CLRAE President Mosler-Törnstorm: OK Regional Self-Government But Do Not push our States to Implode!

*Strasbourg/CoE/Angelo Marcopolo/- Opening an important Session of CoE's Congress of Local and Regional Authorities of Europe (CLRAE: 18-20 October 2017), which is due to Debate also a Controversial Move for Catalonia's Quest of Autonomy, the PanEuropean body's President, Gudrun Mosler-Thörnström, from Austria, made things Clear from the Start :


- "Devolution (of powers) is essential", and "Municipal and Regional Self-Govenment, is Indispensable, within the Limits of each State's legally established Territorial Borders", she confirmed, as CLRAE's Top Representative.


+ "But", at the same time, "It's, certainly, Out of Question to see Our Nation-States Implode !", she sharply Warned, as a Top Official of the CoE.


 - In fact, "in a Europe of Values", "there is No room for Selfishness, be it National or Regional", Mosler-Thörnstrom Warned, (while several Mainstream Medias, f.ex. from the USA, etc., have recently Speculated that a main Motivation for Pro-Independence Catalan partis, would be, not so much Culture, History or Education, nor Democratic Liberties as such, but much More an alleged Reluctance to Financially Contribute into National Solidarity Mecanisms Helping Poorer Regions in Spain).

 

 CoE's Local/Regional Autonomy Watchdog's President was, in fact, reacting in Strasbourg, in tune with EU Commission's President,Jean-Claude Juncker's famous relevant Statement, Earlier in Brussels, that EU would Not Interfere inside Spain's Internal Affairs for a so-called "Mediation" to that Different with its Catalonian Region, simply Because, if a Europe with 28 Member States is, already, quite Difficult to Govern, then, a Europe with ...98 States, certainly, would be Too Hard !

 


Meanwhile, CLRAE has scheduled just for a Public Debate, Tomorrow Evening, Thursday, 19 October 2017, on "the Situation in Catalonia, in Spain", at its Chamber of Regions.


But withOut any Draft Resolution, as also EU Parliament did, Last Week in Strasbourg, (Comp., f.ex.: ....).

    UK Prime Minister, Gordon Brownn's promise to French President Sarkozy that Great Britain will proceed to Lisbon Treaty's ratification was certainly fuelled further by MEPs' warning, meanwhile in Strasbourg, that all Enlargement stops until EU can have efficient Institutions for more than 27 member Countries.    

    EU Parliament's President, German MEP Hans Gert Poettering, formally announced this position, after consulting all Political Groups' Chairmen, Monday in Strasbourg, and most MEPs made the point crystal clear during Plenary Debates on Wednesday.   

     Thus, from Thursday, UK's House of Commons, at Westminster, gave its "Green Light" to Lisbon Treaty's ratification, which was completed later-on, after ovecoming some last minute attempts to block the process.

    - In only 3 other Member Countries we feel some "hesitations" : Poland, Czech Republic and Cyprus", said, meanwhile, EU Chairman-in-office, Slovenian Foreign Minister, Dr. Dimitri Ruppel, speaking to EU Parliament's Foreign Affairs Committee in Strasbourg, However, "I didn't hear any explicit refusal", he carefully added.

    Rupel's fears were later bellied in Cyprus' case, where a wide majority of political parties confirmed their support to the EU Treaty, but fears were confirmed in Poland's case, while Czechs said they waited for their Constitutional Court to pronounce itself.

    A paradox is that the Polish President Lech Kaczynski, who reportedly expressed concerns about Lisbon Treaty, had personally signed himself its blueprint, while, on the contrary, Cyprus' new President, Christofias, despite its own party's opposal, declared that he'll respect the signature of his precedessor, former President Tassos Papadopoulos, in favor of EU Treaty.

    But, "all that noise is a misinterpretations by some Western Media : Poland will ratify the EU Treaty, and even earlier than some other Member Countries", declared to "EuroFora", in a surprisingly optimistic tone, the Polish Chairman of EU Parliament's Foreign Affairs Committee, Jacek Saryuswolski...
