EU Parliament Press Director Duch to EuroFora on Political Union +Citizens: Key = Democratic control

Topical Debates and Decisions on a currently needed EU Political Union, which should stand closer to EU Citizens, and be open to Democratic control, mainly by EU Parliament, are due to dominate EU's Agenda not just this week, but also during the forthcoming Months, replied EU Parliament's Spokesman and Press Director, Jaume Duch, to an  "EuroFora"s Question, shortly after a relevant call launched last week in Strasbourg by German Finance Minister Wolfgang Schauble, echoed also by the largest Political Group of MEPs, that of ChristianDemocrats/EPP at a Conference in Florence, Italy, and expected to be discussed on Wednesday in a landmark Debate on "the State of the Union" by MEPs, who have just adopted a Resolution asking for a projected European "Banking Union", as well as "all" other EU activities, to have "Democratic Legitimacy" f.ex. "by involving EU Parliament as co-Legislator", and with "Question, Appointment and Budgetary" Rights, as they stressed, while 3 Foreign Ministers are also due to start discussing with MEPs' Leadership various Drafts on EU's Future, (even if, for the time being,  such a special encounter is the only one to be exceptionaly scheduled behind Closed Doors)...

- "I.e., there are currently many Documents, here or there, both at the Right and at the Left (of the political spectrum), about a Political Union, for a Real Political Union", Duch observed.

- "Thus, I think that this will be a Message due to be given" during the forthcoming EU Parliament Debates, "because, when one hears what (EU) Citizens have to say, many of whom are notoriously taking Distances vis a vis the idea, or rather the way according to which  the European Idea is set up, this is very much related to the fact the EU Citizens don't really feel to be fully represented", the experienced EU Top Official rightfully denounced.


- "This issue would undoubtedly be found in Wednesday' morning's EU Parliament's Debates", Duch confirmed for the moment.

+ => - "But,  I also think that we are going to find it anew, during the forthcoming Months, in almost all Constitutional Debates inside EU Parliament !", the experienced EP's Press Director concluded in reply to "EuroFora"s Question, in a way which obviously evokes a real political will from MEPs to open New Horizons for EU's Future.

    - Already, this Week is due to be dominated by the Debate on the State of the Union, with EU Commission's President, Barroso, and EU Council, in the presence of all EU Commissioners, focused on what is currently under Preparation, during all this (2012) Summer's Political and Economic Developments, and on what has been decided in order to tackle Growth, as well as the MultiAnnual Financial Perspectives, the necessary Means in order to be able to carry out EU's new competences, and, most of all, there wil be a First Debate on the forthcoming Banking Union, followed immediately afterwords by a specific one, EU Parliament's Spokesman earlier anounced.


    This is due to be a kind of ..."Super Wednesday", on EU's Future,  because, in addition to the landmark EU Parliament's Plenary Debate on the "State of the Union", it will be also the Day of Dutch Elections, with a particularly pronounced European dimension, as i'ts also the case, more and more frequently, in most other National Elections, which start to become somehow similar to EU primary or partial Elections, something which could be a Logical development, Duch observed.


    + But, this Wednesday will also be the Day for the German Constitutional Court's judgement", at nearby Karlsruhe, on €uroArea's New Treaty, alias the "Fiscal Pact", another important issue, and it will be also the Day on which will be presented a Legislative package on Banks' Reform", he added earlier.

+ Moreover, 1 Day Earlier, on Tuesday afternoon, EU Parliament's Political Groups' Presidents will debate, behind Closed Doors, on a Document that several Foreign Ministers prepared, "in a more or less informal way, on EU's Future", and this discussion is due to take place in the presence of 3 Foreign Ministers who have been Invited" by MEPs : - "Mr. Westerwelle of Germany, Reynders of Belgium, and Garcia Margalo of Spain" (a long time former MEP), starting on 5 p.m, as he anounced earlier, (but making it clear, in reply to another Journalists' question, that this exceptional meeting between Top MEPs and Ministers would be held "in camera")..

 By the way, "EU Future" debate also was a promise made by Barroso to former French President Sarkozy back on August 2007, in order to abstain, in exchange, from entirely blocking Turkey's controversial and unpopular EU bid, as a wide Majority of Voters had wished in the May - July 2007 Elections in France, (later confirmed also by a relevant Majority in Germany and various other EU Countries), but this resulted only into a contested Report drafted in 2010 by an Experts' Committee directed by a strange universitarian named ... "Dr. Turk", nonobstanding the fact that all these efforts had been done precisely in order to put between brackets Ankara's controversial EU bid : Exactly what EU Parliament is also due to examine this week, in a Report on EU's Foreign Policy where a Turkish lobby wants to insert a menion of Ankara's EU claims)...

+ Meanwhile, later this Monday Evening, EU Parliament's Economic and Monetary affairs Committee, surprisingly Voted a last-minute Amendment "Urging Political Leaders to encourage Democratic Legitimacy in All EU affairs", without any exception, from now on.


Moreover, it's only a Narrow Difference, of just 20 votes for, 22 against, which droped, at least for the moment, another Amendment, which made it clear that such a "Democratic Legitimacy" required also "Open Debates, at both National and EU levels", (i.e. in particular with the participation of both National and of the European MPs).

Such MEPs' moves were made on the occasion of the Adoption, with a Strong Majority of 33 Votes in favour, against only 7, and 2 Abstentions, of a Resolution drafted by the experienced President of EU Parliament's Economic and Monetary affairs Committee, Liberal Brittish MEP Mrs Sharon Bowles, from the Governing Coalition, which clearly "stressed the Need to enhance Democratic Legitimacy, with regard to to the proposed Banking Union", (perhaps the most Important Decision taken at the latest, June 2012 EU Summit in Brussels, in order to definitively overcome all Financial Crisis' problems for ever).

This must be done "by fully involving  the European Parliament as Co-Legislator", MEPs stressed, f.ex. in the "Single Supervisory Mechanism" scheduled for ECB's Future Monitoring on National Banks which may receive EU help. 


+ "Any major Change", f.ex. "shifts to other institutions", etc., "has to be accompah,ied by an equivalent Increase in Transparency and Accountability of such Institutions, towards EU Parliament, including Rights of full Question, Appointment and Budgetary procedures", the adopted Resolution adds.

  Ten Years of ECHR : 1998 - 2008 show need of Revival in 2009-2010 coinciding with 2009 EU Election
   

A threefold, coordinated move by new Top French Political actors in the 2009 EU Parliament Elections, expressed in Strasbourg a will to boost Europe's Political dimension close to Citizens' concerns, going from protection of Economy to defence of Human Rights.    

The move met an exceptional ECHR's call for a "revival" of Human Rights' protection mechanism', in a Mega-Conference, early 2010.   

Obviously focusing on June 2009 Elections to EU Parliament, it involved from the outset the recently nominated "dual" Head of French Governing Party (UMP)  Michel BARNIER and Rachida DATI :

     - "As President Sarkozy has clearly said, we (France) are in favor of a Strong, Sovereign and Independent, Political Europe, which protects its Citizens, and not for a large Super-Market, nor for a Europe under influence",

    "This goes for everything, including Energy", added to "EuroFora" the experienced former EU Commissioner, Minister of Foreign affairs, currently of Agriculture and Sarkozy's new pick as Leader of the Governing party UMP to EU 2009 Election, Michel BARNIER                                              .                             

  - Human Rights are important because they are at the Heart of the Political Europe that we aspire for : I.e. a Europe able to act and protect its Citizens, stressed also the New French Minister for European affairs, Bruno LE MAIRE, while meeting Strasbourg's Journalists at his first visit to the CoE.

This is one of the main interests for CoE, which is also a natural place for cooperation between EU countries and Russia or Turkey, which was recently helpful at the Middle East crisis, he added.

The move gained momentum with French Minister of Justice, Rachida Dati's main observations at ECHR's 5Oth Anniversary :   

- "While we are seeking Europe's Borders and Identity, you (ECHR) remind us also of its Values", Human Rights, Dati noted.   

Citizens seek more and more often ECHR's help, and the tempo accelerates, Europa awaits a symbol, while national legal orders are not freezed   

And she expressed "support" to ECHR President Jean-Paul Costa's call to satisfy the vital need to revigorate the PanEuropean Court by deciding big changes at a High-Level Conference open to a large audience, a kind of "Etats Generaux" of Human Rights, at the beginning of 2010.

It's not so much the recently growing number of applications for Russia or Ukraine etc, which seems to be Costa's main concern : In fact, the cases declared "admissible" are much fewer...    

But rather the persistent violations of Human Rights, sometimes very grave (ie. murders, torture, abritrary deprivation of liberty, oppression of freedom of speech, destructions of homes/properties, etc), despite numerous, repeated condemnations by ECHR. So that CoE's Ministers, due to "supervise execution" of ECHR's judgements, are overloaded.   

F.ex. most Media noted that Turkey still remains, even in 2008, the 1st among 47 CoE member States in the number of condemnations by ECHR :  257, compared to 233 for Russia, with a population more than the double..    

The problem is that it's not the 1st time at all : During all the last Decade 1998-2008, Turkey was condemned by ECHR much more than any other State, and for particularly grave violations :   

- 1.652 condemnations, compared to 605 for Russia, 548 for Poland, 494 for France, 476 for Ukraine, etc.   

Italy's second place with 1.394 condemnations is a misleading false appearance : In fact, most of them (999) concern mere "procedural delays" in national courts. Same for France.   

On the contrary, Turkey was condemned 180 times for Killings, 192 times for Torture or Inhuman/Degrading treatments, 340 times for arbitrary deprivation of Liberty, 528 times for "Unfair trial", and 169 times for oppression of Freedom of speech, (etc). And the latest, 2008 numbers, indicate no change in this trend, (See supra).   

The current Spanish CoE Presidency (November 2008 - May 2009) has made of the implementation of ECHR's judgements its 1st Priority.   

ECHR's President, Jean-Paul Costa, stressed in its 2009 Annual Press Conference, CoE Member States' obligation to implement the judgements, according to Article 46 of the European Convention on Human Rights.   

Moreover, if CoE's Committee of Ministers delays to ensure implementation, then, the repetition of violations in similar cases provokes a multiplication of complaints tabled to the Court, which overload the mecanism for the protection of Human Rights, denounced Costa.          

A series of Debates on "the situation of Human Rights in Europe", focusing on the "need to fight against Impunity" of perpetrators of grave crimes, is  currently prepared by CoE's Parliamentary Assembly for the session of June 2009.  

The final Timing comes shortly AFTER the EU Elections, but the main Reports should have been adopted before.

Meanwhile, French President Sarkozy and German Chancelor Merkel's recent call "for a Political Europe" in 2009 EU Elections (See earlier "correspondence from Paris, Elysee Palace), seems more and more endorsed also by other EU Countries' Top MEPs :

Thus, f.ex., EU Parliament's 1st vice-President, Greek MEP Mrs Rodi KRATSA, speaking to "EuroFora", agreed that 2009 EU Election would be a "naturally good" opportunity to debate what really interests EU Citizens : "The Future of a Political Europe, able to face the Economic Crisis, with a Culture and identity which attracts the People"
