PanEuropean moves for Environment favor Carbon Tax decisions to start

Converging PanEuropean CoE a.o. moves on Natural Environment, including the creation of a Human right to a Healthy Environment, create a favorable context for imminent decisions on Carbon Tax, due to start soon in France, as well as in Germany and other European Countries, in view of the December 2009 Copenhagen Global Summit (See also previous relevant "EuroFora" publications) :

- All countries, "must now recognise the central principle that the polluter pays", stressed recently CoE's Rapporteur on Climat change, former Brittish vice-Prime Minister, who had participated at the Kyoto protocol negotiations, Socialist MEP John Prescott, speaking in view of the Copenhagen Summit, for which CoE launched a campaing named "New Earth Deal", initially presented in London and soon debated in Strasbourg on September 29.

- Meanwhile, the creation of a new "Human Right for a Healthy Environment" is proposed by CoE's Parliamentary Assembly's Environment Committee on September 4 in Paris, according to a Report drafted by Christian-Democrat MEP José Mendes Bota from Portugal, which is scheduled for Public Debate and final Vote at CoE Assembly's Plenary Session, 29 September - 3 October 2009, in Strasbourg.

Concentrating and extending, with a direct Legal force, all various relevant ways by which ECHR's case law has already started, during recent years, to protect Natural Environment and Human Health (fex. in some landmark  italian and Turkish cases, etc), the creation of such a New Human Right is strongly supported also by CoE Assembly's President, Spanish Socialist MEP Luis de Puig.

- At the same moment, in a parallel move, former French Prime Minister Michel Rocard, a socialist entrusted by French President Sarkozy to act as a Top Consultant on key Economic ao. issues, has just confirmed, while inaugurating Strasbourg's 2009 European Fair, his support for a "Carbon Tax", in the form of a "financial contribution for the Climat and Energy", caclulated  according to CO2 emissions, which "should be re-utilised", in order to act as "a fiscal tool for a social" transformation towards "clean" new technologies.

Meanwhile, after fighting back against negative reactions by French former Socialist candidate to the presidency, Segolene Royal, who rejected any Carbon Tax on CO2 polluters, the "Green" Party's National Secretary Cecile Duflot met with Sarkozy at Elysee palace on September 3 in Paris.

Initially, in a landmark speech, Sarkozy had anounced, since May 2009 at a pioneer, Environment-friendly factory, in Urmatt's wonderful natural landscape, near Strasbourg, that, after the June 2009 EU Elections, France and Germany intended to take together certain joint initiatives on Climat and Nature, inclucing on Carbon Tax, to strike a deal with many other key countries, in view of the December 2009 Global Summit on Climat at Copenhagen. Speaking to the Diplomatic corps on August 2009 in Paris, he reiterated the general principle that 3rd polluting Countries, who do not respect Environment and/or Labour Law applied by European industries, should not be allowed to abuse of Environmental and/or Social Dumping in the global trade competition market. And the main thrust of such "Franco-German EU initiatives", due to be launched "before the end of the year", was, indirectly but surely, confirmed also at the latest Sarkozy - Merkel summit, August 31 in Berlin.

    UK Prime Minister, Gordon Brownn's promise to French President Sarkozy that Great Britain will proceed to Lisbon Treaty's ratification was certainly fuelled further by MEPs' warning, meanwhile in Strasbourg, that all Enlargement stops until EU can have efficient Institutions for more than 27 member Countries.    

    EU Parliament's President, German MEP Hans Gert Poettering, formally announced this position, after consulting all Political Groups' Chairmen, Monday in Strasbourg, and most MEPs made the point crystal clear during Plenary Debates on Wednesday.   

     Thus, from Thursday, UK's House of Commons, at Westminster, gave its "Green Light" to Lisbon Treaty's ratification, which was completed later-on, after ovecoming some last minute attempts to block the process.

    - In only 3 other Member Countries we feel some "hesitations" : Poland, Czech Republic and Cyprus", said, meanwhile, EU Chairman-in-office, Slovenian Foreign Minister, Dr. Dimitri Ruppel, speaking to EU Parliament's Foreign Affairs Committee in Strasbourg, However, "I didn't hear any explicit refusal", he carefully added.

    Rupel's fears were later bellied in Cyprus' case, where a wide majority of political parties confirmed their support to the EU Treaty, but fears were confirmed in Poland's case, while Czechs said they waited for their Constitutional Court to pronounce itself.

    A paradox is that the Polish President Lech Kaczynski, who reportedly expressed concerns about Lisbon Treaty, had personally signed himself its blueprint, while, on the contrary, Cyprus' new President, Christofias, despite its own party's opposal, declared that he'll respect the signature of his precedessor, former President Tassos Papadopoulos, in favor of EU Treaty.

    But, "all that noise is a misinterpretations by some Western Media : Poland will ratify the EU Treaty, and even earlier than some other Member Countries", declared to "EuroFora", in a surprisingly optimistic tone, the Polish Chairman of EU Parliament's Foreign Affairs Committee, Jacek Saryuswolski...
