Sarkozy: Greece 2001 €uro entry = Error. Shroeder:"didn't know". Santer to EuroFora:I warned to wait

The debate on the Causes of the Sovereign Debt Crisis provoked in Greece, and the real situation in the rest of €uroarea, while Sovereign Debt problems are even Worse in the USA, Japan, and many and various other Countries all over the World, (as also a recent Graphic reminds), while €uro Currency itself remains surprisingly Strong and robust at almost 1 €= 1,39 $, started to spread among Top EU Politicians more and more frequently and intensively, to the point that experienced observers estimate that it might even extend up to the French 2012, German 2013, and EU Parliament's 2014 forthcoming Elections :

- 2011 G8 - G20 Chairman, French President Nicolas Sarkozy, speaking today at Strasbourg's University in the presence of Journalists including "EuroFora" on the recent G20 Cannes' Summit and €uroarea developments in Economy, took the opportunity offered by the question of a Franco-German Universities' young student on the whether Global Crisis created the need to advance towards an European Federal project, in order to give a sharp Historic overview of Past, Present and Future topical issues related to €uroarea's developments :
* At first , Sarkozy stressed the particular importance of €uroarea today :
- "The old debate which opposed a Federal to a Conferederal vision for Europe's Future, has been bypassed, recently, also because it has become impossible to speak about a Federation when it comes to EU Enlargement, since the 27 EU Member Countries will have to enlarge towards the Balkans etc., arriving at 33 or 35 States in all, where it's no more possible to have a Federation", he observed.
- Because, "it will become less and less possible to have exactly the Same Rules on all Political, Economic, Circulation, and other matters, among all 27 (and later 33 or 35) EU Member Countries".
=> So, "in substance, there will be (in Future) 2 Speeds : (a) A Confederal EU zone, and (b) An €urozone with more Convergence, deeper Integration", the French President announced.
>>> Thus, "€uro is becoming the Heart of Europe", so that "we can Never let it down, without taking the Risk to provoke a series of Explosions in Europe, he warned.
In fact, "€uro" Currency is Strong : F.ex., when it was introduced, 1 € worthed 1 US. $, he reminded. But, now 1 € = 1,37 $, showing that it's not a so-called "weak" currency at all, contrary to what some claim, Sarkozy noted.
- However, it's easy to understand today that those who "introduced a Common Currency as the €uro in the Past, without even raising the question of its Economic Governance", did a good job but incomplete, he started to criticize, (apparently ommitting to mention the detailed but Politically pertinent fact, that those who really Initiated the €uro had already warned, f.ex. in a landmark EU Parliament Debate in Strasbourg on Europe's "State of the Union", as early as back on 1995, that EU Citizens wil soon start to feel a Contradiction revealing that the Transfert of Monetary Powers to an EU level could not stay without also another, Economic Policy transfert towards the EU, so that People will start asking for it"... The problem being that those EU Politicians who followed immediately afterwards, didn't advance further on time).
- Because of such Delays, "that Economic System, as it was initially, (i.e. incomplete), not only didn't lead to Convergent Economies" among €uro Countries, "but it even pushed towards Diverging Economies", Sarkozy observed critically, (according also to the conclusions of a July 2008 Press Conference, at nearby Frankfurt, on the sidelines of ECB's 10th Anniversary Summit, by IMF's EU Director, Alexander, who, replying to an "EuroFora"'s co-founder's Question, replied by stressing the need to find ways of Convergence inside the EU, after observing that Growth diverged very much between Member Countries.
+ "Moreover, some" former Goverenments of the Past, "allowed to Drop the Rules" of €urozone, practically "throwing them away", he denounced.
>>> In this context, came also "the entry of Greece into €urozone (as early as) since 2001, and this was an Error !", Sarkozy criticized, (after also relevant statements made recently the former German Chancellor Helmut Kohl, Historic "Father" of EU's reUnification).
- "It was as if they've put things upside down", ("ils ont mis la charue avant les boeufs"). But, "you can't do anything, and afterwards escape to banqueroute". - "That's all the meaning of the Political Debate" nowadays, he warned.
- "Some tell me that Greece is the cradle of European Civilisation", and, therefore, can't be out of €urozone. "But, what relation with the Common Currency ?", he wondered, (apparently missing the point that, without strong and classical Civilisation symbols; €urozone could never develop also a specific Political Identity, despite its destiny to evolve probably into a kind of Federation : Comp. supra)...
=> Thus, now, "it's up to Today's Leaders to Catch up and Redress the approximations of the Past". - F.ex. "Greece, now, has undertaken to make considerable, absolutely Considerable Efforts", he underlined.
- But, "the (Global) Crisis oblige us to take Decisions very Fast". And "it's not about Elections, National or Regional/Local, European etc. But about a Country's Future", he warned.
=> Thus, today, in €uroarea, "we must Build a Model which Brings us all Together and lifts us Upwards", Sarkozy concluded.

- Pointing out that "this goes through Efforts, Work, Education, Research, Innovation", where, "as I've just saw in the (Historic but radically reNovated) Library of Strasbourg's University, the real Value of its Heritage, are not just Books and Buildings, but the People who work, struggle and innovate there, f.ex. with its New Campus project, and its "Initiatives for the Future" which succeeded to be selected for State Funding from the 36 Billions € strong Great Loan", (anounced by Sarkozy precisely in Strasbourg/Geispolsheim, on December 2009, see "EuroFora"s NewsReports from the spot).

Shroeder : "Didn't know"...

But, one of the main protagonists of the 1999-2001 drama, former Chancellor of Germany, Herhard Schroeder, ("Socialist"), recently claimed that he "didn't see", then, the fact that one of €uroZone's candidates didn't meet at all the Criteria :
- Schroeder reportedly claimed that he "didn't have a crystal-clear view of the financial situation in Greece at that period", i.e. ignored the excessive Debt which had been provoked by notoriously Nepotist recruitment of PASOK's "clients" or even political lackeys in counter-productive cushy-jobs at the State-controlled sectors, since, particularly, the 1980 Decade.
- "If we knew, we'd probably have taken another, differend Decision", he added, going on to criticize his successors for not taking enough measures to rectify the situation immediately when it was revealed, later-on, that Greece's Debt's numbers were, in fact, much greater...

Santer to "EuroFora" : - "I warned ...to wait"

But, experienced former EU Commission's President, and f. Prime Minister of Luxembourg, Jacques Santer, (a ChristianDemocrat/EPP), speaking earlier to "EuroFora" in Strasbourg , gave an Opposite Version of that which used now former "Socialist" German Chancellor, Gerhard Schroeder, on the conditions and the Timing of Greece's entry in €uroZone, decided back on 1999-2000 :
- "I Warned, then, Semites", (i.e. former Prime Minister of Greece, then, a German-educated "Socialist"), "that Greece should wait", until it succesfully accomplishes necessary Reforms, before it enters €urozone, he remembered.
- "But he (Semites, i.e. the former "Socialist" Prime Minister of Greece then, who won the April 2000 Elections based on Greece's €uro entry, even with less than 1% of the votes' difference, staying in power for 4 more years) Refused !", revealed Jacques Santer in his reply to "EuroFora"s question.
+ "And afterwards, my successor, didn't pay attention, and he went on" with Greece's too early entry in €urozone, he added, pointing at Italian Center-Left politician Prodi, (who hadn't yet, at that moment, any significant experience on EU issues, and, therefore, had been, then, at least for a while, obliged to take advise, inter alia, also by a controversial Italian Journalist, Frederico Cerri, who had recently been personally linked to Turkish "Deep State" circles for reasons related merely to some aspects of his "Private" life)...
Indeed, as it is well known, Santer's EU Commission fell victim, during 1999, to an unprecedented Slandering and orchestrated, Negative Media, systematic campaign, which reportedly claimed, among others, that he would be responsible for not sanctioning on time EU Commisssion's Brussels' Security service' Corruption Scandal, (for acts going back to its former French "Socialist" predecessor, Delors), obliging Santer to resign after it convinced many MEPs in EU Parliament in Strasbourg to vote against him.

Oli Rehn to German "'Green" MEP : - "You skiped the Rules !"

Meanwhile, another critical view Opposed to Schroeder's claims came by EU Commissioner in charge of Economy, Finnish Liberal Oli Rehn, while speaking to EU Parliament's Economic Committee, earlier in Strasbourg ;
- Rehn became spectacularly Angry with an intervention by a German "Green" MEP, whose Party he accused to have supported in the Past (1998-2004) a Coalition Government which altered and softened €uroZone's Rules, in Greece's and others' cases, judged to be Reponsible for "Laxist" Financial policies, from the Negative Consequences of which Europe suffers today.
The EU Commissioner obviously referred to the "Socialists" - "Greens" former Government Coalition in Germany, med by Gerhard Shroeder and Joshka Fischer, the latter being particularly known as a former Foreign Minister whose Party had been then seriously abd systematically infiltrated by many organised Turkish immigrants' lobbies :
- A Fact of obvious relevance for any eventual Investigation on €urozone Crisis' real causes, since Semites had managed to snatch the April 2000 Greek Elections (See supra) notoriously thanks to a Politico-Financial deal with big EU Governments ("Socialists" then) of the kind : - "We close our eyes on your Debt" (steming from many PASOK's "clients" and/or Lackeys massively hired in counter-poductive, cushy-jobs at the State-controlled sector during the 1980 Decade), in exchange of "you closing your mouth on Turkey's" controversial and unpopular EU bid, when, between December 1999 and December 2000, Ankara was given an EU "Candidate" Status, allowing it to start receiving up to almost 1 Billion € each year from EU Taxpayers' Money as a Grant, despite the persistence of many Serious Violations of Human Rights, Democracy and Rule of Law, illegal Military Occupation of part of Cyprus, Turkish Army Threats against Greece in the Aegean, hinderig EU Member Athens to Peacefully exploit probable Oil-Gas resources in the bottom of the Sea, Kurdish problem, even Violent and Noisy Refusal against Countries Recognizing the Armenian Genocide, Military Interventions of the Turkish Arrmy inside Iraq, etc.
+ Rhen's move was followed, shortly afterwards, by a similar Criticism on Greece's case even by experienced former long-time Chancellor of German Helmut Kohl, a ChristianDemocrat, Historic "Father" of Europe's Reunification, who also denounced the former "Socialist" Governments'' Errors made back on 1999-2000, concerning Greece's too early entry into €urozone, even before doing necessary Reforms, at the same time that Turkey was given, in exchange, a lucrative EU Candidate Status even without meeting yet the EU conditions (see supra).
=> This growing controversy, among key EU Top Politcians, on such important issues; clearly indicate a real possibility to be included also in 2012-2014 Franco-German and EU Electoral Debates.

The recent paradox of freezing EU Talks with front-runner Croatia, while continuing controversial EU - Turkey talks, despite Zagreb's acceptance of Refugees' Human Rights to return, that Ankara refuses fex. in Cyprus, while both have "Good Neighborhood" problems vis a vis Slovenia, or Greece, Cyprus and Armenia respectively, can it be justified by the non-fullfilment of EU criteria, as Slovenia says, or, is it "Double Standards" ?
The question became unavoidable after statements by Presidents of Slovenia and Croatia, Tuerk and Mesic, respectively, to "EuroFora", exclusively or among Strasbourg's journalists this week at the CoE, on the sidelines of its 2009 Summer University for Political Schools, which topically brought them together as successive key-note speakers.
Comming only a few Months before EU checks Turkey's compliance to its commitments on Cyprus, etc., scheduled for December 2009, this obviously has a special importance for the coherence of EU Enlargement's principles.
Suspension of EU Negotiations is a normal consequence in case of a Candidate Country's failure to fullfil EU Conditions, such as "Good Neighborhood relations", stressed at first Slovenian President Danilo Tuerk, current CoE's chair.
But, regarding EU's Criteria, there shouldn't be any "Double Standards", reacted Croatian President Stjepan Mesic, commenting the fact that Turkey's controversial EU negotiations continue, while they were recently "freezed" in the case of Croatia, an "unquestionably European Country", which oficially accepts to respect Refugees Human Rights, contrary to Ankara's notorious refusals or reluctance.

Questioned earlier what "consequences on EU's Enlargement policy" can have the "Ban on EU Membership Negotiations", imposed to Croatia, Tuerk replied that "this question comes down to the fulfillement of (EU) Criteria for membership. One has to look at each Candidate Country ., from the point of view whether it fullfils the Criteria that EU has set. One of them are Good Neighborhood Relations, I'd like to remind. And also, there are other factors, such as Justice, Home affairs, Rule of Law, and others".
- "Now, ..Candidate Countries are at Different Levels of fulfillement of Criteria", he observed.
- " Croatia is obviously the closest to that. I'm rather optimistic : I think that in the coming Months we'll have an opportunity to look at all these issues constructively and hopefully we'll be able to make progress". "My main concern, at this point, is the situation in Bosnia : We haven't seen enough progres domesticaly. We haven't seen enough during ..political parties within their country.We need a New Energy, a new energetic move towards the Candidature for EU membership. "Other (Western Balkan) Countries (Serbia, Montenegro, FYROM, Albania) have been making soaring Progress, and I think that they should be ready, in a few Years, for the Candidate status".
- "As far as the Western Balkans are concerned, .. nobody should be left outside" the EU, Slovenian's President concluded, ommitting to mention Turkey's controversial EU bid.
- "This process may be seen as Slow, but.. Slovenia has also has also been exposed to various "Booms of Slowness" in our accession period. But now we can say that the process was relatively quick, because changes which occur after becoming EU member, are quite large, and they require proper Preparations before the (EU) membership becomes a new factor, an impacting line for a new (EU) member country".

EU "Solidarity" ?

Slovenian statements made some participants from certain 3rd Countries as FYROM, etc. claim that "the Principle of EU Solidarity" would "produce a.. rising European Union Nationalism (sic !), against Non-EU Countries", as they said, asking unhappy foreign countries to form a "bloc" to exert pressure on the EU...
But Croatian President Stjepan Mesic dismissed that, supporting "EU Integration", "after the Economy also in Political" issues, as "the achievement" of our times. In EU there is "diversity, but it's United", he stressed, "EU has to be United so that it can become a central factor of Peace" also at the surrounding areas, he replied.
Speaking later exclusively to "EuroFora", the experienced twice President of Croatia, former President of the International "Non-Aligned" movement, denounced "Double Standards" in the way EU treats recently Croatia compared to Turkey :
- "I think that there shouldn't be Double Standards", stressed the Croatian President, in reply to a Question comparing the freeze of EU - Croatia talks, with the continuation of EU - Turkey talks, despite the fact that Croatia is an "unquestionably European country", while Turkey's EU bid is notoriously controversial.
Mesic was reacting to the observation that, even if he confirmed his "respect of Refugees' Human Rights to return, etc. (See infra), nevertheless, EU talks are suspended with Croatia.. While for oher, controversial candidates, who refuse to respect Refugees' Rights to return, etc., as fex. Turkey does in occupied Cyprus and elsewhere, EU negotiations continue".
- "I believe that Croatia's accession will confirm that all European Countries who fulfill all of the Conditions and achieve European Standards, have to join the EU. There shouldn't be any Double Standards", went on to add in reply President Mesic.
In this relation, Croatia's President found "of paramount importance", CoE's "mechanisms enforcing ECHR's judgements"
- "On Refugees and Displaced persons, the process will be completed only after the last person demanding to return will be allowed to do so !", President Mesic Croatia stressed earlier, setting a general standard of obvious importance also for otherr candidates, as f.ex. Turkey, often accused to exclude or heavily restrict Greek Cypriot Displaced persons' return to their Family Homes and ancestral land, provoke difficulties to Turkish-Kurd IDPs return to their home regions at the South-East, etc.
Some "2.000 People are still reported Missing" in former Yugoslavia, for some Years, (as in Cyprus, modern Europe's oldest case, for 3 Decades. Nagorno-Karabach, Tcecnya in Russia, etc, more recently), and Investigations "will only be completed after establishing the fate of the last one of them", he added.
Speaking earlier on "War Crimes", President Mesic stressed that "Leaders are responsible for (the) Wars (of the Past), not the People", and called against Impunity : "Individuals have to be held Responsible for Crimes. International Penal Tribunals have to persecute those individuals", perpetrators of War Crimes, he underlined.
Such statements naturally made Mesic rather popular at ECHR, whose President, French EuroJudge, Professor Jean-Paul Costa, looked particularly smiling when he welcomed him later on Wednesday afternoon, after Slovenian President Daniko Tuerk earlier this week.
