

Juncker to Eurofora on Spain-Morocco EU Borders Deal, before CoE Vote on EU-Turkey Migrants deal

*Strasbourg/CoE/Angelo Marcopolo/- EU Commission's President, experienced former long-time Prime Minister of Luxembourg and €uroGroup Chairman, Jean-Claude Juncker, speaking to "Eurofora" during his official visit at the CoE before a Vote on a Resolution about the recent EU - Turkey Deal on Migrants' Crisis, (See also : http://www.eurofora.net/newsflashes/news/toppoliticiansatpaceforeuturkeydealvote.html ), appeared ready to examine also a Different Deal previously brokered between Spain and Morocco, which apparently works quite well, without obliging the EU to make so Heavy Concessions as those Requested by Ankara, which include even an imminent "Visa Free" status to allow 75 Millions Turks to enter the EU, that raised several Press and MEPs' Questions, despite Juncker's firm stance on EU Principles and Conditions, (See Infra). Thus, while obviously trying to Facilitate a proper functioning of that EU - Turkey deal, at the same time, he appeared quite Careful on EU rules' respect and efficiency, as a matter of principle.
- When "Eurofora" asked President Juncker his opinion about the Efficiency of the Spain - Morocco EU External Borders' Deal on Migrants, (obviously Compared to the controversial EU - Turkey Deal on EU's Borders in Greece), his Reply was immediate, but Careful, and, however, Positive and Open in the foreseable Future:
=> - "We (EU Commission) shall examine that", clearly replied Juncker, with a Smile, while concluding a Brief Press Point with new CoE Assembly's President, experienced former Chairman of the ChristianDemocrat/EPP Group of MEPs, Pedro Agramunt, from Spain.

An important ChristianDemocrat/EPP Heads of State/Government Summit, held in Spain before the End of 2015, has explicitly praised the method used by Spain and Morocco in order to Monitor EU's External Borders to Africa, (a Huge Continent, plenty of Poverty, Violent Conflicts, etc., despite its Natural Resources, which usually sends more Asylum Seekers/Migrants to Europe than any other area in the World), without provoking at all any of the Serious Problems faced by the EU recently vis a vis that Exceptional Massive "Tsunami" of more than 1 Million Asulym Seekers/irregular Migrants coming through Turkey via EU Member Greece) :
No (or only a Few) People tragicaly Drown while desperately trying to cross the Sea via Smugglers' shaky boats, often sabotaged by the latter, in an attempt to avoid being noticed by EU Coastguards.
No Massive Tresspassing by a so Big Number of Individuals at the same time as in Turkey's case, that No State can Cope with such an exceptional phenomenon in average conditions, as in the infamous "Balkan route", (which has recently been Closed in a Concerted move by almost all the concerned Transit Countries, from FYROM up to Hungary, Slovenia, Croatia and/or Austria, etc, Cutting short in the Number of Migrants trying to enter the EU via Greece).
And Morocco has Never Asked for all these big and controversial EU Concessions that Turkey notoriously Pressed and Obtained by Europe, at least for the moment, taken "Hostage" from Ankara, (See, f.ex. : ......) :
- I.e.: More than 6 Billions €, in full Funds ; Liberalisation of Visas, with the promise of an entirely "Visa Free" status for all 75 Millions of Turks to enter inside the EU whenever they like ; Opening of more Chapters in EU - Turkey Negotiations in view of Ankara's controverial and Unpopular Bid, etc.
+ In a relevant, last-minute development, Spanish Foreign Minister, Jose Manuel Garcia-Magallo, an Experienced former long-time mainstream MEP at EU Parliament, was Invited in Strasbourg to Speak at the CoE, and Reply to MEPs' Questions, by coincidence, precisely before the Beginning of CoE PanEuropean Assembly's Debate and Votes on a Resolution about the EU - Turkey Deal concerning Mass Refugees and Migrant flows, next Wednesday Afternoon.
Recently, it seems that even all main Spanish Political Parties would have Voted Against that, according to certain mainstream Newspapers.

EU Visas for 75 Millions of Turks : Juncker points on Conditions to fullfil.

In this context, Juncker was particularly Questioned by Journalists from France and other EU Countries, on the "Visa Liberalisation" concession for 75 Millions of Turks, that Ankara asks persistently for June 2016, (i.e. in just a Few Months' Time).
But, as in his Speech at the Plenary, EU Commission's President, carefuly stressed Today the "Conditions" that Turkey must, at first, fullfil a series of "Conditions", before EU Commission may propose a "Visa Free" status for all Turkish Citizens :

- "Turkey must now Fullfil all remaining Condition ... Visa Liberalisation is a matter of Criteria, and the (EU) Criteria won't be Watered Down, neither Weakened, in the case of Turkey", he stressed.
Questioned precisely Twice on that Crucial point during a meeting with Journaliss, including "Eurofora, EU Commission's President admitted that he had just Spoken about it with Turkish Prime Minister Davutoglou, and that "Turkey was Working" in this direction. But he reiterated the point about those "Conditions" that Ankara has to fullfil before that, following also the line expressed earlier, during Press Conferences in Brussels and in Berlin, by German Chancelor Angie Merkel.
This didn't hinder Davutoglou to Claim, later-on, during his own, subsequent Speech at CoE's Plenary, that Turkey would have already met "all" Conditions, from any point of view, so that the only "Pending" problem would be for the EU to accelerate the Payment of 3 Billions € to Turkey)...

He even went as far as to claim that the Cause for a Recent Diminution of the Number of Asylum Seekers/Migrants influx through Turkey towards EU's External Borders in Greece, would have been due only to the Beginning of EU - Turkey Deal, while, on the Contrary, it's well known, that this Follows, in fact, the Decision of "Visegrad" and Balkan Countries, as well as Austria, etc., to Close their Borders.
EuroSceptics have, meanwhile, used such EU Concessions to Turkey in order f.ex. to push the UK out of the EU : Nigel Farage, the Head of UKIP Party, strongly Denounced the imminent "Visa-Free" Entry of 75 Millions of Turks inside the EU, as a Sufficient reason to Vote "Yes" for BREXIT " in the forthcoming Referendum of June 2016, (i.e., by another of the sort, precisely at the Same Time that Ankara wants to get a Visa Liberalisation status for its entire Population of 75 Millions, (i.e. Before the forthcoming French and German crucial Elections of 2017).
Not even Ukranians, nor Georgians, etc. haven't yet got such a privilege, even if they seem "Ready" to get it soon, while, on the Contrary, Armenians, (GeoPoliticaly, Historicaly and Culturaly an European People), can't even Dream, Today, for a Visa-Free status here, since EU hasn't even Started yet Visa Liberalisation Negotiations with Erevan, as Juncker acknowledged in Reply to MEPs Questions.

Significant of a Wider Critical stance, even Pope Francis himself, returning to the Vatican after his famous Flash visit for an Ecumenical gathering on Mass Asylum Seekers/Migrants at Mytilini Greek Island facing nowadays Turkish Coasts, Last Week-End, reportedly stressed that he doesn't want at all to be "Politicaly Exploited" by anyone, an that he "Didn't Knew" the controversial EU - Turkey Deal, but had only heard about it "in some Media".
Thus, apparently anxious that Criticism of certain Controversial points of that EU - Turkey Deal might, eventualy, be expressed also byu writting in the forthcoming CoE Assembly's Debate and Vote of a Resolution, next Wedensday afternoon in Strasbourg, (See relevant "Eurofora"s NewsReport at ....), EU Commission's Head Spokesman Schinas, reportedly anounced, later Today in Brussels, that it will Publish, Tomorrow, just before CoE's Vote, another Report with an appraisal of the Implementation by Turkey of its controversial Deal with the EU on the Migrants' Crisis. But, an earlier "Triomphal" publication of Exagerated and at least partly inaccurate Statistics about another EU - Ankara bid, had notoriously shaken People's Trust to some expeditive Bureaucratic anouncements just in order to cover-up Turkey's wrongdoings...

However, Independently of that, Juncker himself doesn't really nead any Intermediaries in order to make his own activities felt by the People, as 2 strange Events revealed :

Earlier this Morning, an unexpectedly Strong but Friendly Tap in the Back of the Shoulders, by EU Commission President Jean-Claude Juncker, a long-time acquaintance at EU Parliament, CoE, Luxembourg, Warsaw, etc, since the Nineties, (after having even the same Professor in Law at Strasbourg University), while entering with CoE's Secretary General Thornbjorn Jagland for a Press Point, warned "Eurofora" that Juncker had arrived, he remembered, and appeared Glad to meet anew, after some time, as well as that he kept fully intact his famous Energetic mood and sense of Humour.

Perhaps more unortunate, mainsteam ChristianDemocrat/EPPMEP from Moldova, Experienced former President of CoE Assembly's Social affairs Committee, and President of the European Federation of Baptist Christians, Valeriu Ghiletchi, expressed his regrets for having lost an opportunity to, at least "take a Shelfy" (Photo) with Juncker "when we Bumped" on eachopther "at the Hotel", as he informed aquite amused CoE Assembly's Plenary, before raising, very seriously, a Topical GeoPolitical Question on the need to Upgrade, in the foreseable Future, EU's Eastern Partnership.

The recent paradox of freezing EU Talks with front-runner Croatia, while continuing controversial EU - Turkey talks, despite Zagreb's acceptance of Refugees' Human Rights to return, that Ankara refuses fex. in Cyprus, while both have "Good Neighborhood" problems vis a vis Slovenia, or Greece, Cyprus and Armenia respectively, can it be justified by the non-fullfilment of EU criteria, as Slovenia says, or, is it "Double Standards" ?
The question became unavoidable after statements by Presidents of Slovenia and Croatia, Tuerk and Mesic, respectively, to "EuroFora", exclusively or among Strasbourg's journalists this week at the CoE, on the sidelines of its 2009 Summer University for Political Schools, which topically brought them together as successive key-note speakers.
Comming only a few Months before EU checks Turkey's compliance to its commitments on Cyprus, etc., scheduled for December 2009, this obviously has a special importance for the coherence of EU Enlargement's principles.
Suspension of EU Negotiations is a normal consequence in case of a Candidate Country's failure to fullfil EU Conditions, such as "Good Neighborhood relations", stressed at first Slovenian President Danilo Tuerk, current CoE's chair.
But, regarding EU's Criteria, there shouldn't be any "Double Standards", reacted Croatian President Stjepan Mesic, commenting the fact that Turkey's controversial EU negotiations continue, while they were recently "freezed" in the case of Croatia, an "unquestionably European Country", which oficially accepts to respect Refugees Human Rights, contrary to Ankara's notorious refusals or reluctance.

Questioned earlier what "consequences on EU's Enlargement policy" can have the "Ban on EU Membership Negotiations", imposed to Croatia, Tuerk replied that "this question comes down to the fulfillement of (EU) Criteria for membership. One has to look at each Candidate Country ., from the point of view whether it fullfils the Criteria that EU has set. One of them are Good Neighborhood Relations, I'd like to remind. And also, there are other factors, such as Justice, Home affairs, Rule of Law, and others".
- "Now, ..Candidate Countries are at Different Levels of fulfillement of Criteria", he observed.
- " Croatia is obviously the closest to that. I'm rather optimistic : I think that in the coming Months we'll have an opportunity to look at all these issues constructively and hopefully we'll be able to make progress". "My main concern, at this point, is the situation in Bosnia : We haven't seen enough progres domesticaly. We haven't seen enough during ..political parties within their country.We need a New Energy, a new energetic move towards the Candidature for EU membership. "Other (Western Balkan) Countries (Serbia, Montenegro, FYROM, Albania) have been making soaring Progress, and I think that they should be ready, in a few Years, for the Candidate status".
- "As far as the Western Balkans are concerned, .. nobody should be left outside" the EU, Slovenian's President concluded, ommitting to mention Turkey's controversial EU bid.
- "This process may be seen as Slow, but.. Slovenia has also has also been exposed to various "Booms of Slowness" in our accession period. But now we can say that the process was relatively quick, because changes which occur after becoming EU member, are quite large, and they require proper Preparations before the (EU) membership becomes a new factor, an impacting line for a new (EU) member country".

EU "Solidarity" ?

Slovenian statements made some participants from certain 3rd Countries as FYROM, etc. claim that "the Principle of EU Solidarity" would "produce a.. rising European Union Nationalism (sic !), against Non-EU Countries", as they said, asking unhappy foreign countries to form a "bloc" to exert pressure on the EU...
But Croatian President Stjepan Mesic dismissed that, supporting "EU Integration", "after the Economy also in Political" issues, as "the achievement" of our times. In EU there is "diversity, but it's United", he stressed, "EU has to be United so that it can become a central factor of Peace" also at the surrounding areas, he replied.
Speaking later exclusively to "EuroFora", the experienced twice President of Croatia, former President of the International "Non-Aligned" movement, denounced "Double Standards" in the way EU treats recently Croatia compared to Turkey :
- "I think that there shouldn't be Double Standards", stressed the Croatian President, in reply to a Question comparing the freeze of EU - Croatia talks, with the continuation of EU - Turkey talks, despite the fact that Croatia is an "unquestionably European country", while Turkey's EU bid is notoriously controversial.
Mesic was reacting to the observation that, even if he confirmed his "respect of Refugees' Human Rights to return, etc. (See infra), nevertheless, EU talks are suspended with Croatia.. While for oher, controversial candidates, who refuse to respect Refugees' Rights to return, etc., as fex. Turkey does in occupied Cyprus and elsewhere, EU negotiations continue".
- "I believe that Croatia's accession will confirm that all European Countries who fulfill all of the Conditions and achieve European Standards, have to join the EU. There shouldn't be any Double Standards", went on to add in reply President Mesic.
In this relation, Croatia's President found "of paramount importance", CoE's "mechanisms enforcing ECHR's judgements"
- "On Refugees and Displaced persons, the process will be completed only after the last person demanding to return will be allowed to do so !", President Mesic Croatia stressed earlier, setting a general standard of obvious importance also for otherr candidates, as f.ex. Turkey, often accused to exclude or heavily restrict Greek Cypriot Displaced persons' return to their Family Homes and ancestral land, provoke difficulties to Turkish-Kurd IDPs return to their home regions at the South-East, etc.
Some "2.000 People are still reported Missing" in former Yugoslavia, for some Years, (as in Cyprus, modern Europe's oldest case, for 3 Decades. Nagorno-Karabach, Tcecnya in Russia, etc, more recently), and Investigations "will only be completed after establishing the fate of the last one of them", he added.
Speaking earlier on "War Crimes", President Mesic stressed that "Leaders are responsible for (the) Wars (of the Past), not the People", and called against Impunity : "Individuals have to be held Responsible for Crimes. International Penal Tribunals have to persecute those individuals", perpetrators of War Crimes, he underlined.
Such statements naturally made Mesic rather popular at ECHR, whose President, French EuroJudge, Professor Jean-Paul Costa, looked particularly smiling when he welcomed him later on Wednesday afternoon, after Slovenian President Daniko Tuerk earlier this week.
