

EUParliament: Many MEPs denounce Turkey reported links to ISIL Extremist Islamic Terrorist BeHeaders
*Brussels/- Both by Oral Interventions and by a lot of Written Amendments tabled on the Annual EU Parliament's Report on Turkey, many MEPs from various Countries and/or Political Groups, strongly Denounced Turkey's alleged links with the notoriously most Horrible, among Extremist Islamic Terrorrist Armed Groups, that of ISIL's atrocious BeHeaders, particularly around the Turkish Borders visa vis Iraq and Syria, also on the occasion of the 1st Discussion by the New EU Parliament's (as elected since May 2014 latest EU Elections) Foreign Affairs Committee, Today in Brussels, chaired by Experienced mainstream MEP Elmar Brok from Germany, (and partly in presence of EU Commissioner for Enlargement and Neighbouring Policy, Johanes Hahn from Austria, who focused on the Future of ENP, immediately afterwards) :

- F.ex., vice-President of EU - FYROM JPCommittee, Angel Dzhambazki, MEP of Euro-Conservatives/Reformists Group (founded by Brittish Prime Minister David Cameron), from Neighbouring Bulgaria, (which has notoriously faced Risks from various Turko-Bulgarian Networks, reportedly going from Clientelism up to petty Criminal Gangs and/or Drug Trafficking, etc), according to several Bulgarian a.o. sources), speaking earlier Today, during FAC's Meeting on Amendments to Labour MEP Kati Piri's (Dutch) Draft Report on Turkey, strongly Denounced a "quite Alarming situation" about Ankara, due to a Series of "Points of Concern" :
- These include, particularly, also "the alleged Financing and Training of ISIL's Fighters (Jihadists) inside Turkish Territory", etc., so that, "All this, leads to the Conclusion that Turkey is Not prepared to abide by EU standards, and this should be Condemned and reflected in the Resolution" (due to be finally discussed in Public, Voted and Adopted by EU Parliament's Plenary in Strasbourg or in Brussels later this Month), as he stressed.

+ Coming from another, Forefront EU Member Country, at Europe's Borders directly Exposed to Turkey : Cyprus, even SocialDemocrat MEP Costas Mavrides, Member of EU - Turkey JPCommittee, also added more on this same, Topical issue, during Today's 1st Discussion of Amendments to Piri's Draft Report :
- "We (EU Parliament) should not forget Turkey's role regading ISIS : We all know that Turkey was involved, at least initially", in the emergence of that Fast-Growing, Horrible Islamist Terrorist Group of BeHeaders, (which notoriously has, meanwhile, spead from its Base at Turkey's Borders to Syria and Iraq, even towards the Mediterranean Sea-Coast of Libya, facing Greece and Italy, etc., as well as from Nigeria up to EU's core in Paris, Copenhague, Brussels, etc., up to USA itself (f.ex. Texas, Arizona, etc). Therefore , "we (in the forthcoming EU Parliament's Resolution) should be Very Critical about this", that other MEP Warned.

+ Moreover, vice-President of Euro-Conservatives/Reformists Group, mainstream British MEP Geoffrey van Orden, of the Governing Conservative Party in the UK, and Chairman of EU - India JPC, who has also Tabled recently an Amendment on Turkey - ISIL links (See Infra), Today, in a written Statement read out by his collegue, Experienced British MEP (and former ChristianDemocrat/EPP's Foreign affairs Spokesman), Charles Tannock, also warns, in Addition, that, "in the context" of the "Enormous, and well-Founded Concern among our (EU) Citizens about Mass Migration, particularly from People comming from Africa or Asia with No natural Commitment to Western Values of Democracy and Religious Freedom", "Turkey, with its very "Porous" Borders, is a source of Anxiety".
The move Timely comes while ISIL has just Threatened to Send Teams of Deadly Terrorists Hidden among uncontroled Mass Migration waves, particularly from the Geographical Areas that it Attacks, towards Europe in order to intrude inside the EU. (An issue already evoked, mutatis-mutandis, by the new Defense Minister in Borderline EU Country Greece, Panos Kammenos, (Right), - even if allegedly missquoted by some Media in another, absolutely Differend and Controversial context). Many MEPs' Amendments denounce Turkey's role vis a vis ISIL's Terrorists

=> Thus, meanwhile, an impressive Number of Various MEPs from Different EU Countries and/or Political Groups, have recently tabled many Amendments to the 2015 Annual Draft Report on Turkey's controversial and unpopular EU bid, (due to be finaly adopted at EU Parliament's next Plenary Session of May, after previously Discussing and Voting on initial Amendments in Brussels), which denounce manifold and converging suspicions about Ankara regime's probable Responsibiilities in the -otherwise unexplained- Fast track rise of ISIL's atrocious BeHeader Terrorists :
- For the 1st Time, f.ex., the vice-President of the European Conservatives and Reformists' Group, British MEP Geofffrey Van Orden, "Emphasises that Turkey must increase measures to Prevent Recruits, Money or Equipment from reaching ISIL and other Extremist groups via its Territory", as he Denounces in the Amendment that he tabled.
+ At the Other side of the Political Spectrum, Socialist Portuguese MEP Ana Gomes, expresses "Concern" abouit "allegations and Reports about he Role Turkey is playing in Refusing to Curb Daesh (ISIL) advances, and its Logistical bases of Support", and "Calls on Turkey to ... unambiguously commit itself to fighting ISIL/Daesh and An-Nusra by, in particular, monitoring its Borders with Iraq and with Syria, to assist in Preventing the European and Turkish Fighters (Djihadists) from Access to those countries with the purpose of joining Terrorist organisations" through the Turkish Territory, as well as to "Clamp down on ISIL/Daesh and An-Nusra Recruitment and Propaganda Centres in Turkey", while also " ensuring an unimpeded Eccess by the Kurdish forces in Kobane to any kind of Assistance they need to fight ISIL/Daesh", instead of notoriously Hindering them.
++ This is added to Euro-Left's MEPs from France and Cyprus, Marie-Christie Vergiat, Takis Hadjigeorgiou and Neoklis Sylikiotis, who call to "Criticize .. the Turkish Government's Ambivalent attitude towards Daesh"/ISIL, and "Stress the Need" for "Turkey ... tio Prevent Daesh (ISIL's) Fighters (Djihadists) from Crossing its Borders", to and from Syria and/or Iraq.
+++ As for "Green" MEPs Ska Keller, Ernest Maragal andl Bodil Ceballos, from Germany, Spain and Sweden, they clearly "express Concern over Turkish government's alleged Role in providing Support to ISIS"' atrocious BeHeader Terrorists.
++++ Bulgarian Conservative MEP Angel Dzhambazki goes even Further, by "expressing Serious Concern at the Fact that persons Connected with the Islamic Movement and with Other Terrorist Organisations, are able to Move Freely through, and (in the case of the egions bordering Syria) Reside Feely on Turkish territory", as he Denounces in the Amendment that he tabled,
"Stressing that Turkey should take all necessary Measures to Restrict the activities of the Islamic movement" of ISIL etc., instead of offering to it Free Transit and even Bases, (Comp. Supra).
+ Even notoriously pro-Turkish Swedish Center-Right MEP Anna Maria Corazza Bildt, realizezs the Need to point at the Fact that there is, Now, in Turkey, a "Flow of so called "Foreign Fighters", both Returning from, and Venturing to participate in the Civil War in Syria or other Terrorist activities in the region", making it necessary to "Cooperate" in order "to Single Out Terrorists and other Security Threats" present on Turkish Territory, "such as self-proclaimed Islamic State of Iraq and Syria (also called Islamic State of Iraq and the Levant, or IslamicState of Iraq and al-Sham), al-Qaeda", etc.
- French MEP Philippe Juvin, from the recently growing, main opposition party UMP, (of the ChristianDemocrat/EPP Group), Timely reminding also "the (Islamist Terrorist) Attacks carried out on European soil", urges to "Call on the Turkish authorities to step Up ... cooperation with the EU and its Member States in ...Monitoring of Jihadists on Turkish soil, and their Return to Europe", as he says, while even experienced vice-President of the Socialist Group of MEPs, Victor Bostinaru from Romania, feels the Need for Ankara "to Better hold Control of the Flow of Foreign Fighters" through Turkey.
+ Moreover, the vice-President of the Liberal Group, German MEP Alexander Graf Lambsdorff, together with Dutch MEP Marietje Schaake, vice-Chairwoman of the EU - USA Delegation, both consider "Important" for the EU to get a "Clear Commitment" by "Turkey" on the "Prevention of the Activities in Turkey, and of Recruitment of People in Turkey, by Violent Extremist Organizations", as they note.
>>> Experienced vice-President of the EU - NATO Delegation, former President of EU Parliament's Security and Defense Committee, Arnaud Danjean from France, (ChristianDemocrat/EPP Group), Criticizes "Turkey" for "still Not using All the resources at its disposal to Fight Terrorism", and, in this regard, he "Notes, in particular, Shortcomings in the Monitoring and the Arrest of Foreign Fighters Crossing its Territory, and in the Monitoring of its Borders with Syria and Iraq". That's why, the Competent MEP feels Necessary for the EU to "Call on Turkey to take a Firmer line against ISIL and against Terrorism in general".
- Italian "5 Stars/Beppe Grillo" MEPs from the EFD Group, (of British Nigel Farage, Center Right+), Marco Affronte and Fabio Massimo Castaldo, "Voice .. Concern at the Number of Jihadists crossing Turkey's Porous (as they Denounce) Border into Syria", and "believe that the Turkish Government Should do .. More", as they Criticize in the Amendment that they tabled, at the same time that German ChristianDemocrat/EPP MEPs Renate Sommer and Esther de Lange, feel that Ankara's exchanges with the EU "should Urgently be Improved" given the Necessity "to Stop the Flow of "Foreign Fighters"" from Extremist Islamist Terrorist Groups via Turkey.
=> The Votes on Amendments to the 2015 Report on Turkey are due Next Week in Brussels, in EU Parliament's Foreign Affairs' Committee, on Monday 5 May; The Final, Plenary Public Debate and Votes are due either in Strasbourg's forthcoming Weekly Session, between 18 - 21 May, or in Brussel's One Day Mini-Session of May 27.

+ Meanwhile, the Syrian Authorities have just accused Turkey to launch Deadly and Destructive Attacks against 2 Cities located close to the Northern Borders of the Country, by providing Logistical support and Amunitions to Terrorist groups.
++ In addition, French Police recenty arrested, on April 2015, an ISIL adept, a Fundamentalist Islamist heavily equiped with many Arms (including 4 Kalasnikov etc), Sid Ahmed Ghlam, for killing a Young Woman allegedly to steal her Car, and preparing Terrorist Attacks against Christian Churches at the eve of the 100th Anniversary of the Armenian Genocide (1915-2015), after visiting Twice Turkey on 2014 and 2015.
Moreover, almost All recent Deadly Attacks inside the EU by Extremist Islamist Terrorists linked to ISIL, were related, in one way or another, to Turkey :
- F.ex., already, from the March 2012 Killings of 2 Young Jewish Children aged 3 and 5 years old, together with their Father in a private School, as well as 2 French Soldiers (even of Aram origin), by Merah, it was found that he, and his Pals, had visited Turkey earlier, while 2 Chechen suspected Terrorists had crossed Afghanistan, Pakistan and Turkey, arriving to France just at the moment that Killer Merah had said that somebody gave hime Money and Arms for Deadly Attacks, before crossing, immediately afterwards, to Spain's Southern Andalusia area, near Gibraltar and Morocco, where they were Arrested by the Spanish Police, at a Hide-out located in the House of a Turkish immigrant hired by a British business at Gibraltar's Foreign Base, as Suspects to commit another Attack against a Spanish Target of pan-European Historic Symbolism, (Comp., f.ex. : ......)
+ In addition, "Charlie Hebdo"'s (Jan. 2015) heavily Armed Killers, Brothers Kouachi and/or Kulibaly (who attacked, at the same time, a Jewish Shop, shooting Dead several innocent Civilian People), were later suspected to have found their Arms thanks to a ... Turkish Trafficker living in Belgium, to whom they'd have left the Car of Kulibaly's Girlfriend, who escaped to Turkey for a week, and afterwards to Syria, immediately after the Paris' Massacre.
+++ Already several observers had been Puzzled, from the outset, by the Fact that the only Turkish "Hostages" of ISIL, Ankara Government's Consular State Agents at Iraq's Mossul city, were simply let Free to go and returned back entirely unharmed and in full Shapn, (as if it was rather a "Touristic trip", as some Turkish Media themselves denounced, surprized), while, on the Contrary, almost all Other ISIL's Hostages were Sadically and Cowardly Murdered : F.ex. American, British, French, even Japanese, or simple Arab Immigrant Workers from Egypt, African Students, etc., including a lot of Iraqi and/or Syrian Arab Christian, Kurdish and/or other Muslims, etc)...
++++ Last; but not least, former BBC-sponsored, Polish Documentary Film-maker Marcin Mamon, notoriously close to former Chechen Separatists Terrorists against Russia, has reportedly revealed, recently, that Jihadists flowing from all over the World to Turkey, and in particular Istanbul, have started to be linked with a Turkish go-between (nicknamed "Khalid"), who has already been active in Chechnya and/or Afghjanistan in the Past, but is now dealing with a kind of ...Ukranian branch of ISIL and other Extremist Islamist Terrorists, (including, f.ex. former Chechen Terrorist Isa Munayev, etc), who allegedly join mainly pro-Kiev but quasi-indepedent Battailons at the Donbass, to Attack pro-Russian Donetsk/Luhansk Autonomists and/or other areas in the European Continent.

Ten Years of ECHR : 1998 - 2008 show need of Revival in 2009-2010 coinciding with 2009 EU Election
A threefold, coordinated move by new Top French Political actors in the 2009 EU Parliament Elections, expressed in Strasbourg a will to boost Europe's Political dimension close to Citizens' concerns, going from protection of Economy to defence of Human Rights.
The move met an exceptional ECHR's call for a "revival" of Human Rights' protection mechanism', in a Mega-Conference, early 2010.
Obviously focusing on June 2009 Elections to EU Parliament, it involved from the outset the recently nominated "dual" Head of French Governing Party (UMP) Michel BARNIER and Rachida DATI :

- "As President Sarkozy has clearly said, we (France) are in favor of a Strong, Sovereign and Independent, Political Europe, which protects its Citizens, and not for a large Super-Market, nor for a Europe under influence",
"This goes for everything, including Energy", added to "EuroFora" the experienced former EU Commissioner, Minister of Foreign affairs, currently of Agriculture and Sarkozy's new pick as Leader of the Governing party UMP to EU 2009 Election, Michel BARNIER .
- Human Rights are important because they are at the Heart of the Political Europe that we aspire for : I.e. a Europe able to act and protect its Citizens, stressed also the New French Minister for European affairs, Bruno LE MAIRE, while meeting Strasbourg's Journalists at his first visit to the CoE.
This is one of the main interests for CoE, which is also a natural place for cooperation between EU countries and Russia or Turkey, which was recently helpful at the Middle East crisis, he added.
The move gained momentum with French Minister of Justice, Rachida Dati's main observations at ECHR's 5Oth Anniversary :
- "While we are seeking Europe's Borders and Identity, you (ECHR) remind us also of its Values", Human Rights, Dati noted.
Citizens seek more and more often ECHR's help, and the tempo accelerates, Europa awaits a symbol, while national legal orders are not freezed
And she expressed "support" to ECHR President Jean-Paul Costa's call to satisfy the vital need to revigorate the PanEuropean Court by deciding big changes at a High-Level Conference open to a large audience, a kind of "Etats Generaux" of Human Rights, at the beginning of 2010.
It's not so much the recently growing number of applications for Russia or Ukraine etc, which seems to be Costa's main concern : In fact, the cases declared "admissible" are much fewer...
But rather the persistent violations of Human Rights, sometimes very grave (ie. murders, torture, abritrary deprivation of liberty, oppression of freedom of speech, destructions of homes/properties, etc), despite numerous, repeated condemnations by ECHR. So that CoE's Ministers, due to "supervise execution" of ECHR's judgements, are overloaded.
F.ex. most Media noted that Turkey still remains, even in 2008, the 1st among 47 CoE member States in the number of condemnations by ECHR : 257, compared to 233 for Russia, with a population more than the double..
The problem is that it's not the 1st time at all : During all the last Decade 1998-2008, Turkey was condemned by ECHR much more than any other State, and for particularly grave violations :
- 1.652 condemnations, compared to 605 for Russia, 548 for Poland, 494 for France, 476 for Ukraine, etc.
Italy's second place with 1.394 condemnations is a misleading false appearance : In fact, most of them (999) concern mere "procedural delays" in national courts. Same for France.
On the contrary, Turkey was condemned 180 times for Killings, 192 times for Torture or Inhuman/Degrading treatments, 340 times for arbitrary deprivation of Liberty, 528 times for "Unfair trial", and 169 times for oppression of Freedom of speech, (etc). And the latest, 2008 numbers, indicate no change in this trend, (See supra).
The current Spanish CoE Presidency (November 2008 - May 2009) has made of the implementation of ECHR's judgements its 1st Priority.
ECHR's President, Jean-Paul Costa, stressed in its 2009 Annual Press Conference, CoE Member States' obligation to implement the judgements, according to Article 46 of the European Convention on Human Rights.
Moreover, if CoE's Committee of Ministers delays to ensure implementation, then, the repetition of violations in similar cases provokes a multiplication of complaints tabled to the Court, which overload the mecanism for the protection of Human Rights, denounced Costa.
A series of Debates on "the situation of Human Rights in Europe", focusing on the "need to fight against Impunity" of perpetrators of grave crimes, is currently prepared by CoE's Parliamentary Assembly for the session of June 2009.
The final Timing comes shortly AFTER the EU Elections, but the main Reports should have been adopted before.
Meanwhile, French President Sarkozy and German Chancelor Merkel's recent call "for a Political Europe" in 2009 EU Elections (See earlier "correspondence from Paris, Elysee Palace), seems more and more endorsed also by other EU Countries' Top MEPs :
Thus, f.ex., EU Parliament's 1st vice-President, Greek MEP Mrs Rodi KRATSA, speaking to "EuroFora", agreed that 2009 EU Election would be a "naturally good" opportunity to debate what really interests EU Citizens : "The Future of a Political Europe, able to face the Economic Crisis, with a Culture and identity which attracts the People"
