Solemn CoE call to eradicate Poverty, while Poor People point at Family/Children+

*The juxtaposition of an exceptionaly underlined Official Declaration by all bodies representing Citizens in the PanEuropean COE, which expressed concern for the situation of People threatend by Extreme Poverty, and the original demands by direct representatives taken among those People themselves, (thanks to a good initiative taken by COE's International NGOs), revealed today that Poor People's concerns are much more focused on the vital need to protect their Families, including Parents' rights to live together with their Children, than anything else, showing a relative variance with Politiciians' official views, which follow other, even if relevant, priority lists (See Infra).


 - "What is more important in the event organized today at the COE", on the occasion of the International Day for the Eradication of Extreme Poverty, "is the fact that Poor People have been invited to Speak out for themselves", on how they see things, how they feell about Priority needs, etc., pointed out to "EuroFora" the experienced long-time former COE's Director on Human Rights, Henri Imbert.

 Protect People's Right to live togethere with their Family, astonishingly came No 1 among many other demands formulated by Poor People themselves, as a group of their representatives expressed them at a gathering in front of CoE's main entrance in Strasbourg, where lies the Famous Declaration of the Founder of the "4rth World" movement, Father Joseph Wresinski, according to whom, "whenever People are condemned to live in Misery, Human Rights are Violated". That's why, "it's a Sacred Duty to unite all together in order to ensure that they are Respected".


    A well known Text, dating from 1987, i.e. when the atrocious reality of the first  Homeless People of the Modern Era, ("SDF" , i.e. "People without fixed Residence", in French language since former President Mitterand's era), suddenly started to appeazr even at the Public Space, without any real nor complete eradication of that obviously unaccaptable horror not even today, almost 25 Years later...     

   
    Father Wresinski's text was read today, at the Annual Symbolic Ceremony traditionaly held in front of the COE, in many languages, including even Russian (where a Young Lady pointed also to the fact that Poor People's deprivation often includes also Moral or "Cultural" aspects,which sometimes might count more), and even in 2 or 3 African languages, concluding with Polish, after using also Greek, (where Poor People today, as well as productive Businesses, notoriously face many Hard Deprivations, in order to pay back the Debt largely provoked since the 1980ies by a Minority of counter-productive, unpopular, and often abusive or even corrupted, cushy job holders and/or political cronies appointed by Clientelist and/or Nepotist former Governments, mainly of PASOK, who persist, even today, after having scandalously usurpated 30 Years of Salaries, Paid Holidays, etc, to even ask either to let them continue wasting the Country's scarce Money, or to give them anothet 20 or 30 Years of "Retirement" benefits, paid by the meager savings of more than 1,5 Million of Jobless and other Poor, Hard Working People, reportedly to the point to dare  endanger an otherwise possible Agreement between the New Government of Greece and the ECB/EUC/IMF "Troika" up to the eve of the forthcoming EU Council in Brussels)..

    + Together with that Poor People's 1st demand, came also anothe Poor People's demand for Public Services to "rather Help Parents to be able to take care of their own Children, instead of taking their Children away from them"..


    A problem which has already provoked many ECHR's condemnations of Public Authorities in the UK, Sweden, and other Countries for sometimes arbitrarily interfering, even with oppressive measures, in Poor People's Family Life, precisely by abusively taking away from poor Parents their Children, (often "placed" ex officio in some "Foster" couples or even mere Associations which earn a living by being paid for that, as World Famous Writer Hector Malot has already depicted in his landmark "Sans Famille" (without Family") Book.


    CoE's Committee of Ministers was strongly criticized, recently, for not taking drastic and urgent enough Measures in order to simply implement an Ittalian Court's judgement ordering a controversial NGO, reportedly even run by Homosexuals, to return back to their natural Mother and Father, or at least allow them to meet freely and regularly with their 2 Children, (now rather Young Adults, after all those Years), which had been abusively taken away from them and "placed" at that NGO (reportedly linked to some local Politicians, etc), for so many Years, thatn, when after more of a Decade of almost Total Separation, they suddenly met their parents, the practicaly usurpated Children, who had been seriously Manipulated by that NGO against their parents, suddenly started to .... Strike Violently and Hit their Father's head, badly beat their Father and Mother, with gross Insults, etc., provoking a Shock to their Poor Parents, who had vainly fought for Tens of Years desperately trying to see their usurpated Children, (who had been violently taken away from them when they were aged 3 and 5 years only : Scarfari affair)...


    On a more "Oprimist" tone, in the case of anothetr Poor couple, which had been Separated for years, suddenly the Mother and the Father came together and became anew United in order to lead a long Legal Struggle, for almost a Decade (!), in front of Brittish Courts up to Strasbourg's ECHR, in a pathetically emotive attempt to find and bring back to the Family their own small Children, who had been abusively taken away and "placed" among some strangers paid with Public Funds, in a dirproportionately coercitive measure taken by a local UK Authority, mainly during the controversial era of former UK Prime Minister Blair...

    - "It's astonishing how many Political, Legal and other Official Decision have been already taken previously by the COE and other EU or International bodies all these years,calling to eradicate at least extreme Povety without tangible effects yet, observed to "EuroFora" the new President of CoE's PanEuropean Conference of International NGO's, Annelise Oeschger>.


    This is made obvious in the Annex of the New, 2012 Text that, for the 1st time, all CoE's bodies which represent Citizens, (its Committee of Ministers, represented by its Chairwoman-in-office, Ambassador of Albania, Mrs Margarita Gega,its Parliamentary Assembly, Sir Alan Meale, its Congress of Local and Regional Authorities of Europe, with its newly elected President Hardwig Van Staa, and the International NGO's Conference (INGO)'s President, Jean-Marie Heydt,), came all together  to launch in a joint Declaration on the occasion of the International Day for the Eradication of Poverty, she told "EuroFora".


    CoE's collective official Declaration stresses the "Commitment to >Human Dignity, and the protection of Human Rights, which are Universaln Indivisible and Interdependant", and expresses timely "Concern about the situation of People living in Extreme Poverty" still today.     


    Such situations "arise when the Economic and Social effects of Poverty come together with its Cultural effects, and are Long-Lasting", thus "depriving those People of any prospect of Effective Exercice of their (other, even if Legally Binding) Rights in the foreseeable Future", CoE, the PanEuropean Organization of Human Rights, Democracy and Rule of Law denounces.


    -=> Among a series of various Measures supported by CoE's 2012 Declaration, figures also a specific call to act "with the Participation of the People concerned", i.e. "People experiencing Extreme Poverty", so that they will be enabled "to participate effectively in the Formulation, Implementation and Evaluation of Policies and Measutres for the eradication of Poverty", as well as for their "participation in Political and Public Life", without any Discriination.


    - CoE's collectiove Official 2012 Declaration also calls all its 47 Member States to "promote appropriate Measures, in partiicular in the .. area .. (of).; Family Life", (which is also protected by ECHR's Article 8), but curiously ranks as No 3 out of a Decalogue composed by 10 dinstinctive points, contrary to Poor People's own concerns, as expressed today at the CoE in Strasbourg, which put Family as No 1 threatened value needing protection (Comp.Supra)...

    The recent paradox of freezing EU Talks with front-runner Croatia, while continuing controversial EU - Turkey talks, despite Zagreb's acceptance of Refugees' Human Rights to return, that Ankara refuses fex. in Cyprus, while both have "Good Neighborhood" problems vis a vis Slovenia, or Greece, Cyprus and Armenia respectively, can it be justified by the non-fullfilment of EU criteria, as Slovenia says, or, is it "Double Standards" ?    

The question became unavoidable after statements by Presidents of Slovenia and Croatia, Tuerk and Mesic, respectively, to "EuroFora", exclusively or among Strasbourg's journalists this week at the CoE, on the sidelines of its 2009 Summer University for Political Schools, which topically brought them together as successive key-note speakers.


    Comming only a few Months before EU checks Turkey's compliance to its commitments on Cyprus, etc., scheduled for December 2009, this obviously has a special importance for the coherence of EU Enlargement's principles.

     Suspension of EU Negotiations is a normal consequence in case of a Candidate Country's failure to fullfil EU Conditions, such as "Good Neighborhood relations", stressed at first Slovenian President Danilo Tuerk, current CoE's chair.

    But, regarding EU's Criteria,  there shouldn't be any "Double Standards",  reacted Croatian President Stjepan Mesic, commenting the fact that Turkey's controversial EU negotiations continue, while they were recently "freezed" in the case of Croatia, an "unquestionably European Country", which oficially accepts to respect Refugees Human Rights, contrary to Ankara's notorious refusals or reluctance.

                                                                                                                                                                                                                                                                                                                                                           - "EU itself has set as a Criterium (for EU Enlargement) the "Good Neighborhood relations",  and their absence justifies the "Suspension" EU Negotiations, (f.ex. with Croatia), because of a Border dispute affecting the territorial integrity of an EU Member Country, stressed Slovenian President, Danilo Tuerk, CoE's Chairman in office (May - November 2009), speaking to Journalists in Strasbourg including "EuroFora".    

Questioned earlier what "consequences on EU's Enlargement policy" can have the "Ban on EU Membership Negotiations", imposed to Croatia, Tuerk replied that "this question comes down to the fulfillement of (EU) Criteria for membership. One has to look at each Candidate Country ., from the point of view whether it fullfils the Criteria that EU has set. One of them are Good Neighborhood Relations, I'd like to remind. And also, there are other factors, such as Justice, Home affairs, Rule of Law, and others".


    - "Now, ..Candidate Countries are at Different Levels of fulfillement of Criteria", he observed.

    - " Croatia is obviously the closest to that. I'm rather optimistic : I think that in the coming Months we'll have an opportunity to look at all these issues constructively and hopefully we'll be able to make progress". "My main concern, at this point, is the situation in Bosnia : We haven't seen enough progres domesticaly. We haven't seen enough during ..political parties within their country.We need a New Energy, a new energetic move towards the Candidature for EU membership. "Other (Western Balkan) Countries (Serbia, Montenegro, FYROM, Albania) have been making soaring Progress, and I think that they should be ready, in a few Years, for the Candidate status".

    - "As far as the Western Balkans are concerned, .. nobody should be left outside" the EU, Slovenian's President concluded, ommitting to mention Turkey's controversial EU bid.

    - "This process may be seen as Slow, but..  Slovenia has also has also been exposed to various "Booms of Slowness" in our accession period. But now we can say that the process was relatively quick, because changes which occur after becoming EU member, are quite large, and they require proper Preparations before the (EU) membership becomes a new factor, an impacting line for a new (EU) member country".

EU "Solidarity" ?

Slovenian statements made some participants from certain 3rd Countries as FYROM, etc. claim that "the Principle of EU Solidarity" would "produce a.. rising European Union Nationalism (sic !), against Non-EU Countries", as they said, asking unhappy foreign countries to form a "bloc" to exert pressure on the EU...    

But Croatian President Stjepan Mesic dismissed that, supporting "EU Integration", "after the Economy also in Political" issues, as "the achievement" of our times. In EU there is "diversity, but it's United", he stressed, "EU has to be United so that it can become a central factor of Peace" also at the surrounding areas, he replied.

Speaking later exclusively to "EuroFora", the experienced twice President of Croatia, former President of the International "Non-Aligned" movement, denounced "Double Standards" in the way EU treats recently Croatia compared to Turkey :   

 - "I think that there shouldn't be Double Standards", stressed the Croatian President, in reply to a Question comparing the freeze of EU - Croatia talks, with the continuation of EU - Turkey talks, despite the fact that Croatia is an "unquestionably European country", while Turkey's EU bid is notoriously controversial.


    Mesic was reacting to the observation that, even if he confirmed his "respect of Refugees' Human Rights to return, etc. (See infra), nevertheless, EU talks are suspended with Croatia.. While for oher, controversial candidates, who refuse to respect Refugees' Rights to return, etc., as fex. Turkey does in occupied Cyprus and elsewhere, EU negotiations continue".

    - "I believe that Croatia's accession will confirm that all European Countries who fulfill all of the Conditions and achieve European Standards, have to join the EU. There shouldn't be any Double Standards", went on to add in reply President Mesic.

    In this relation, Croatia's President found "of paramount importance", CoE's "mechanisms enforcing ECHR's judgements"
    
    - "On Refugees and Displaced persons, the process will be completed only after the last person demanding to return will be allowed to do so !", President Mesic Croatia stressed earlier, setting a general standard of obvious importance also for otherr candidates, as f.ex. Turkey, often accused to exclude or heavily restrict Greek Cypriot Displaced persons' return to their Family Homes and ancestral land, provoke difficulties to Turkish-Kurd IDPs return to their home regions at the South-East, etc.

    Some "2.000 People are still reported Missing" in former Yugoslavia, for some Years, (as in Cyprus, modern Europe's oldest case, for 3 Decades. Nagorno-Karabach, Tcecnya in Russia, etc, more recently), and Investigations "will only be completed after establishing the fate of the last one of them", he added.
    
    Speaking earlier on "War Crimes", President Mesic stressed that "Leaders are responsible for (the) Wars (of the Past), not the People", and called against Impunity :  "Individuals have to be held Responsible for Crimes. International Penal Tribunals have to persecute those individuals", perpetrators of War Crimes, he underlined.

    Such statements naturally made Mesic rather popular at ECHR, whose President, French EuroJudge, Professor Jean-Paul Costa, looked particularly smiling when he welcomed him later on Wednesday afternoon, after Slovenian President Daniko Tuerk earlier this week.
