EU Chair Polish Prime Minister Tusk for EU Parliament Debates on Political Integration in EU Future

Speaking to the Press in Strasbourg in presence of "EuroFora", after his Speech and Press Conference at EU Parliament, EU chairman, Polish Prime Minister Donald Tusk, made clear the need to Debate on EU's Future, stressing that Structural Changes able to realize an enhanced EU Integration are necessary, but new Ideas should be born in a Political process open to all, (f.ex. with an active participation of EU Parliament, if necessary transformed in a Constituant), and not only by a few Technocrats a.o. :


- "We (EU) are at Crossroads", stressed from the outset, concluding on the experience of 6 Months as EU Chair (July - December 2011), the leader of the most important EU Country  which traditionally used to stand between the €uroGroup and the UK.


- Because, "Today, EU Partners have to make a Choice : Either for increased integration, or the EU will fall apart and dissolve", he warned.


- Indeed,"EU is facing pressure, both from outside and from inside, because not everybody accepts EU as a Community", the Polish leader found, Months afteer a voluntarist EU optimism shown just a few Months ago, at his incoming speech at EU Parliament in Strasbourg, on July 6.


- Therefore, "EU needs Ideas and Visions".


- Because, "after the (Global) Crisis (EU) is going to be Differend from what it was before", since "we've got to make Structural Changes in order to ensure that we'll be Together in the Future", as he said.


- But, "the Leadership must be Political, because Technocrats will Never govern well enough", Tusk warned. -" In the Short term, in times of Crisis, they might, perhaps, bring some results. But, in the Long run, Technocrats cannot govern well. Because in the Long run, the Political Community must be activated, the Europeans (People) must be consulted, there will be confrontations and Global Competition with very demanding partners, such as the USA, China, Brazil, India, etc., So that only a Strong Political Leadership could give a real opportunity, a chance for a proper outcome", he found.


- In fact, "the problem in Europe today is that nobody really respects all the Rules. A way has to be found, a Mechanism to make respect the Rules. And it has better to be acceptable by the Public, without forcing others to implement it". Since "in fact, it's not only about what happened in Greece alone, etc. Because Big Countries have also a Co-Responsibility", (f.ex. concerning the former "Socialist" network which had brokered the Politico-Financial Deal of 1999-2001, bringing an unprepared Greece earlier than normal in the €urozone, in exchange of Turkey's controversial and unpopular EU "Candidate" status : See "EuroFora"s Analysis on that matter).


=>"Therefore, such a " New Order" would have to have a Democratic Mandate. That's why it's better to be born f.ex. in  EU Parliament, eventually as a Constituent, because it has also to be accepted in order to be implemented", Tusk pointed out.


+ Moreover, "there has to be a kind of Vision" for EU's Future, as also "in the Past we had some visions, ...about transferts of sovereignity, etc."

- Because, "as I said to EU Parliament, today, the most important thing is to Save Europe as a Continent with Integration. The alternative is Desintegration. It might break up", Tusk warn.  In fact, "even if EU doesn't yet dissolve before our eyes, neverthelesse, we already see the cracks in the Monolith", he denounced.


 - "When I hear f.ex. some are satisfied to see that  the UK is floating away... They'd better start ringing an Alarm !", he found.


=> "So that we have to Motivate all those who believe in a Common Europe", the Polish political leader urged.


>>> - "But,  ...Ideas have to be born in a Debate", Prime Minister Tusk stressed, in a statement of obvious interest to "EuroFora". "And the Best place for Debate is the  EU Parliament".


- "In fact, until today, this Debate (on EU's Future) is just Beginning" :


 - "It is about whether we'll have more or less Europe.  What will be the Domain (of action) for the main EU Authorities ? How wil they be Elected ? What mechanisms will be built ?" (etc)...

+ Meanwhile, as  he just said to EU Parliament's Plenary, - "at the latest EU Council it was clear that some search tools not only to save the €uro, but also to ReinForce our Community. But others search to weaken or even to destroy at the end the Community".


- In fact, already, "we feel that a debate is been going on, not only about the €uro, but also about the Future of the European Community".


- Moreover, "during the last 6 Monhs, I witnessed this Huge Competition", the outgoing EU Chairman observed. But, "the Lead cannot be that of only a Few Countries, Nor of Technocrats, because they lack of Democratic Legitimacy".


=> Therefore, Donald Tusk, concluded by launching an Appeal to EU Leaders :  - "We must work for the Political Integration of Europe !", he urged.

    UK Prime Minister, Gordon Brownn's promise to French President Sarkozy that Great Britain will proceed to Lisbon Treaty's ratification was certainly fuelled further by MEPs' warning, meanwhile in Strasbourg, that all Enlargement stops until EU can have efficient Institutions for more than 27 member Countries.    

    EU Parliament's President, German MEP Hans Gert Poettering, formally announced this position, after consulting all Political Groups' Chairmen, Monday in Strasbourg, and most MEPs made the point crystal clear during Plenary Debates on Wednesday.   

     Thus, from Thursday, UK's House of Commons, at Westminster, gave its "Green Light" to Lisbon Treaty's ratification, which was completed later-on, after ovecoming some last minute attempts to block the process.

    - In only 3 other Member Countries we feel some "hesitations" : Poland, Czech Republic and Cyprus", said, meanwhile, EU Chairman-in-office, Slovenian Foreign Minister, Dr. Dimitri Ruppel, speaking to EU Parliament's Foreign Affairs Committee in Strasbourg, However, "I didn't hear any explicit refusal", he carefully added.

    Rupel's fears were later bellied in Cyprus' case, where a wide majority of political parties confirmed their support to the EU Treaty, but fears were confirmed in Poland's case, while Czechs said they waited for their Constitutional Court to pronounce itself.

    A paradox is that the Polish President Lech Kaczynski, who reportedly expressed concerns about Lisbon Treaty, had personally signed himself its blueprint, while, on the contrary, Cyprus' new President, Christofias, despite its own party's opposal, declared that he'll respect the signature of his precedessor, former President Tassos Papadopoulos, in favor of EU Treaty.

    But, "all that noise is a misinterpretations by some Western Media : Poland will ratify the EU Treaty, and even earlier than some other Member Countries", declared to "EuroFora", in a surprisingly optimistic tone, the Polish Chairman of EU Parliament's Foreign Affairs Committee, Jacek Saryuswolski...
