German Bundestag President Lammert to EuroFora: Starting Process for Structural moves to EU Future

*Strasbourg/CoE/Angelo Marcopolo/- A fresh Will to "Start a New Process" of "Serious", "Structural" Advances in European Integration, also on the Political field, seems to be behind Germany's active involvement in CoE's 2012 Bi-Annual PanEuropean Summit of Parliaments' Presidents, these days in Strasbourg, marked by an influential Reception hosted by the German Ambassador/Permanent Representative to the CoE, at the eve of an Historic Franco-German Summit's Anniversary at nearby Stuttgart, and other parallel moves, as it results also by the statements of Bundestag's President, Dr. Norbert Lammert to "EuroFora" :

- At first, "EuroFora" asked in substance Lammert if he believed that Parliaments, both at National and European level, should play a particularly important role in view of the current need for a desicively enhanced European Political Union, able to stimulate a much needed Popular Support.


- "This is a Question for a whole Conference", and not a short scoop "to Answer in a Minute", President Lammert begun, Smiling, in his Repy to "EuroFora"s Question, making clear from the outset that he really considers the matter to be of great Importance today.


- In fact, "the Parliaments play a Crucial Role, for the European Integration, because nothing can be done Seriously without Formal (i.e. Legal) Agreements !", the experienced German Top EuroPolitician observed.


- "And for for Any Kind of Fomal Agreements, we Need the Support of those (National) Parliaments", Bundestag's President explained, particularly after the recent Judgement by the German Constitutional Court at nearby Karlsruhe, on the New "€uroArea" Treaty, signed by 26 Heads of States/Governments at Brussels' EU Summits of December 2011, and January - March 2012, (See "EuroFora"s NewsReports from Brussels' EU Summits of 12/2011 and 1/2012, etc).



- "Fortunately, We have this Support, and this makes Europe going on", noted, with realistic satisfaction., Lemmert; who has already managed in the Past to be personaly elected by an astonishingly wide Majority.

+ "EuroFora" went on to ask President Lammert about his view concerning recently unveiled Plans and/or suggestions (f.ex. also by the experienced former French President and f. Chairman of the EU Convention, currently Academician ,Valery Giscard d' Estaign, who was recently speaking also to Hanover, in Germany), to prepare a New, Systematic Cooperation between EU and National Parliaments, in the run up towardss a stronger Political Union in Europe.


 -  Even if we already have some Tools for that purpose, we certainly are for a very Stronger Role of the European Parliament, also as a (Public) Forum (in relation with EU Citizens too), and all the other (National) Parliaments, as well", he confirmed.


=> - That's why "we are Starting a Process of Organizing again, some kind of Formal Structures, in the Future Cooperation between the European and the National Levels of the Parliaments", President Lammert revealed.

Significantly, the Head of Germany's powerful Bundestag, (which is also very Popular, considering the surprisingly large Number of People who gather Daily in front of the Historic Building, restored and renovated in the middle of a splendid Green Park, facing Chancellor Merkel's office, as Lammert often observes, similing, to his visitors in Berlin), has reportedly scheduled to meet and discuss EU's current projects to boosta stronger EU Poliical Union, with the President of the Parliament of Poland, who's just left from Strasbourg for Bonn.


Meanwhile, Chancellor Merkel and President Hollande are due to join together, the popular celebrations for the 50th Anniversary of the Historic General De Gaule - Chancellor Adenaouer meeting, at nearby Ludwigsburg (Germany), which marked the beginning of a long period of reconciliation and Political WIll to build the Franco-German "motor" of EU's development,  as if to search fresh, new Inspiration at the Sources of what had alredy started to make the European Integration possible.


Angie Merkel, who remains, by far, the most Popular German political leader, has recently launched a series of Popular Debates on the Future of Germany, and on Europe, which is naturally discussed at Ludwisburg's preparatory Franco-German events, including with mainstream MEPs Brok and Goulard, etc. f.ex. this Friday afternoon, at the eve of an  Anniversary which obviously searches to find in its Historic Sources an inspiration for a much neded new Stimulus.        


The moves came while CoE's 2012 Bi-Annual Summit of Parliament's Presidents was disussing, for 2 Days in Strasbourg, mainly how to better apply, in real practice, the principles of Human Rights, and how to overcome a recent "Crisis" of "classical" representative Parliaments.


Naturally reminding, inter alia, also EU's immense potential to attract strong Popular support among most EU Citizens, if it succeeds to guarantee ementary Respect of People's basic Human Rights, according f.ex. to Pope Benedict's main message to the French EU Presidency, back on 2008, (See "EuroFor"s NewsReports from Elysee Palace and Lourdes popular sanctuary), that he objectively recalled today by a topical call to fight for the protection of Human Life and Dignity, as well as of Family Values, conditions of genuine Development of Human Persons, by actively engaging in Socio-Political Debates and Action against any perceived current Threats at the foreseable Horizon.

    - "Europe must be liberated from this undermining "wooden talk" of a "unique thought" which hampers democratic debates", stressed incoming EU Chairman, French President Nicolas Sarkozy, speaking to Journalists after his official meeting with EU Commission's President, Jose Barroso, at Elysee Palace in Paris

    - "It's precisely because there are not enough Debates, that EU hasn't managed yet to make it clear to European citizens what is really at stake", he added, in an obvious reference to the latest Irish "No" in 2008, after a long series of similar, unprecedented events, from the 1st Majority Abstention to EU Parliament's Elections in 1999, repeated in 2004, to the Dutch and French "No" in 2005, etc.

          In fact, "there is no time to lose for Europe, and that's why we decided to start the French EU Presidency right away, from the first day", he explained, on France's exceptional choice to schedule the usual meeting with EU Commission from the 1st day of the 1st month, instead of the 5th, 6th, 7th, 8th, 9th or even 10th or 11th, as it had been done by others in the Past..    


    - "This is not an easy period, but we shall act with determination, while also listening to Citizens' views", he promised.

    Sarkozy's move came shortly before his opening Speech, next week in EU Parliament in Strasbourg, for the first Public Debate on the Priorities of the French EU Presidency (July - December 2008), and that's one of the reasons for which he significantly opened his EU Council's Chairmanship by welcoming at Elysee palace EU Parliament's President, German MEP Hans Gert Poettering at first..

    The incoming EU Chairman was replying to Press Questions about rumours that controversial British EU Commissioner on Trade, Mandelson, was alone to drop an invitation to have a working Diner at Elysee palace, together with all other EU Commissioners and the French Government, only because he would have been upset for some critical points made earlier by President Sarkozy in defense of European Agriculture vis-a-vis its Foreign competitors.

    But, as smiling Sarkozy played down Mandelson's reported refusal to debate, saying that he had to visit Marseille for a Ministerial meeting on Trade the next morning, and that "all our British friends are always welcome to taste a nice diner" in France, perhaps at another occasion..

    - "It's urgent to win anew the trust of the People" : Lately, "the European ideal lost its momentum. Since several years, whenever Citizens are questioned on Europe, they react with reserves : They even have .. a tendency to reply "NO".. After this 3rd "No" of a People in some years, there is an Urgency to convince", added French Prime Minister Francois Fillon, after a meeting earlier the same day of all Ministers with EU Commissioners, followed by an interview with Barroso

    "According to recent Polls, only 30% of French people believe that the European construction is a source of hope. It's only a poll, but we all now quite well, that, since 2005, it's dangerous to neglect these alarming signals, as it would be dangerous to treat with contempt the Irish "No", Fillon warned.

    "We all have a common duty to prove to the European Citizens who have doubts, that EU is more useful, more necessary, than ever" : And "that EU can take decisions needed in order to respond to European or Global challenges", the Prime Minister concluded.

    - "We believe, together with President Sarkozy, that EU should open debates on all issues of direct, concrete interest to Citizens", confirmed later to EuroFora the Head of France's governing party (UMP), Patrick Devedjan, after his speech to the European People's party (EPP) Study Days in Paris (2 - 4 July 2008).

    He didn't deny that one of them is Turkey : - "Public Opinion in France is very much unfavorable to Turkey's EU bid, and President Sarkozy has said that several times", he told EuroFora.

    From European Central Bank's controversial policies on Euro's value, to EU Enlargement Strategy, etc., issues of obvious importance to EU Citizens will be plenty, next week in EU Parliament in Strasbourg, before President Sarkozy launches the debates on EU 2008 French chairmanship's priorities on Thursday.
