*Strasbourg/BNU/Angelo Marcopolo/- Logically KickStarting in Strasbourg's National University Library the "First" in a forthcoming Series of Periodical Dialogues between Ministers and Citizens on Topical Issues of common interest, where European Journalists, including "Eurofora", had been Invited, the current CoE's President-in-office : Young new French Minister for European affairs, Amelie de Montchalin, Aged Just 33 y.o., Surprized from the outset by Appearing as a much more Mature, well Grown up Human Personality than one would guess, (that we had just Crossed in the Past, but not really met, except from a vivid Memory of her Interrogative, Serious and profound eyesight).

Interestingly and Topically Starting and Concluding by the state and perspectives of Democracy Nowadays, just after the May 2019 EU Elections, this exercice followed a Long Thread piercing through Various Issues : Global Economy, Germany, EU's Enlargement in Western Balkans, CoE and Russia/Turkey, BREXIT, East/West European Countries, Young People's prospects, etc, (See Infra).

- Replying to a 1st Critical Question, which Opposed the Fact that no less than 34 Political Parties had just contested the Latest EU Parliament's Elections in France, (in a Similar move as, also, in Other Key EU Countries, as, f.ex., Germany, a.o.), while Establishment Medias' overall behavior, including allocaated Time for Public Debate, made some Doubt "if Democracy was Real" Nowadays, Amelie de Montchalin went right to the Essenials :

- "First of all, I am a Citizen, working Family Mother of 3, and Not a Professional Politician. Because, Politics, for me, are like a Mission !", she stressed from the outset.

This came from someone who had personaly chosen to make University Studies, in Parallel, Both on History, at Paris' prestigious Sorbonne, (where President Macron presented his main Proposals for Changes and Reforms in Europe on 2017, and "Eurofora" had a Chance to meet Simone Weil on 2010: See ..,), as well as, also, on Economy, at Paris-Dauphine. While, (by an Irony of the Sort for a European and even French), she studied "Public Administration" in a Master at ...USA's "Harvard Kennedy School", (named after the Legendary Murdered President John F. Kennedy, Brother of the even more Legendary Robert Kennedy, also Murdered soon afterwards). Economy became her main Job, both in the Private Sector, in EU Commission, and as a specialized MP, before, at last, Fusionning Together with History, from this Year 2019, as New EU Minister.

- In Democracy it's Better Not to always Delegate Everything to Others, But also for Citizens to be Committed and Participate, advised de Montchalin, Expressing her Satisfaction for a "Record" High, Popular Turnout of an Absolute Majority of 51% of Voters in the Recent EU Elections, for the 1st Time in the Last 20 Years (1999 - 2019).

- In fact, this Government is "Trying to promote the Emergence of a Deliberative and Participatory Democracy", she Stressed, (indirectly, but surely, Refering, inter alia, also to Macron's landmark Speech of September 2017, Symbolically given at Athens' Acropolis' "Pnix" Rock, where Ancient Greek Direct Democracy had been Invented and practiced, But also, interestingly Near to "Eurofora'"'s 1997-2019 Project for Dialogue, with Modern Technologies, between Citizens and Public Administrations Before Important Decisions are taken which Affect their LIves and/or Society at large).

    =>  - Indeed, "Democracy Needs a Time for Debates", and, "at any case, it's a Gain for Democracy to have More Time for Exchanges", for Public Dialogue, underlined, in Substance, the new European Affairs' Minister, Amelie de Montchalin

+ Returning Back to this Matter, even at the Conclusion of Today's Meeting (Comp. Supra), she also stressed that, "a real Democracy, Obliges" its Agents "to be Accountable" vis a vis the People, and "to Explain" the main Issues, as well as to "Make Visible their Activities", and, "Most of all : to Reply to Citizens' concerns".

>>>Significantly, this was Topically underlined, by the Young French new EU affairs Minister, just a Few Days After Prime Minister Edouard Philippe (to whom referred the Press Release for de Montchalin's visit to Strasboug, send to "Eurofora" and other Journalists), officially Announced, at the National Assembly in Paris, the Intention to Table, on July in the Government, and on September in the Parliament, a very Controversial Draft Law allowing, for the 1st Time in History, many Thousands of Artificial Births of Human Beings via Genetic Technologies, on the Demand by Lesbians. + Moreover, Meanwhile, the President of France's National BioEthics' Committee, Professor Delfraissy, has just Confirmed, to "Eurofora", that, among those Issues on which there is "a Big Gap" between consulted People's Views and Government-proposed Draft Changes, is, precisely, also this Matter, (See: ..., etc). And the Public Consultation, which was made with a special Web Site, has already demonstrated that the Most Controversial Issue, was, precisely that of various Artificial Methods of giving Birth to Human Beings through sophisticated Technologies, which had gone too far, according to a Large Majority of the People who Participated to those Votes, (See relevant Screenshots, etc). In Addition, since that March-April 2018 Consultation, there has Not Been any other, New Public Consultation, Not even After the Heritable Gene Editing Scandal of November 2018 (Comp. Supra), which should, normally, Augment the Number of People Opposed to so Important Dangers Now, on Mid-2019+...

- Significant of the Volatility of Positions even of Key Political Actors on this "Hot" BioEthical Issue, it's even ...Prime Minister Philippe himself, who used to be "Against" such a Controversial Measure Initially, before Changing views, Later-on, as he has explained.  And this was even BEFORE that November 2018 Heritable Gene Editing Scare !

- Even if Adelie de Montchelin didn't have Today an opportunity to speak more Explicitly about this Concrete Issue, nevertheless, she Topically stressed the General Importance for Democracy  Nowadays, to hold Sufficient Public Debates, and Exchanges of Citizens with Public Administrations on such Crucial Matters for the People, (and, in this particular case : even for all Society and Humanity at large, Comp. Supra), speaking in Strasbourg Today, i.e. shortly After a landmark CoE's Conference, precisely, on "Public Debate" for the "Governance of New Technologies", (See: ..., etc), and as "Eurofora" has just Registered, for possible "Lab" Discussions at the forthcoming "World Forum of Democracy" (November 2019), also our Project, nick-named here "4D" (for "Digital Democratic Dialogue in Decision-Making", between Citizens and Politicians before Measures affecting their Lives and/or Society at large, in Modern Democracy", probably in cooperation with Strasbourg University's "Institute of Research Carré de Malberg", where we are attached as Doctorant for a State PhD Thesis on relevant Legal aspects), after having briefly but topicaly evoked that move also with the CoE's French Presidency's Top Diplomat, Ambassador Mattei, (who encouraged us), as well as CoE's competent Director for Democratic Governance, Claudia Luciani. Meanwhile, de Montchelin, speaking Both as French EU Minister, and CoE's President in office, Announced, Today, also an Intention to Develop further Europe's "Budgets for Citizenship".

+ Interestingly, when "Eurofora" simply evoked our interest on such "Participative Democracy" Projects, in relation also (mutatis -mutandis) with EU's "Lisbon Treaty" provisions for "Regular Dialogue" between Citizens, "Civil Society", and "EU Institutions" on their Activities, (Comp., f.ex., inter ala, also : ..., + ..., etc), and President Macron's initially Positive Reply to "Eurofora"s relevant Question (on April 2018, at Saint Dié : See ...) if he Intends to use that, untaped yet, EU Treaty Potential in order to Boost EU-Citizens Debates Before Decisions, regularly in the Future, Amelie de Montchalin's Press Spokesman immediately pointed at the "Labs for ReHauling Europe" (alias : "Ateliers de ReFondation de l'Europe"), that Macron has Recently launched a call to organise, EU-Wide, "Before the End of 2019".

* Starting to Deal with various other Concrete Issues, the French EU Minister replied to a Question on President Macron's recent Speech, at nearby Geneva, to the International Labour Organisation, on some Strategic Changes in Economy :

- She chose to Highlight mainly the facts that the Economy needs, nowadays, to Better Use its Natural Resources, i.e. in a more Ecological way. Meanwhile, the WorkForce needed a lot of Adequate Education and Training. Last but not least, in order to avoid "a Capitalism going Astray", Workers should get enough to survive from their salaries : For that purpose, it would be good to introduce a kind of "Minimum Wage", which should be Calculated Not in abstract terms, same for all, (because the Living Standards Varied widely among EU Member Countries), but in relation to the 50% of the Median Wage in Each Country.

* Among the Other Questions raised to ADM, one concerned the Franco-German Relations, and particularly the cases of possible Disagreements :

- Germany, sometimes, appears to be "Different", from France. "What should be done ?", she resumed, diplomatically, (in this Delicate Issue, from which obviously depends Europe's Present and foreseable Future).

Significantly, Amelie de Montchalin carefully avoided, here, anything which might, eventually, be perceived as a counter-poductive or damaging provocation, Contrary to anOther, inexperienced French politician, who would have Recently gone as far, according to Press Reports, as to blatantly claim, in Brussels, that, Nowadays, "Europe's Problem is Merkel" (sic !)...

- In fact, most Often, the Main point is that the 2 Countries have "Different Political Systems", the New French Minister for EU Affairs prefered to Focus on :

- Indeed, France has a Presidential system, while Germany basically has a Parliamentary one. So, while in France main Decisions can be Taken or Hihlighted by the President of the Republic, on the Contrary, in Germany, they have to be taken by the Parliament (Bundestag), where there are "Tensions", and "a Need for Compromises", therefore, "Negotiations" (among Political Parties).

=> So, several times, when France advances an Idea on Europe, Germany might seem to Refuse that, but, in Fact, it simply "is Not Ready, yet", f.ex., because this might need some Months' time, she estimated.

+ Meanwhile, concerning, f.ex. "AKK", (i.e. Angie Merkel's Ally, Friend and Successor in the Governing, CDU Party), Amelie de Montchalin, observed, inter alia, also the Fact that she is "from Sarre", i.e. not far away from here, "knows" how to work together with France, etc.

>>> At any case, France's way to seek Agreement, usually is to Speak and Explain, as well as to Present concret Projects, and Try to Attract other Partners together, she observed.

* As current PanEuropean CoE's President in Office, for the Period of May - Novembe 2019, naturally, the French Minister could Not Avoid a Question on the most "Hot" and Topical Issue of Russian MEP's eventual Return, back to CoE's Parliamentary Assembly, after More than 4 Years of an UnPrecedented Absence, since a Manipulative Minority of MEPs had Voted too Heavy "Sanctions" against their Participation, Speech and Voting Rights, under Pretext of the Controversial Ukraine's Conflict, since 2014, (See, f.ex.:  ..., ..., .., etc), in Reaction to which, Moscow has Suspended its Annual Financial Contribution to CoE's Budget from 2017, resulting Nowadays in a situation where even CoE's "Programs for Young People" were reportedly Threatened, Nowadays, to be "Cut" for Economy, as a participant denounced !

+ Given the Fact that the CoE was notoriously Preparing, for this June 2019 in Strasbourg, an Important Attempt to, at last, put a Full Stop, on such Problems (See: ..., etc), the French Presidency's CoE's President-in-office was also asked Today whether, by Solving that Russian Issue, they could also Solve the Problem of Turkey, (who had Earlier asked to Extend the Number of its MEPs to Strasbourg up to the Highest possible level : that of "Grand Payeur" ["Big Payer"], i.e. of those CoE Member States who Pay the Biggest possible Annual Financial Contribution to the CoE's Budget, but, Afterwards, Ankara's Government, Suddenly decided to Stop Paying that Higher Price, WithOut, however, to Lower the Number of its MEPs at the CoE Back to its Previous Level (sic !), thus Obtaining an Undue Benefit, to the Detriment of CoE's already Strained Budget, (and Even withOut Any Previous Warning) !..              

Amelie de Montchalin, in her Answer, replied in General Terms, as a matter of Principle :

- "CoE is a Wonderful Organisation", which allows to All 800+ Millions of Citizens of its 47 Member States to Directly Apply to the ECHR in Strasbourg, whenever they might feel that their Human Rights have been Violated, she underlined from the outset.

=> That's why we are Trying to ensure that All those Countries can stay Full Members of the CoE, and, Naturally, in that case, they Have All to fully Pay their Annual Financial Contribution, so that CoE's Budget has no more problems, including that for Young People policies, she highlighted in reply.  

- Obviously, in order to obtain that, it's also necessary to make some very delicate Diplomatic Efforts : F.ex. you know the Situation in Ukraine, the French EU Minister simply evoked, (while the New Ukranian President, Zelensky, recently Elected, is reportedly due to Meet with French President Macron, next Monday in Paris).

>>> But, at this moment, "I have Good Hope" that things would Go Well, particularly in (crucial) CoE's Meetings that we'll have in about 15 Days (at the PanEuropean Organisation's Parliamentary Assembly's Plenary Session of Summer 2019, where she is due to personally participate, address the Assembly, and Reply to MEP's Questions, as Representative of the French Presidencty of CoE's Highest Political Body : that of its Committee of Ministers).   

- For that purpose, I have Carefully Examined the overall Situation, and Spoken with Many People Nowadays, Amelie de Montchalin added, (probably evoking mainly a recent Important Meeting, in Paris, of CoE Assembly's powerfull "Standing" Committee, and Not only Today in Strasbourg), but withOut explicitly citting concrete Details.

* Her Replies were Longer to Questions concerning EU's Enlargement and Other Policies, mainly towards the Western Balkans, and relevant moves vis a vis Northern Macedonia and Albania.

EU Commission has recently Published its Report on such matters, (shortly After the EU Elections), and such issues are due to be Discussed by EU's Foreign and EU affairs Ministers "Next Tuesday in Luxembourg", where de Montchalin will represent France, as she simply noted.

- But, Amelie de Montchalin Denied a Claim that France might have Already officially decided (as well as the Netherlands, etc) to Refuse the Opening of Accession Negotiations with Northern Macedonie and Albania : In fact, there is "Not Yet" any Official French Policy on that precise point, she stressed, at least for the Time being.

- The Only thing that President Macron has said, in this regard, is that he does Not feel that the Time is ripe Nowadays for Any EU Enlargement, (reportedly as long as Europe has Not yet made Significant Advances towards a ambitious and efficient Integration), she reminded, as a matter of General Principle.

+ This Key Point was Confirmed, also by a Written Official Press Statement Published, later Today, by the French Foreign Ministry in Paris, which also Insists, as a matter of Principle, on the Need for all aspiring Countries, to make Sufficient Efforts to really fullfill the Numerous Conditions set up by the EU, withOut any pre-determined Time Deadline.

- De Montchalin prefered, in Strasbourg, to Focus on the main character of the various decisions concerning EU's Enlargement, as "a long Processus" :

- F.ex., we shall speak about that, Next Week (June 2019) a Luxembourg, (Comp. Supra), while I have Meetings with the Foreign Ministers of Northern Macedonia recently and Albania even Today, and, Afterwards, we shall anew speak again on September, etc., she Simply highlighted.

On this occasion, the French EU affairs Minister acknowledged that Northern Macedonia has recently made Progress, including in the Agreement with Greece, etc., while, another Press Release from the Foreign Ministry in Paris, on her meeting with Albania's Foreign Minister, reminded, inter alia, also the Efforts that Countries aspiring for EU Accesion must accomplish, including on "irregular Migration", etc.

(An Ambiant, but uncertain yet, Feeling of experienced EU Observers, is that, to put it in a Nutshell, in fact, the EU would like to have, sooner or later, an Albania reminiscent of the Famous Historic Personality of a European as Skanderberg Hero, or Writer Ismael Cadaret, etc. But not so much a kind of Residue from the Former Ottoman-Turk Medieval Empire's Foreign Invasion/Occupation. While, as far as Northern Macedonia is concerned, it all seems to be rather a matter of certain key, Concrete Achievements to make asap).  

=> But, Amelie de Montchalin seems to have anOther (Different, perhaps Complementary, but Not necessarily Antagonistic) Viewpoint about Countries aspiring for EU Enlargement, and "particular our Western Balkans' Policies", as she evoked, and Explained Today in Strasbourg :

-  In Practice, any EU's Enlargement Process is a Long Endeavour, mainly about a Series of Legal Requirements, which may be Totalling around ... 6.000 Concrete Questions, she warned.

>>> In Fact, EU Enlargement, might, in some cases and/or periods, be a Bad Solution : F.ex., we have seen various Candidates make Different Pathways, others advance, but others retreat, while Turkey remains at a long standstill, etc.

=> While there are other Important, Real Problems, underlying, beneath the surface : F.ex. a Need for productive 'Economic Investments, Education, Cultural cooperation', etc., the New French Minister for EU Affairs Highlighted, in Substance.

- We saw that, mutatis-mutandis, in one way or another, inter alia f.ex. in some Massive Exodus of Qualified Young People, towards Western Europe, from Ukraine, Lithuania, Romania, and other Countries, she pointed out.

>>> So, EU must pay Attention also to such Legitimate Aspirations of the People living there, in order to Invest in their real Priorities, she advised, in Conclusion, at least for the Time being.

* Last, but not least, while the UK's Governing Party of Conservatives is currently engaged, during the Next Few Days, into a Crucial Process of Choices for its New Political Leadership, the new French EU affairs Minister, (who has Recently paid an Official Visit to the London), was invited to present her view on "BREXIT", as things stand nowadays :

- First of all, BREXIT is a matter of "Sovereign" Decisions, she stressed, as a matter of Principle, from the outset.

- Soft or Hard, with or withOut Deal, Brexit or no Brexit : Whatever happens, "My Conviction" is that it's mainly a Question for the British to Decide. The Decision must come from the British System itself, and Not from EU Commission or Anybody else, because, Otherwise, there is a Risk to be accused for Foreign Inteference, she Warned.

- Most Important : At any case, even if there is BREXIT, the Future Relations with Europe will be Important, and, especially, those with France, particularly Developed, Amelie de Montchalin Optimistically stressed :

- F.ex., I have partly Grown up Near Calais' Seaside area, where the Coasts-lines between the UK's and France's Shores are very Close to each other : They are Not going to be Displaced, Neither pushed one far Away from the other, only because there might be a "Brexit" sooner or later !, she pointed out.

- So, whenever the British would like to go to (Continental) Europe, they would Always have to Cross, mostly through France, if not through the Netherlands, etc., she practically observed.

=> That naturally means that Our Future Relations are going to be "De Facto" Important, the new French EU affairs Minister estimated.

+ More generally, Our Future Relation, between the UK and the EU, will be, de Facto, Big and Intensified !", de Montchalin stressed in Conclusion.

- In fact, My Impression is that the UK did Not like to have a "Political" Europe, but, on the Contrary, wants to have Good Trade Relations, Cooperation on Security, Scientific Research, Historic Cultural links, etc., i.e. a Large Horizon in front of us, she advanced.

However, "Eurofora"s view, and 1st hand experience from Brussels' Summits to Simple UK Citizens then, is that such an overall appreciation seems to Fit Better the Idea that former UK Prime Minister David Cameron had initially in mind, than the main Ambiance reigning among most British People at the Moment of the 2015-2016 Referendum, as notoriously Exploited by Nigel Farage+, which was much More Influenced also by that UnPrecedented Giant "Tsunami" of Mass Asylum Seekers/Irregular Migrants, then Tresspassing inside Europe through Turkish Smugglers, and rapidly Reaching the British Coasts, (as well as Germany, up to Scandinavia, etc), while various Brutal Aggressions against innocent Civilian People were just Starting ...

- Already, Back on 2009 EU Parliament's Elections, Farage had managed to "Explode" the Number of his UKIP's MEPs, just by placing their whole Campaign under a Banner's Heading : - "No to Turkey's EU Accession into the EU !", as he had personaly Warned "Eurofora" in Strasbourg, just a week earlier...

+ Similarly, on 2015-2016, he notoriously Brandished everywhere (including at UKIP's Tour Bus) a Big Photo of that Huge "Tsunami" of more than +1,5 Millions Non-European and mostly Heavily Islamized People Massively Tresspassing inside the EU through Turkey, while also Warning Against a Controversial EU - Turkey Deal, obtained by Ankara's Politicians' Blackmail in a Brussels badly hit by Deadly Islamist Terrorism then, which, among others, Promised, then, even a ..."Visa-Free" regime for 81 Millions of Turks throughout the EU !

=> So that, Nowadays, and After several Years of Deadly Islamist Terrorist Attacks, cowardly Targetting innocent Civilian People throughout all the EU, (from Paris to Berlin, and London: many times hit, Manchester, Copenhagen, Stockholm, Helsinki, Barcelona, Brussels and Strasbourg, etc, between 2015-2019), added also to Massive Rape Attacks against Women and even small Children, (some of whom committed Suicide), from Köln 1/2016, UK's Rochdale, up to Finland's Oulu on 2018/2019, etc., and as, in addition, British People's Democratic Vote was blatantly dismissed by an astonishingly Contemptuous Wemnister's Establishment, (whose Behavior had even Surprized EU Commission's President Juncker, as he told Journalists, including "Eurofora", at a Press Conference in Brussels' EU Summit of December 2018 : Comp. ..., etc), it was, obviously, even Easier than before for Farage's new "BREXIT" Party to surf in the latest EU Parliament's Elections of 2019, at the 1st Rank...

>>> So that, if EU Leaders really want also to attract the British People back to the Continental Europe, in one way or another, they should obviously Start from Protecting the elementary Safety of their own EU Citizens, nowadays !

=> "Eurofora" Publishes hereafter (See Infra) the Full Official Text of that landmark USA - Mexico Agreement on Mass Migration, as it has just been Presented for the Press, in an Official "Joint Declaration", released by the North American "State Department", which played a key role in the last-minute negotiations at Wash. D.C. :

- The USA will be able to "Rapidly" Arrest and Return Back to Mexico ALL those Trespassing the Borders towards the North. On the Contrary, according to that EU - Turkey Deal, it's Only those who did Not Lodge any Asylum Demand, or whose Demand was Rejected, who should Return Back to Turkey...

=> So that the Mass Asylum Seekers "may Await" the Result of their Demand in Mexico, which will accept them "for Humanitarian reasons", and "also offer Jobs, Healthcare and Education". The USA only promises to "Accelerate" the relevant Asylum Examination Procedures.... On the Contrary, according to the EU - Turkey Deal, all Mass Asylum Seekers can Remain Inside Europe !

+ Meanwhile, in order to Prevent such Massive Border Tresspassings into USA, Mexico commits itself to "take unprecedented steps to Increase Enforcement to Curb Irregular Migration", including by "the Deployment of its National Guard throughout" the Country, but giving a "Priority" to "its Southern Border", towards the rest of Latin America.

In Addition, Mexico promised also "Decisive Action" in order  to "Dismantle Human Smuggling and Trafficking Organisations", "as well as their illicit Financial and Transportation Networks". It seems that it has Already Started to act in this direction now, (f.ex. by "Freezing" the Bank Accounts of Dozens of people suspected to be Smugglers, etc). On the Contrary, we saw almost Nothing Similar from Turkey, since 2015/2016, or Rarely (f.ex. some alleged Arrests of a Few suspected Ring-Masters in Human Traficking Only Recently, on 2019)...

>>> On the Contrary, Turkey had Asked, and Obtained, from the EU to Regularly Pay Ankara ... 3 Billions € each Year, in full Grants (Not mere reimbursable Loans) ! An UnPrecedently Huge Amount of Fresh Money...

The Only Visible Move towards a Similar Direction in the American case of Today, is an Interesting, but Vague promise that Both "USA and Mexico", "will Lead in Working" (sic !...), Together "With" Other unnamed "Partners", (not only "Regional", but also "International"), in order "to Build a more Prosperous and Secure Central America, to Address the underlying Causes of Migration",..."so that Citizens of the Region can build Better lives for themselves and their families At Home".

    => In this regard, "US and Mexico" simply..."Reiterate" a "Previous Statement of 18/12/2018", that "Both Countries Recognize ... Strong Links, between ...Development and ... Growth in Southern Mexico", and "Prosperity, Good Governance, and Security in Central America". Thus, they also "Welcome" a "Developmen Plan, launched by the Government of Mexico, in concert with the Governments of El Salvador, Guatemala and Honduras" recently.

    However, mutatis-mutandis, it's Not Obvious at all that Turkish President, Mr. Erdogan, might, eventually, had been Satisfied, back on 2015-2016, if the EU had Proposed,

Instead of those 3 Billions € in full Grants each Year (Comp. Supra),

Only such a Vague Promise to merely ... "Work Together" with various "Partners", including the UN, for "a more Prosperous and Secure" ... f.ex. "Middle-East Region" (sic !).

Would that be Enough for Mr. Erdogan ?

If Yes, then, Where Turkey might Find 3 or 4 Neighbouring Countries of the Region, f.ex. for an equivalent "Development Plan", (as Mexico) ? Since Ankara notoriously Quarrels with Greece, Cyprus, Armenia, Syria, even Iraq, not to forget the various Kurds, etc., it doesn't seem to have many Choices left...

+ But, in tha Controversial 2015/2016 EU - Turkey Deal on Mass Migration, Ankara attempted to usurpate Also several Other big Benefits, that Mexico didn't even Dream to get, Now, on 2019, from the USA :

    - F.ex. the Pressure was High (and might still become anew, it seems) also on Ankara's Claim for ...ALL Turks to get a Massive "Visa - Free" Status inside the EU, (which, would practically allow to 90 Millions of Turkish Passport-holders to Live, stroll as Tourists, Study, Work, intermix with the European Population, build and visit or preach at Mosques here, etc., more than 6 Months Every Year inside Europe, withOut even having to make any demand, neither ask the Authorisation of anyone !

    Something which, obviously, might provoke Various Socio-Cultural Problems and Risks, including of Security, given also a notorious Islamisation, recently in Turkey, where ISIS, Al Queda offsprings and/or Other Extremists exist still further, while even the affair of an alleged Turkish Secret Service Agent who suddenly entered in France and reportedly Murdered 3 Political Dissident Women in Paris on 2013, has not yet been elucidated, but added also to the Wider, and more Recent Scandal of alleged organized and systematic "Spying" against any kind of Political Dissidents or simply Critics, even of Journalists, etc, througfout all Germany and other EU Countries, via a Network of Islamic Mosques, in fact Controlled by the Turkish State, (etc)...

    A stuborn Refusal, by the Turkish Government, to adequately Reform its Legislation, in order to fulfill some elementary Human Rights and Democracy Issues, which are elementary Conditions for any "Visa Free" regime eventually attributed to anybody by the EU, as well as the increasingly UnPopular character of Turkey's Massive "Visa-Free" Claims inside the EU, added to the above-mentioned Dangers, (Comp. Supra), made the EU Politicians decide to Skip that Controversial point, which went Out of the Agenda, (even if Ankara, reportedly still aims to try to bring it back, on the table of negotiations, at the first occasion)...

    >>> On the Contrary, Mexico...Never Asked from the USA to accept it as a so-called "Candidate to Accession" (sic !) in the North American Federation, as a 51st Member State, so that it might Totaly Enter Inside the US itself, dangerously Enlarged up to Guatemala, in Cental America, or even troublesome Colombia, in South America, etc... And there wasn' ever any USA Top Politician so Crazy as to Ask for such a cumbersome and abnatural US "Enlargement" there, (Independently of Punctual USA Interventions just to the Strategic, InterContinental "Panama" Channel, etc, but No Further around).

    Having Started at about 1999, this cumbersome and Strange Move towards a so-called "Enlargement" of the EU to Turkey, notoriously Faced, Soon, "Hot" Controversy and Opposition from the European People, who Launched an UnPrecedented a Series of 3 "No" to EuroReferenda, between 2005 - 2007, (in France, the Netherlands, Ireland, etc), with the Result to initially Block, and Later Delay EU's Integration, (with the Rejection of a Draft EU "Constitution" on 2005, Obliging to Wait until "Lisbon Treaty" managed to, at least, Add the Minimum Necessary, Later-on, from 2010, (having practically "Freezed" the question of Turkey, from 2007-2009+), so that, in the MeanTime, Europe found itself UnPrepared to Face the Global Economic Crisis of 2008+..., and is, in fact, Still Struggling, until Nowadays, to Catch up...

    It's in such an Exceptional and Difficult Context, that Turkey Added, precisely from 2015/2016, even that UnPrecedented Huge "Tsunami" of more than +1,5 Millions of Mass Asylum Seekers/Irregular Migrants suddenly Tresspassing in Europe through the Turkish Borders to EU Member Greece, up to Germany, Sweden/Finland, etc, Mixed up, at the Same Time, even with Deadly Islamist Terrorists' Attacks cowardly Targetting innocent Civilian People even Inside Europe, led by notoriously Turkey-Friendl "ISIS" Gangs, which Notoriously Aggravated the Situation also by Bringing UK's "BREXIT" at a 2016 Referendum, closely Followed by more Widely Spread, various "Euro-Sceptic" Political phenomena throughout Many EU Member Countries, while also, ipso facto, pushing to Divide anew Europe in an "East/West" Separation, more or less Similar to the CounterProductive"Cold War" Period of a Dangerous Past.

    => So that, it's Only when, even Mainstream Top EU Politicians from the Establishment, started, Recently, to Promise to the People, inter alia, also, that Turkey's Controversial and UnPopular EU bid, after having been "Freezed", will be Definitively Droped in the foreseable Future, and that Europe intends to Protect its Citizens, Defend its basic Values, while also having an Ambition to Develop its Economy and Role in the World, (as some, from various Political Horizons, promised, in particular during the latest EU Parliament's Elections of May 2019, suddenly, among others, even the Participation of EU Voters Jumped up with a Record-High TurnOut, with an Absolute Majority of People Casting a Vote, for the 1st Time during the Last 20 Years: 1999 - 2019 !     + And Now, this Brand New USA - Mexico Agreement on Mass Migration, published on June 2019, is a Fact which clearly shows that, indeed, it's Not Necessary, Neither to Block 3 Billions € each Year, in full Grants, only for a key Transit Country (like Turkey or Mexico, etc), Nor to Jeopardize EU's and/or USA's Future by making so Heavy and UnPopular Concessions to such a Neighbouring Country, as to give to it a "Free Visa" Status for its Many Tens of Millions of Population, or, even worse, to irresponsibly promise its full Accession into the EU, or into the USA (Comp. Supra) !

- How, then, did the New US President, Don Trump, achieve that Result ? It's well known that Trump, in the case of Mexico, as also, mutatis-mutandis, in the still Pending case of China, reportedly used the Threat to Impose a Tax on Imports, (Starting by 5%, in the case of Mexico, due to Grow progressively, during the Next few Months, up to 10%, 15%, 20%, etc), associiated to a Crystal-clear Time Deadline, (that he had fixed, in this case, for Next Monday), during which an Agreement on Tackling Mass Migration had to be Found, as, indeed, it was succesfully done (Comp. Supra). He has just even Warned Mexico, soon Afterwards, that if this didn't work, and/or was somehow undemined, then, the above-mentioned USA Tax on Mexico's Imports would immediately be brought Back on the Lime-Light...

- If it was so "Simple", then, Why didn't Europe do Alike, previously, in the Similar Case of Turkey (Comp. Supra) ?

Good Question, which is obviously raised Nowadays. But it's also True that the Real Situation, the overall Context, in which Europe had Previously Faced that UnPrecedented Huge "Tsunami" of more than +1,5 Millions of Mass Asylum Seekers/Irregular Migrants, suddenly tresspassing into the EU through Turkey, back on 2015/2016, not only had Not let Brussels any Liberty to Choose the Right Moment to Act, since Europe had to do something Urgently, then, but, Moreover, and "a fortiori", the EU notoriously Faced, then, almost at the Same Time, in Addition, some Serious Threats also from various and Many Deadly Attacks by Islamist Terrorists, Cowardly Targetting innocent Civilian People, at several Cities throughout Europe, including, then, even Paris, London, Berlin, Copenhagen, etc., added to ...Brussels itself :

- Indeed, it's, precisely, even right in the middle of an UnPrecedented, "War-like", absolute "Lock-Down", suddenly imposed in Brussels in the Aftermath of Paris' Mass Deadly Islamist Terrorist Attacks, already since November 2015, closely Followed also by another Double Islamist Terrorist Attack in Belgium's Capital too, including the Airport and "Maalbek" Metro Station at the European Quarter, that ... Negotiations with Turkey unfolded for EU Leadership, including, mainly, by the German Chancellor Angie Merkel, accompagnied also by Experienced Top MEP Elmar Brok, (as he Described, Later-on, to "Eurofora") etc., which resulted into that Controversial EU - Turkey Deal on Mass Migration (Comp. Supra)...

Some among the Paris/Brussels Attacks-related Islamist Terrorists had even Recently crossed EU's External Borders in Greece through Turkey, (the notoriously favorite corridor for ISIS' Deadly Gangs' come and going routes),  Disguised as so-called Pseudo-"Refugees" !

=> In such a Context, even the Experienced President of EU's Biggest Political Party, that of ChristianDemocrats/EPP, former Long-Time Chairman of EPP's MEPs Group in EU Parliament, Replying to "Eurofora" a.o.'s Questions during a Conference organized in Strasbourg's University at the Beginning of March 2016, (at the Eve of an imminent Brussels' Meeting for an EU - Turkey Deal on Mass Migration), clearly Acknowledged that, in fact, the EU was Facing a real ..."Blackmail" attempt by Turkey then...

On the Contrary, Islamist Terrorists' Deadly Attacks Never Reached USA's Washington DC Political Headquarters, (even if, during former POTUS Barack Hussein Obama's era, there were bloody Bombings Nearby, f.ex. at Boston, New York, etc). And Soon, under the New Presidency of Don Trump, even a Previous Series of Deadly Islamist Terrorist Attacks also throughout various USA Cities, started to Disappear, until ISIS was, moreover, Defeated even at its HQ in Syria/Iraq, during 2017-2018+.

=> Does this Difference of the Recent Past, necessarily Mean that Europe, even Nowadays, perhaps canNot do Anything, vis a vis Turkey, which would be SImilar to that apparently Successfull Move of New US President Don Trump in the above-mentioned case of Mexico ?

    - Not at all ! Simply Because, Facts clearly show that Europe, not only has, Nowadays, Similar "Weapons" for an Efficient Pressure, as that which has just been used by Trump in the Mexico Mass Migration case, (Comp. Supra), but, in Addition, the EU has even some More Arms than USA, in this regard !

    * The 1st Point is Easy to Attest : Indeed, concerning the above-mentioned Threat to Impose Taxes to Imports from Neighbouring 3rd Countries of Transit for Mass Migration, (Mexico for the USA, Turkey for the EU), it's true that while Mexico's Exports to the USA and Canada reach the Heights of almost 80%, comparatively, those of Turkey to Europe are about 57%. But that looks Enough. +Also, 346 Billions $ Exports from Mexico to the USA, is Not DisProportionate to Turkey's 76 Billions € Exports to the EU, since, inter alia, the Population of Mexico is Bigger : 125 Millions of People, while that of Turkey is naturally Smaller : About 81 Millions of People... I.e., Equivalent Economic Realities exist in Both Cases.

    ** +Moreover, Europe has even an Additional Advantage, in Real Pactice, that Don Trump does Not Dispose yet : Indeed, the American President, notoriously Tried, but did Not Succeed yet, to overcome the Refusal of "Dems" Party's Opposition against Building any kind of Protection or "Wall" at the Southern Border between USA and Mexico, all along Rio Grande. On the Contrary, Europe already has, Nowadays, a First (incomplete yet, but real and functioning) kind of Protective Fence, which looks well Efficient, particularly towards the Western Balkans' route, thanks to which, Hungary and some Other European Countries had managed to Start Radicaly Stopping that Huge "Tsunami" of more than +1,5 Millions Mass Asylum Seekers/Irregular Migrants tresspassing in Europe through Turkey, as Early as Since the First Months of 2016, (See : ... + ... etc).     

+ In addition, Turkey, comparatively to Mexico, is Less Important : It concerns Only 1/3 of Europe's exposure to Mass Migration Areas, (the Other 2 being Central African Sea Coasts, f.ex. through Libya, etc, and Morocco's territorial links to Spain), while, on the Contrary, Mexico controls ALL USA's exposure towards the entire Latin America !

    ++ But, Recently, Turkey's Exports towards the EU have Augmented Faster than EU's Exports to Turkey, with the Result to reach a Point after which, EU's Foreign Trade Risks to Start having a Deficit, for the First Time in More than a Decade.... So that, Nowadays, a well Justified Measure to Curb Turkish Exports to the EU would, obviously, be Interesting for Europe also from a Financial point of view... (See Relevant "EuroStat" Graphics).

    => Therefore, EU should, normally, be Able, mutatis-mutandis, in one way or another, to do, in the case of EU-Turkey Deal on Mass Migration, at least as good as New US President Don Trump just did, on USA-Mexico's Deal on the Same Issue, if not, even Better !

The United States and Mexico met this week to address the shared challenges of irregular migration, to include the entry of migrants into the United States in violation of U.S. law. Given the dramatic increase in migrants moving from Central America through Mexico to the United States, both countries recognize the vital importance of rapidly resolving the humanitarian emergency and security situation. The Governments of the United States and Mexico will work together to immediately implement a durable solution.

As a result of these discussions, the United States and Mexico commit to:

Mexican Enforcement Surge

Mexico will take unprecedented steps to increase enforcement to curb irregular migration, to include the deployment of its National Guard throughout Mexico, giving priority to its southern border. Mexico is also taking decisive action to dismantle human smuggling and trafficking organizations as well as their illicit financial and transportation networks.

Additionally, the United States and Mexico commit to strengthen bilateral cooperation, including information sharing and coordinated actions to better protect and secure our common border.

Migrant Protection Protocols

The United States will immediately expand the implementation of the existing Migrant Protection Protocols across its entire Southern Border. This means that those crossing the U.S. Southern Border to seek asylum will be rapidly returned to Mexico where they may await the adjudication of their asylum claims.

In response, Mexico will authorize the entrance of all of those individuals for humanitarian reasons, in compliance with its international obligations, while they await the adjudication of their asylum claims. Mexico will also offer jobs, healthcare and education according to its principles.

The United States commits to work to accelerate the adjudication of asylum claims and to conclude removal proceedings as expeditiously as possible.
 

Further Actions

Both parties also agree that, in the event the measures adopted do not have the expected results, they will take further actions.

Therefore, the United States and Mexico will continue their discussions on the terms of additional understandings to address irregular migrant flows and asylum issues, to be completed and announced within 90 days, if necessary.

Ongoing Regional Strategy

The United States and Mexico reiterate their previous statement of December 18, 2018, that both countries recognize the strong links between promoting development and economic growth in southern Mexico and the success of promoting prosperity, good governance and security in Central America. The United States and Mexico welcome the Comprehensive Development Plan launched by the Government of Mexico in concert with the Governments of El Salvador, Guatemala and Honduras to promote these goals.

The United States and Mexico will lead in working with regional and international partners to build a more prosperous and secure Central America to address the underlying causes of migration, so that citizens of the region can build better lives for themselves and their families at home.

So that those ReVigorated "Real Finns", Now clearly Confirmed their stable Position at a Rank Equivalent to that of the ...1st Party of the Country, (with 39 instead of 40 MPs, and a "difference" of Votes of Only ... -0,24%) !

From a Democratic Principles' point of view, the Political Situation has become so Strange, that a Party continuously Voted by the People at the Top Rank for a 3rd Time in a Row (2011, 2015, 2019), might be Still Excluded from a Government Coalition exclusively composed by Traditional Establishment's Parties, which have Not Yet been able to put it into place until this June...

Which were the main Causes of what Happened in those Latest Elections (Comp. Supra) ?

Many commentators have Notoriously pointed, inter alia, particularly at a Recent big Scandal, revealed on December 2018 - January 2019, about Dozens of Children, mainly Young Girls, having been Sexually Harassed and often Raped, repeatedly, and/or by Groups of Aggressors, (reportedly, once even ..."Inside a Mosque"), mainly composed by Non-European Mass Asylum Seekers/Irregular Migrants having arrived  inside Europe through Turkey since 2015-2018+, so Horribly ill-Treated that  Recently at least one of those Children Victims (a very Young Girl) reportedly Committed Suicide !

(It's the infamous, Recent "Oulu (City) Child Sexual_Exploitation Scandal" in Finland, which Followed the more Notorious "Rotherham Child Sexual Exploitation Scandal", earlier in the UK, that still continues to make Many Condemnations in British Courts).

* NETHERLANDS :  But Finland's case of Horrible Child Abuse (Comp. Supra), is Not the Only main Reason for which, Nowadays, European People become particularly attached to certain atypical, original "Rightist" New Parties. A relevant Recent Case in the Netherlands, helps make that point clear :

Many Noise was Recently made, Notoriously, at Establishment's Medias, about an alleged "Triomphe" of "Socialist" Candidate to EU Commission's Head, Mr. Timmermans, at the Latest EU Parliament's Elections in the Netherlands, held Earlier than others, since 23 May 2016.

Naturally, pushed also by the Extra Publicity given by his Candidacy for the "Socialist" Group of EU Parliament, he, indeed, managed to arrive 1st in those Elections in his own Fatherland, (for the first time)... Thus, he got +3 MEPs More than Before.

- But, many Other Facts, clearly show that, the Real Situation in the Netherlands is Far Away from what Mr. Timmerman's lobby abusively claims :

=> Indeed, Win +3 MEPs in the Latest EU Election, is an exploit achieved Not Only by the "Socialists", but Also by the New ..."Rightist" Party of the "Forum for Democracy" (FvD), headed by Derk Jan Eppink, who got also +3 MEPs, for the first time !

+ In Addition, the "Conservative-Liberal" Party "VVD" also Won anOther + 1 MEP more than before..., while the Other Rightists, (Members of EU Parliament's "Conservative" Group "ECR"), of "CU-SGP", with Peter van Dalen, managed, at least, to still Keep their 2 MEPs, and Center-Right ChristianDemocrats/EPP Group's members of the "CDA", led by Esther de Lange, were able too keep a least 5 out of 6 among their MEPs, (etc).

=> In these Conditions, it's Not just ... One (+1) MEP Alone, added to the "Greens-EFA", (while, on the Contrary, Centrist Liberals of Sophie in't Veld's "D66" ...Lost - 2 MEPs !), who might, eventually, change anything... So, How could Mr. Timmermans, eventually, get a Majority for his side ? Perhaps, only with Anja Hazekamp's 1 MEP for her "Party for the Animals" (sic) ?...

>>> However, in Fact, what is More Important, in these 2019 Dutch EU Elections is Not Mr. Timmermans, but, on the Contrary, what happened now with the Rightist Party of the Country, Geert Wilders' famous "Freedom Party" ("PVV") :

- Suddenly, while it had Succesfully participated in Various Other Elections during many Years, until now, Wilders' "Freedom Party" was ...Totally Excluded in the Latest EU Parliament's Election, where, UnExpectedly, he didN't get Not even one (1) MEP !

- Why such a Big Surprise ?

It seems that there are, at least, 2 concurring Relevant New Facts, which could have been the real Causes for that event :

(A) First, "PVV"'s overall Credibility among Rightists, apparently Suffered by the UnPrecedented Revelation, (with a lot of Publicity, obviously politically Exploited), of the Fact that a Former MP of that Party, and alleged former Close Assistant to Wilders himself : Joram van Klaveren, had Recently ... "Converted" to Islam (sic !), and was even Becoming a Publicist making positive Propaganda for the ...Coran, (in a Book reportedly due to be Published asap) !

Even if van Klaveren had already Left the "PVV" Party since 2014, (precisely on an alleged Disagreement with Wilders about Morrocan Muslim Migrants), followed by a Failed Attempt to Launch a New Party, for which, Nobody Voted, and nonobstant the fact that Wilders Now expressed his "Surprize" for such a Convertion on 2019, by calling it Synonymous, f.ex., to "a Vegan seekig a Job at a Slaughterhouse" (sic !), Nevertheless, the Mediatic Exploitation of such an event, obviously, Harmed the "Freedom Party" in these 2019 EU Elections.

Naturaly, here, the Reason for Droping the "PVV" Party, was Not in order to Abandon its main Ideas and Principles, but, on the Conrary, in order to Stress that they Must be Respected.

(B) However, such a Total Exclusion of PVV, with, Suddenly, Not even 1 MEP elected, (instead of 2 or 3, as it had been expected before that), could Not be All Due Only to that Incident, given also that, obviously, any Islamic Lobby might easily Pay a Failed former-politician, meanwhile gone broke, to eventually Harm his Former Boss, with whom he had, already, Quarrelled in the Past...

=> Thus, there should, also, be Something Else, and, perhaps, even More Important, in order to Convince all those People who always Supported Wilders' "Freedom Party", to, Suddenly, Drop it Massively on 2019 EU Elections :

>>> Indeed, Facts clearly show that, almost at the Same Time, it's even a New Competitor Rightist Party, that of the "Forum for Democracy" ("FvD"), set up by Thierry Baudet, which had just Started to Compete Elections in the Netherlands, aiming, First of all, to offer an Alternative at the Right side of the Political Spectrum.

+  But, it also adds a Critical Analysis of the Political System, Denouncing the current Representative Democracy as a mechanism for Political Parties to Share Power among them, Over the Head of the People, so that it Asks for more Direct Democracy, with binding Referenda, Direct Election of Prime Minister and Mayors, a Government of Elected APolitical Civil Servants instead of Ministers, (etc).

=> I.e., simply showing that People don't want, no more, to stay Limited into Only Protecting their Security and Defending their Country's Historic/Cultural Identiy, etc., by Opposing Islamist Terrorism and Non-European Mass Migration, etc., But Also to Seek an Amelioration and Development of their Living Conditions, by some Positive, Proactive Policies of their Choice.

So, that kind of Replacement of one Rightist Party by anOther, judged by the People (rightfully or wrongly : it's not for us to tell, for the time being) as More Efficient or Productive, is just a normal aspiration for Citizens towards what they believe to be a Better Reply to the Problems provoked to their lives and/or to all the Society at large by a Questionable or Failing political Establishment. The Future will tell whether this, or that way, was, indeed, the More Efficient in order to Make things Change for the Better.

Meanwhile, a any case, the Greater Number of Dutch MEPs stand at the Right Side of the Political Spectrum, (13 compared to 11 for the Left), Even if one counted "ALDE"'s Sophie in't Veld among the latter : Something which is Not Obvious at all...

*BELGIUM : Dealing with such a "Hot" European Issue, what's Best than to Conclude right at the Heart of Belgium, in Brussels ?

There, a National Election with a Surprizing outcome, Symbolically took place On the 26th of May 2019, i.e. the very Same Day for most Votes in the European Elections, (whose Results, particularly concerning Belgium, were Even More Surprizing, and in the Same Direction : See Infra) :

- While most Estabishment's Medias were routinelly Extending, there too, their Blind Leit-Motiv Claim about a so-called "Socialist" Come-Back, (obviously peppered with a Mr. Timmerman's reference someplace...), mixed with a "Green" Wave, almost Everywhere they could Find Incredulous Naive, massively captive auditors, to Listen only to them, (and, here too, this had a Small Part of Truth, with a Leftist Party and 2 Tiny "Greens" getting, indeed, More Votes than before, at the French-Speaking side of Belgium),

>>> Nevertheless, the Real Big Thing, unquestionably was that Huge Surge of the "Rightist" Party "Vlaams Belang", of Tom van Grieken, which Won the Largest Growth of People's Votes in this 2019 Election : +15 MPs More than Before !

Comparatively, Only the Leftist, former "Communist" (ex-Maoist-inspired in the Past), "Workers' Party", of Peter Mertens, mainly at the French-Speaking region, also Won some +10 MPs More than Before. (Ie. Revealing an ..."Italy-like", "Rightist+Leftist" Paradox, mutatis-mutandis visible also, in Various Forms, f.ex. in the French "Yellow Jackets", or, mutatis-mutandis, even at US President Don Trump's landmark Inauguration Speech at Ohio's Cleveland City, back on July 2016, etc). But those Leftists got Only about 8% of the Votes, while the Rightists got 12%.

For the Rest, just 2 Small "Green" Parties, also at the French-speaking Region of Wallonie, Won a bit Less : +7 and +2 MPs More than Before, But with Tiny Scores of 6% of the Votes each, Headed by Zakia Khatabbi and Meyrem Almaci.

All Other Parties (and they are Many : Small and Big) curiously  LOST (more or less) MP Seats in this Strange 2019 Belgium's Election : Particularly those which were Closer to the Traditional Establishment, as, f.ex., the Flamish Nationalists of Bart de Wever's "N-VA" ( - 8 MPs Less than before), "the "Reformists" of current Prime Minister Charles Michel, ( - 6 MPs Less), ou the ChristianDemocrats of Wouter Beke (also - 6 MPs), the Flamish "Socialist" Party of John  Crombez ( - 4 MPs Less), as well as Wallonia's "Socialists" of Elio di Rupo ( - 3 MPs Less), etc.

=> In such a new Situation, inevitably, the Question Number 1, after that Election, appeared to be (as several Medias noted) whether a Controversial "Boycott"-like Isolation in the Past of those Rightists of "Vlaams Belang" (Comp. Supra), which had, Until Now, a priori Excluded them from any possible Alliance for a New Government, will be, at last, Droped for the Future, or not yet...

>>> This Topical Question was, particularly, raised, First of all, to the Biggest Party of the Country : the Flamish Conservatives of Bart De Wever (25 MPs, with more of 16 % of the Votes), who reportedly Agreed, Now, that an Eventual Coalition with those Rightists of "Vlaams Belang", (18 MPs, and 12% of the Votes), has to be Examined, (while also Claiming that he had Never Officially endorsed any kind of Boycott in the Past)...

+ Together, those 2 Biggest Parties of the Country have got now More than + 28 % of the Votes, and 43 MPs, (while All Other Parties Only got Less than 10% each : from 9% to 2% of the Votes, and just 20 to 2 MPs each). This Fact makes an eventual Coalition new Government with those 2 Frontrunners, (i.e. the Rightists of "VB" included), Obviously, the most Easy Solution for the formation of a new Coalition Government.

=> For that purpose, (and given also the "Hard" Precedent of ...351 Days of Delays in order to prepare a Coalition Government, Back on 2010-2011 in Belgium, that many Reminded also now), the King Philippe met with All Political Leaders, (including, this time, even of "Vlaams Belang"'s Rightists', for the 1st Time since ...1936 !), and gave an official Mission of "Information" to Experienced, mainstream Top Politicians Lanotte ("Socialist") and Reynders ("Reformist"/ChristianDemocrat-EPP), with a significantly Short Time Deadline for their Report, expected, precisely ...Tomorrow : on 6 June 2019.

>>> Didier Reynders' opinion, (Many Times Minister, incl. on Foreign affairs, Defence, Economy, etc, and vice-Prime Minister), is particularly awaited by European/PanEuropean/International Observers, as, by a Timely Coincidence, he is, Nowadays, also a Frontrunner Candidate (among 2) for the Top Job of PanEuropean CoE's new Secretary General, for a Period of at leas 5 Years, during 2019-2024, starting from the Autumn, but according to a Crucial Election Vote, scheduled at CoE's Parliamentary Assembly, precisely on this ...June 2019, i.e. just a few Weeks time from Now !

The point is that 47 Member Countries-strong (including Russia+), and Strasbourg-based CoE, (that Reynders has already Chaired, for 6 Months, in the Recent Past, during Belgium's Rotating Presidency of its Committee of Ministers : Comp. f.ex. Reynders' reply to "Eurofora" Question published at ...., etc), holds a Strong and Specific Reputation as being the PanEuropean Organisation (also with a growing Global out-Reach in certain areas, including a Special Status even for the USA, Canada, Mexico, Japan, etc) for Human Rights, Democracy, and Rule of Law :

=>  In consequence, His Opinion,(particularly on the Crucial Issue of the Inclusion or Exclusion of the Winner "Rightist" Party "Vlaams Belang" of Van Grieken, in Negotiations for a New Coalition Government in Belgium : Comp. Supra), is due to have a Special Impact, throughout all Europe.

This could, obviously, become even More Important, also in real Practice, obviously, if Reynders might be, eventually, elected, soon, in Strasbourg, as New CoE's Secretary General, before the End of June, by the PanEuropean Organisation's Assembly, where he faces an important competition by his Collegue, also Foreign and Europe Minister, as well as vice-Prime Minister of Croatia, Mariya Pejcinovic - Buric, who has also a Recent Experience as former CoE's President-in-office, (Comp. Buric's reply to "Eurofora"'s questions, inter alia, f.ex., also at: ..., etc), and whose Country will take over, also, EU's rotating Presidency, from January 2020.   

+ [NB : Partly UPDATED] Meanwhile, Reynders has reportedly just presented a first version of his Report to the Belgian King (Comp. Supra), but this wasn't judged sufficient in order to settle all the manifold aspects of the issue of how (and when) to form a New Government, so that King Philippe decided to Extend Reynders' and Lanotte's Mission as "Informators", until, at least, June 17.

Someone in that Rock Music Group reportedly claimed that they didn't know, and hadn't endorsed that, but others feel that, at any case, it's a fact that this Music "Fits" quite well many People's Mood)...

- The Move comes as CoE's Committee on BioEthics is currently Prepaing an overall "Strategic Action Plan for 2020-2025", which is expected to be adopted by the End of 2019, as told "Eurofora" its President, Tesi Aschan from Sweden, and aims to boost "Citizens Participation", as stressed the Chairwoman of its Drafting Group, Siobhan O'Sullivan from Ireland.

>>> According to Article 28 of CoE's Convention on Human Rights and BioMedicine, (known as "Oviedo" Treaty, and opened for signature/ratification since 1998), "the Fondamental Questions Raised by the Development of Biology and Medicine" must become "subject of appropriate Public Discussions", due to be held "in the Light, in particular, of relevant Medical, Social, Economic, Ethical and Legal Implications". And, in case of "their possible Application", this also requires "appropriate Consultation".

=> Indeed, we'd better really - "Let the People Taste the Debate !", with a "Trustfull, and Well Documented Method", as well as by Publishing, a least, key "Quotes" from Paticipating Citizens, etc., Urged anOther CoE's Expert, Paula Martinho Da Silva, former President of "National Council of Ethics in Life Science", and currently Member of  UNESCO's International BioEthics Committee.    

- In fact, this is a big "Challenge" for the CoE, since we must clearly Define what exactly we mean by "Public Debate", "Civil Society", etc, critically observed Simon Burall, a British Expert from "Involve", UK.

- So, the PanEuropean Organisation for Human Rights, Democracy and Rule of Law, is due to Publish, for the 1st Time, a HandBook with a Set of concrete "Guide-Lines" for what it considers as adequate "Public Debate", just in a few Months' Time, as CoE's BioEthic Committee's President, Tesi Aschan from Sweden, told "Eurofora".

+ At any case, a Real Dialogue, or "Contradictory Procedure" in Public Decision-Making, naturally implies an Exchange of Logical Arguments, with Replies, which should be Sufficient (i.e. cover all the Main Points Raised), using Real Facts, as well as Correct Legal or Ethical Rules or Principles, and Avoiding Excessively DisProportionate or Erroneous Appreciations, as "Eurofora" knows well from our Legal University Studies and Research (including for PhD Doctoral Thesis) on equivalent issues, both in France and elsewhere in Europe, often also in the rest of the World. CoE's PanEuropean body for Democracy through Law, alias "Venice Commission", has Recently Published a Practical Guide on Relevant Issues, on the occasion of Judicial Monitoring on Public Administration's "Discretionary Power", which might Usefully Inspire Specialists also on specific BioEthical matters to Debate.

- Whenever we "Need Acceptance" from the Citizens, this requires, particularly on BioEthics, a "Serious Thinking", so that it canNot be done by abusing of ordinary, common "Polls"' methods, f.ex. "by Calling a Phone" !, Warned Lars Klüver, from the Danish Board of Technology Foundation.

- Often, Simple "Consultations" without something Substantial, risk to "leave People Disappointed", and/or to make them even "DisTrustfull", also Warned CoE's Strategic Plan 2020-2025 Chairwoman O'Sullivan, (Comp. Supra).

- And this was, indirectly but surely, almost Confirmed even by the President of France's National Comittee on Bio-Ethics, Professor Jean-Francois Delfraissy, in Reply to a relevant Question by "Eurofora" : After Admitting that, because of various UnCertainties or Risks, as well as Opposals, France's Committee on BioEthics has Decided to Ask for a "Freeze" on that Controversial Technology, as he told us, when we simply Asked:  -"How, then, it will be Possible for the People to Know when one or another Doctor might, eventually, Attempt, or not, to Genetically Modify a Human Embryon enTrusted to him, in a Heritable way, Irreversibly Affecting all its Future Generations",

=> then, President Delfraissy, astonishingly, did Not find Anything Better to Reply than Only a Worrying : - "Ah, that's anOther Story !", and Saluted us, leaving the CoE...

    Schennach, who is Now also President of PACE's Committee on Social and Health Issues, as welll as on Sustainable Development, told "Eurofora" that his above-mentioned Report is due to be Completed during the Next Year (2020), probably in the Spring, for PACE's Science, Education and Medias' Committee.

+ Today's CoE's Conference, interestingly included, in Addition to a "National level" for "Public Debates", also an "International" one,  Topically Focusing on "the International Governance of BioMedicine".

Participants to the Latter included  EU Commission's "Ethics in Science and Technologies" Group, UNESCO's "BioEthics, and Ethics of Science" Section, CHRISTIAN Catholic University of the Sacred Heart, from Italy, WHO's Global Heath Ethics, OECD's Science and Technology Policy Division, etc. But UNESCO was Also commented for Recently Developing a lot of "National BioEthics Committees" for "Public Engagement" at Both Levels.

+ However, Already, CoE's "Oviedo" Convention on BioEthics, which has entered into force since 1998, Prohibits, (with it Article 13), any "Interventions on Human Genome", which is Not "Only undertaken For Preventive, Diagnostic or Therapeutic Purposes", but might also have as "Aim... to Introduce any Modification to the Genome of Any Descendants", (i.e. to become Heritable).

The original Text of this PanEuropean Convention, also foresees that even Non-European, 3rd States, can be Invited to participate, from all over the World.

But, by Limiting that Prohibition of Descendants' Genome Modification just to Acts which have the "Purpose" or "Aim" to do so, (Comp. Supra), "Oviedo" Treaty Obviously does Not Cover the Risk of a so-called "Eventual Dolus", i.e. when someone Foresees that something Illegal May happen, but, nevertheless, goes on with a Dangerous Operation, Accepting that Risk :

That "Lacuna" had been Denounced by Critics, almost Immediately in Strasbourg, when "Oviedo"s Draft Text had been adopted there, back since 1997, as "Eurofora's co-Founder had personaly Witnessed, when some Exceptionaly Revolted National Experts came to Speak to Journalists in order to Express their Complaints.

However, Article 27 also Allows Explicitly, for any Member State Willing to do so, to eventually "Grant a Wider  Measure of Protection" for Human Rights, in this and/or all other Controversial cases.

Supra), one from a Legal point of view, and anOther from a Technological point of view, which have Already Started about "8 Months Earlier", (i.e., Around the above-mentioned Scandalous Incident, Revealed at Hong Kong on November 25, 2018 : Comp. Supra, + ..., etc), as CoE's BioEthic Committee's Experienced Director, Laurence Lwoff, confirmed to "Eurofora".

- Those 2 Reports, (also inevitably related to the "Crispr/cas9" Technology of Heritable Gene Editing, notoriously used in that Autumn 2018 Incident), are expected to be completed in less than a Year's Time, and, Afterwards, "it's up to the competent CoE's Committee to Decide what Follow up they might have", Lwoff added, apparently Pointing at Crucial Choices soon...

+ However, the precise Dates when those Reports seem to have Started (perhaps, already Before that November 25, 2018 much Publicized Incident ?), added to the Use, by some interlocutors, of Terms such as : - "Review (sic) of Oviedo Treaty"'s notorious Prohibition of Measures aiming to Modify the Human GermLine for Generations (Comp. Supra), naturally lead to think that, instead of Searching ways to SafeGuard the Human Genome from Risks of Heritable Manipulations, on the Contrary, at least some Lobbies, might be, eventualy, pushing the CoE to Find one or another Pretext in order to Diminish, ByPass, if not Abolish that 1998+ Ban, due to Protect the Natural, Original Genome of Humankind, at least via the Imperfect, but existing "Oviedo" Treaty's Legal Prescriptions on this key point (Comp. Indeed, inter alia, it's also a Fact that several People, who, Otherwise, would like to Join, and at least Support the new French President's main Plans for a much Stronger and Better Europe in the foreseable Future, were, in real Practice, Obliged to Hesitate, during those Important, May 2019 EU Elections, for a large part, Precisely Because they were Anxious that such a Measure obviously Threatening even Humanity's present and foreseable Future, (f.ex., among others, also by the Obvious Risk to let some unscrupulous Technocrats Fabricate Artificially some kind of New "Races", once that they would have Taken Control of the "Technically Assisted" Procreation of many Thousands of Human Beings, initially through that Pretext of Lesbians' alleged demands, Soon After the Heritable Gene Editing Tecniques had just been tested on November 2018 : Comp. Supra), might soon provoke Serious Dangers for the People and Human Society and Basic Values, that they did Not Want to appear as condoning irresponsibly.

++ Similarly, mutatis-mutandis, several People were Surprized, or even Shocked, and Anxious, when they found out that even the Famous former Minister and CoE's Rapporteur on Human Embryo, Red-Cross Humanitarian Leader and popular Writer and Conferencier, Professor Jean-Francois Mattei, who used, during several Years, to Regularly Introduce also Strasbourg's Annual "Euro-Forum on BioEthics" with a Full Speech, Suddenly, just a few Time Ago, after having attracted an Ostensibly Hostile Behavior by some Local "Socialists" Politicians and/or other Local Power-Mongers, when he Dared Criticize mainly some Controversial Plans to allow many Thousands of Technically - Assisted, Artificially - obtained, even by Atrocious Exploitation by Poor "Syrrogate Mothers"' Births of Human Beings, under Pretext of some Lesbians or Gays' alleged demands to be Delivered Children for them, he Astonishingly "Disappeared" (sic !) from that Event, where he, apparently, was No More Invited by the Organizers, (notoriously Funded by those Local Politicians who have shown in Public that they Did Not Like at all Mattei's recent Critical Views)...

    + But, that is just "a Drop in the Ocean", Compared to Many Other, much More Heavy, Exceptional incidents, which, all out of a Sudden, just a Few Years Ago, until very Recently, started to Hit against Various Top Representatives of Bio-Ethical Values in Europe, particularly related with Issues concerning Artificially Fabricated Human Embryos, facilitating Dangerous Genetic Manipulations by any unscrupulous Technocrats, withOut any real Garantee for Safeguards :

    - F.ex., "Eurofora" had been Positively Surprized, when we First Heard the Energetic then Minister for Education and Scientific Research of Germany, Annette Schavan, from Neighbouring Baden-Wurttemberg, incite People to Dare Face some petty "Technocrats", as she Criticized them, during a Public Debate and Vote in the Annual Governing CDU Party of Angie Merkel, at nearby Karlsruhe, during a 2010 Controversy about UnPopular systematic Genetic "PreNatal Tests", (which had even Rocked EU Parliament itself, already some Years Earlier in Strasbourg. Schavan's Friends Won, then, in Karslruhe, an Important Vote against Controversial Attempts to Impose Systematic Pre-Natal Genetic Tests, (See "Eurofora"s NewsReport from the spot, then, at : ..., etc). But a bunch of those "Technocrats", apparently, did not forget such Critical Moves, and, Later-on, after Publishing, initially, a very Critical Text against their own Minister, accusing her of many alleged "errors", according to them, Soon, they notoriously Targetted her, with a Series of Personal Attacks (even Anonymous !), which persisted to Claim that they Found, more than ...30 Years Later (sic !) that she would have "Plagiarized" a notable Part of her PhD Thesis, that she had succesfully presented, when she was Young, at Dusseldorf University, (an Area notoriously Dominated by "Socialist" Local Politicians Nowadays, many Turkish and other Islamic Migrants, etc. Hit behind her Back, inter alia, also by the irregular Publication of a normally Confidenial Report by some excessively Critical and Negative Staff from Dusseldorf, while she was notoriously Absent to Visit South Africa for her Ministerial Duties, Annette Schavan was pushed to Resign, shortly after her Return, followin a Brief Meeting with Chancellor Merkel, leaving a vivid Feeling that he Never really had a serious Chance to normally Defend hershelf on Time...

    + This Incident, arrived in the Middle of an Impressive Series of Various Other, mainstream Center-Right's Top Political Leaders, at the PanEuropean level of the CoE in Strasbourg, particularly involved in "Hot" BioEthical Issues for Years, who, Suddenly, started, one after the other, to be Abruptly ...Pushed Away from their Top Political Jobs and Political Life, All personaly Hit by various Pretexts and Claims, which Seriously Damaged their Reputation, and, sometimes, even Accused them to eventually be "Corrupted", etc : Indeed, No less than .. Five (5) Presidents in a Row (sic !), of CoE Assembly's Biggest Political Group, that of ChristianDemocrats/EPP, were UnExpectedly Dismissed from their Top Jobs, and obliged to Flee, under various Personal Attacks : A Belgian, an Italian, a Spanish, a German and a Romanian, All were Surprizingly Pushed Out, in one way or another, after a Long Series of uninterrupted Attacks Never seen Before in CoE's History  !

    Obviously, during all this Long Period of Time, CoE's BioEthical Activities, usually Fuelled by its Parliamentary Assembly, and, most often, even personally, by this or that Top Politicians, particularly of the EPP, inevitably Suffered from various Delays, Setbacks, Lack of Strong Debates, etc, or other Lacunas, since one of their Main Actors had been, unexpectedly Forced to either Lose precious Time by trying to Defend himself, or, finally, soon Quit and Leave...

    ALL these Exceptional bu Convergent Facts, canNot be Exlusively due to pure ..."Coincidences" : It's, simply, Mathematically Too ImProbable to be True !

    + In fact, Even ...Russia had been Suddenly hit by the Ukranian Conflict, (as Chinese President Xi Criticized : Provoked also by Violations of the International Law which prohibits "Foreign Interferences in any State's Internal Affairs", as he Obviously said for Former POTUS Barack Hussein Obama's Minister Miss Nuland's notorious interferences at Kiev, Before artificially inflated Political Differences [See f.ex. the famous "Trade Taxes" Issue, between the EU's and Russia's Common Markets, that some Claimed to be InCompatible, while Others Tried to Conciliate, etc] were Pushed towards a Violent Conflict :  

    Indeed, by another yet "Coincidence", this occured when Moscow (including Russian MEPs in CoE's Parliamentary Assembly) had just Started to take an Unprecedented Lead in BioEthics, as, f.ex., also the most "Hot" Topical Issue then, in France and the USA, of Natural Mariage, between a Man and a Woman, versus Obama-pushed attempts to Impose, even by Force, a controversial and unpopular "Marriage" among Homosexuals, including even to Submit Children to Homosexuals' Power, under Pretext of "Adoption", (in Addition also to Controversial Public Propaganda for Homosexuality even in front of Young Children, sometimes even inside Schools, that Russian and other Societies find Immoral and Dangerous for any Child), etc. Such Moves had led several Top American Conservatives, (including former Presidential Candidate Pat Buchanan, etc), to Start considering Vladimir Putin as an International Leader for Christians, etc, and incited the International Congress for Family, (an Illinois-Headquartered NGO for Traditional, Natural Family), to decide to Organize its Next Annual Global Congress, exceptionaly in Moscow on Late 2014 : Something that Obama's Out-Going Administration did anything in order to Obstruct, rushing even to Block Invited Participants' Bank Cards...

    However, ...certain LGBT Issues (often Combined also with BioEthics, as usual), appear to be used by some as a means to exert Pressure on Russia even Nowadays, on 2019, when its MEPs' Return looks Plausible... Let's Hope that Nobody provokes any more Troubles and Divisions in Europe and its People.

Supra), included.

    Sgreccia, indeed, at an Interview with "Corriere de la Serra", Warns about an alleged "Threat against the Future of Humankind", on 2018, amidst new attempts for Cloning Mamals (as Apes, etc) very close to Humans, shortly Before Heritable Gene Editing on Humans' Future Generations Starts, (Comp. Supra);

    + In Addition, he recently Denounced the "Egoism, linked to Violence", "after some Years, when Privileged Victims were the Embryon and the (Old) Dying, they have now Focused on Children", with "growing Cruelty" :

 - He was criticizing some BENELUX's Legislation on Children's "Euthanasia", while Nowadays, a Dutch Young Girl, harshly Violated when she was aged only 10 y.o., has Scandalously been recently abandoned to Die by Melancholy via so-called "Euthanasia" ! And, Meanwhile, it's also in Finland that another Young Girl has recently committed Suicide, reportedly after being repeatedly Raped by a gang of islamist Pseudo-"Refugees" massively Imported through Turkey and via Greece, arrested after having Raped, again on 2018, more than a Dozen Young Children in a Village, (See : "Oulu Children Sexual Exploitation Scandal", f.ex. at "Wikipedia", etc).

Indeed, also "Euthanasia" has anew Started to become a Topical Issue for many People, probably because of Lambert's Parents' moves", told "Eurofora" the President of France's National Committee on BioEthics, Professor Delfraissy, referring to that Famous Affair of a Mother and a Father who Struggle to Save their Wounded Son from imminent Threats to be Killed, by Cutting his Food Supplies at a Hospital... (Meanwhile, anOther, Similarly Wounded Youngster from the UAE, has just miraculously ReVived after adequate Treatments in Germany...) But, Facts show, that it's only the Tip of an Iceberg !

- Meanwhile, Pope Francis, in a Ceremony at the Vatican, reportedly praised Sgreccia's "precious and diligent work in Defense of the Fundamental Value of Human Life".

+ Last, but not least, by anOther incredible Coincidence, it's also the Day After CoE's latest International Conference on BioEthics in Strasbourg, that even USA's New President Don Trump, chose in order to take, for the 1st Time, a series of Concrete Measures Highlighting, according to a Department of Health and Human Services' (HHS) Press Release, that "Promoting the Dignity of Human Life, from Conception to Natural Death, is one of the very top Priorities of President Trump's Administration" :

The Main thrust of those Measures reportedly aim to Stop Federal Funding for Research with Human Parts from Abortions, (including Filling Mouses' bodies with Immune System or Brain Cells from Aborted Human Babies), etc. In the Future, some Exceptions might be made only by a New Procedure, which includes also Checks and Balances by a BioEthics Committee.

The Move includes the Non-Renewal of a Multi-Million Dollar Deal in California, the notorious "Mecca" of Genetic Manipulations on Human Embryos, which was the 1st to Start Exploiting former POTUS Barack Hussein Obama's March 2009 Decision to Cancel the Prohibition of Federal Funding for such Human Embryos' Genetic Manipulations, that had been Established by his Predecessor, former President GWBush, since mid-August 2001, i.e. just a few Weeks Before the 9/11 Deadly Mass Killings of Civilian People by Terrorist Attacks in New York and Wash. DC.

This concerns the UCSF : University of California-San Francisco, which is reportedly also involved on Controversial Heritable Gene-Editing projects, irreversibly affecting New Generations, as, f.ex., in that Notorious Case of 2 Chinese Babies Born on November 2018 by Artificially Assisted Medical Methods, irregularly abused by an obscure Chinese Doctor, Educated and Linked to some Technocratic US Lobbies related to Former POTUS Barack Hussein Obama, (See: ..., etc). ;

Voters, and if he Really Believes what his Adminisration has just well stressed, about "Promoting the Dignity of Human Life, from Conception to Natural Death" as "Top Priority", then, he simply has to do what have Already, succesfully done Ronald Reagan and GWBush, in the Past, by Prohibiting Genetic Manipulations of Human Embryos in general, and Not Only in case of Abortions...

But, in order to Stop, at last, Recent related Pressure for various kinds of Artificialy Fabricated Births of Human Beings, under Pretext of Lesbian or Gay couples, etc (Comp. Supra), a "Tsunami" of many Thousands of Artificialy obtained Births, under Pretext of some Lesbians' demands, with all the Serious Risks Both Against Human Health and even Humanity, raising Delicate Issues, particularly since Nothing seems to Exclude some Technocratic Interventions for Heritable Genome Editing in such New cases...                 

+ Given all those manifold Big Stakes, of various Interests, which often surround the most Topical BioEthical Issues, inter alia, the Time for ...French President Macron's Wish for an "Apeased" (Calm or "Allaying Fears") Imposal, for the 1st Time in History, of many Thousands of Artificially Fabricated Human Embryos, by Genetic Technologies' Interventions, under Pretext of Lesbian couples' alleged Demands , etc, (Comp. Supra), apparently, does Not seem to have Arrived yet...

At least for the Time being, and particularly as long as the much More Important, and Obviously Crucial Worldwide Issue for all Humanity : that of Heritable Genetic Manipulations, Irreversibly Transmitted to Next Generations, which Suddenly Interfered, Meanwhle, since Autumn 2018 (comp. Supra), has Not been Settled yet, in a Democraticaly Convincing, Medicaly Safe, and Ethicaly Acceptable way.

After so Many Dangerous Tensions, during recent Years, both France and Europe really Need some Peace, withOut taking More Risks, (particularly Not there where the "Gap" with the People have proved to be Bigger, (Comp. Supra).
