"Pay per view" for Music, Films, NewsMedia as "EuroFora", etc) advances resolutely forward, is really Big and could add a very important contribution to EU Summits' current efforts to generate Growth, replied in substance to "EuroFora"'s questions the experienced EU Commission's vice-President, responsible also for Justice, Viviane Reding, together with EU Commissioner for Consumer and Health policy, John Dali, as well as the active Chairman of EU Parliament's Internal Market and Consumer Protection Committee, mainstream British Conservative/Reformist MEP Malcolm Harbour.

    - "EuroFora", observing that this EU Commission's event takes place the same Day that EU Parliament debates "tomorrow's EU Brussels' Summit on Growth", asked Reding, Dali and Harbour to "sum up the ways according to which you think that the Consumers' issues in the Common Market can contribute to the EU Growth objectives, not only in general, but also, and most of all, through the "Digital Market, on line", concerning which, we also added a more particular question on "E Commerce Practical issues" : -  Are there "sufficient tools", or not,  f.ex. in "Software for Pay per view, which is for Music, for Films, but also for Media, etc., concerning all 27 EU Member Countries", as well as for "the possibility to Pay by Bank Credit Cards, or, on the contrary, "something should be done in order to ameliorate and facilitate/simplify it also for SMEs, but also for Big Companies ?".

- "To boost EU Consumers' confidence means to boost EU Market, and that will be very Important for our Economy to Grow", sharply replied from the outset Reding to "EuroFora"s main query.

- "But the Internal Market has still many Barriers", and that's why EU Commision has been taking several Initiatives to help Consumers buy over Borders, including by boosting E Commerce, which is also a Citizens' issue, she added.


 - "We are concentrating now on Consumers in the Digital age", stressed earlier Reding.F.ex. Consumers Rights also at the Internet, Withdrawal for Contracts concluded on-line, Data Protection, Data Portability, Package "Travel" rules, etc., she indicated.


- "The Digital Market is already on the way, but we want to gear it up", and "implement the rules", working very much on the Enforcement Mechanism, (f.ex. Portal for Justice throughout Europe),  It's a real Market, and not only peanuts  : F.ex., if Barriers against E-Commerce were lifted, the potential would represent some 204 Billions €, i.e. 1,7% of GDP

    - Growth is generated by Supply, but supply needs Demand in a Market, and demand depends on Consumers, i.e. on how confortable they feel in a given Market, f.ex. by being better Informed and Protected, sharply replied positively to "EuroFora"s main question also EU Commissioner John Dalli.


    That's why, => Consumers' issues are "Key" for EU 2020 "Growth" strategy, stressed Dali earlier.


    On E-Commerce we have many Businesses in Europe, but they are hindered by too many and various National Legislations, so that we must Harmonize and simplify that at EU level, Dalli added.

    + Concerning what you asked about On Line Payment methods, we are currently preparing a Report in EU Parliament's Internal Market and Consumers protection Committee, replied also its Chairman, Harbour, to "EuroFora".


    On Digital Market, its also what Commisisoner Barnier is currently trying to do, in order to ensure Availability of difital works on line, is very important, added Harbour.


    In general, Growth needs Consumers, who, in turn, search to find the best products and prices accross Borders, so that we really need to facilitate that, he stressed, as a matter of general principle for all Europe.

New Italian Prime Minister, professor Monti, had already highlighted to "EuroFora", as early as since 2009, the big potential of EU's "Digital Market" in generating Growth, as well as into creating Globaly competitive European new, innovative products; as he had told us after publishing a Report required by EU Commission's President Barroso.
