora"s Question at EU Parliament in Strasbourg, already as Early as Since 2014, when the Ukranian Conflict started to provoque a new dangerous Division of Europe, while EU Commission's President was presenting, in a Press Conference, his landmark Plan to Boost EU's Economy by Investments supported mainly by EIB's Loans, that: -"Peace is one of the Best Investments for Economic Growth", (See: http://www.eurofora.net/newsflashes/news/junckerpeaceinvestmentsbest.html, etc). And, Later-on, in Brussels, during a Press Conference on EU Heads of State/Governments' Summit of October 2017, (looking straight at "Eurofora", precisely when we were Entering the PressRoom in an exceptionaly "Visible" way), he also Expressed his "Regrets" for the Fact that EU Council had Not Yet found Unanimity in order to Give him "a Mandate" to Visit Russia and "Negotiate" a Way Out of EU Sanctions, as EU Commission's President Wished, (See: http://www.eurofora.net/newsflashes/news/junckerforeurussia.html, etc).

    => So that, Obviously, by practically "Replacing", at the Last Minute, the usual and natural Duo of "Juncker + Tusk", with Only Tusk Alone, as Exclusive Representative of EU Institutions at Biaritz's G7 Summit, (where, Meanwhile, it has been Notoriously Anounced that Relations with Russia, and even its eventual Participation at such G7/G8 Summits, as in the Past, will be Discussed), Inevitably Risked to Seriously Alter the Balance of EU's Collective Positions on Russia, by Pushing things towards a Negative slipery slope...

    Independently of all the Other Qualities of the Polish EU Council's President, Donald Tusk, indeed, as far as it concerns Russia in particular, several People were "Shocked" by the way that he reportedly Dismissed any perspective Nowadays to Return Back to a "G8" Format, (as the current US President Don Trump has just Wished, reportedy Backed also by Japan's Prime Minister Abe : Comp. Supra), adding also a Dubious Joke about a so-called "preferable" accession of ...Ukraine into the G7, instead : - Such a Controversial move, gives us a ... -"Nostalgia for Juncker !", spontaneously wrote, on that precise point, f.ex. a Journalist from Brussels, Anna Van Densky, among others.     

    => Such an Exceptional and gross ImBalance in EU Institutions' Leadership's Participation to this 2019 Biarritz "G7" Summit, particularly on so Important Topical Issues for Europe and the World, (as, f.ex., Russia's Participation, Back into the Collective Discussions and Deliberations of the Biggest and most Powerful Countries in the World, on Key Regional, but mainly Global Issues, is, Naturally, Regrettable, (and should have been Prevented or Rectified, in one way or another : F.ex., among others, Juncker had reportedly declared his Intention to Speak by Phone with Macron, on how to Deal with some among the most Important Issues of this G7 Summit).     

    Whatever anyone might think about this or that particular Issue, it's, however, indisputable, that this Exceptional Absence, in such an important Political Context (Comp. Supra), was another "Flop" among this Long List of UnPredictable Setbacks which Surprisingly affected this Bizarre Biarritz Summit.

( + A Strange News' Headline, Published by an English-language WebMedia, Curiously Attributes Juncker's Exceptional Absence from Biarritz's G7 Summit to some kind of "Bitterness", apparently related to unKnown Political + InterPersonal Relations. But, Astonishingly, the Original Content of that Press Article has ...Disappeared, and was Replaced by a useless "Cut and Paste" Repetition of anOther Article, Written by an Establishment's Big Agency, which is Routinely Re-Published Repeatedly by All Medias, Curiously Excluding Any Other Original Article or Version on this Matter !  Was it an Error, a Rumour, or a Censorship ?)

- Invite the Russian President Vladimir Putin, to Bregancon Fortress, the French President's Summer Residence, for Open and Long Talks on several Crisis, a the Eve of the G7 Summit at Biarritz,, while, at the Same Time, was Launched the Idea to Create a New Architecture for Security and Trust, throughout a PanEuropean Area from Lisbon to Vladivostok, (a Wider Version of De Gaulle's "Greater Europe"), based on EU - Russia Dialogue, regardless of the EU's Sanctions and of the persisting exclusion of Russia from G7 Summits, which still depend on Progress into Solving the Ukranian Issue, appeared, a priori, as an Intelligent and Positive Move by Macron, (See: http://www.eurofora.net/newsflashes/news/g7coefrancerussia.html, etc).

But this was soon overtaken by new US President, Don Trump's Surprizing Call, Later-on, to fully Restore Russia's Participation in G7 Summits, (this year Chaired by France, while Next Year the Chairmanship will go to the USA)...

It seems that Trump had Already evoked that during a Previous G7 in Canada, back on 2018, But it's the First Time that he does so, Now on 2019, in a so Crystal-clear manner, Repeatedly, and by Insisting to make that true, asap, in real practice, including by Discussing that even inside the current G7 Summit at Biarritz.

Macron's rush to totaly Deny that now, was Surprising. Canada's Out-going PM Trudeau (Liberal/Socialist)followed him. The British were Always against whatever move might really Strengthen Europe... And Merkel, could her be Opposed to them ? Only the Out-going Italian PM Conte was in favour, (as back on Canada). And Japan's Abe was Neutral.

=> Thus, Paradoxically, the 2014 Situation of a Troubled Past was Spectacularly Reversed :

    Does he Remember the Fact that a Written Peace Agreement, had been Negotiated and Signed then, by All Sides, Including All Leaders of the Popular UnRest, (the Same who, Afterwards, Usurpated all the Power by Violence), and the Elected President Yanukovic, providing for General Amnesty, a Government of National Union, New Presidential Elections before the End of the Year, Investigation to Find and Punish all those Responsible for Violence, (etc) ?

Negotiations and Agreement had been prepared Under EU Auspices, in the Presence of EU Foreign Ministers of France, Germany and Poland (the "Triangle of Weimar"), Fabius (currently President of Constitutional Council, Steinmeier (currently President of Germany), and Sikorski (currently MEP).

In other words, Europe had provided for a Peaceful Political Transition, with the Agreement of All involved, in a United Ukraine, withOut any Bloodshed.

But Obama's envoy, Miss Nulland, had remained on Record for her infamous ..."Fuck the EU !", (in a Conversation with USA's Ambassador to Ukraine, Registered at an Audio file, and Later Published at the Internet, that she Never Denied)...

=> Thus, Suddenly, Everything was Brutally Droped, after the erruption of Violent and Deadly Clashes in Kiev, shortly Afterwards, which led to a Brutal "Putsch", with many People Killed, and the Seize of Power by naked Force, Only from 1 Side, i.e. inevitably Pushing towards Ukraine's (and, subsequently, all Europe's) Division.

+ What had Provoked that Sudden Erruption of Violence ?

>>> The Key were those Mysterious, (and still Non-Elucidated Today), Deadly "SNIPERS", (Hidden Gunmen with Precision Tools, Killing Targetted People even at very Long Distabce), who, (Hidden mainly in a big Building located at the Side of Mass Demonstrators), Suddenly, started to Hit and Kill People, ...not only Policemen, but Also Demonstrators, i.e. Firing against Both SIdes !

This was First Denounced by a then Foreign Minister of a Baltic State, (and Later MEP), in a captured Phone Conversation with the EU Commission's vice-President in charge of External Action, which leaked and was Published at the Internet, after a Conversation mainly with an Ukranian Doctor, Mainstream NGO Activist at Maidan Square, who had Witnessed the Events and Cared for Wounded/Killed People. The main thrust was, Afterwards, Confirmed Many Times also by Various Other Convergent Sources.

+ The Interesting thing is that, Later on 2015, a Council of Europe's Report, drafted by a High-Level Group of Experts named by the PanEuropean Oganisation's Secretary General, Thornbjorn Jagland, and Chaired by former ECHR's President Sir Nicolas Bratza, an atypical Brittish Legal Expert, Denounced the Fact that, during a too Long Period of Time, After those Events, the competent Ukranian Authorities, astonishingly, had Blatantly Failed to make a Transparent and Efficient Investigation (according to ECHR's well established case-law) on that Key Issue of the Deadly "Snipers" at Maidan Square, which had Provoked Massive Violent Clashes, Resulting into a Brutal "Putsch", (Comp. Supra), and, therefore, Nothing had been Found yet on Who, Why and How had Set up those Central Tragic Incidents, which still Remained an unsolved yet Mystery ! Experienced Russian Ambassador/Permanent Representative to the CoE, Ivan Soltanovsky, who has served also at Moscow as Director of the Foreign Ministry for International Organisations, Replying to a relevant "Eurofora" Question, Earlier in Strasbourg, Denounced also the Fact that, When, Shortly After those Events, Russia Asked from Key Western Countries if they would ReAct against such Violent, Deadly and Brutal Seizure of Power, in order to Restore those Peace Agreements signed by All Sides under EU Auspices, the main Reply that they got, Scandalously, was just a Passive ...-"We were Overtaken by Events" (sic !), and that's all...

=> So that, when, Soon After those Maidan Incidents", even ...Military Tanks, Bombing Airplanes, and Army with Heavy Weapons started to Encircle and later, Brutaly Attack, one by one those Villages, and their Civilian Peuple, at predominantly Russian-Speaking Eastern Ukranian Regions, (as Donetsk and Luhansk, etc), who had Refused outright Submission to such Bloody, Violent Putschists trumpling underfoot even Peace Agreements that they had just Signed under EU auspices, (Comp. Supra), any Honest Observer could Not Forget that Spectacular and PreMonitory Frontpage Headline Patchwork Image that Famous German Newspaper "Die Welt" had just Published, immediately after those Bloody Kiev Events, during that Fatal Night of February 2014, (Comp. Supra), which Pictured an Ukraine Cut into 2 Pieces, Extended into a Long and dangerous Dividing Line, (as a Volcano's Cracks at the surrounding Lands), throughout all Europe, Adding Tanks, Planes and Machine Guns all around, Ready to Start another Dreadful War...

"Die Welt" had, obviously, well Understood that what had happened, was Not just a Political Change in 1 Country, as Ukraine, but, rather, a Dangerous and Damaging Division throughout all Europe !

=> All that Justifies Chinese President Xi's critical Observation, during his 1st Visit to Europe, that, Even if one supposed that, perhaps, at least a part of the Principle of protection of States' Territorial Integrity might, eventually, have been Affected in this Complex Ukranian Issue, (particularly on Crimea, that Russia considers as a Peaceful ReUnification, after a Popular Referendum with 96% of Votes, of an Historic Part of the Russian Nation, which had Never been Independent, but Only After 1994, under a Key Condition, reportedly Violated on 2014), Nevertheless, Nowadays' Ukranian Problem unquestionably Started also by "Foreign Interferences in the Country's Internal Affairs, in (Blatant) Violation of International Law".

So that, in fact, Russia's sudden Exclusion, on 2014, from the Historic, Initial "G8" Summits, where Moscow notoriously Participated regularly, between 1997 - 2014, (i.e. Shortly After its Accession to the PanEuropean CoE, back Since 1996), was Controversial right from the Start, (f.ex., inter alia, even the Historic German Chancellor Helmut Kohl, mentor of Angie Merkel, had strongly Criticized that 2014 Exclusion from the "G8", changed, in consequence, to "G7", Denouncing such a Negative move Risking to Divide Europe and the World anew, as an "Error"), and, apparently, Damaging, Counter-Productive and Erroneous.

It makes No Sense to leave the Monopole of Caring for a United (instead of Divided) Europe Only to ...the USA (as Biarritz gave the Impression: Comp. Facts cited Supra) ! On the Contrary, it's obviously for Europeans to be the First to Care for Europe's Unity...

=> Did, President Macron's various Elysée Counselors really and fully Inform him on the Above-mentioned Key Facts, concerning the Historic Genesis of the Ukranian Issue ?   It looks very Doubtful...

Certainly, a Fair Solution must be Found on the Ukranian Problem, from which too Many Innocent People, from All Sides, have already Suffered, (Many were even Killed, including Numerous Civilians !), and are Still Suffering unjustly.

Therefore, it's not bad at all, but, on the contrary, an Elementary Necessity, to Insist further (even by Adding, perhaps, also the use of some Unusual Incentives) for Key Advances in the Implementation of the "Minsk" Agreements, and/or any other useful way to resolve this Conflict asap.  

In this regard, it's Naturally Good to Try to Bring some tangible Progress, with various Meetings, even Before CoE's October 2019 Autumn Plenary Session for its Parliamentary Assemby in Strasbourg, where Macron (the Current CoE's Chairman) is expected to Address and Debate with MEPs, (including Ukranians and Russians, taken Together), etc.

It might, even, be also true that an eventually Immediate Return of Russia into the G7/G8 Summits, so shortly After Russian MEPs' Return Back into CoE's Parliamentary Assembly, Last June 2019, could, perhaps, be perceived as too Hasty, and, may be, premature yet, (even this could certainly be Discussed, particularly by those who believe, on the contrary, that it's Long OverDue)...

That's why US President Don Trump's reported Statement, that he Might, perhaps, Send an Invitation to Russia in order to participate to Next Year's G7/8 Summit, due to take place in Florida on 2020, certainly is a Good Possibility,

- which may find, then, Support not only by the USA and Italy, with Japan "Neutral", But Also, perhaps, by a Probably New Prime Minister of Canada, and, Hopefully, by a Franco-German Couple, which would have Realized, at last, which are the Real Interests of Europe (as well as simple Justice : Comp. Supra) in this Issue.

Meanwhile, more occasions to "Speak with" and/or have "Dialogue", if not "Coordinate" Actions, (particularly on several Relevant Conflicts' Settlement) Together with Russia, might, perhaps, at least alleviate some problems.

Already, inter alia, the Sudden, UnExpected and Strange, Total Absence of EU Commission's President, Jean-Claude Juncker, Exceptionaly in this G7 Summit at Biarritz, (Comp. Supra), where all EU Institutions were Represented, de facto, Only by the Polish President of EU Council, Donald Tusk, certainly ...did Not Help things !

=> F.ex., among various Others developments, the Russian side, which, Earlier, had simply said that, after that well known Positive Declaration of Trump at the Eve of this G7 Summit, (Comp. Supra), that they were going to Follow with interest any Relevant Discussion in the Summit, on the Contrary, Later-on, when a "No" (or "Not yet") became evident, they Started to play a quite Different Music :

- At First, several Moscow Sources (and among High-Ranking Officials), started to launch Calls to "Stop the Show off" Games by some, when it comes to Serious Decisions about Russia, while also Reminding that, even if they might be still Interested, nevetheless, they did Not Lodge any Official Demand to ReIntegrate the G7/G8, and, even more, they would Not Intend to do so, not even in the forseable Future...

+ Advancing Further, Russian President Vladimir Putin's Press Spokesman, Dmitri Peskov, added, for the 1st Time, that, in fact, Nowadays, a really Efficient Global Regulation of the most Important Political and Economic Issues of the World, by its Biggest Countries, could No More be achieved withOut China, (and even India) !

++ Going another Step Away, at least some Russian Medias, (cited by the authoritative, mainstrream, "Tass" Press Agency), Claimed that Moscow, in fact, would rather Prefer the "G20" Format, (as President Putin had Pleaded, already at Bregancon, in Reply to a Frech Journalist's Question: Comp. Supra, that Russia is quite Fond, indeed, of the "G20", and the "BRICS", as well as the "Shanghai" Cooperation Organisation, etc), showing a Trend towards Wider Groupings.

As for Amazon being "20% of Earth's Oxygen", (another Formula that some passed over to Macron), the Reality looks "Far Away" from that, since Amazon has only 10% of the Earth's Forests which produce Oxygen, the Main Quantity of which, "Comes from the Oceans", as Alain Pave, Professor emeritus at Lyon 1 University, f. First, it's Not Bolsonaro, but someone Else, who published 2 Photos of the Presidential Couples, claiming that their Comparison would "explain why Macron persecutes Bolsonaro". To that, somebody who might be Bolsonaro, appears to have, Briefly, Replied : - "Don't Embarass the Guy. KKKKKK", (the Later, might mean : "Ha !", perhaps sign of Laughter; or something else).

The move was reportedly supposed to Avoid Problems as those met Last Year at the 2018 G7 Summit in Canada, with its Out-Going Liberal/Socialist Prime Minister Trudeau notoriously Quarelling vis a vis Conservative USA President Trump and his Staff, particularly on Climate ("Global Warming") Issues...

But, after what happened (Comp. Supra), inevitably, it Also SKIPS, Now, on 2019, among others, an Interesting, Positive COMPROMISE ON CLIMATE, Between USA and All Other Countries Together, which had been Found, for the 1st Time, at the G7 Environment Ministers' Summit in Metz, since the Beginning of May 2019, under the Chairmanship of then French Minister de Rugy (former National Assembly's President),

Mitsotakis' visit at Elysée was Flanked by 2 Other Prime Ministers' visits, Earlier that of UK' Boris Johnson, and Afterwards that of India's Narendra Modi, as Macro was putting the Last Touch in the Preparations of the "G7" Summit at its Eve. According to an Historic moto,  between the UK and India lies ...Cyprus, (as unique Mediterranean Island facing Suez Channel), and authoritative "Bloomberg" Press Agency had Warned that "Energy" would be among the important Issues due to be Discussed in that G7 Summit, so that the Fate of the Recently Growing (Ecological) Gas Findings in the South-Eastern Mediterranean Sea, where Turkey notoriously Bullies Cyprus nowadays, might be also Discussed there, considering also the Fact that Italy, France and USA and Italy have their Big Oil/Gas Companies involved on the spot, (f.ex.: ENI, TOTAL, EXXONMOBIL and NOBLE ENERGY, etc).

Speaking Earlier to "Figaro", the Greek Prime Minister had just observed, (on the Occasion also of the Recent involvement of France's TOTAL and USA's EXXON-MOBIL around Creta Island, initiated at the 1st Quadrilateral Energy Ministerial Summit between USA, Greece, Cyprus and Israel on 7 August 2019 in Athens : See: ..., etc), that the presence of Energy Companies from Big Countries in Eastern Mediterranean, can operate as a "Protective Shield".

- French President Macron was more Straightforward : Just After announcing that Today's Franco-Greek Summit was due to Deal also with "the Need to Strengthen the European Defense", he observed that "Greece faces a rise of Tensions in Eastern Mediterranean" Sea.

=> Therefore, Macron stressed that, "in this regard, I want to Confim here all my Vigilance and my Solidarity, on this Issue".

- And he made it Clear that this concerns, "particularly", "the activities (WarShips and provocative Drilling) of Turkey inside the Exclusive Economic Zone of Cyprus".

Supra), were Tight-Lipped about these Franco-Greek Discussions on Cooperation in Defense, and referred to a subsequent Statement by Mitsotakis that a Final Appraisal would be made After the Completion of his imminent tour also to Berlin and Washington, (significantly evoking Big Partners that Macron, as the current "G7" Chairman, is due to Host at Biarritz's Summit during the Next Few Days, (August 24 - 26), as Angie Merkel and Don Trump, etc.

- But, Mitsotakis, already spoke, at the Elysée's Press Conference with Macron, about developing eventual "EU Joint Defense Actions", without specifying, (Comp. Infra), and Afterwards told Journalists that "Europe will not leave Cyprus without Protection".

Shortly After that Franco-Greek Summit in Paris, with Macron's above-mentioned Declaration on Cyprus a.o. at the Forefront (Comp. Supra), Turkish President Tayip Erdogan reportedly made several Provocative Statements, including to Insult EU's Solidarity with EU Member Cyprus as "Shameful" (sic !), while also Launching Veiled Threats, by Boasting that, "if some have not yet been Teached Lessons" from the Past, "they must know that we won't hesitate to give them the necessary responses", as he said for Eastern Mediterranean Issues.

Meanwhile, in Addition to Turkish WarShips' Bullying, (f.ex. earlier this Year, against an Italian Company ENI's Drilling Ship inside Cyprus' EEZ, See : .., etc), added to recent Excessive Claims for Extending Turkey's EEZ unilateraly until Egypt (sic !), narrowly encircling Cyprus' island, etc., according to various MAPs put into circulation by Ankara's regime recently, Provocations continued also with the illegal Drilling prepared by Turkey's own 2 Oil/Gas Searching Ships surrounding Cyprus, gross Propaganda spread in English-Translated Pamphlets against Cyprus' Energy developments, while hardly  veiled Turkish Treats pop up almost Everywhere, etc.

Concrete Proposals on a set of EU "Sanctions" against Turkey, (including, probably, the "Freezing" of Hundreds of Millions € of EU Anual"PreAccession" Aid, etc), Ordered by the Latest EU Summit in Brussels since the End of June 2019 (See : .., etc), are due to be reviewed by EU's Foreign Ministers at their usual "Gymnich" Summit soon, and eventually Decided Politially at EU's forthcoming Summit of October 2019, After September's Top Level Annual Meetings at UNO's New York Headquarters, where Cyprus'-related Issues are due to be discussed on the sidelines.

Nevertheless, Turkish Authorities, at least for the moment, in Statements made just After that Paris' Meeting, reportedly Vowed to "Continue", "with the Same Determination", their Controversial Claims and Behavior at the South-Eastern Mediterranean Sea, (Comp. Supra). Erdogan reportedly Threatened anew with Consequences upon "those who Refuse to Learn their Lesson", and provocatively Boasted that "No Project can be Realized if Turkey" and the Occupation regime in the Territories of Cyprus controlled by Ankara's Invasion Army, "are Not Involved", (as if EU Member Cyprus' Sovereign area's and EEZ's Natural Resources Belonged to Turks)...

French President Emmanuel Macron succeeded Today the unique Exploit to launch a Strong and passionate Call, at the Same Time, to Build a New Arhitecture for Security and Trust, throughout a Great Europe, even Larger than De Gaulle's Historic Dream, from Lisbon to Vladivostok, (as inside the CoE, Nowadays Chaired by France, which has just Triggered the Return of Russian MEPs, since last June 2019), through an EU - Russia Dialogue, due to lead to a Sovereign Great Europe, made Necessary particularly by Recent Developments at a Global Level, where Multilateralism is suffering, and the International Order Needs to be ReHauled and ReInvented asap, including Inside the G7, whose important 2019 Summit of Heads of State/Government is Chaired by France, this August 24-26, at Biarritz's Ocean SeaPort in just a few days time from now, at the Eve of which, he Exceptionally Invited the Russian President Vladimir Putin for a landmark Top Exchange at his Presidential Holiday Residence in Bregancon Fortress, also at a superb Seaside, but near Marseille, the City which was Europe's Cultural Capital on 2013, i.e. just Before the Ukranian EU- Russia row, (See "Eurofora"s relevant NewsReport, at : ..., etc), in the Mediterranean.

- "Our International Order lives an Historic Moment", while "Multilateralism is Attacked", various Crisis pop up at the Neighbourhood and Stay unresolved, amidst "Global ImBalances", as even Climate is suffering, and while "the West is more and more Challenged". But, "Europe has a Role to Play. And the Dialogue between EU and Russia is indispensable for Europe to play that role !", the French President, and currently EU Chairman, stressed, in substance, from the outset.

In doing so, Macron appeared to Prepare not only the imminent G7 Summit of the End of August in Biarritz, but Also his expected official Visit to the 47 Member Countries-strong, PanEuropean Organisation of the CoE, in Strasbourg, at the Beginning of October 2019, which are Both Chaired Nowadays by France.

This seems particularly visible in the Time-Frame of "the Days or Weeks to come", during which, the French President "Hope(s) to Find a New Momentum", together with Russia, towards Advancing in the Resolution of the Ukranian Issue, eventually also with a New "Normandy Format" Summit, if Previous Talks "Succeed" to eye "Something Concrete on which we can Decide and Act", as he characteristically said, in Agreement with President Vladimir Putin on this point.

On the Contrary, the Desired "Change on the MisUnderstandings - vis a vis Russia - that have been added , in Fact, Since the Years 1990" (i.e. at the Aftermath of Berlin Wall's Fall and Former-URSS's implosion), "we must accept the "Long Time", since "it's Not Today that we shall Dissipate All" of them, Macron realistically Warned.

However, Necessary Action in order to "Build a New Architecture for Security and Trust, from Lisbon to Vladivostok", through "Dialogue between the EU and Russia", has Not to Wait until EU "Sanctions" for the Ukranian Conflict may be Droped, the French President nevertheless advanced resolutely, obviously pointing to the Fact that relevant Efforts and Results must Start from Now :

- Indeed, "Our Duty is to Look Beyond the Disagreements of this Moment, the (Ukranian) Crisis evoked, while trying to Solve them, in order to try to Invent a New Architecture". That's what we are Trying to do", Macron stressed at the Beginning of his Meeting with Putin at Bergancon Fortress.

- Even if "it's clear that the Return to G8 (i.e. with Russia's Participation, as Before 2014), and also the Return to a Full Normalisation of EU - Russia relations, suppose to Settle the Ukranian Issue ; It's a PreRequisitive", as he said, nevertheless, Already "Now, our Dialogue, and what we are Trying to do, shows that, (even) withOut Erasing (yet) Anything from that Disagreement, we Can arrive to Compose New Things !", ...

=> Our Duty is to Look Beyond the Disagreements of this moment, the Crisis evoked, while trying to Solve them, in order to try to Invent a New Architecture" *** That's what we are Trying to do".

- Speaking at an Area visited by Russian Asrtists like "Nabukov, Turgeniev, Stravinsky" and others, as he noted, the French President also observed that "Dostoyevski, when he Felt Russian, he was also More European", since "his Nationalism was Bigger than himself (and) had to embrace the European flame : I profoundly believe that". Indeed, "Russia has a History with what we call "Political Liberalism", i.e. "the Europe of the Enlightnement. That is to say, a Belief to a Free and Rational Individual" person. "Russia Believes in that. ... I can't Forget the special Relationship that Emperor Catherine had with so many French Philosophers. And ...such personalites as  Dostoyevski, Soltzenysin, etc., who made so that Russia became a Great Power of the EnLightnement", Macron reminded, inter alia.

I.e., in the Context of a wider ReComposition, to Try to Re-Achor Russia into Europe. Because I think that this is its History, its Destiny, and Our (France + EU's) Interest".

However, Macron left certain Key QUESTIONS UNANSWERED :

*** WHICH STRUCTURE ?

When Macron Anounced, Today, that "we have to Re-Invent an Architecture of Security and Trust between EU and Russia" (Comp. Supra), he didn't yet specify Which Organisation should undertake that Important Task :

- At First Sight, it might be the PanEuropean CoE, Headquarted in Strasbourg, where Russia is already a Member and USA an Observer. This may Fit quite Well the aspect of "Trust". But Questions might be raised on the "Security" side, since the CoE has No Competence on Military Issues, (while it has on Police, Terrorism, and Secret Services' related matters). AnOther Question is what would Turkey do inside a New Structure, Focused on the EU and Russia, while Ankara's presence in the CoE is notoriously an exceptional Remnant of the Old "Cold War" Back from 1949, obviously OutDated Nowadays. Perhaps, a CoE's "Special Agreement", open to EU Countries and Russia, might get some Adequate Clauses for the above-mentioned purposes.

- A more appropriate Structure for "Security" matters (Often proposed by Russia in the Past) is the OSCE, Based in Wien, which holds a direct Experience on such matters, (including, recently, in Ukraine, etc). But, inter alia, it also has USA as a Full Member, which is quite PreDominant inside that Oganisation, to the point that Many Claim that Nothing could Move inside the OSCE if the USA are Opposed.... Obviously, this is Not Adequate for a "Sovereign" Europe, according to Macron's wish, (Comp. Supra).

=> "Last" Possibility : Create a New PanEuropean Structure, (Associated, or not, to the CoE), "ad hoc" for the above-mentioned purposes, (Comp. Supra). Naturally, such a Solution could have the Advantage to be "Tailor-Made" for its main purpose.

- "Sometimes, "we'll have also to Invent New Formats, to be Innovative : We are Not Obliged to live with the Formats of our Grand Mothers, in a World which has Changed, sometimes at an Accelerated pace", observed Macron Today, (but withOut Specifying).

However, isn't there a Risk for excessive "Proliferation" of various International Organisations in Europe ?

=> Reply, perhaps, during Macron's expected Speech in CoE's Parliamentary Assembly, at the Beginning of October 2019 in Strasbourg, and/or at the subsequent Public Debate with MEPs.

* SYRIA (IDLIB REGION) : WHY A "DISAGREEMENT, INSTEAD OF MORE COOPERATION ?

According to Informed, but UnVerified yet, Sources, During the Top Political Meetings which Followed this Evening an initial Press Conference, at Bregancon Fortress, the French and Russan Sides would have made some Advances mainly on the Ukranian and Libyan Issues, etc, but Not yet on Syria, where the current Focus notoriously is on its North-Western "IDLIB" Region, full of Armed Groups of Islamists, close to Turkey's Borders, (Comp. Supra).

- In his Most OutSpoken Criticism on Russia Today, Macron surprisingly Denounced, right from the Start, what he claimed to be (according to Unspecified Sources), "a Civil Population under (Airplane) Bombings", with "Children being Killed", etc, as he said, expressing a "Profound Concern", and Urged to "respect a Cease-Fire".

- Meanwhile, the Syrian Government had already Criticized some apparently Similar Claims by a UN Official, Denouncing his Accusations as largely ill-based on "Fake" or InExistent Pseudo-"Facts", mainly provided by some Shady "NGO"s, and allegedly Non-Controlled sufficiently by the UNO, Calling the International Organisation to "Verify" its Sources, as it Claimed that it had Investigated several alleged Cases of Civilian Deaths after Bombings, but had Found that they did Not correspond at all to Real Facts, but, on the Contrary, sometimes, they were even Astonishingly Gross Lies, (f.ex. there was No School hit at a precise Day, or No Air Bombings had taken place at a precise Location, etc). In the Past, various such "Fake News", reportedly Abused as "Propaganda" by some Controversial NGOs related to Islamist Armed Groups had been Denounced and sometimes UnMasked in Other Cases in Syria, (f.ex. in Alepo, Ghoutta, etc).

"Eurofora" has Not enough Knowledge and/or Access to Trustworhy Information Sources in Syria, and even Less at Idlib, Neither enough Experience of that Situation on the spot there, in order to Judge a so potentialy Serious Matter.

- Russian President Vladimir Putin, Speaking Afterwards, observed, at First, the Fact that : "Before (recent) Agreements were Signed at Sochi on DeMilitarizing a part of Idlib, then, 50% of the Territory was Controlled by the Terrorists. Now it's 90 % !" Moreover, "there are Regular Raids from that Territory, and Transferts of Terrorists who operate in Other Regions of the World ... and that's very Dangerous", he Warned. To this are Added also "Many Attempts to Attack our (Rusian Military) Base, aussi from Idlib Zone. since it coincides with the ...1st Victory of an European Army in History, which took place there, already some 450 Years Earlier, when People from Various European Countries were United there in order to put a Stop to Turkish-Ottoman Military Aggressions throughout the Mediterranean Cities, which used, until then, to Brutally Invade, Occupy, Kill and/or EnSlave Thousands of Victms, (More than 12.000 of whom were reportedly Liberated just After that Lepante's Naval Victory, back on 1571,

soon Followed by the Succesful Defense of Vienna, in Austria, and the Liberation of Budapest as well as of All Hungary, later-on, during the subsequent 17th Century, Also by successive Victories of European Armies, this time on Land, which Opened the Door for the successive Liberation of almost All Europe from any Turkish-Othoman Military Invasion/Occupation, during the Following Centuries, all the way up to 1921 and the famous International Treaty of Sevres, [whose 100th Anniversary we shall soon celebrate on 2021], signed in France, including even the Liberation of Ancient Greek Cities of Smyrne (Izmir) and Constantinople (Istanbul), the Creation of a Kurdish State, as well as the Restoration of a great part of Armenia's Historic Lands, soon After the 1st horrible Genocide in History, while "Modern" European Armies later Arrived at just 40 km Distance from Ankara)...

+ Conte's apparent gross Ignorance of (or total Indifference for) so Strong Symbols of big Historic Events which Marked Europe's making, became, This Week, even more Shocking, when the Turkish Minister for Energy, Fatih Donmez, provocatively Boasted, during a Visit of Ankara's Officials in the Occupied Territories of Cyprus, held by the Turkish Military since the 1974 bloody Invasion, that Ankara would have "Rights on the Energy Resources recently Discovered at the Island's EEZ (Comp. Supra),  "not only Since 1974, but, already, as early as Since 1571" (sic !)...

He was Refering to the Bloody Invasion and Occupation of Cyprus by the Medieval Turkish-Ottoman Empire, when its Army Killed "More than 20.000 People in Nicosia" (according to "Wikipedia", etc), in addition to Killing, Hanging, or Torturing and Skinning (Flaying) Alive Famagusta's Heroic Italian Venitian Defensors, as their Leader, Marco Antonio Bragadin, Despite an Agreement to let them Leave Free if they abandoned the City's Castle...

=> It's in an immediate Reaction to such Turkish Atrocities committed since then in Cyprus, (by another Coincidence, on ...August 1571), that the European People, Shocked and Angered by those Treacherous and Brutal Murders, decided to Unite Together and Launch the 1st Victorious Naval Battle of a European Army in History, at Lepante, just 1,5 Month after such Events (Comp. Supra) !

I.e. those Victorious European Fighters of Lepante, (which is considered even as ..."the Beginning of Europe's History", by the New EU Affairs Minister of Italy, the Experienced sLorenzo Fontana), did exactly the Contrary of what "Professore" Conte did Nowadays, by Obsteructing the European "East-Med" Pipeline (due to Directly Transport Energy from EU Member Cyprus, Israel, etc., to Europe's mainland, withOut being Obliged to Cross Any Foreign, 3rd Country : Comp. Supra), and, Instead, Pushing towards a Controversial and Obviously Counter-Productive Turkish Pipeline : Comp. Facts highlighted Supra).

+ Such a Scandalous Anti-European Blunder is Not Surprizing, coming from Conte, a political Pall of the UnPopular Minister for Infrastructures and Transports, the notorious "Gaffer" Danilo Toninelli, (whose Resignation was just Asked at 1st place by Salvini), and who was Recently Marked by his InFamous call for those People that he Insulted as "Ignorants", to ..."Look at Istanbul" (sic !)...

Toninelli commited that gross Blunder in Reaction to Popular Disagreements with his earlier Controversial Idea to Transform a New Genova's Bridge, at the place of an Old one, whose Fall Tragically Killed many Italian innocent Civilian People, into a kind of Bazar, full of "Shops", (probably most of them becoming, sooner or later, ..."Kebap Shops"), ...as it has already been done ..."in Istanbul" (Turkey), according to the Strange Claims of someone who, apparently, has Never Seen Any Other Bridges in the World, Neither in Paris, London, New York, Saint Petersburg or Shanghai, etc., but ...Only in Turkey !...

That Conte's controversial Minister , (also related to "5 Stars" movement), was scandalously Insulting even the Families of the Victims of that Tragic Fall of Genova's Bridge (nick-named "Morandi"), among all those Italian a.o. Critical People, that he ill-treated, already since 2018, with Oppressive Contempt, by Slaming, right from the Beginning of a Text Published at his "Facebook" Account, ... - "Some IGNORANTS, who (dare) Still Discuss My Affirmation" (sic !), as he pompously said, Pushing them (including Morandi Bridge Fall Victims' Families, who, naturally, did No want the Place where their Beloved were Killed to be Transformed into a kind of "Kebab-Shop" Vulgar Banality) to "Think at Galatas' Bridge in Istanbul" !

It's in such a Strange Context, as that provoked by Controversial "Professore" Conte and his pal Mr. Toninelli, (Both, normaly due to be Ousted from the Italian Government, at the latest on 19-20 August 2019 : Comp. Supra), that the EU Member State of Cyprus currently finds itself "Surrounded" by 2 Turkish "Drilling" Ships, Backed by Ankara's WarShips, amidst various Provocative Statements by Turkish Officials, (including Maps Claiming that Ankara's EEZ should Extend until Egypt !)...

=> In the MeanTime, the much-needed development of EU's Potential for New Energy Sources, Directly Transportable from South-Eastern Mediterranean Area's recently Growing Findings around EU Member Cyprus, Israel and Egypt (possibly also others : See relevant Map), are Scandalously Delayed, while the EU, on the Contrary, expected to Finalise the Official Signature of "East-Med" Pipeline, reportedly on Autumn 2019.

+ At the Same Time, Preparations have just Started in Nicosia for New UN-sponsored Efforts to find a Solution to the Problem of Cyprus' Peaceful ReUnification, putting an End to the Division imposed by Ankara's persisting Military Invasion and Occupation of the Northern Part of the Island, according to UN Security Council's pertinent Resolutions.

 Cyprus' President, Nicos Anastassiades, just Met with the Leader of the Turkish Cypriot Community from the Occupied Territories held by Ankara's Invasion Military, Mustafa Akinci, and they reportedly Agreed to meet anew, at UNO's Headquarters in New York, on September 2019, Together with the Secretary General of the International Organisation, Antonio Guterres, Experienced former Prime Minister of Portugal, and former UNCHRefugees at nearby Geneva, (Comp. various Guterres' Replies to "Eurofora" in the Past, f.ex., at: ..., + ..., etc).

Anastassiades, who had Earlier pointed out that a Right Reply to the Recent Turkish Provocations was to seek ways to Advance towards a Political Solution, on the Basis of UN SG Guterrez Observations' Paper, on the Outcome of the Latest Top Level Talks at Crans Montana (Switzerland), back on 2017-2018, and mainly on that Stumbling Block provoked mainly by Turkey's insistance to Keep Occupation Troops in Cyprus and a Permanent Claim for Unilateral Military Interventions in the Island also in Future, but he also refered to a Set of Confidence-Building Measures (CBM) that he had already proposed as early as since February 2019.

But the Turkish Cypriot Leader's main Focus reportedly being, Now, essentialy on Cyprus' Energy Resources, (in Addition to More Demands for a Deeper Influence of the Turkish Cypriot Community in the Decision-Making process of a ReUnified Cyprus in the Future), President Anastassiades was Obliged to Reply also on such Topical points:

- In particular, Akinci's recent Claim for a Joint "Committee" to Govern all matters related to the Energy Resources of Cyprus was notoriously Rejected by All Greek Cypriot Political Parties, especially Because that is an Issue for a "Sovereign State's Government", and Not for Any kind of a mere "Committee" related to the Occupied Territories illegally controlled by Ankara's Invasion Army. Anastassiades ensured, however, Akinci that the Turkish Cypriot Community will have its Fair Share in case of Solution of Cyprus' Political Issue, Confirmed that a Set of concrete Measures are prepared for that purpose, (something that apparently interested his interlocutor), and Added an Offer to personaly Inform Akinci on the main Developments for the Exploitation of Cyprus' Energy Resources in the foreseable Future.

+ Meanwhile, Both the Latest EU Heads of State/Government Summit in Brussels, at the End of June 2019, and This Week's Quadrilateral Energy Ministerial Summit with the Participation of the USA, in Athens (7 August 2019 : Comp. Supra), confirmed their Support to EU Member State, Republic of Cyprus' Sovereign Right to Peacefully Explore and Develop its Energy Resources inside its EEZ, and Denounced Turkey's "Provocative" Moves, as an Imminent Decision of EU Leaders on relevant "Sanctions" for Turkey is due on Autumn 2019, (See also: ... + ..., etc).

 +++ In Addition, the Quadrilateral Energy Ministers Summit, between USA, Greece, Cyprus and Israel, earlier this Week in Athens on 7/8/2019, (which Should also be re-Joined by Italy asap, as all its Participants Jointly stressed), has just Decided to "Support the Establishemengt of an ENERGY CORRIDOR of the Eastern Mediterranean" Sea. This Strategic move is due to "Contribute ... to EU"'s Energy Security", mainly by "Actively Promoting the Diversification of Import Sources and Routes", as the official Joint Statement stressed, (Comp. also Supra).

=> This Obviously Adds, Together with the Strategic "East-Med" Gas Pipeline, Also LNG Ship Transports, and eventualy a Plan to Transform Gas in Electricity on the spot in order to Transfert the Electric Current to Mainland Europe by an Under-Sea Cable, (as Israeli Prime Minister Benjamin Netanyahu had already Proposed, during a Previous Visit to Cyprus, (etc).

+ Egypt's Fast-Growing, adjacent Energy Findings, given also a close and regular Cooperation with Neighbouring Cyprus, Greece and Israel, Naturaly is expected to Join one or another among those Energy Transport Means towards Europe's mainland, at any appropriate moment in the foreseable Future.

Various Other Energy Sources' routes towards Europe might, Obviously, be also Added and/or otherwise Associated (f.ex. in the Wider Context of an South-Eastern Mediterranean "Energy Corridor" to the EU, as this Week's Quadrilateral Ministerial Summit on Energy highlighted in Athens : Comp. Supra), at this Strategic CrossRoads : F.ex., inter alia, eventualy also through Syria, and/or the Suez Channel, from Iraq, Iran, and/or Caspian Sea, Russia (via Bulgaria/Greece), perhaps Libya and/or around Creta Island (where France's TOTAL and USA's ExxonMobil are due to Start soon Exploratory Drillings, as they Already did around Cyprus together with Italy's ENI, etc), Aegan and/or Ionian Sea, etc, (Comp. a relevant Map, above, at least for Part of such Future Possibilities).

But, at any case, one Crucial Dimension should never be forgotten : As we've already seen with the landmark Facts cited above, this East-Med Pipeline is Not Only about Gas. Ipso-Facto, it's also about Europe's Security, History and Identity, as well as Independence, (Comp. Supra). And, if Handled Appropriately, even for much More : I.e., instead of an Apple of Discord, rather a Real-Politics', Down to Earth Incitement for notoriously much Needed there Peace !

Already, by Indirectly involving, almost at the Same Time, in Parallel israel and Egypt (among others, also f.ex., via Systemaic Trilateral Summits with EU Member States Greece and Cyprus, added to ENI's important Recent Fidings at Nile River's Delta, France's active Diplomacy and other Key Relations as well as Marseille's "Foss II" New Big LNG Terminal, etc, Comp. Supra). But Also by Adding an Important Economic "Bonus" for Turkish Cypriots, due to become all Full Citizens of a United Cyprus in the Future, (and, why not : even Turkey itself) in an appropriate way, if and when they would Really Advance towards a Peaceful ReUnification of Cyprus, allowing to Solva that Pending Problem, according to Basic European (EU/CoE) Values and UN SC's pertinent Resolutions, (on the Condition, at least as far as "Eurofora"s Wishes are concerned, that such a move might even Help Settle Ankara's notoriously "Heavy" Problems on core Human Rights' issues). And, again, Why shouldn't that Help Even to Alleviate at least some Partial and/or Preliminary Solutions for the Tragic and too Long Problems of the Middle-East Problem (not to speak about All Lebanon's, perhaps even Syria's Potential Contribution to the above-Mentioned "Energy Corridor"), which has notoriously Hampered, by Ricochet, all Mediterranean Sea's Economic Development, through Possible and Desired Cooperations between Neighbouring African/Asian Coasts' Countries and Europe, (from Lebanon, Jordany and Syria up to Tunisia, Algeria and Morocco, etc) until now ?

Italy's (whose ENI Company is Active in Cyprus and Egypt's EEZ) Foreign Minister Enzo Moavero (from a Center-Right linked to Salvini and Berlusconi, etc), who made This Week the 1st Visit of an Italian MFA in Greece during the last 3 Years, meeting President Pavlopoulos and Foreign Minister Dendias (Comp. Supra), reportedly spoke there also about "Ties Between Greeks and Italians ... made up of a very Ancient Relationship and a Multi-Millennial Civilization", according to ANSA. Obviously, these are not far away from Phoenician, Israeli, and/or Egyptian Histories... But Moavero (cited even by Dendias) Also reportedly spoke about projected "Joint Initiatives" for "Stabilisation of that Area by the Cessation of many Conflicts", with "full Involvement of EU Member States and of the EU".

New Greek Prime Minister Kyriakos Mitsotakis, during his 1st Official Visit Abroad, made Recently in Cyprus, to meet its President Nicos Anastassiades, reportedly Discussed there Both the current Prospects for eventual New Efforts to Solve the Cyprus' Issue, according to EU's Values and UNO's pertinent Resolutions, as well as the Recent Developments on-going about the Energy Findings there, added to Turkey's behavior, etc. And Cyprus' President Anastassiades, has Recently stressed that a Main Reply to Turkey's controversial Behavior around those Growing Energy Findings in Cyprus' Sovereign area and EEZ, are Both EU's prepared Sanctions, and New Attempts to Relaunch Efforts for Progress in a just Solution of Cyprus' Issue according to the above-mentioned EU and UN SC Principles.
