Moldovan President Lupu to EuroFora on EU Integration reform: Determined+Pragmatic on CoE,AGRI,GUAM+

*Strasbourg/Angelo Marcopolo/-  Firmly "Determined" to resolutely advance the EU Goals of the Neighboring Country of Moldova, unquestionably European both from an Historic/Cultural and a Geographic point of view, (strategically located between Romania and Ukraine accross the Dniestr River, spreading from the Black Sea to Poland), but also obviously Pragmatic, ready to make good use at the same time also of all other relevant Organisations, Groupings or Institutional Frameworkds in a Coherent overall Strategy, incuding CoE, AGRI, GUAM, etc, as well as Eastern Partnership, etc, Marian Lupu, acting President of Moldova, who is also Head of the Moldovan Parliament and strongly supported by the Governing Majority of the "Alliance for European Integration", fluently speaking English and French in addition to Russian,  etc., was crystal-clear in his replies to "EuroFora"s question after his meeting with CoE's Secretary General Thornbjorn Jagland.

 - "EuroFora" asked the President of Moldova about his "current objectives" for EU integration, if everything goes well on CoE-related reforms, that he had just highlighted, (i.e. mainly on Democracy and Human Rights' related issues).


    - "Thank you very much for your question : Well, speaking about Reforms in Moldova is also speaking about the Framework of our relations with the CoE, and (at the same time, in parallel) on the perspectives concerning Moldova and the EU", sharply replied President Marian Lupu from the outset.


    - "That's why, certain Packages of Assistance in promoting those Reforms, represent Joint Programs, (of the) CoE and EU Comission", he observed, according to a Classic, well known Strategy, in which CoE is useful also in order to prepare former Central-Eastern European Countries for possible EU accession.


    - "I reiterate our Firm Determination regarding the EU Integration process of my Country - and I'm speaking as acting President of Moldova, and also on behalf of the Parliament and all Public Authorities of my Country - so, . This is not only a matter of Foreign Policy, but also of Domestic Policy, (because) this is about an Important Range of Reforms, in all the Areas, for meeting Principles, Standards and Requirements of the EU", he stressed. 

- "We are Working at that process, as a Medium-Term process", since "We have a lot of work to do in our Country, before we can make it Elligible to get the Status of Candidate Country" for EU Accession, he added pragmatically but with resolution.


- Thus, "in the Nearest Future, we are counting to sign an Association Agreements with the EU,  with components in the Visa area, the CFP, etc. , and to succesfully continue to upgrade in this oganization" (CoE, comp. supra).

- Meanwhile, CoE is an ideal organization in order to coordinate Democratic Reforms more largely throughout all Countries in that area, so that we can be all fully active inside the EU Eastern Partnership, which has a Strategic importance for us, particularly because we have traditionaly spoken very much about Political only issues in this are, but not yet enough about Concrete Projects concerning Infrastructures, f.ex. of Transport, etc., added later-on the Moldovan President, in reply to another question by a collegue journalist from Azerbaidjan who had asked him about the GUAM organization (Georgia-Ukraine-Azerbaidjan-Moldova), while, at this very moment, Moldova is reportedly thinking about joining the new and Strategic "AGRI" Project for Energy Transport by Ships bringing Liquiefied Natural Gas from Central Asia directly, through  the Black Sea, into the EU, using Rivers, such as Danube and Dniestr, Pipelines, Gas-Electricity Networks, etc. (See relevant previous "EuroFora"s Publications on AGRI, including on Statements that gave us also the Romanian President Trojan Basescu, as well as Georgian and Adjeri Top Political leaders, etc).

Lupu also said earlier that he had informed CoE's Secretary General, Thornbjorn Jagland, about "the existing Reforms" and "the current Political Situation" in Moldova, as well as on "the possible Solutions", (a reference probably to the "frozen" Transnistrian conflict).


    "Reforms' process" in different areas, like the Judiciary, Police, Local and Public Administration, etc", concern "our commitments, in the framework of our cooperation CoE membership, to bring Moldova into a "New Stage of Development", and, in consequence, at a "New Status" here inside the CoE".


    CoE's Secretary General, Thornbjorn Jagland said earlier that President Marian Lupu had "informed (him) about the Political a.o. reforms and situation in Moldova, that we are all folowing closely" from Strasbourg, while himself had also informed the Moldoan Head of State/Government about the on-going CoE's own reform of the PanEuropean Organization itself.

President Marian Lupu is due to make also another, official visit to the CoE in Strasbourg  in the foreseeable Future, as he revealed.

An appeal to make the "World more Human", by defending basic Human Values, helping those in need, and paying hommage to Nature, figured high in Pope Benedict's long-awaited speech at his "First Angelus" in the symbolic, beautiful historic small town of Brixen/Bressalone at the Alpes.

- "No Dictature, nor any destructive force can rob us of the most important goods wich are God's gift", stressed Pope Benedict, referring to elementary Human Values, in a last-minute improvisation of his draft speech, before launching also a call to "help those in need", in order to "make the World more human".

- "Jesus is the focus .. In him is Justice and Freedom", said earlier Brixen's Bishop Wilhelm Egger, after prayers including calls to "Truth, Justice and Freedom", read at a Mass of thousands in the town of Archangel Michael, known as defender of christians against the devil.

In what looks as a reference to BioEthics' dillemas of crucial impportance, raised at Strasbourg's unique in the World legally binding International Treaty on BioMedicine and Human Rights (1998, with the "hottest" issues added later through additional protocols, some of whom are imminent), he spoke also of the splendid "Nature" at this Alpen's ressort : This fits well Vatican's earlier anouncement that Pope Benedict's "prayer intentions for August" are mainly to "respect God's design for the world", and "become ever more aware of the great gift of God which Creation represents for us".

- "The most important things in our lives cannot be bought, but are only given as holy gifts : The Sun and its Light, the Air that we breath, the Water, the beauty of Earth, Love, Friendship, Life itself", Pope Benedict added, extending also to Natural Environment, another topical issue after recent Climatic upheavals at several parts of the World.

The "preparation of Pope Benedict's visit to France", which currently heads the EU, at mid-September, among exceptionaly important Council of Europe meetings on Human Rights in Paris and Strasbourg, is part of his work, together with his "book on Jesus", during brief Summer Holidays in Brixen, said his Spokesman, Federico Lombardi.

- The Pope's message is mainly religious, theological. But we are living in a concrete world, and ideas may be taken by readers as references to the actuality. However, it's better to wait to se what the Pope will say in Paris and at Lourdes, added to EuroFora Lombardi, who is also Director of Vatican's Press Office.

Brizen/Bressanone is similar to Strasbourg by succeeding to make a fertile synthesis of Germanic and Latin sources of Europe, like the two local rivers who meet at the historical center of the town, among spectacular ressorts at mountains' hights.

Headquarters for an Historic Religious Seminar, it attracted recently also a Free University's Educational studies. Well-known as a long-time preferred rest place for former cardinal Radzinger and his brother Georg, it includes areas named "St Benedeto" and "St George"...

But Pope Benedict's first speech gave also another symbolic rendez-vous :

- "Next Wednesday, August 6, we shall commemorate the 30st anniversary from the death of late Pope Paul VI", who "concluded Vatican II", and "the Transfiguration of Jesus, mystery of the divine light, which exerced a unique fascination to his soul", he said to some 12.000 applauding People, among the happy few who succeeded to have a rare place for an open-air Mass inside the Domplatz a particularly sunny day at the Alpes.
