UN SG Spokesman Nesirky to EuroFora: No Crystal ball for Geneva Cyprus Ban Ki Moon moves
Intercommunal Taks for reUification of Cyprus are due to continue with a more "Focused" approach, but without a "Crystal Ball" on their possible outcome, after the forthcoming Geneva High-Level meeting convoked by UNO's Secretary General Ban Ki Moon, said to "EuroFora" his Spokeman, UNO's Press/Communication Director, the experienced former OSCE Official, Martin Nesirky. (See other Nesirky's earlier Statemens to "EuroFora" in various other NewsReports at the aftermath of Berlin November 2009 Summit and of Copenhagen, December 2009 UNO Climate Summit.

Ban Ki Moon had initially anounced the Idea to use on Cyprus' Talks a Method according to which the parties, after presenting al their positions as Open Cards at the Negotiation Table, now start to "Mark" those Cards who seem closer than others, starting to try to build some bridges around them, and continue by tackling, one by one, all other thorny issues, in an ettempt to bridge differences (See Replies that the UNO's Secretary General gave to "EuroFora"s Quzestions on Cyprus and Climate, at his Press Conference in EU Parliament in Strasbourg, on October 2010).

According to converging Rumours, both from Turkish and from Greek Cypriot Politicians, speaking these Days to "EuroFora", Geneva's January 2011 Top Level Intercommunal meeting, together with UNO's SG Ban Ki Moon, is due to be prepare a following, March 2011, even more important meeting, at the eve of May and June 2010 Elections in the free areas of Cyprus and in Turkey.
Turkish sources, speaking to "EuroFora" at the CoE in Streasbourg, which iss visited this week by Turkish Foreign Minister Davutoglou, and Turkish President Giul, added that, according to Rumours, UN SG's Envoy, former Australian Fioreign Minister Downer, would have highlighted the idea, particularly in case of some advancement in the InterCommunal Talks, that, shorrly after the May and June 2009 Elections, a Multi-polar 5 party Conference on Cyprus could be convoked during the Summer 2011, with the participation also of Greece, Turkey and the UK, as well as an eventual EU presence, but limited exclusively "in specific EU issues", because of Ankara's refusal to give Europe a say on EU Member Cyprus' Future, as long as Turkey is not yet ensured to ever enter inside the EU...

Cyprus' President Demetres Christofias recently appeared optimist on some Economic and EU issues, but disappointed on Governance by Turkish Cypriot Leader Dervis Eroglou's latest proposals, accused to be incompatible to UN Security Council's Resolutions on what kind of Solution UNO wants on Cyprus' issue, while many commentators, including UNO's SG himself, acknowledge the differences stil existing on Refugees/Displaced persons' Human Righ to Return to their Ancestral Land and to restore their Family Homes and/or Private Properties, currently usurpated at the Occupied Terriories of Cyprus, controlled by Ankara's Army since 1974.

- "This is very Difficult to judge" wherther there might, eventually be, or not, any Rapproachement between the parties' current positions, shortly before Elections in Turkey on June, preceded by Parliamentary Elections also in Cyprus, earlier on May 2010, Nesirky observed, replying to "EuroFiora"'s questions.
- "The most important thing is that there has been a concerted Effort by the two Leaders of the two Communities, to address as much as possible, and as many times as possible, before convening again at Geneva, following the meeting with the (UNO's) Secretary General at New York", on November 2010, as Ban Ki Moon had anounced in his reply to "EuroFora"s Question at EU Pariament's Press Conference in Strasbourg, on October 2010, (See "EuroFora"s relevant NewReport), he added.
- "If and where they might be making Progress, this is something which will need to be determined by the two Communities and expressed as such to the Secretary General in Geneva", Nesriky advised.
- But, "I don't know something concrete that we could judge at this point".
- Naturally, "the Secretary General has been encouraged by the Momentum that there is".
- But "He has consistently said, as has also done Mr. Downer, that there is a need, of course, to make progres, and encouraging the two leaders of the two communities in addressing this in a Positive Spirit"
- "And we have to see how this shakes up in Geneva"
- Even if, at least for the time being, "except from a Short Statement (by UN SG Ban Ki Moon at the conclusion of the Geneva meeting on Cyprusà that you mentioned, the Secretary General will probably not" have other Press Contacts at Geneva,
- "I'm not anticipating anything else", Nesorky carefuly replied to "EuroFora"'s question, but without excluding that "the arrangements might change" later on the spot, and advising to stay permanently in touch in order to be Timely informed by UNO's Officers of any eventual last-minue modification of the initial schedule.

Nevertheless, the real situation and its foreseable perspectives for the Next Steps, is due to progressively appear more clearly :
- "And I'm sure that this will be something that you'll be able to discern from the Statements, and from speaking to the two delegations, there, on the ground", at Genevan, Nesirky went on to advise "EuroFora".
+ On our Question whether we might have any kind of Roadmap, or Horizon from UNO's SG "on the Future", i.e. "after Geneva", Nesirky reacted sharply :
- "I don't think that it's wise or helpful to try to look into at a Crystal Ball at this point", UNO SG's Press Spokesman told us.
- "I think that what we can say is that the two Leaders and their Delegations have taken a very Constructive and Focused approach, and I think that, that is the way it will continue", Nesirky concluded.
Significantly of the exceptional .. "Athletic" capacities needed to "Jump over" some reported "Gaps" between the two sides' current positions on certain notoriously thorny issues, (such as Greek Cypriot Refugees/Displaced Persons' Family Homes and Private Properties, as well as Right to Return in their Ancestral Land, to combine with the Bi-Communal and Bi-Zonal Federation Agreement, but also Turkis Cypriot leader's recently reiterated stance on Government by "2 Peoples", as Turkish Prime Minister Erdogan has also stressed, etc., to combine with UNO Security Council Resolutions for a Solution with ReUnification of Cyptrus in "One Federal State, with one International (Legal) Personality, and one Citizenship", etc., including on well-known Disagreements about the acceptance, or not, of Bilateral and/or other Foreign Military "Guarantees" on Securiy : See, f.ex. Christofias' reply to our Question at his CoE Press Conference on 2008), UNO's Secretary General, Ban Ki Moon, decided to kick off this time his Switzerland trip by visitng, first of all, the ...International Olympics Committee (IOC), at nearby Lausanne, as his Press Attaché, Vanina Maestrocci said to "EuroFora".
Perhaps because UNO's Chief is really conscious of the vital need to be even more inspired by IOC's famous motto : - "Citius, Altius, Fortius !", (which means : "Faster, Higher, Stronger !")....

EU Rapporteur on Enlargment Strategy, maistream German MEP Elmar Brok, speaking to "EuroFora", welcomed the proposal made earlier this week by French President Nicolas Sarkozy for the EU to"start Now Talks with Turkey to create a common Economic and Security area", instead of full Accession, at a period when Ankara looks more and more unfit and/or unwilling to respect EU conditions.
- "For Europe to have strong Political will, it must stop dilutiing itself in an endless Enlargement. It must have borders...Diversities enrich, on the condition that they don't undermine European Cohesion, and don't weaken EU Unity", Sarkozy stressed.
- "Countries like Turkey share a part of common destiny with Europe, with which they have a vocation to build a Privileged Relation, to be closely associated, but not to become Member of the EU" : "Noone respects his friends by telling them lies. Noone respects his friends by making them promises that will be never kept", he added.
That's why "we'd better start, from now, negotiating with Turkey to create a common Economic and Security area", Sarkozy proposed.
Significantly, the French President was repeatedly and largely applauded by EU citizens, 3 times, when he made the Turkey point, (strategically placed between Europe's "Political Will" and its cultural heritage, historically open to mutually enriching dialogue with all the World, but never diluted).
- "We could propose such a great ambition also to Russia, which must not be percieved as an Adversary of Europe, but as a Partner. Thus, we'd create a wide area, of more than 800 Million inhabitants, sharing the same Security, the same Prosperity", he concluded.
Sarkozy's move was anounced at the eve of a Franco-German Top meeting with Chancellor Angie Merkel in Berlin on Sunday, to jointly launch the EU Elections campain, after an EU Summit at nearby Prague, to launch a new kind of relations, called "Eastern Partnership", with neighboring countries such as Urkaine, Belarus, Moldova, Georgia, Armenia, Azerbaidjan, etc, (to which Russia, reportedly, is not - and does not want to be - included).
As for Ukraine, which has already expressed her wish to join the EU in future, "Kiev will have a special place, and a very important role to play", replied earlier this week in Strasbourg, to an "EuroFora" question EU Chairman in office , Czech vice-Prime Minister Alexander Vodra.
- "This direction is more Realistic for Turkey than Accession negotiations", reacted immediately EU Parliament's Rapporteur for Enlargment Strategy, mainstream German MEP Elmar Brok, commenting Sarkozy's idea for "EuroFora"
Particularly "as far as it concerns the respect of EU Rules by both sides", he added, hinting at Turkey's now obvious inability and/or unwillingness to abide with EU Acquis, EU Commitments (fex. on Cyprus, etc), and European Democracy/Human Rights rules. (Comp. infra).
Brok added that, in his view, a similar proposal might be made also to Ukraine and other neighbouring Countries, regardless if they have, or not, a "European vocation". This would not necessarily mean that there couldn't be any accession prospects at all." for all the countries that might be included in this area, according to Brok. But it's preferable, particularly for Turkey, "because it's a more Realistic approach than full Membership".
On this point, Sarkozy's proposal, (which he'll share with German Chancellor Merkel), seems more crystal-clear.
- "Turkey does not fullfil EU Criteria, and will never fullfil EU Criteria" on Human Rights, Democracy and Rule of Law. "Some have been lying to Ankara, but we must tell the Truth, and have honest and close relations with her", said meanwhile to "EuroFora" on the same issue also the President of EU Parliament's largest Group of MEPs (ChristianDemocrats/EPP), Joseph Daul.

Earlier this week, many MEPs, and even some of those who were previously in favor of Turkey's controversial EU bid, strongly criticized the persistance and even aggravation of serious Human Rights violations in the country, that ECHR continues to "unanimously" condemn ":
- "After winning a big victory in the latest Local Elections, the pro-Kurdish party DTP almost doubled its Elected Mayors from 52 to 98", but afterwards "more than 400 politicians were thrown to Prison and prosecuted" by the Turkish Authorities, denounced on behalf of the ChristianDemocrat/EPP Group, Belgian MEP Frieda Brepoels.
At the same time, "more than 1.500 Children are closed in Turkish Prisons", she added. "What will the EU Commission do" against these facts ?
- "Turkey appears to be at greater Distance away from Copenhagen Criteria after 4 Years of accession Negotiations, than when they started !", denounced on behalf of the Liberal Group, German MEP Alexander Lambsdorf.
"On the central issue of Press Freedom, Critical Journalists face obstacles for their accreditation, others are prosecuted, condemned, fined and/or jailed, Media blocked or closed", he denounced.
- "EU Made 2 grave Mistakes with Turkey : To start accession negotiations, and to continue them", despite everything, criticized Dutch MEP Bastian Belder, on behalf of the Ind/Dem group.
